Mondo Bondage

S&M I am told can be an interesting pass-time, if it's something that all consenting adult parties enjoy. I am reliably told that a 'safe word' is essential, for when the pain really, really needs to stop. A handy way to remember the two meanings of the S & the M, is to think of the abuse coming from Me or Someone else.

#UKhousing has been having a dose of its own abuse recently. A few lashes in the chancellors emergency budget, 1% reduction in rents and some tongue lashing in the Times, to degrade & soften up the 'ill-performing sector' for the humiliation of more RTB2.0 (Right To Buy). We are getting used to watching the bottom line, how to build our budget reviews and line our loyal staff up for voluntary or maybe mandatory redundancy. Dark heavy clouds have descended over some of the most optimistic and forward thinking managers & directors. 

After a softening up to threaten nationalisation or reclassification , the housing sector was asked to swallow its pride last week, by its national body, The NHF. I think they shouted something like, "Hey turkeys, can we all vote for Christmas?" or similar.

To me it's got a familiar ring to it, from a government with recent form in this area. It was only a few weekends ago, that someone persuaded the BBC, "Hey turkey, can you stump up £650m for free TV licences?"

Now if the latter one had gone through parliament, like maybe it should have, a clause or two, or the House of Lords may have moderated it. Possibly a means test could have restricted it to all retired people with an annual pension of £10,000 or less. That might have saved the BBC maybe £100m, probably funding four more, internationally acclaimed costume dramas, or 52 weekends of Michael McIntyre annually. Maybe it was lucky they did it to themselves.

We now have a Tory administration who offered extended RTB as a manifesto giveaway promise, expecting not to have to do it in coalition.  Having won the election outright, now it's a promise to be delivered. With a resurgent Labour left and actually a slim majority, it might only take 11 Tory rebels, to stop or seriously soften a bill for more RTB giveaways. We could expect the House of Lords to give it a good seeing too as well. Many MPs can see the danger of losing more of our social housing. London pretty much unaffordable to rent in, increasing costs of housing homeless, migrants funnelling in from Syria and other asylum seekers.

If parliament passing a bill for extended RTB sounds like sadism imposed on the social housing sector, the NHF are effectively saying, be masochists and vote now like turkeys for this. Make it easy as it would be a difficult ride through parliament. Once the sector had voted for it, surely it would be spun like, "The sector knew it was failing and that selling off lots of its much needed low rent homes, to boost the PRS still further, was the best commercial thing to do".  Pushing up rents is good commercially for the UK and shifts the voting demographic to the political right.

Anyone with experience in the sector knows that previous RTB has never come near to even 10% replacement and that over 40% of homes sold, end up in the PRS anyway. I lived in one for a year, paying four times more than a social rent, in a flat in worse repair than the (still) social rent ones adjacent. How any board can suggest we flagellate and subject our organisations to the pain of more RTB, knowing the wider consequences to society, cost of the future HB bill, failure of replacement etc baffles me.

We need to take our chances with a proper bill (primary legislation in October), through parliament, surely that's the only sensible course of action?

Let something as fundamental as this be discussed in detail, deconstructed and given proper scrutiny. We need to get the message out too. What we do for society, to our staff, their family, friends, MPs, House of lords members, local & national newspapers, other traditional & social media.

It's time we stopped beating ourselves up and refused the offer, from a body that I would hope, should always act in the best interests of social housing, to take on more masochistic pain, administered by our own hand.  Already a number of voices have spoken up and a number of RSL's led by Red Kite Housing are using the 'safe word', which on this occasion is 'No'.

Board

Iggy Pop, certainly one of my fave artists. He's doing those SwiftCover ads now (insurance for non-musicians only of course), but would he ever join a board? I am on the board of a local community library, and it does (broadly) push my buttons. I like the difference it makes. If we can leave this world a tiny bit (or a wee bit, as my Scots friends would say), then we have lived a good life.

Its hard work being on the board of anything though, isn't it?

I have met so many people who participate in all kinds of things, many who have surprised me. Emma Maier, (who's editorial in Inside Housing I enjoy a lot), one of the latest. Anyone who participates in keeping a library open is a valued friend of mine.

So how do we keep the social housing (& other organisation) board members informed, connected and happy?

A neat trick that many of my clients have switched on to, is issuing board members with iPads or other tablets, with secure access to their systems. An APN can enable board members to have a secure Active Directory login, with an ability to view what they need. Generally that can be via SQL Reporting Services, Clearview or a similar reporting environment, shared drives, or if in use a MS Sharepoint environment. This also makes it easy to provide a dedicated email address too.

Board members feel valued when organisations take this approach and function better. There's less paper to generate & wade through too. Much better for the environment. even emailing PDF reports out to show data as easily understandable charts, with explanatory soundbites, will be gratefully received.

Individuals from a professional background may have minimal time to immerse themselves into deep detail. I find with my community library, I am an active board member, but cannot easily attend every meeting. If i could join the meeting easily via Skype, or other means that would be really convenient. If practical, that might work for certain boards too, maybe more easily done occasionally with just the odd board member joining remotely. If too many tried it, I guess its going to look more like a 1980's episode of 'Celebrity Squares'.


Board members often need training as well, which eases them into their role. This can be easily delivered on tablets via elearning environments. Marrying these up with all the collateral of being a board member can make a real difference. If you aren't combining elements like this, you are certainly missing a trick. Journey Man

From cradle to grave (or womb to tomb as some say) is one of those journeys we all travel on. its uncharted for the individual and in that case no one gets out alive. For most implementations, all participants get out alive, although maybe with a few more grey hairs!

For many, a major procurement & implementation will be the only one they will ever be involved in.  This could be a whole new Housing Management System or a crucial component, such as enterprise wide mobile working.  As PRINCE2 rightly tells us, projects are different and require very different skills to the BAU (or Business As usual). Procurement and the whole process is anything but BAU and as I always tell my clients, is a journey.

To get to your destination in one piece, it's essential to have enough detail to be in the right place at the right time, and land with everything you set out with. Journeys often work better, if your party is the same size at the start as when you get to the end.

To that aim I always like to see some people in a project if possible, running through it right from initial inception.

By that I mean the people involved in helping to build the PQQ or ITT, for me I would like to see helping build demo scenarios and scoring bidders. I have encountered some clients who think that the hard work is over once a preferred bidder is selected and the contract done & dusted. Well, many regular readers I know, will understand the reality, that its actually then, that the hard work starts.

Suppliers rarely take control and do it all  making it happen, unless you pay a hefty sum for it be that way. Then you still need to on top of them, to ensure you receive what is needed, hopefully that is what was contracted. I won't go into that last point here, it's probably worth its own dedicated blogpost. Needless to say, suppliers can be suppliers, whether they are building you a granny flat or a new system to revolutionise your organisation.

Getting back to the journey however,  having some of those original individuals involved in the procurement for the wider project, is invaluable. They understand why the procurement took place and the interactions with the final suppliers. On this last point, sometimes in greater depth than the handover staff. Many organisations I have worked with, end up with these seconded business people involved with the support of the new products implemented. Often within the IT team. I know some really good lettings and repairs staff who are now Housing Management System experts or trainers on their adopted systems. Change is a constant in all implementations, sometimes it enriches staff as well as revolutionises process and systems.

Losing Touch

I was reading an interesting article yesterday, about that great bastion of UK quality, value and best customer service, John Lewis. It wasn't the usual style however, it was quite negative and cited 'low staff moral', old incapable IT systems and ambitious phone targets a cause of accelerating complaints.
Oh dear, how could that happen to such a UK national treasure? I will be reading the skids are under Tesco next (whoops!).

Looking in from the outside, the woes of JL look to involve some of the results of outsourcing functions and systems. Have a read of the article on this link and you will see what I mean -

Thinking short term can cause some long term issues, around trust, cost and efficiency, as perhaps JL are now realising. In social housing, often we have to go down this route ourselves. Most have outsourced out of hours operations and outsourced repairs with partnering contractors. On the former, are those issues logged as well as having your own staff doing a proper job? On the latter, we all probably can recall Conaught (http://www.dailymail.co.uk/news/article-1309987/Connaught-collapses-10-000-building-workers-face-sack.html) and how contracting cheap destroyed quality and eventually the company.

When many of these outsourcing deals are struck, including DLO stores & materials, how deeply do we actually examine what technology is to be used and truly get into the detail? Very rarely in my experience does anyone ask "What have you got live and working, right now, just like what we are looking to do here?".

Too many managers & procurers are comfortable accepting vague phrases like "It's on our roadmap",  "There's nothing we haven't not managed to link with up to now" and the truly pitiful "Everything's Possible".  It's not surprising that we find in our sub-contracted areas, our expensive integrated technology links to a few Access databases or Excel spreadsheets, with our outsourced partner.

So it's not surprising a lot of outsourcing falls flat for us. Ask the detail questions until someone answers the question you originally asked and truly find the limits of your out-sourcing suppliers. It's impossible and plain wrong to expect to source 100% of what ticks your requirement boxes, but be sure to know where the gaps are, before contracts are signed. Don't expect as much attention once the ink is dry.

Carousel

Great this week to meet so many old friends, clients and ligger's at the Capita Conference at Northampton this week. Of course I was only at the event for research purposes and pure coincidence, that I seemed to meet most people at the free bar. Just to get the apologies out of the road early, sorry Helen I will refrain from calling you Jackie in future and L & M, we will do that meal in Brum soon honest!

The serious bit about this conference malarkey of course is the learning exercise. Seeing what others are doing well, asking them what problems they had, how they got over them. Also, being open to what my old dad would have called "The bleeding obvious".  Or TBO.

I had a TBO moment in a session partly executed by Roger Birkinshaw. All credit to Roger, although he needs to swap out that chap who writes his comedy material!

The TBO moment was around digital payments and that popular pastime that all social housing landlords are pondering over, that is Channel Shifting. Go back twenty years and there were many area offices, with cash receipting tills in them. Most printed on Rent cards and probably for many tenants , they were more like social drop-in centres. Places to have a chat with staff, and I can understand that with lonely, perhaps elderly tenants. However, that's not really efficient and so inevitably they disappeared.

The holy grail (or the holy fail in some cases) these days is getting tenants on direct debits, gaining a regular payment habit with Allpay cards or paying online. It's the last one that we really should be able to crack ere in the 21stcentury, but how many clicks does it take on your website to get your payment in?

  
It's not surprising that Amazon or others put the basket and the 'Proceed to checkout' button, top right of the page. Where exactly is your 'Pay Now' button? No doubt your comm's team will have planted a carousel of various images sliding leftwards at the top of the page.  Some advice on that one here: http://shouldiuseacarousel.com/


On a really convenient 12" Ultrabook laptop I use a lot, most social housing sites that use a carousel like that, extend pretty much to the bottom of the screen. Same with a medium sized tablet like an iPad Mini or Samsung Galaxy Tab S. Has anyone really thought about this?
Does the National Lottery site have a sexy carousel? No, its got a 'Play Games' button though.Now I bet the lottery got their customers in and asked them exactly what they wanted, rather than their comm's team, who no doubt would have wanted  to fill the site with all those charities helped etc.
 
Clearly, like the 'Play Games' button on the above, social housing customer self service websites should have 'Pay Your Rent' and 'Log A Repair ' button, right at the top of the website. If customers cannot even find how to pay in a minimum of clicks, you can bet they will give up. That was Roger's point. It took about 10 clicks and lots of scrolling to even get to where you type in your details, on the example website. As usual I would not be so rude, or inappropriate as to reveal Roger's victim, but it was a large social housing provider, starting with an 'S'.

How quickly can your customers pay, how many clicks do they need?  Put like that, it's not really rocket surgery now is it? You better open it & check eh?

Refugee

I doubt anyone would failed to be moved by the images last week of a child found dead on a Turkish beach trying to flee the war zone that is Syria. It's a disaster on many levels and David Cameron has signed up to the UK taking 20,000 in the next four years. Compared to the generosity of other nations that is a drop in the ocean (certainly no pun intended) and taken from refugee camps, not the masses who have often paid smugglers to cross the Med.

I have got to say too, that I do agree with DC on that one. Not that I do that very often, but I can see the benefits of safe havens vs cash orientated smugglers who are as likely to abandon vulnerable people in the desert, or in a precarious rubber boat, to do a dangerous sea crossing. Also, I do wonder, where are the wider Muslim nations on the refugee radar? By all accounts, Lebanon, Turkey, Jordan, Egypt & Iraq have absorbed many millions of refugees from Syria, but there is little evidence that Saudi have taken many at all.

The graphic on this website illustrates the disparity http://www.marketoracle.co.uk/Article52178.html . While Saudi, home of Medina & many origins of the Arab nations & cradle of Islam should be doing more, Europe for sure and the UK need to do its bit however.

When you get to practicalities, 20,000 refugees coming to the UK need to be housed somewhere. Scotland in some ways might actually be better placed to house many more refugees than England and already Wheatley, with its rump of Glasgow HA stock has already started to discuss how they can house people affected by the crisis.Good on them.

David Cameron has suggested that social landlords should be expected to help in this refugee crisis. Putting in place, "arrangements to house and support the refugees that we resettle".  Following a week when in parliament when Gideon Osbourne stated that  'The 1,500 state-backed providers of affordable properties are inefficient and their performance is “not particularly impressive”  '. That would suggest that this government would probably prefer to house refugees in the PRS. Quite obviously a part of the sector offering great value, choice, fairness and busting a gut to build lots of new homes. Or probably not in reality.

I think the fact that my new best friend DC will be relying on local authority RSLs and social housing providers, disproves the chancellors assertion. If the sector is so broken, how can it take up the slack of so many incomers. It will too, the people I work with care, they will make it work. Let's face it George, the PRS are looking at their bottom line. Remember that approx 30%+ of MPs are PRS landlords too. No surprise they are not going to vote for radical changes then.

Social Housing is a department of that great Tory idea now forgotten called the 'Big Society' (yes actually some of them have some good ideas, but sometimes the leopards spots don't change do they?). It can care and accommodate. That's what I am sure it will try and do. Places I work, already accommodate refugees, speak their language, enable them to build a better life.  

I don't seem to have George or Dave signed up to my blog, but if they were, I hope they would grasp the drift of why good cheap, flexible social housing is good for the UK and all its citizens. Also for providing the safety net for refugees arriving here. Dispensing social housing away as more Right To Buy (RTB) makes us poorer and less flexible as a nation. Ultimately, it will cost us and the taxpayers more.

There I was too, thinking that Gideon was into low taxation and minimum central control. Try letting #UKhousing sort it for you. I think you will be surprised how well it might go. If the government learns anything from this, is anyone's guess.

Trouble on Double Time

I would have my pension banked already, just based on someone paying me £500 every time I have heard people tell me "we really need to Channel Shift Tony".  Unfortunately I smiled and offered advice, so I won't be upping sticks to retire out to Tenerife just yet.

Since the recent 'emergency budget' including that great Easter egg surprise of a 1% rent cut for social housing rents over the next five years, I am hearing it a lot more. Now regular readers of this blog will know that in conjunction with my fave comms' buddies Ade Capon & Brett Sadler, earlier in the year we explored where #ukhousing was with channel shift and customer self service. Still many people are to my eyes, missing the point.

I have worked with a number of clients looking for direction in this area. Many considered technical innovations such as 'live chat'. What a great innovation. Or not. the point of channel shifting is to provide extended service, 24/7, and cut our costs, to contribute to the missing 1%. Live chat is helpful, but still needs a customer service person at our end, ready to chat. Encouraging it, just shifts the transaction up the line.

Another massive missed opportunity is integration. Mess up in this area and we double up the transaction. It takes me back to the early days of IF, the old Halifax internet bank, from about 1999. This was slick on line, but according to a partner of a old school friend of 'er indoors, all those transactions were printed out, (yes on music ruled folding paper...) and re-keyed into the back-end mainframe every morning. How crazy, we wouldn't do that would we?

Some channel shifting is truly rubbish, it might be how much you spend or how much into the detail you go. I am convinced that the "march of the machines", will be led by the self checkout machines in Morrisons. They are by far the worst out there, followed closely on their heels by the ones in the Co-op food.  I am available to review said machines if anyone would like to engage me, however, I am sure I can make a bigger change in social housing. That would make me feel far more righteous.

Well, if our website self-services don't integrate directly into our backend applications, you know for repairs, rents, ASB etc, we are actually doing just the same as the Halifax sixteen years ago. If when your tenants and other customers participate on line, if your staff are just receiving an email, or a PDF with stuff to key in, you have failed my friend. You had one job and you (or your visionary managers) messed it up.

Stop the doubling up, because it's just trouble. Your efficiencies are not being fully realised, don't kid yourself they are, unless your incoming call total each month and staff head count are not going southwards. That is not to say, dear reader, that those displaced persons should not be redeployed in higher value roles. I am advocating increased efficiency and productivity here, not necessarily crude staff cost savings.

Late In The Day

For not the first time in my life, I was in a conversation with someone in the summer, about the consequences of key staff handing in their resignations and a fear that remaining team members will struggle without good documentation. Why oh why, after IT courses, methodologies and other vehicles abound, to guide us that documentation is an essential part of development, that we just don't do it? We seem comfortable to simply leave it in people's heads.

Going back a decade or more, when leaving permie positions, even though I was happy to empty my head on to paper or other documentation, most places never bothered. Getting closer to your last week I would wonder, 'surely someone soon, will ask me about these key things I have been working on this last year', but they rarely did. It was usually month end or later when the personal phone calls would come. By then my work cortex was emerged in some other problem, most likely in a completely different sector. Now I bet that has happened to you too?

In fact 'to document' is actually frowned upon in many places. An old friend of mine, now working for a key chip designer on contract, who co-incidentally I was having a few pints of well hopped real ale together with, the other evening, has received just this reaction.

People joke he does 'like his documentation' as if it was a quaint personality trait. Both he and I work on a contract basis and we both agreed that the better contractors do seem to have this habit. While it's better for the client, as they receive some well needed knowledge transfer, it's also good for us. As we both successfully juggle a number of projects concurrently, documenting properly enables some sensible compartmentalisation. When the same client 18 months down the line calls with a query, pulling out the pristine filed diagrams and procedures make you appear like an all-knowing polymath. Which of course we both are not, we are just well organised!

While in not all cases a technical author is needed, making sure that documentation at all stages of a project or development is crucial. Wrongly, it seen that documentation is wasted effort. The opinion that 'that staff member should be knocking out code instead, being productive' is probably familiar to us all. Our bigger suppliers can be the worse culprits can't they. I don't need to name and shame anyone, just open up your Housing Management or Contractor System and look at the state of the on-line help manual. That's if you can find it at all !

How often have you waded through over-techie amendment logs, wondering why these suppliers can't just tell us the changes in plain English?

So, staring into our pint pots, half full (not half empty) of course, we wondered if it was time for our profession to start up a CAMRD, A campaign for real documentation. That way when our IT staff jump ship, it doesn't leave a bitter taste in our mouths.

Over the last few months I have completed two interesting pieces of work looking into how Common Housing Registers (CHR) were working. Both were in two large geographic areas, one mostly rural, one mixed, one in England and the other in Scotland.

One utilised Abritas, which has become something of a default go-to application software for Common Allocation Policies (CAP)and enterprises of this nature. The second used the Lettings module of a popular Housing Management System, which was in use at the largest partner. In looking at the system and IT elements, both actually worked reasonably well, so no big shakes there. I have seen the latter approach a few times, done with Northgate and Orchard, with good results after a reasonable degree of bespoke set up and configuration had been completed.

Of course in many of these CAP projects, one of the biggest elements of the project is not IT at all, it's getting all partners to compromise and agree on letter formats & pointing/banding regimes. I have seen that take two or more years historically and I am aware of one City area in Scotland where with that aspect taking such a long time, the biggest partner just went it alone. As you would I guess with that level of frustration.

The two I looked at had been successfully in use for a year or more and starting to produce great statistics, around homelessness for P1E and other KPI returns. In both I spent time with some of the smaller partners to collect their views and had sessions with the managers responsible for ensuring a good relationship with the wider partners.

The interesting thing that I noticed was that external partners in both projects were hungry for greater autonomy from the centre. Both were eager to have greater control of submitting their own adverts for voids, also of some basic admin functions. After all these were their voids, and often their applicants looking for housing or to downsize etc.

On the first point, I found it interesting that staff controlling the void adverts and how they were posting on to the CHR took so much pride in them. So much in fact that they found it hard to trust the partners to hit what they regarded as the 'Right Quality' threshold.

On the second in both cases, the controlling partner seemed to create work for themselves, in order that no-one 'messed-up'. Rather than training the secondary partners up and letting them take responsibility, which would assist all, that paternal attitude persisted. Sometimes as parents we do need to let our offspring make mistakes and let them learn from it.

To better devolve both of these areas to the partners and then monitor the results, would let them fly or crash & burn. They would potentially provide greater autonomy and work could be reduced at the centre. If it could be proven to not work, (i.e. void ads are so poor they expanded void times, reporting suffered etc..), the current practice could be easily reverted to, for partners proven to not have the skills, staff or wherewithal to fly. The discussion could then be put to bed once and fall all and everyone move on.

In my mind it would prefer to see users take responsibility for their own data, processes and systems and understand the consequences of them and their wider staff, not getting things right.
