I’m still often surprised at how limited self-service options are for residents today.

Either its incomplete, has a UI for residents looking more like our back-end 2000’s HMS system, not there at all, or in many cases not so convenient for residents as evidenced by poor take up of 15% or less of tenants that are regular users. 

Poor integration is often presented as a challenge or excuse, as is often seen from some of the laggard legacy suppliers, possibly still feeling their way on their digital journey. Also sometimes the web platform developer people come unstuck too. As usual here, I’m too polite to name the guilty, after all some suppliers can at times surprise us for the better ! 

Thinking back, I remember talking at a summer self-service conference, hosted by the ActiveHousing chaps in 2018. Those guys now are part of the wider Plentific - https://www.plentific.com/ property operations solutions offering, one of the most feature rich platforms in the sector. Back then I outlined seven whole years ago, what ‘good’ probably looks like and will persuade tenants to choose that Digital First strand, from the available omnichannels we can offer. The cost of self-serving is still pence (but only) if volume can be achieved, failure to channel shift, still generally results in a telephone chat costing £10 upwards.  

Fast forward to today and we have a more aggressive regulatory environment, post Grenfell and just prior to Awaabs law coming to support socialhousing residents this October, 5 months away. On the latter, it is definitely a concern and reason for CEOs to lose sleep and there is no shortage of providers looking to ‘come up with something’ as part of their self-service. It’s often a mad long form of 30 questions, with the ability to upload your damp & mould at the end (if as resident you get to the bottom, without actually losing the will to live!). Anyone can knock up a website form, its cheap and cheerful, but what might create real change, and improve the resident experience?

On a chat a week or so ago with Simon Wilkes, who was at that conference, now with his Plentific hat on, I asked him what they thought ‘good looked like’? Luckily, this is no laggard supplier and has a wide portfolio of proven integrations with most HMS and repairs solutions out there. On quite a few of my own projects, I have had these guys in the room solving API problems generally quickly. In one case working with four other of the ‘rutting stag’ suppliers, bottoming out integration challenges in hours, not months.

On integration I am sick of hearing the answer/excuse, “well there’s nothing we have failed to integrate to as yet”, when clearly it cannot be evidenced as yet. In these cases your go-live may well seriously over run the introduction of  Awaabs law - https://www.gov.uk/government/news/awaabs-law-to-force-landlords-to-fix-dangerous-homes  being introduced (and perhaps the Grenfell Enquiry finishing too. I kid you not).   


So, what’s new in Plentific’s resident experience solution – originally known as ActiveHousing? 

Well in the proven solution that can be implemented in as little as 3 months, there’s a new key tool I am liking a lot, in readiness for Awaab’s law, in helping to identify and address damp and mould hazards within tight fixed time frames. All the emphasis is on early reporting, diagnosis with AI support to nip small incidents in the bud, before there are major spore health hazards for residents and landlord asset damage can escalate. This, like other platform aspects are being continually developed, so unlike bespoke homegrown self-service web developments, its back to the SocialHousing provider to maintain, keep secure and maintain regulator alignment. 

The bonus of having the advantages of proven integrations to the wider Plentific repairs and housing solutions stack & tech development roadmap, open up ever richer opportunities to access and act on real-time information, particularly around compliance. There is neat diagnosis support for integration with     video calling technologies, ability to capture images and videos of resident damp and mould. This underpins regulator compliance confidence, as there is before and after evidence collation, proving rectification actions undertaken. 

More important than pleasing the regulator of course, is the confidence that councils and RSL’s are keeping residents safer, particularly some of the most vulnerable in our communities.

Adopt OR Adapt

A common discussion that has cropped up in my recent projects has been that old chestnut, ‘should organisations look to adopt COTS (Commercial Off The Shelf) solutions or look to adapt them to existing processes’ ?

Its certainly an interesting question to ask.

Some things to consider include working out ‘how unique are we around here’ and how close a COTS solution may even fit our situation. In my experience for core socialhousing solutions, uniqueness is relatively rare, with probably 85-90% of what we all do being pretty similar, not withstanding devolved country differences. The special-ness might be the types of residents we have, build types or geography (IE Radon emitting rocks, floodplains or lots of listed buildings in our stock to manage).

Also, confirm if the selected COTS solution is mature and capable of being adopted. If its still being written, not many current customers can be seen as already having successfully implemented it, then maybe its not suitable to adopt. That’s where many organisations have failed. Ask the right questions and assess the risks sufficiently. Maybe find the right COTS solution, or engage help from someone who can assist you there.

Recognise that a packaged solution is generally that, with its own APIs, import routines, UI IP that contractually you will be expected to use and will be supported by your supplier. While different suppliers may have user groups and forums for submitting suggestions and future functionality, unless this benefits multiple users of the product, its unlikely that they will be added. While this might sound somewhat punitive, it’s for everyone’s good. I have more than a handful of experiences where suppliers have allowed customisation, which before long results in an un-upgradeable product. So, don’t complain, it’s saving you from your self chum.

Of course, cases can be made for more homegrown and DIY solutions. Reasons for this can be many fold. Maybe organisations have deep pockets, have had bad experiences already with suppliers and pledge to never do COTS ever again (step forward L&Q), or have a large spare ICT resource. In the case of the latter, some organisations can get mixed up if they are a social housing provider, or a software house themselves. If you have this phenomena in your organisation, I suggest you look into this, also its governance. I have helped quite a number of organisations with some of these challenges recently. Often an external Critical Friend is a solid way to understand options forward.

Choosing to adopt with the right product, means less of reinventing the wheel every time.IE security, GDPR, integrations, a single source of the truth generally comes as standard. While we might have 1,000+ detail requirements, the core bread and butter best practices are sure to be well supported already, so we don’t need to sweat those. So we can quickly adopt those, while checking how other established organisations function with it. Concentrate on outputs, not the baggage of how we used to arrive at them!

Excessive adaption can dilute effectiveness and reinforce that old adage, “Well we have always done it this way”, so we need to twist the new solution to working like that. By avoiding often unnecessary customisations, organisations can reduce risk, save budget, speed up & make implementations more reliable and reduce coming years of expensive maintenance (a hit to the organisation by the way, not the supplier).

So what could some of the cons be here?

Well, pre-built solutions might not perfectly align with all organisational needs. Work to identify these early on in the procurement in order to spot future compromises and workarounds required. Possibly specialist solutions can be tightly integrated using modern API’s, or supported by minimal bespoke development internally. Choosing the wrong COTS solution might well also result in failure. I have been called on to look into projects scheduled for 18-21month implementation, already in year 4,5 or longer. These are rectifiable, yet often need bold actions if 'Stockholm Syndrome' has maybe crept in.

There is also plenty of scope for staff resistance to change. New processes or workflows might be difficult to embed, even if actual package or sector best practice is what’s being proposed. Good comms can be really useful here, as can networking openly with peers who are also using the COTS solutions successfully.

While the current traditional packaged solutions marketplace appears to be more controlled (& shrunk) by VC, ever shrinking, even more so this Spring 2025 with just less than a handful of large suppliers buying everything up, there are still independents (such as Omniledger and Rubixx), plus a range of Microsoft D365 Dynamics solutions, Salesforce and other solutions. Many of the latter can supply various degrees of productised and supported IP, which provides a hybrid COTS option. For these the buyer needs to understand what will be productised, how far that will take us and what the gap will cost, plus who will develop it. One for a whole blog post on its own I think that one.

In any case as the Romans used to say “caveat emptor”, perhaps get advice if you need it before purchasing, to ensure you are “Buyer beware”.

Rat In Mi Kitchen

Those were the days, drinking real ale in the Eagle and Tun, corner of Banbury Street Brum, famous for being used in the pop video for the Red Red Wine single.

Decades on, the crème coloured UB40 unemployment benefit attendance card, is no longer used for signing on, killed by online UC. The old E&T also killed off by demolition, being unfortunately in the path/periphery of that great white elephant HS2.

Birmingham is also now our UK city most likely with kitchens with a rat in it, due to months of bin worker strikes, triggered by pay cuts suggested by a now bankrupt city council. Brum however is not the sole council with section 114 notices. They join Croydon, Nottingham, Woking, Thurrock and Barnet. My own patch Warrington Borough Council is not far behind in £1.8b in debt.

Birmingham is unique however, in that the failed implementation of a new Oracle Fusion ERP IT system was a key contributory factor in its recent downfall. Within social housing, costs of new ICT systems have sometimes derailed actions like mergers.

A detailed 67 page report is now available, which examines what went wrong.

Spookily, it contains plenty of familiar themes that I see in my various projects, soft-market exercises, procurements, reviews and Critical Friend engagements to assist clients (Councils, Housing Associations, Charities, AHB’s, RP’s etc) to reach a timely go-live while not running into too much unnecessary Change Control.

Old Highs, New Lows

Having worked in all sectors of IT across my working life, I can’t say I made a conscious decision to spend getting on for 28 years in SocialHousing ICT, but there you go. Over the years I have been the natural sponge and absorbed whatever sectors I toiled in, even remembering my retail or logistics experience, often decades later.

Many of my friends, contacts and clients will know I spent my first fourteen housing sector years at MIS Active Management Systems, home (originally of HAMIS and) ActiveH, last 5 of which as Managing Director for my sins. Mostly happy times with many decent hardworking people, not without its quirks and politics as most small companies have. Glen Lewis and Richard Chambers will be familiar to many, as will some of the others, a few with a SOH bypass who made a Christmas appearance in my ‘Hamis Recorder’.

In some of the sales demos I attended back in the 2010's pitching for MIS, we often bumped into Ian Lockwood or Chris Harvey coming into the prospect for the afternoon session. It was good to take a good few of those back then. Many of those RSLs are just about back out again now.

When I first started, there were over 25 products/suppliers available to anyone needing a housing management system. With the agreed sale of MIS-AMS announced today (somewhat quicker than Homemaster last month), that reduces the bigger supplier beast to the UK Housing procurement equivalent of the four corners of Jurassic Park. Aareon, Civica, MRI (now Capita owners) & NEC. Which of these might be the most precarious and whose long term fate might be more tied to its VC owners?

A bit like the movie, a lot of these solutions feel like they are sharing a lot of the old shared stale DNA. With such similar multiple solutions in so little hands, it’s a wonder the Competition & Mergers Commission is asleep at the wheel yet again with this new ‘we are thrilled & proud’ PR messaging from the purchaser. Where will this leave InclineIT & ActiveF (ActiveFinance) then? 

Still that leaves one true indy innovator left standing, Rubixx. No debt, no external investors or shareholders. What a luxury to only answer to clients. A solution that if you have not already taken a look at, you should take a shufty. Simon Reay has got most legacy solutions on his bingo card, he should have picking up over 30 deals in the last three years. I recall Simon proudly telling be when he had won Melville HA from MIS up in Midlothian. Actually that was the first HMS implementation I ever did back in 1998.  Like Simon, I will be fascinated to see how selling a culture of caring about customers, now plays out under a new regime

One class of alternative solutions that I can hardly see spooking the C&MC, are the resellers of CRM based platform housing solutions. You know the ones, Microsoft Dynamics 365 or Salesforce. These are the new alternatives to the traditional suppliers, providing freedom from solutions being bought up and flexibility to do something else. These RSLs often have deeper pockets too. Strangely when some of these housing CRM resellers are historically snapped up by big outfits, they are often suffocated. Why can’t some of the Jurastic’s manage to tap into this potential and take on a reseller building more expensive solutions? Maybe their management structures cannot support it or maybe just the imagination is not there. Maybe we will have to wait until Plentific try their hand at this?

What will the big suppliers propose to the market from their bag of product? Even now I experience confusion where rival options are available. One of the biggest challenges, is often integration, that is particularly older products have not been plugged together before and its still challenging at time in 2025. Just cause it has the same logo on it, should not con you into thinking integration will be a breeze.Also, how much innovation is occurring ? Some of our larger suppliers seem reluctant to invest big.

With the urge of the sector to select best of breed to mix and match, how will this pan out with achieving data standards aspirations? Also, how much more needs to be budgeted for more client side maintenance of solutions, rather than contacting that single supplier help desk?

When merged and the usual skill ‘wastage’ occurs, how well will that combined helpdesk for three housing systems going to function for customers? A new call logging system does not always make a better helpdesk. While Aareon have recently moved to a new system, how will all those support staff and clients take now to going back to a supplier they may have left just a few years ago, or maybe just in a transition away from Aareon?

So how will success be judged here?

Well by RSLs & SocialHousing organisations, probably if these buyouts lead to significant investment & innovative product. That has certainly appeared to have happened with Rubixx and NEC, as can be seen by consistent new wins. Will we see a return to procurement wins from the others, or just a sweating of existing customer revenues? No one wants to just feel like a number in a supplier's sales ledger, squeezed each year by increased costs. Always as ever, are the dangers of suppliers trying to re-contract. It will take 12-18 months to see how this all settles down.

Well if you are staff or customer touched by this today, I wish you well on your journey to or from AWS Appstream, Fixflo, Arthur, Assetcore, MRI Documotive, Homeo, OpenAccounts etc. Thinking about it, these are all blending into each other now, aren’t they? Maybe only Rubixx & the CRM resellers will clean up after this one - lets see !
