It's been a little while since I have properly emersed myself in components, Asset Management and stock condition surveys, although I have been involved with many projects over a couple of decades. 

Obtaining decent component information is a challenge, while an even bigger one is keeping it up to date afterwards. Its not easy but rewarding from the viewpoint of being able to make insightful budget and planning decisions, going 2, 5 or up to 30 years ahead.  

Unless you are managing less than a few (3) hundred homes, an Excel spreadsheet will not cut it. There’s many a module out there of decent quality and some good standalones too. Anyone who has been out into the market to choose one will also know that each has its blind-spots. One I saw a demo of recently (obviously I wont name the guilty party), was only capable of reporting past expenditure, rather than planning potential future budgets based on providing (English) Decent Homes, SHQS or the Welsh Housing Quality Standard (WHQS). Clearly a software supplier with no socialhousing solution, they then asked “why a landlord wouldn’t just do the replacements?”.

It seemed inconceivable that there would not always be budget to just do the work, quite the reverse of what generally needs to be worked with. Decent graphical modelling tools are a boon to productivity in a planning process like this, rather than manually moving assets around a Life Cycle Costing report piecemeal.

The quality of surveyors vary and also their understanding of socialhousing. Often this can be corrected by issuing surveyors with the actual data we want them to collect, before they start a traditional 20% survey. Surprisingly this is rarely the case. The most extreme example I ever saw was a socialhousing asset condition survey completed by an outfit who previously specialised in surveying North Sea oil rigs. I kid you not. We could see how many hanging baskets our units had, but not the state or existence of kitchens or bathrooms.

Often too, surveyors get hung up on life of components and a predetermined idea of condition coding. If we were surveying passenger aircraft, there are certainly many parts for sure, that will need to be serviced after every 5,000 logged flying hours. Unlike an Airbus A320, after 30 years kitchens and bathrooms just don’t drop out of the skies desperately requiring replacement. Clearly in student accommodation or bigger households, these might not last 30 years. Where an elderly resident on the other hand have some from the 1960s that they have looked after and actively refuse upgrades. These would now be getting on for 50 years old.

Surveyors love the idea of doing a survey this year to determine a remaining life and counting it down annually, towards a ‘poor’ or ‘failed’. One popular surveyor used to charge to take data away each year for ‘aging’. While we could at this point make parallels with fine wine, I would make it with real ale. Our asset data like proper beer which is a living breathing thing and is better when nurtured and carefully looked after.

At the end of the day, socialhousing condition of components can only be based on a sampled view at a point in time. While predictions could be assumed, within decent home calculations, many criteria are defined based on components being old (i.e. exceeded expected life) and poor (i.e. usable condition), in order to define a failure.     

If we are unable to disconnect ‘Condition’ and age exceeding expected life, we will apparently have more failures than actually defined in the legislation. Our (incorrectly) budgets (incorrectly) may then need to be higher. In fact the biggest obstacle to being more accurate in planning budgets is ensuring all internal improvements are properly recorded. IE timely recording in your system of major void work and planned maintenance improvements. Relevant examples may be whole boiler, heating, kitchen, bathroom replacements, rather than minor upgrades. The former will also reset the clock for component accounting for these items. Another area there which often is spreadsheet or standalone application based. Probably one for a future blog since I have helped suppliers to design in this area as a critical friend too.  

For sure, keeping a tight asset component database is of benefit to landlords and residents, opening the door to providing better informed service. Newer boilers, lifts and other M&E equipment where selected, often now have IOT capabilities. Yet another aspect where the asset management solution can earn its keep in flagging up issues before residents realise them, or protecting the asset from much more expensive damage.

Investment in targeted surveys, good data management for assets and some more blue sky thinking, will all bring together potential for better decision making and improving efficiency.

Celebration Day

Well its generally staged around this time of year, although the weather is not always this summery!

No, I am not talking about The (very inspirational) Rio Paralympics, for housing, social & (increasingly un-)affordable (read my double-plus good, double speak post here)  its #HousingDay. This time too, we also had #HousingWeek, as it was coordinated with the big NHF16 Birmingham conference too. Give the clever Ade Capon a pay rise if it was his idea. It was one of his best!

Clearly this year, if not an army, but a small battalion chipped in, to make it the most successful ever, particularly on Twitter, within the InsideHousing and 24Housing sector magazines, but also (to a much lesser, but very worthwhile nonetheless, extent in the wider media. Our sector housing media do a very good job, as do the Tom Murtha's, Amy Nettletons, David Orrs, Claire Astbury's, Lucy Ferman's, Shelter, Tpas & John Popham's. Its building in Scotland too, but needs more work done there.

My fingers were busy on #HousingDay and I managed a fair reach on Twitter :

Those fingers probably needed popping on ice by the Tuesday!.

It wasn't all back slapping though. There were a number of tweets in a negative vein, garnering quite a reach, about immigrants 'taking our homes' and #Brexit easing the housing crisis. It would be quite ostrich-like and convenient to ignore these & brush them under the carpet. It does however reveal the fact that we are pretty poor at getting the facts of who we are, what we do, how our processes work, to dispel a lot of red-top & Channel5 nonsense.

I measure how we get our sector across by how much my bright mates seem to know about it. The received wisdom is still too centred around the usual strong myths, such as:
  • All socialhousing is tenanted by people on benefits and they are all unemployed
  • Most if not all new lettings go to asylum seekers or immigrants, who are taking all the socialhousing.
  • Socialhousing is totally subsidised by the tax payer
  • Housing CEOs are highly paid hypocritical fat cats
  • Lots of rich people are living in social housing

These are the messages the general public seem to take about us. How do we go about getting them aware of all those good news stories, that happen many times a week, in every organisation right across the UK? By my reckoning there's at least over 700.Can we be sure that our staff understand what we do, beyond our mission statement on our mugs, staff coasters and inscriptions on the back wall of reception?

Now you comm's teams know what's coming from me here. I will apologise to all the 24/7 comms types out there, many I know personally. You know who you are and you know I am impressed with what you do and I often tell you so.

Maybe we do internal comms really well, we certainly seem to employ enough staff within the sector. But how well do we engage local press, radio, twitter, Facebook, blogs, free-sheets, snapchat etc, with the good news? I often tweet local press stories. Most are of the ilk of planning permission sought or granted for x, affordable units level cut to y at x etc. The people stories are 90% of the time negative. ASB here, disabled family not being helped and suffering there etc.

Not forgetting the sterling comedy gold output from Channel5 posing as investigative journalism, 'Benefits by the Seaside', 'Benefits Britain: Life on the Dole', 'Obese on Benefits', and the rather unimaginative 'On Benefits'. Clearly C5 were too 'benefitted out' to improve on that one!

It's tempting to think, 'Oh it's like the red sea, we are not Moses, we can't hold all that brown stuff back!'. Well, having waited in line in scores of RSL receptions over the years, I know with some determination, we can. Every new kitchen fitted, neighbourhood improvement completed, tenant helped into training or work, disabled ramp fitted, heat pump sunk etc, Gas service completed, is a good news story, to explain what on earth we do.

We do a lot of this stuff, that the PRS would never do.

If we are not getting these quality snippets out to the wider public, we might as well be (or become) the PRS, for all any of the general public cared. I think for any RSL over 500 units, a good news story pushed out every fortnight, is not unreasonable. Our comms teams may need some new skills to do it, but you back room chappies can save socialhousing, Comms are like the Bletchley Park for our time.

We need to be thinking how we do it, not how tall a mountain it could be to climb, or how hard it is. We need answers and solutions, so everyone, not just the sector can celebrate #HousingYear, not just reflect on how much good we do society and our communities, for just one single #HousingDay.

Paid In Full

Anyone who knows me, I am sure understands that I am a firm believer in a ‘hand up’, rather than a ‘hand out’. My involvement with my local voluntary community library, documenting my (relatively) small provincial town’s night shelter probably make that obvious. If someone can put on my gravestone, ‘This chap made the world a little better than when he came into it’, I would be quite pleased. Obviously some muppet could cremate me, sh*t happens.

Last month I got involved with a funding project to assist a credit union and local signposting organisations to create something to help the growing number of people out of financial security. It was in the central west area of our capital city, London. A place I hated in my 20’s & 30’s and somewhere I have come around to in a big way in my 40’s & 50’s for all sorts of reasons.

London is certainly a city of extremes, we have the very rich and the very poor rubbing shoulders.

The project was to explore funding to improve Credit Union systems, with a twitter chum of mine, the brilliant Lizzie Spring @ESpringW11, who single handledly brings me down to earth, on a regular basis, as to what we are really looking to achieve for residents in socialhousing. I need more Lizzie Springs in my twitter Stream, believe you me.

Anyway, a lot of what I looked into was around self-service and what we might technically call #channelshift. Blimey, it is 2017, don’t we all do our stuff on the web? I think we do actually. Credit Unions need an easy way for people to open saver as well as loan accounts.

The takeaway for me was that where banks lead, we in the other strands of society, need to catch up. If credit unions are not attracting customers who can sign up instantly, some Building Society will. If lenders cannot access affordable funding easily, they will end up at the Wonga’s, loan sharks and Brighthouses, which are ultra-easy to engage with, but not the best with expected outcomes, of thousands of percent interest. Where the homeless or needy have access to a Smartphone, the usual conduit to the web, there surely should be a better way.

In UK #socialhousing we cannot judge ourselves by what suppliers provide for us as ‘products’. These are pretty comprehensively poor, except for a few notable exceptions. I was surprised to find credit union software somewhat ahead in places of socialhousing offerings. How has our sector fallen that far behind? Its pitiful.

There’s no excuse for supposedly key software suppliers offering half built or bog standard closed offerings. Because at the end of the day, our residents and customers, won’t use them. So instead of channel shift for pence per transaction, we risk wasting money on expensive white elephants.  At the end of the day we could have just employed two more staff in the service centre.

Schools Out

Well, what a week I’ve just had. Anyone who knows me, understands that no week of mine is ever remotely similar. I like that, but I get it that everyone else might not enjoy working in that way!


An interesting week of some ecstasy, ups, downs, travel, real fires, Hook Norton, new places, old places, lots of mixed emotions.

Towards the end of the week, however I had the chance to join a proper, ‘Back To School’ type moment.

In Scotland, I work with the lovely Arneil Johnston folks, helping them as associate with all their ICT work with Council and SocialHousing clients. As part of Scottish Housing Day, Arneil Johnston undertook some free schools outreach with a number of secondary schools.



As part of that, I went back to school in East End Glasgow, within a stone throw of Celtic FC’s ground in Parkhead, last Thursday. A group of about 20 teenage students from St Mungos Academy played an interactive game, about different personas and housing options, which may match their future circumstances. It was an interesting afternoon and on hand too were a couple of staff from Parkhead HA, to explain what socialhousing is for and who might be most suitable or eligible for it.



The game covered and described all the types of tenures, to be found in the school locality, as well as stressing the need to understand the range of what may be available, wherever these young people take their lives. IE limited socialhousing, intermediate rents, Shared Ownership, PRS (Private Rented Sector) and buying to become an owner-occupier via a mortgage. Arneil Johnston also have access to a wide variety of current statistics to provide insights for the students. Local builders and others were name-checked in the presentations.



In Glasgow, the percentage of owner-occupiers has reduced in recent years, in a similar way to most of the large cities & conurbations across the UK. More than ever we need to equip our youth about the options out there and how they might match a career, income level or diverse social needs, to possible housing options.



The day was fun and I would be fibbing, if I didn’t admit to having a wee warm feeling, by its conclusion. I think the majority of the students took a lot from the session. In contrast, although I personally have lived in all but one of those tenures, had absolutely no coaching/teaching at secondary school or college as to what options were out there for me.

An understanding of potentially diverse housing options, in a rapidly shrinking pool of properties, across the UK, is a useful skill to pass on to teenagers, getting ready to leave school. I think we should be doing more of this, relating it specifically to local catchment areas, landlords & other options.

The New Normal

I have found being locked down has been very busy and productive, with a growing feeling that social housing is at last waking up, to how they need to nurture a team structure in a different way, than we did in the traditional office environment. 

Following up on something I touched on in an earlier blogpost, it's good to contrast my experience with a local solution provider I often work with.

I was chatting with contacts at Hallnet, who produce the Active Housing brand range of housing web portals and self-service software , sharing a few insights into their experiences earlier this week.

Amazingly, Hallnet have onboarded five new staff during the breakout of Covid19 due to expansion, including really effective remote training. They have introduced a number of virtual team building strands, to maintain productivity and introduce an element of missing interaction whilst working from home. These are easy elements for any socialhousing organisation to introduce over Google hangouts, Zoom etc. Lunchtime active workouts, drop-in learning sessions, Film Club provide a varied mix with regular team meetings over Google and a daily stand-up from each team member.

Hallnet in common with other organisations I work with, have found that including social strands, like virtual pub quizzes, staff drinks and even poker tournaments, have really built bridges between staff. In the old normal getting social was an employees business. In the new normal, getting to know work colleagues better goes somewhere to replacing the intimacy of all the activities we couldn’t do or now have to do in a more restricted manner.

From what I have been seeing during the lockdown period, Hallnet have backed the right horse to prepare for a rush for landlords to make better self-service a reality, to better serve customers remotely. I have seen a few rollout plans turned on their heads, so I was interested in the type of things they have delivered in the first part of 2020.

For socialhousing, building on work with all the key HMS suppliers, Hallnet have now released ‘Active Portal’ self service tenant portal with advanced content management and ‘Active Community’, a new way to connect RSL residents with local activities, events and services, in a free online directory.

Over a socially distanced IPA refresher 🍻, Simon Wilkes filled me in on some of their recent implementations. Of the successes at Gravesham , Grand Union Housing and Stonewater, I found their work at Radian most interesting. It’s rare to see a self-service project to be taken live within just 67 working days and attracting 5,000+ registered users and 40,000 logins in just over a month. I am often asked how you can achieve that type of footfall and I personally favour carrots, not sticks.

A rich and easy to use environment always has a definite ‘pull’ factor for natural self servers, who want the easiest options to participate, particularly zero-touch. Pretty much my favourites are all included, in the work Hallnet have delivered for the Radian Active Portal. GDPR is covered by privacy opt-ins, dashboard providing access to account info, statements and easy means of making payment. Repairs are self-appointing with ability to track and amend upcoming repairs. Alerts and notifications ensure the tenant is fully aware of their current account information and upcoming appointments.

So, a raft of great resident tools in the brand-new self-service Radian toolbelt and its smartphone-centric, device responsive design proven correct, by stats showing 71% of sessions from mobile devices. Here I think Hallnet have a proven, well thought through productised solution, that would slot into many RSLs, RPs and councils with retained housing stock.

 

It’s unfortunate that so many socialhousing providers, still think that to be able to provide real world self-service, we need budgets like the big banks to spend, to achieve it. Ten Year Story

I remember in my days at MIS-AMS, at a NHF IT Conference at Olympia (remember those?), a man in tweed, spookily named Tweedie too, visited my stand. He explained he was involved in starting a new Social Housing ICT magazine and was I interested, as a supplier in getting involved.

Well I was, and for many years, sponsored the bottom inch of page one, a very specific piece of magazine real estate. There had been different attempts at bringing out a socialhousing ICT magazine before, with success of various degrees.

Who would have thought that ten years on, the magazine ‘Housing Technology’ would still appear every other month and grow to around 36 pages per edition. Also that what started from small conference beginnings, would end up as probably the ‘one’, for anyone interested in socialhousing ICT, or improving it. What an achievement for George, Alastair and his wider team.

This years’ event was the largest, with nearly 500 attendees and more than one attendee commented to me, almost on the verge of being bigger than the Oxford Belfry venue, it’s been anchored in for the last few years.

If you were elsewhere last week, you missed a cracker. Opening keynotes both days were as ever really good. Comedian & comedy writer Bennett Arron (or Arron Bennett, as some call him) , author of the C4 documentary ‘How Not To Lose Your Identity’ was an outstanding start. I will be waiting for my signed copy of ‘Heard the One About Identity Theft?’.

The sessions had a great mix of the new and what’s just a wee bit over the horizon. It highlights that at last ‘Big Data’ might be just about becoming truly useful for UKhousing. Suppliers who can exploit it properly and RSLs/RPs who can successfully make it work for residents and customers, will be truly ahead of the curve. Those bog standard out of the box resident portals ‘going digital’, look pretty last century, compared with Alexa or similar answering your queries, or verifying you are safe in your supported accommodation, via your ‘Headless’ device.

It was great to hear how some are pushing ahead with voice analytics for CRM, as many still haven’t  properly leveraged just bog standard CRM yet. Full marks to the former and ‘Could Do Better’ to the latter. Transformation featured in many sessions, which is quite apt considering the pressures all housing organisations are experiencing with LHA caps, rent reductions, HB cuts and Universal Credit rollout. There are many ways to tackle it, depending on your budget and how long you want it to take, as was evident in a number of sessions.

First to the bubbly

My favourite session on transformation, had a touch of the ‘Alice's Adventures in Wonderland’, from 23k home Torus Housing Group. I was part of the transformation of getting nearly thirty ICT & service applications, boiled down to a core sourced from just three main suppliers. Transformation takes certain belief and a lot of imagination, as you dive down the ‘Rabbit Hole’ into the unknown. Make the wrong transformation choices and you may well encounter ‘The Pool Of Tears’. I was involved in that project and acted as a critical friend. It was hard work, but we carried everyone with us, who will be using all the systems once live. Do get in touch if you too need the Cheshire Cat to help with your transformation(!).

Well it was a roller-coaster event and I met and chatted to so many friends, people I have worked with, suppliers, business change managers and a number of directors. A great pinnacle of a decade, for Housing Technology and I for one will be looking forward to #HousingTech2018.
