Celebration Day

Well its generally staged around this time of year, although the weather is not always this summery!

No, I am not talking about The (very inspirational) Rio Paralympics, for housing, social & (increasingly un-)affordable (read my double-plus good, double speak post here)  its #HousingDay. This time too, we also had #HousingWeek, as it was coordinated with the big NHF16 Birmingham conference too. Give the clever Ade Capon a pay rise if it was his idea. It was one of his best!

Clearly this year, if not an army, but a small battalion chipped in, to make it the most successful ever, particularly on Twitter, within the InsideHousing and 24Housing sector magazines, but also (to a much lesser, but very worthwhile nonetheless, extent in the wider media. Our sector housing media do a very good job, as do the Tom Murtha's, Amy Nettletons, David Orrs, Claire Astbury's, Lucy Ferman's, Shelter, Tpas & John Popham's. Its building in Scotland too, but needs more work done there.

My fingers were busy on #HousingDay and I managed a fair reach on Twitter :

Those fingers probably needed popping on ice by the Tuesday!.

It wasn't all back slapping though. There were a number of tweets in a negative vein, garnering quite a reach, about immigrants 'taking our homes' and #Brexit easing the housing crisis. It would be quite ostrich-like and convenient to ignore these & brush them under the carpet. It does however reveal the fact that we are pretty poor at getting the facts of who we are, what we do, how our processes work, to dispel a lot of red-top & Channel5 nonsense.

I measure how we get our sector across by how much my bright mates seem to know about it. The received wisdom is still too centred around the usual strong myths, such as:
  • All socialhousing is tenanted by people on benefits and they are all unemployed
  • Most if not all new lettings go to asylum seekers or immigrants, who are taking all the socialhousing.
  • Socialhousing is totally subsidised by the tax payer
  • Housing CEOs are highly paid hypocritical fat cats
  • Lots of rich people are living in social housing

These are the messages the general public seem to take about us. How do we go about getting them aware of all those good news stories, that happen many times a week, in every organisation right across the UK? By my reckoning there's at least over 700.Can we be sure that our staff understand what we do, beyond our mission statement on our mugs, staff coasters and inscriptions on the back wall of reception?

Now you comm's teams know what's coming from me here. I will apologise to all the 24/7 comms types out there, many I know personally. You know who you are and you know I am impressed with what you do and I often tell you so.

Maybe we do internal comms really well, we certainly seem to employ enough staff within the sector. But how well do we engage local press, radio, twitter, Facebook, blogs, free-sheets, snapchat etc, with the good news? I often tweet local press stories. Most are of the ilk of planning permission sought or granted for x, affordable units level cut to y at x etc. The people stories are 90% of the time negative. ASB here, disabled family not being helped and suffering there etc.

Not forgetting the sterling comedy gold output from Channel5 posing as investigative journalism, 'Benefits by the Seaside', 'Benefits Britain: Life on the Dole', 'Obese on Benefits', and the rather unimaginative 'On Benefits'. Clearly C5 were too 'benefitted out' to improve on that one!

It's tempting to think, 'Oh it's like the red sea, we are not Moses, we can't hold all that brown stuff back!'. Well, having waited in line in scores of RSL receptions over the years, I know with some determination, we can. Every new kitchen fitted, neighbourhood improvement completed, tenant helped into training or work, disabled ramp fitted, heat pump sunk etc, Gas service completed, is a good news story, to explain what on earth we do.

We do a lot of this stuff, that the PRS would never do.

If we are not getting these quality snippets out to the wider public, we might as well be (or become) the PRS, for all any of the general public cared. I think for any RSL over 500 units, a good news story pushed out every fortnight, is not unreasonable. Our comms teams may need some new skills to do it, but you back room chappies can save socialhousing, Comms are like the Bletchley Park for our time.

We need to be thinking how we do it, not how tall a mountain it could be to climb, or how hard it is. We need answers and solutions, so everyone, not just the sector can celebrate #HousingYear, not just reflect on how much good we do society and our communities, for just one single #HousingDay.

Behold The Rent Collector

There's no end of places these days where I have heard the phrase, "We should be concentrating on the bread & butter of our operations" - Yes getting in the rent.

Most of the UK social housing community are reeling from 1% rent cuts, the possible decimation of supported communities as they become unviable and finally loss of affordable housing stock through RTB2.0

There is a battle on to reconnect tenants with identifying with their rent, and deal with shrinking benefit and the dangers of increasing arrears due to the hit of the bedroom tax. Clients of mine are getting tech-ed up and mobile with hand-held card readers, for collecting balances on the schemes, while also utilising omni-channel to make it just a few clicks to enable a payment.

Many are utilising applications like Mobysoft to go the extra mile when analysing transaction profiles and exchanging credit data to help better predict expected payments. Fully automated dialling services, such as Call2Collect are being used to painlessly generate incoming arrears appointments. For the hardcore arrears, that cannot be tackled using some of those methods, some are initiating the return of the 'Rent Man'. Perhaps not with a bag of 'Gilbert strips', but a blast from the past nonetheless.

Many events I have attended recently, have focused on one or more of the above, although until now, I have not seen one that was specifically dedicated to all the current issues around 'Getting in the rent'.

Four Long years

Well, the Christmas party is over, the tinsel and the top of tree angel are boxed for another December. time to get out teeth into the next four years of austerity.

For everyone in housing it’s going to be a busy year. Fortunately most have been planning for it over the last 18 months. So what’s coming peeps? Here is a quick crib sheet if you think you may be behind the curve. As ever, my belief is that you IT and system scan be helping you with a lot of this stuff. If its not, ask "Why Not"?

Jan 2013 – If you are with a local authority, you will no-doubt be well ahead with publishing your ‘Tenancy Strategy’. This lays out all the things that social landlords in your area need to ‘have regard to’ (in the terminology) when dealing with fixed term tenancies. The old policy expires at the end of January.

Apr 2013 – The Housing Ombudsman Service takes on responsibility for all social housing complaints in England. Your complainants need to be referred to it by a designated individual (this could be an MP or local councillor) or can contact it after eight weeks after they have exhausted your own internal complaints procedures.

Several areas of the welfare Reform Act start to kick in too. Many landlords I am aware of are already putting substantial resource into informing residents of what is coming down the line. The (total) benefit cap of £350 or £500 per week for couples was planned to come into force. This has been delayed now until the summer. Details are vague, but this will be while four trial programmes in London are trialled. (Thanks Joe Halewood for flagging that one up!). 

Bedroom tax starts. Working age households under-occupying stand to lose 14% for one room and 25% for two+ rooms.

Residents you may have receiving DLA (Disability Living Allowances) will now move over to PIP (personal independence payments). This will affect new claimants first with others migrated over from autumn 2013

May 2012 – The Prevention of Social Housing Fraud Bill is expected to be  passed. This attaches maximum penalties of two years in prison and unlimited fines for tenancy fraud. How wel do you vet your tenants on sign up? Do you take a photograph or photo ID, recording that on your systems? Are your residents encouraged to report suspected fraud? Dedicated fraud investigation staff may also be useful.

Oct 2012 – UC (Universal Credit) kicks in for new claimants. It is estimated that existing claimants will be migrated over between then and December 2017.

So, quite a lot of change coming. Information distilled from your data (as there is a substantial difference!) should be assisting with identifying and informing your under-occupiers and others likely to be hit by the benefit cap. Depending if residents already use a bank account or not, these groups will need different types of assistance.

Vulnerable tenants should be prioritised. Your housing management system will probably provide the means of recording this information, although if it is up to date and can be relied on is a different matter. To equip front line staff, training may be needed in dealing with tenant questions and anxieties. This may include helping them budget.

Where bank accounts are a viable option, residents should be able to move to direct debit. You may be able to introduce extra DD cycles to support UC payment cycles. For some, the move to monthly budgeting will be a struggle. As will the occasional 5 rather than 4 week month, in which to pay their rent.  I would not be surprised if some landlords resort back to rent collectors in some areas. A return to the ‘Gilbert strip’ might be imminent. By that I do not mean Arizona’s best gentleman’s club either!
