Why-aye, interesting news for the North East this morning, as MRI Real Estate Software ‘broadens capabilities’ an acquisition of Orchard Information Systems.

Veterans of social housing asset management, might remember Qube, quite a ‘family atmosphere’ outfit in the day and also RAM (which many RSLs have purchased for Component Accounting), all part of this big US software group.

While rumours have done the rounds for a decade (like a few other UK standalone social housing software houses), that the for-sale signs were up, this is an interesting development. Orchard may well see a large injection of cash, similar to when NEC acquired Northgate recently. Alternatively, some consolidation, particularly around asset management solutions, may be on the cards. I would certainly consider some of the latter myself, even if investment was forthcoming. Many peers in this tight market are now scrambling to move to SaaS/browser delivery, or successfully implement new adopters. Slow movers stuck on traditional client-server models, will soon not be long for this world I fear.

MRI certainly have deep pockets and it will be interesting if some of it will be coming to ‘toon soon, to revive Orchard’s Progress based integrated housing solution and successfully move it to the SaaS space. Orchard have had a few false starts and there is a risk that once royal customers, may find they need/want to go to market sooner than development roadmaps permit. I have encountered a few sites where often perfectly happy housing teams, have been corralled to OJEU, due to having deemed to have hung on to a solution too long.

It’s a fair point, as RPI/CPI accumulates, like compound interest on annual maintenance, these organisations can be effectively re-purchasing the solution, very 2-3 years or so. Not brilliant value for money. Orchards relatively static and broadly content customer base, might well be the biggest attraction to MRI. It will be interesting what differences Orchard customers will experience going forward. I will keep an eye on this one (from my lock-down household  )

The Tracers

Amid the pub 🍻closures, panic buying and social distancing, there was some recent interesting Covid-19 tech news from Singapore. A new app (available to anyone now with a Singapore phone number, on the Appstore it appears), called ‘TraceTogether’, was launched yesterday (20/03/2020).

It was developed by the Singapore Government Technology Agency (GovTech) in collaboration with its Ministry Of Health over the past eight weeks. The app just requires Bluetooth to be enabled. At the time of writing, I am aware of a website/app in Spain that allows citizens to log to the health services they have self-diagnosed. Also some similar things starting in Germany.

The app works by exchanging short-distance Bluetooth signals between phones to detect other users of the app who are in close proximity. Current MOH guidelines define close proximity as two metres apart, or up to five metres, for 30 minutes.

Records of these encounters will be stored locally in the users’ phones and will not be sent to the authorities. Users will only be asked to share these records when contacted by MOH as part of Coronavirus contact tracing investigations. If they refuse, they may be prosecuted under the Infectious Diseases Act.

Currently, contact tracing relies on the memory of interviewees. However, there have been instances when interviewees could not remember all their contacts or did not have information about people they had been in contact with.

The new app will not replace ongoing contact tracing efforts, but it will facilitate the process, enabling contact tracers to inform users who are close contacts of COVID-19 cases "more quickly".

This sounds like a great idea and probably would work well in a society, such as Singapore where the state rules firmly and community is relatively compliant. If utilised in the UK, EU, USA, Australia or other countries, it could significantly help with identification of new virus clusters. However, as has been seen, making use optional (like restricting yourself going to the pub), does not work, its take up would probably need to be mandatory in the UK, to actually make a difference.

Dr Janil Puthucheary, Minister-in-charge of GovTech, said: "The process of contact tracing starts with a recall … and that is the only thing that this app intervenes with. It means that poor memory will no longer slow down the process of contact tracing”. "In contact tracing process, time matters,” he added, noting that contact tracing remains a key part of the country’s strategy to limit local transmission of COVID-19 and this app will augment the speed at which that occurs.

“The faster the contact tracing process can be initiated and can identify the people at risk, the faster we can intervene and impose quarantine if necessary and limit spread locally," he told reporters at a press conference on Friday. Authorities hope to use the app to establish 25 per cent to 50 per cent of these close contacts.

Around data protection and GDPR worries, this app is opt-in. The authorities stressed that the use of the app is voluntary and that users have to give "explicit consent" to participate in TraceTogether. This consent can be withdrawn anytime, according to GovTech.

The app also has several layers of security and privacy safeguards in place. For example, users will submit only their mobile numbers after downloading the app. Each phone will then be assigned a user ID.

This user ID is then used to generate temporary IDs at regular intervals. It is this temporary ID that is exchanged between the phones of TraceTogether users. Such regular generation of temporary IDs protect users from eavesdropping and tracking overtime by malicious actors, according to GovTech.

It remains to be seen if this idea can be adapted for use quickly here in the UK and EU, to assist with the controlled spread of Covid-19 , or in fact there is any interest from Westminster, in pursuing it. I for one, feel that we should be using every means available of protecting wider society and controlling the spread of this dangerous virus. If tech can help, then for goodness sake, lets bring it on and give it a try.

The Kids Are Alright

If the scientists are to be believed, in the current Corona Virus / Covid-19, the kids will be alright, its just us of working (and retiring) age, who have to be concerned.

To follow the press, we could be heading into a mass human extinction event (possibly of the climate change deniers🤔).

Every client I am working with currently seems to be having meetings, dusting off the ‘Business Continuity Plans’ and trying to plan for a bit of an uncertain six months or so. Some are doing real-time, real-life simulations of working securely from home. Many are definitely filling offices with max strength hand sanitizers and not filling them with lots of strange visitors.

On this blog I have written a few times over the years about how flexible working from home and away from the office, these days is mainstream, not the exception. The days of managers assessing success of staff dealing with workload, by the assurance of seeing their bums on seats through core or working hours, are surely now over.

In the last week or so in the UK, many have discovered the following three things to be true:
  • The job you were told couldn’t be done remotely, often can
  • Many disabled workers could have been doing more working from home and many always could have
  • Decent speed internet access, is not a luxury, it’s an essential utility

Laggards, directors, managers who have deliberately dragged their feet about giving staff flexible tech and building a culture around flexible and agile working, are now starting to feel the pinch.

I understand the security concerns, many of which have in the past (quite rightly in some situations), have been cited as ‘why it cannot be done here’. In truth though, the technology exists and is not quite as expensive as it once was, to provide secure two factor authentication, ability for staff to use their own tablets etc, securely with a Mobile Device Management (MDM) solution. Telephony allows way more flexibility than in the past, facetime, Skype, teleconferencing is enabled by pretty much all our everyday tablets and smartphones. Barriers if they persist, still often are in the minds of managers.

Of course, most of our staff having to work from home, might well for a few months at least, have to become ‘the new normal’. Culturally, work needs to be done with people on this aspect. Teams do need to get together as a group from time to time, its healthy, as I have seen working with software houses that generally have staff from all over the nation, on projects. This will be a challenge and interesting to see, what else my suffer from lack of regular ‘in person’ meet-ups.

Of course we should expect that infrastructure that usually only sees, 20-50 remote workers, now encountering 150 - 400, might well stretch ICT resources & capacity. ICT staff clearly will feel the pressure and from what I see, will come through it well, as they are true professionals. Staff/users will need to get used to the odd glitch/outage, client-server applications dropping out in a worse manner perhaps than a browser based solution and maybe some slower response times. Not that the latter is a perfect place to be either. A lack of connectivity is just that, whatever type of applications are in use. The latter certainly generally recover better, that's very true. How many kids in your street streaming films in HD might be a bigger factor on the speed side. 

If managers will struggle assessing how diligent and busy staff are when working remotely, you have to question if they can manage to do it when the bums are on seats, in the office. How is throughput and success with workload monitored and measured now? I don’t mean that to sound unnecessarily harsh, employees are not machines, I don’t mean to imply that, but they are employed (mainly) to complete essential tasks. How many organisations implement workflow and allow certain teams or staff members to just ignore it. Who in your team has a digital work tray and when you click to open, it extends like a toddlers nappy?

We can trust most staff to work remotely and be conscientious and efficient, if there are some that we can’t, we should have helped or dealt with them already, when they were in the wrong roles or had mis-matched skills for the job.

Remote, mobile and agile working will not save the economy from the inevitable downturn and tough times ahead, but it will soften the blow. If your organisation hasn’t embraced it yet, this is the best time ever, to get on the bus.
