The Right Tech Outside

It’s great to see the forward thinking suppliers, who are not already all browser and fully in the Cloud, scrambling to take our Social Housing solutions there. Obviously avoid the Silverlight, design it to be responsive and exploit the great functionality of HTML5 that will work on any browser. Lately, the message I am getting from my clients are very much Cloud & Browser, or bust, which is very refreshing.

Clearly, now having solutions available quickly in a browser, possibly after fast two factor authentication, we have all our tech outside on the patch. So in theory, we can update details, set up agreements, carry out repair tasks, collate survey information. I am working with a few clients who hope to soon be moving to browser presentation and the natural question is, “Do I still need a dedicated mobile working solution”?

It’s a great question too, particularly if you have one already (at possible significant annual cost), or considering one. So, what’s to consider?


Often in the past I have been asked, why might we need a mobile working solution? For me if a process is transactional and significant volume could be completed at the place the data update originates, we have candidates for mobile app forms. When we have a browser based solution, could we use that instead?

Clearly, when the postman or UPS delivery person delivers and asks for our signature, it’s a convenient form that is designed for us to sign & be finished in about five seconds. If that were a signature in a box as part of a browser form that needed pinching and scrolling, that would seriously slow the transaction down. Not all our housing processes are as transactional as that and its no surprise that in social housing, it was internal repair contractor/DLO, where mobile working first took off. Our skilled trades are not ICT space cadets and apart from a few exceptions, I don’t think we would expect them to be.

So, what’s to be done with new browser versions of our solutions? Might they be suitable for outside the office, just as good as mobile working?

Well, the first question for me is, what sort of coverage have we got in our stock and geography? If we are in many rural locations with significant not-spots, browser presentation will struggle to cut it. However, mobile rollout is improving all the time and there are other means of having choice of the strongest network using multiple SIMs or an always roaming SIM, such as Manx Telecom. Solve any connectivity blockers and the first hurdle is jumped.

The next job is to do a direct comparison of individual mobile forms and the browser, full fat, system equivalent. This part of the task almost takes me back to 3 months I spent in an estimating department, in a switchgear factory as part of a technician apprenticeship, back in the early eighties. If the role/task can be tackled in a browser, within no more than a third of the time of the mobile form, it’s probably acceptable.

I have done this exercise with a client and you know what, in the system we were looking at, a lot of the housing and arrears functions were all feasible in a browser. Clearly staff working mobile on the patch or the scheme need to have been trained for the wider system, rather than mobile form users, who in theory should (if the forms have been thoughtfully designed), should pick up a new form in minutes, much like we are used to picking up a smartphone app. If that is not the case, for goodness sake, look again at your design or the app developers. Great apps are picked up quickly, poor apps end up on your page 6 & 7 of your smartphone/tablet don’t they?

In this recent exercise, it was clear than the housing, arrears and contact/CRM functions easily had potential be supported as pure browser by staff. However, the blind spot was clearly assets (condition surveys in particular), multi-use void inspections another area, all ones that clearly a mobile form driving a pathway through what is needed to be done. No DLO/internal contractor was present here.  I suspect that might be similar in other organisations, with other solutions out there.

Every solution is different and your organisations needs are too. How well trained are your staff, are they ICT literate enough, or are they your person people? That should be taken into account, particularly where your primary integrated housing system provider, has not already produced a promised all browser solution, or its still festering on their roadmap. As we know there’s still a few of those around.

If you are experiencing similar ponderings, I hope this has been of use. My conclusion is that we need all solutions in a browser as soon as possible, yet the mobile (staff) app is not dead and buried yet. Far from it. Comments as usual welcomed from users in the sector and suppliers (I would be surprised if you guys & gals would not have a view).

Why-aye, interesting news for the North East this morning, as MRI Real Estate Software ‘broadens capabilities’ an acquisition of Orchard Information Systems.

Veterans of social housing asset management, might remember Qube, quite a ‘family atmosphere’ outfit in the day and also RAM (which many RSLs have purchased for Component Accounting), all part of this big US software group.

While rumours have done the rounds for a decade (like a few other UK standalone social housing software houses), that the for-sale signs were up, this is an interesting development. Orchard may well see a large injection of cash, similar to when NEC acquired Northgate recently. Alternatively, some consolidation, particularly around asset management solutions, may be on the cards. I would certainly consider some of the latter myself, even if investment was forthcoming. Many peers in this tight market are now scrambling to move to SaaS/browser delivery, or successfully implement new adopters. Slow movers stuck on traditional client-server models, will soon not be long for this world I fear.

MRI certainly have deep pockets and it will be interesting if some of it will be coming to ‘toon soon, to revive Orchard’s Progress based integrated housing solution and successfully move it to the SaaS space. Orchard have had a few false starts and there is a risk that once royal customers, may find they need/want to go to market sooner than development roadmaps permit. I have encountered a few sites where often perfectly happy housing teams, have been corralled to OJEU, due to having deemed to have hung on to a solution too long.

It’s a fair point, as RPI/CPI accumulates, like compound interest on annual maintenance, these organisations can be effectively re-purchasing the solution, very 2-3 years or so. Not brilliant value for money. Orchards relatively static and broadly content customer base, might well be the biggest attraction to MRI. It will be interesting what differences Orchard customers will experience going forward. I will keep an eye on this one (from my lock-down household  )

When The Levee Breaks

I have been involved with enough implementation projects of various sizes, to have seen no end of risk and issue registers. Some RAID logs are but a few lines, others in tens of megabytes and looking more like Tolstoy’s War & Peace. They come in all shapes and sizes and all projects should clearly have one.

I have often seen people reluctant to add ‘Weather’, ‘Earthquake’ or ‘Bushfire’ on their risk registers, although I understand ones down under come Pre-printed with the latter these days. Climate is becoming more unpredictable, whatever your belief in man-made climate change.

The last big historic project related weather event I remember was in Jan 2010. There was serious snow, below zero temperatures and disruption. The weather prevented locals getting to a meeting in Blandford, Dorset when I had made it with colleagues from the North West. Apparently Dorset only had one snowplough. Who knew?

So lets face it, weather related risks used to be very unlikely. Well I think no more.

Last month over at a client where I am working as a Critical Friend, for a large integrated housing and contractor system project, I came face to face with how climate change, can affect a project. For the second time this year, (firstly Whaley Bridge in Derbyshire), floods of an almost biblical proportion, have stopped us in our tracks.

The severe South Yorkshire floods in Doncaster and Sheffield looked horrendous on the news. I for one would have preferred to see it classified as an emergency sooner, particularly having worked with the fabulous people up there at St Leger Homes and Doncaster MBC, over the last year or so. Brilliant down to earth folk. I always thought when watching the footage, that many in our project team, would be dragged off to assist. I wasn’t wrong.

While my heart goes out to the 80 or so families evacuated from the terrible floods, three weeks of many staff across the organisations, needing to be involved in a ‘Silver Alert’, takes its toll on a complex system and ICT transformation project. A few weeks of cancelled implementation and configuration sessions, leave a big gap, which is difficult to easily mitigate. Forward sessions in the project plan cannot go ahead, as previous config and preparation has not been completed.

This causes issues internally at the client and at supplier(s). Most suppliers try to allocate resources at least six weeks ahead, so cancelling sessions can mean a five week or more wait to reschedule. This often surprises clients, who often I hear say, “I was hoping for next week”!   When I was an implementer that’s how it generally was and also these days when organising consultancy days. It should not be a surprise, to anyone involved in a project. At St Leger Homes, we are still on track for our target go-live, although I for one will be keeping out a weather eye going forward.

So, my Takeaway (or Carryout for readers in Scotland), is to plan more seriously around the risk of weather related disruption, regardless of how you feel about the cause or evidence of human caused Climate Change.

Theme from the A-Team

It takes me back to those 80’s TV days of the A-Team when you occasionally encounter Mr T, B.A Barracas advertising Snickers bars.

This popular show featured cartoonish violence (in which people were seldom seriously hurt), formulaic episodes, its characters' ability to form weaponry and vehicles out of old parts, and of course, its distinctive theme tune.

This isn’t that far removed from what many big system projects require. Apart from stubborn and dogged determination of ‘finishers’, (somewhat rare I find at times), some clear organisation (possibly some coming from moi as a Critical Friend), we need team members who understand the system and can think out of the box. You wouldn’t think that could be so difficult to create, but incredibly it is at times.

Early on with most clients I work with, I go out of my way to make friends and understand everyone’s capabilities. Often a number of staff members I meet stand out, becoming my default go-to people if I had a choice.

In many projects, for the ‘project team’ I have been offered what I might call ‘spare or inappropriate staff’ or the C or D Team. Being the black and white professional (proud) Mancunian that I am, I am quick to flag this up as a potential oversight and in some cases, putting an important project in jeopardy, right from (before) the start.

On many occasions, managers & sometimes directors have sternly let me know, “You ain’t getting my best staff on that crucial system and transformation project, fool!”.

At which point I generally politely remind them that if the A-Team are not involved, the result will be unlikely to meet up to our future needs and ‘transformation’ is likely to be rather watery at best. ‘Pi** Poor’ is one way I actually put it at one client.

How many times have you worked at organisations where this was the case, or even you might have been on some of those projects? Paying lip service to it all and not delivering quality staff for teams, results from my experience in weak transformation, extra costs to fix what they got wrong, blame culture, partly implemented systems that will never be completed and massive delays.

There is a cost to getting the A-Team involved, but it is a tiny drop in the ocean, compared to the massive benefits that await a well delivered project. Factor and cost this in, plus some back-filling if needed. Back-filling is a necessary evil, but why not consider helping less senior staff act up, and backfill their posts instead? That way you can potentially develop staff, in a healthy business culture.

Think on about the above and you and me can be smug after smooth and richly functional go-lives, smoking a big fat Cuban cigar together, remarking “I love it when a plan comes together”

With A Little Help From My Friends

At the end of last month, I had the pleasure on the last Monday of it, to go live with one of the smoothest migrations, from one integrated housing system to another, I have experienced for some time. It was down at Homes In Sedgemoor, the ALMO of Sedgemoor District Council, in Somerset. They often get confused with that other similar sounding ‘Sedgefield’, up in county Durham and for avoidance of doubt, I often say “near Taunton” for avoidance of doubt.

Watchers of South West English Social Housing and associated award ceremonies, will perhaps be familiar with #GoTeamHiS, an ALMO substantially punching above its weight. IMHO, many have much to learn from the Homes In Sedgemoor approach and particularly of its modest, but fantastically effective and likeable CEO Jen Barfoot.

For a landlord of getting on for five thousand homes, and only around 65 staff, a full change of system, plus adding enhanced self service and staff mobile working, is clearly a big ask. Its no surprise then that they recognised the need for some critical friend help early, in order to assist the small core team (just two) and the wider management team, to organise themselves, work efficiently and manage their supplier effectively.

I am often asked what it means to be a ‘Critical Friend’.

I often explain it’s a bit like a person at your side who cares about you and when you ask, “Does my bum look big in this?”, you will get an honest answer. Also, if I am doing my job properly, I can point you to some effective under garments or a gym where you could consider getting your buns toned up!

Its that simple honestly, although many teams with large software and transformation projects struggle on, with a certain distrust of staff, what they are telling them and if they are indeed ‘doing everything needed/necessary’. Just get a ‘Contractor’ in, is often the refrain and while they may get on with it, there will generally be little around knowledge transfer and the organisation will be little wiser going forward into ‘Business As Usual’. Connecting with the right critical friend is, well, critical. Personally for example, I am a finisher. However long it takes, I will promise to be there and work realistically.

That last point is crucially important. As Brits, we are such a polite nation. We generally cringe a little if we have to deliver bad news and we are terribly optimistic. Where systems are concerned, in particular. We assume all issues are going to get resolved, our config is spot on, when UAT starts, no significant issues are likely to come out of it, we will have enough data cuts to be 100% confident of our data quality migrating between systems.

A reality check now good people. The world of changing systems is nothing like that. If it can happen, it generally does, so expect it all and be thankful when its not as bad as it could be. As a critical friend, I bring a lot of essential tools & techniques to the table to structure this lot and keep suppliers to account. Its my bag of ‘lessons learnt’. A folder I keep, called ‘Uncommon Knowledge’, after a really old month publication around a long dead database environment.

Suppliers reading this should not be worried. I only hold ones to account that need it when they are incapable of working as partners, as one big team with the client. I have met people who think suppliers always need beating up, even when they have done no wrong. Like some kind of 50 Shades Of Grey fantasy. I honestly don’t and will be the first to back up suppliers with genuine extra change control, if its really necessary. Goodwill needs to be built up on both sides and is a valuable commodity to be traded.

Needless to say, Homes In Sedgemoor went live when planned, using a very structured UAT and go-live timetable, citing timings, responsibilities etc. Monday of the go-live was quite a non-event, it went so well. Our supplier (Capita) told us it was “one of the smoothest” they had experienced.

So the right Critical Friends are good for Social Housing Organisations, as well as suppliers. Always question any consultants you do have in situ. Are they enabling the project to go-live as expected & in time? If not, seriously consider their future.

I care about knowledge transfer, guiding organisations I care about, through a journey I have done 20+ times, that they may only do once in 20 years. It drives me forward too, helping gift great tools to staff I have worked months or years with, to improve what they do and improve customer service to residents. I know the new system will enable Homes in Sedgemoor to further fill their (existing bulging) awards & trophy cabinet with more well justified awards. The thought of that is one of the things that gets me out of bed every morning.

We are at an interesting place in the life cycles of a number of traditional integrated housing systems in the UK and Irish marketplace. From a choice of just about nine options, not all covering the full spectrum of a few hundred to a few hundred units either, many are at somewhat of an impasse.

Some are now and feel very, very old and long in the tooth, using some old or unpopular technology (Silverlight, VB6 etc) or pretty much declared (officially or unofficially) end-of-life already.

Its no wonder that MS Dynamics CRM resellers, are seeing some potential rich pickings, based on offerings available and/or the perceived or actual level of customer care received, from existing or previous suppliers.

Some existing suppliers are working hard to redevelop their solutions, particularly into an improved, or new browser presentation. Having past experience of a rewrite that was originally estimated at 18 months and took over for years eventually, I am aware of the rampant unreliability of developer estimates. Even worse if those estimates and targets are driven by sales.

Blimey I am forever railing against people giving me wild estimates. I must sound like a stuck record. Are these staff inexperienced, short-sighted, or unable to bother taking previous projects and learn the lessons from what worked well and less well there?

Clearly for building new software, the cost of development in the UK and the variable skill-set, attitude, motivation of developers etc, can limit how fast new products can be brought to market. Have too small a pool or ones with limited skills, maybe losing two or three particularly talented staff, can all put a break on rapid transformation of products.

The clear shortcut to accelerating development and product production is off-shoring.

Interesting to read this month that Castleton are the latest to explore enhancing their operation with India offices, Bangalore in the south and Baroda in the north. There’s potential here for some accelerated development, although from my previous experience, off-shore teams need careful management.

Other suppliers have seen development run away or perhaps not provide expected productivity, without embedding ‘senior managers’ or directors, in the off-shore operation for 4 or 6 weeks typically, at a time, to get the absolute best from a remote operation. Nice work if you can get it, if you like the culture, such as the famous Benne Masala Dosa with chutney, bring it on. I enjoyed Bangalore very much when I backpacked around the sub-continent, a few decades ago.

The key managers in India have worked with CEO Dean Dickinson before, in his previous life at Advanced/COA, so hopefully Castleton customers may be experiencing the benefits of the new additions soon, without excessive supervision. My contacts in the know tell me that direct off-shore salaries can be up to a seventh of equivalent UK salaries, for effective development.

16 staff are mentioned, compared with other suppliers known to me doing this, that sounds like a very low number. At least doubling or trebling that, might well provide more bang for the buck, also allowing some true leap-frogging here from Castleton. Just a thought, it would be great to see suppliers stepping up.
