The Right Tech Outside

It’s great to see the forward thinking suppliers, who are not already all browser and fully in the Cloud, scrambling to take our Social Housing solutions there. Obviously avoid the Silverlight, design it to be responsive and exploit the great functionality of HTML5 that will work on any browser. Lately, the message I am getting from my clients are very much Cloud & Browser, or bust, which is very refreshing.

Clearly, now having solutions available quickly in a browser, possibly after fast two factor authentication, we have all our tech outside on the patch. So in theory, we can update details, set up agreements, carry out repair tasks, collate survey information. I am working with a few clients who hope to soon be moving to browser presentation and the natural question is, “Do I still need a dedicated mobile working solution”?

It’s a great question too, particularly if you have one already (at possible significant annual cost), or considering one. So, what’s to consider?


Often in the past I have been asked, why might we need a mobile working solution? For me if a process is transactional and significant volume could be completed at the place the data update originates, we have candidates for mobile app forms. When we have a browser based solution, could we use that instead?

Clearly, when the postman or UPS delivery person delivers and asks for our signature, it’s a convenient form that is designed for us to sign & be finished in about five seconds. If that were a signature in a box as part of a browser form that needed pinching and scrolling, that would seriously slow the transaction down. Not all our housing processes are as transactional as that and its no surprise that in social housing, it was internal repair contractor/DLO, where mobile working first took off. Our skilled trades are not ICT space cadets and apart from a few exceptions, I don’t think we would expect them to be.

So, what’s to be done with new browser versions of our solutions? Might they be suitable for outside the office, just as good as mobile working?

Well, the first question for me is, what sort of coverage have we got in our stock and geography? If we are in many rural locations with significant not-spots, browser presentation will struggle to cut it. However, mobile rollout is improving all the time and there are other means of having choice of the strongest network using multiple SIMs or an always roaming SIM, such as Manx Telecom. Solve any connectivity blockers and the first hurdle is jumped.

The next job is to do a direct comparison of individual mobile forms and the browser, full fat, system equivalent. This part of the task almost takes me back to 3 months I spent in an estimating department, in a switchgear factory as part of a technician apprenticeship, back in the early eighties. If the role/task can be tackled in a browser, within no more than a third of the time of the mobile form, it’s probably acceptable.

I have done this exercise with a client and you know what, in the system we were looking at, a lot of the housing and arrears functions were all feasible in a browser. Clearly staff working mobile on the patch or the scheme need to have been trained for the wider system, rather than mobile form users, who in theory should (if the forms have been thoughtfully designed), should pick up a new form in minutes, much like we are used to picking up a smartphone app. If that is not the case, for goodness sake, look again at your design or the app developers. Great apps are picked up quickly, poor apps end up on your page 6 & 7 of your smartphone/tablet don’t they?

In this recent exercise, it was clear than the housing, arrears and contact/CRM functions easily had potential be supported as pure browser by staff. However, the blind spot was clearly assets (condition surveys in particular), multi-use void inspections another area, all ones that clearly a mobile form driving a pathway through what is needed to be done. No DLO/internal contractor was present here.  I suspect that might be similar in other organisations, with other solutions out there.

Every solution is different and your organisations needs are too. How well trained are your staff, are they ICT literate enough, or are they your person people? That should be taken into account, particularly where your primary integrated housing system provider, has not already produced a promised all browser solution, or its still festering on their roadmap. As we know there’s still a few of those around.

If you are experiencing similar ponderings, I hope this has been of use. My conclusion is that we need all solutions in a browser as soon as possible, yet the mobile (staff) app is not dead and buried yet. Far from it. Comments as usual welcomed from users in the sector and suppliers (I would be surprised if you guys & gals would not have a view).

Semaphore Signals

Its becoming a perennial problem, retrieving data from old storage media.

I suppose its not new, think the Cascajal Block, Rosetta Stone, papyrus, Roman stone tablets, wax cylinders, typed documents, One Inch tape reels, DAT tapes, Eight Inch, 5 and a quarter, 3.5 inch and zip disks.

The CD/DVD has just persevered so far. All of these historic formats pose different problems, yet all can (at a pinch and with some time expended) pretty much be turned into something readable by humans or trawled via a search engine.

Popularity of the Internet Archive (at https://archive.org ), shows to me the value of getting all that data accessible.

Having our data in old historic media formats, does pose a problem and particularly I have seen many organisations, successfully digitise historic formats and realise space savings, often enough to add a gym for staff. (Do ask me about that one!).

Bringing ourselves pretty much up to date, we are using cloud hosted apps, such as Twitter, Facebook and others to have interactions, that should probably have an audit trail to assist and protect all parties. These apps do allow reasonable tracking of conversations, not for sinister purposes, but to reasonably solve issues.

Putting my cards on the table, I hear of a number of issues where this is not the case, which is very disappointing and not what I generally see. In fairness I am generally working with organisations, looking to improve processes and systems, so I rarely encounter this with social housing landlords, in my working life. I have done my best however, where I encounter this, to point residents in the right direction. It’s the right thing to do.

Some apps these days do not allow access to a clear audit trail. More and more apps are brought into CRM interactions and this area is ever changing. Customer service bods need to be constantly aware of what’s popular.

The Signal Messenger App, is one such (https://signal.org/en/). Since 2018, encrypted end to end messaging. Signal has another interesting feature, that it can self-destruct messages send to users, from five seconds to a week once read. Once messages are gone, they are really gone, forever. So even beyond GDPR. Without taking this into account, much of a valuable audit trail can be lost.

Keen scholars of GDPR will be aware that wilful manual deletion after a freedom of information request is made, is a criminal offense under the FOIA. However, if a message or data was already deleted, or deleted automatically, no crime has been committed. 

From an organisation viewpoint therefore, a separate audit trail would be needed from Signal, if in use.

Spookily enough,  I was interested to hear that Signal was becoming popular with our current batch of newly installed Tory MP’s in the UK. It allows a bigger group than WhatsApp, and I would think the automatic deletion of messages might be a definite advantage, in the current Corona Virus environment and Brexit progressing before the end of the year.

Usually, sensitive documents and media can be restricted for 30 years, before release. It would be very convenient that some decisions are labelled ‘restricted’, about the pandemic response etc. Am I the only one suspecting in 30 years time there might just be a folder, named ‘Signal’, completely empty.

If there is ‘nothing to hide’, lets hope that an audit trail is maintained….

Rumour has it

Regular readers of this blog will be aware that through the myriad of contacts I have in the social housing and software world, we have often broke some of those big merger stories, this last five years.

Northgate changing hands, Keystone & Promaster being snapped up for asset management, Montal, Documotive, Brixx, SVS and Impact being swallowed up by Castleton. We are in a social housing IT world of shrinking choice, although possible increasing potential. 

I had an interesting chat recently with another UKHousing ICT insider, generally a pretty reliable source or whats happening in the space we work in.They called me the 'socialhousing insiders insider', which I thought was going  a bit too far myself. We had drank a few 'sharpeners' so we were perhaps a bit more relaxed than usual. 

A chance direction the conversation moved in, we chatted about how certain suppliers are going and which appear to be looking for suitors. There are quite a few I am aware of. One interesting whisper was about a large, currently strongly growing, socialhousing centric software group, close to buying up a well known Housing Management Systems provider.

Apparently discussions are well advanced and a decision could be forthcoming in the near future. If it goes ahead it sounds like an excellent marriage for both organisations.

Obviously if it goes ahead, its going to be interesting for the remaining HMS providers left in a shrinking marketplace, where they cannot supply such a large portfolio of solutions, from under a single roof.  
Perhaps an announcement will be forthcoming before the NHFIT or Housing Technology conferences towards the Spring.

Pursuit of the Pimp-Mobile

I had an interesting day this week in Birmingham looking at the future of mobile with Halton Housing Trust, Ongo, Walsall Housing Group, West Lancs Housing, Hillcrest in Dundee and a number of others. I also managed to garner some enthusiasm for the CrimeMap App, a perfect example of how we can use disparate information within our neighbourhoods to our advantage.

Its surprising how far mobile applications have come and the level of innovation that we have in the sector from dedicated mobile software providers. I am very explicit with all people I work with, in terms of suitability of solutions to organisation needs. All suppliers know in advance that I have no favourites. What matches my client needs, matches my needs. That floats my boat. Sensible upgrades from iHousing and existing applications that organisations have invested in are also crucial.

A recognition that your existing customers are coming along with you is crucial. I have got to say too, that I felt empathy with everyone I met and chatted to before and after the event. A collection of realists, ready to change the world for the better, constrained by their budgets, and fun people to be with. A pretty brilliant advert for our sector. These people care like I care.

Still, seeing some changes of thinking from 1st Touch, the mobile supplier was refreshing. Through the day, some of my boxes were getting ticked, IOT, provision of Augmented Reality, 360 degree view etc. All what we need from a specialist mobile provider. It's fair to say that we have probably 3 real contenders in the social housing marketplace, maybe 4 (if that 4th one upped their game somewhat) and each can transform how we interact with our customers.

Note I use the term 'customers'. I don't mean tenants (in the context of tenant agreements). Customers can be household member contacts, contractors, operatives, staff members, sub-contractors, leaseholders, shared owners, service users, training candidates etc.

Mobile systems have certainly become a discipline of its own and not somebody can knock up with a one man and a dog team. If you think you can, well the marketplace will prove to you, that you are deluded my friend. Organisations coming to market, who have researched what's out there, are looking for a rich environment, ready pretty much off the shelf. Those solutions generally do what they say 'on the tin' and are implemented in a shorter time-frame. Its not asking a lot, and predictable outcomes are not unreasonable to ask for.

However being the celebrated Mancunian naysayer that I have been occasionally called, I am in no-doubt that you should take control of your project at all levels and ensure your project is delivered to your contract, as agreed by all parties.

Apologies for coming over all legal there, but listen up suppliers, that is the law. As for poor or badly thought out products, just join Betamax, the Sqarial (anyone remember BSB? - Thought not!) and the rest and for goodness sake, move-on!

Reality Poem

A week or so ago I was chatting to my local PCSO (Police Community Support Officer) at a Police Surgery at the community library that I am involved with in South Warrington.

We were talking about the levels of crime around the streets we were in and I pulled out my iPhone firing up the CrimeMap App (itunes.apple.com/gb/app/crime-map-england-wales/id422541257 ).

Once 'Everything Everywhere' had got its finger out I could see a range of ASB and other pretty minor crimes from up to Feb 2013. I was quite pleased to see that to encounter some violent crime I would need to travel a fair distance! If I needed some drugs it looked like they may only have been twenty minutes walk away.

NB: CrimeMap data only available in England, NI and Wales.

He was amazed I had this in my pocket. It is just one of a range of Augmented Reality ( AR ) apps starting to emerge of interest to the general public and organisations such as RSL’s and other Registered Providers. Initially the realm of wraparound video glasses, the emergence of most of us having smartphones and tablets is bringing AR down to a more useful and practical level.

Layar (http://www.layar.com/)  is another cracking app, apparently with 40,000 editors adding content worldwide, great for use within a strange town or city to view what you see differently. Find a museum, a piece of history or a restaurant using a layer put over what you point your tablet at and where your GPS location is. Comments can be added by users and with events can be rendered over the view of the device camera. Additional digital content can be added to print or images. Lonely Planet are one publisher currently onboard.

When abroad after a sticky situation on an overnight train from Madrid to Algeciras many years ago backpacking, I always learn some local language to get by. It’s tempting though to look at apps like Google Translate, which will attempt to translate local signs and text directly, just using your smartphone camera.

The potential this has is a great mash-up of channels, all working to enhance everyone’s day to day experiences of the real world. As you would expect, advertisers are already on board with this. A quick search on the apple store for ‘augmented reality’ gives over 1,400 apps. Excluding games, there are a number of useful apps here, from identifying that plane flying overhead, to sales apps (from companies like Tesco & others) to the NCP car park finder.

How could your organisation innovate using AR for social housing? Downloading that CrimeMap App for your ASB team, to use on the scheme might be a good start!

Little Fluffy Clouds

Never a week goes by without someone, generally a user or department manager asking me about ‘cloud computing’. How are other housing associations and groups getting on with this and should all their computer systems be in ‘the cloud’. It always makes me frown a bit, I must admit. Having said that if I had £50 for each of those queries, I would have a useful top up to my pension fund!

The hype and advertising collateral has done a great job of confusing users and making many rash promises that in many cases are simplistic at best. “Put all your applications in the cloud and have them work together seamlessly, access them everywhere on any device, yadda, yadda, yadda...”.  In many cases suppliers are offering what used to be the dull and boringly named ‘hosting’. IE move your data to their servers to host, offsite, rather than in your IT department or data centre. Depending on the application, this might not even make it more accessible on more types of devices; smartphones, tablets, ipads etc, without more expense.

Please however, don’t get the idea that I am anti-cloud, I am certainly not. Many applications (or ‘apps’ as the you’t would have it) work and belong in the cloud. Webmail, Spotify, Evernote all spring to mind. In the housing world, applications like TPTracker and EBS React are often delivered using a similar model, with no software required to be installed on PC’s, laptops or other devices. Integrated links with Housing Management Systems (HMS) can pose challenges, but are not insurmountable. Some HMS systems or part of them can be accessed via browsers, this is more a delivery method than use of the ‘cloud’ however. A true cloud app does not require local software to be installed. Microsoft’s Office365 breaks this rule where used in large business situations. For interfaces with the traditional HMS applications, fat client installs will almost certainly be needed.

Using cloud storage and services does provide scalability. Peaks in requirement can be easily managed, you just rent a bit more of the service, bandwidth or space. The lack of big upfront costs attract many smaller organisations. Rather than spend £30K on a little server area, a similar amount can be paid on more of a pay as you go model, over fixed term contracts, monthly. Strong SLA’s and guarantee of service are essential. Sometimes a ‘private cloud’ can be the best option, for larger organisations, particularly where vast quantities of data are being managed or generated. Costs based on data volumes or bandwidth can often be expensive. One other factor can be your bandwidth availability to the outside world. If you are on the edge of a town or conurbation, an upgrade to your local node might be a pre-requisite. If you cannot, it may derail your plans.

How fast applications run will certainly be affected by cloud hosting. While I don’t mind waiting 10 seconds to complete my Amazon or Ticketmaster purchase, you probably would not like your staff waiting around too long to update a rent account or a repair request. Use of a private cloud might be more controllable however.

The last elephant in the room is can you rely on your sensitive resident data being stored in the cloud, maybe not in the UK or even Europe. All those NI, HB numbers, DD sort codes and accounts, birth dates etc. Extremely useful if hacked. For me I would be reluctant to put sensitive customer data in the cloud or an application that provides competitive advantage. It’s a tough call and if you feel you want to, needs a reliable partner with some tight contracts!
