Live and Dangerous

I was on a Teams call, a project board meeting, a few days ago, with a big site (19k home ALMO), that had just gone live, after a Big Bang implementation. It went to planned timings, enables their old HMS to be switched out saving annual maintenance as planned and was pretty much to expected budget. I have found them a fabulous site to work with, over a couple of years.

I have been involved with this project right from initial look at the pre-market, procurement, contract finalisation and critical friend during the boots on the ground phase. We have had some challenges, which were all overcome, with the internal project and management team working hard with the system supplier, who also resourced everything well.

As with any site doing a Big Bang (and I have experience of 20 or more), there is always doubt, is this the right time, should we test a bit more etc, etc. At some point though, when the red line & high issues on the RAID log have been knocked on the head, someone has to bite the bullet and go for it. It’s always a difficult call for management, I know. That’s where I think I certainly add value, in bringing some realism to the table, or pressing supplier harder for actual, rather than promised bug/issue fixes.

So what could be learned from this particular go-live? A go-live in a Covid19 world of remote working, can be more challenging than most. Notwithstanding doing training remotely etc.

Well, a few people thought “We should have done more testing and more from end-users”. This is a perennial point in all go-lives I find. Test to death, as practically as you can. Each hour testing prior, will save twenty times that, after go-live. I have been involved in projects where go-live day almost went without serious incident and users remarking to me, “Wow that went so smoothly, we wasted time on all that testing!”. That does miss the point somewhat and most sites that test properly, thankfully never experience a lot of the actual horror stories out there. Devote as much time as you can to testing, before ever committing to go-live.

Another area was a few loose ends with reports. These are often in the gift of your internal team, occasionally for your supplier to develop. Check and double check you can monitor all your processes and are not losing anything you rely on currently.

Go-live, as I have said on many occasions, is only the first stop on a long journey with a new system. It should not be confused with the final destination. Issues and snagging coming out of go-live need to be collated methodically and users made aware of progress being made, even if their particular teams issue is taking a little longer to be addressed. There is a need here for comms to be wrapped around the messaging here. Keeping users and managers aware of progress being made and next steps in how the dust is going to settle over the next month or so, is crucial to keeping everyone motivated and on-board.

Later that week I was chatting with a system supplier about that go-live and they asked, “How much did they go live with?”. They were a tad surprised when I answered, “Everything we set out to, ie Rents, repairs, CRM, case management, workflow, self-service etc. I don’t mess about”. Inevitably, the conversation moved to how a lot of sites end up de-scoping, sometimes to the point they put something like just Assets or Choice based Lettings in, when they are replacing an HMS and declare themselves ‘Live’. I don’t know if the users or the supplier is fooling or being fooled on those, but its certainly a subject I need to revisit, in a future blogpost!

I am sure you like me have often bought goods from eBay or Amazon, when you get strange plugs on them, maybe not for your country/region, or with strange adapters. That’s what happens when products are made and adapted afterwards to use in other ways, situations and places.

Software is much the same.

Great if you are very vanilla in needs and requirements. In that situation, you are likely to have few real gripes. If you are ‘special’, then you might just get quite frustrated with suppliers who refuse to recognise a lot of things they might regard as special, but are just bread and butter to you.

Why would it concern me?

Well anything that concerns my clients, interests and concerns me. Also, having been involved in working for an English software house involved in SocialHousing systems, I have some experience in this area. While different landlords, charities and RP’s in the same country have their quirks, leave England’s green and pleasant land and software has some more specialness to contend with.

Devolved administrations have now control of health, housing and legislation to a certain (or total) degree. This leads to mixed standards, returns and regulations. In Wales or Scotland, to see a system solution default to ‘English Decent Homes’, rather than WDH or the SHQS, is a crime worthy of a small fine. Increase that if you see all three coming up in the solution. Irritating if nothing else. Also, never have an option showing for ‘Right To Buy’ in the solution outside of England. The sensible devolved nations will smile when they remind you it was dropped a few years ago.

Travellers and historians (or maybe just having a passing historical knowledge) of the UK, will know that in Scotland, there is a whole separate and in many ways unique legal system. A job title I have occasionally struggled with over the years, is the ‘Procurator Fiscal’. I have yet to meet one in real life, although different titles and different laws, mean different terminology particularly used in communications. This is a very key difference and I have seen clients change whole systems or create (hated) elaborate workarounds, to get around the issue. Why suppliers are so lax with this I do not understand. In selling to Scotland, most suppliers have to agree and sign a contract conforming to Scottish Law, so you would expect the clue to be right there.

Leave the UK and the specialness gets worse.

Just across the sea from Holyhead or Fishguard and the specialness really starts. While the UK systems of Housing Benefit and Universal Credit work in a very similar way, Social Housing is funded in a particular way in Ireland. Under the differential rent scheme rent paid is directly related to household income and subsidy assists the original build. Worryingly I have seen much rent software exported to Ireland, that fails on this most key of requirements.

Second on the Irish irritation list is address formats. Try fitting a Kerry, Cork or Dublin address & postcode format into a standard UK address control. Its fun, but its rarely right!

Its amazing too how often a change to Country or Region, such as Ireland or Australia can make a big difference in standard functions or date formats. Even more amazing is that sometimes software is deployed to other countries for SocialHousing use and this type of functionality has not always been checked and tested, to operate coherently. Field labels and database column names often irritate too. In some places we have ‘Local Authorities’, in other regions ‘Councils’. Just one example that I have seen anger over in past projects. Suppliers just stating ‘Well that’s just the way it is’, never cuts it.

You would hope that in the new world of SaaS and cloud deployed solutions, most of these problems should start to be designed away. I would hope for that to be the case, but do not rely on it as the silver bullet. Take my advice, always ask where software originated or was designed. It will give you better clues, where to check for possible issues!

If you are a supplier, take some of these thoughts on board. Recognise your customer (& prospect) specialties. Ignore them at your peril !

Happens All The Time

I was talking with someone who has worked in Social Housing ICT for over a decade, with various system solutions recently. He had recently been involved in yet another late system implementation and asked me, “Have I ever known any manage to go as per project plan or even just 3 months late”? After I had stopped laughing, I said yes, only one recently! This happens pretty much all the time.

He knew I had been an implementer once and managed a team of them. He also had been involved in one of my old implementations which pretty much went to time. He asked me how I had managed to pull it off and why they often go wrong.

Implementations can easily go adrift with badly trained, inexperienced or poorly disciplined implementers. That can hit profitability of system implementations badly, particularly if the initial sale has not included enough days. For sales people it is tempting to reduce days in the initial sale as it makes it more likely to win an OJEU process. The hope is that any missing days can be mopped up later, at (customer) cost, via Change Control.

Implementers are best motivated or rewarded for completing those days as efficiently as possible. Then they get better at their job. Incentivising implementation teams to ‘sell on’ extra days is generally a recipe for disaster. Short term it looks like it adds additional profitability, but is quite the reverse reputationally.  It rewards poor work, which experienced customers generally realise, adding insult to injury. Reputationally its shooting yourself (& your reputation) in the foot.

What can customers do to keep projects on track?

Well, do your best to use the project plan as a living document, would be a good start. Its not just a static appendage to the original contract. Force your supplier to keep up to date with it, revise timescales as things change. Also customers need to keep a tight reign on their own project team. To ensure the right staff attend supplier on-site or config sessions, ensure suppliers are pressed to provide overviews of what future sessions will cover. These can often be delivered too near to scheduled days or often not at all. This is not acceptable.

If this occurs I think its justifiable to be able to cancel a session, without penalty. If your supplier cannot define what the planned session is intended to cover, it should be deferred until they can.

Many projects are allowed to drift for the first few months, the excuse being that “there’s plenty of days in the project”. Lost days like this will no doubt be added on in the end, exaggerating the delays that can occur and potential additional costs. If you think it necessary, agree objectives for each supplier day and rate them when completed, including any follow ups required. Working together as a partnership openly is by far the best policy, to reduce misunderstandings.

Start well and ensure your supplier does too.  Start as you mean to go on is the best advice and hopefully it will set the scene for a more successful and on-time project.

I was chatting to a new-ish client last week about ‘Command and Control’

Many of my readers will be very familiar with it, others may be interested to know its recognised as a US Army thing. According to older versions of U.S. Army manual FM 3-0, C2 in a military organization is the exercise of authority and direction by a properly designated commanding officer over assigned and attached forces in the accomplishment of the mission.

In short, it’s a technique utilised when something needs to absolutely get done.
My conversation revolved around if ‘Command and Control’ was used enough.

My personal opinion is that in many situations, particularly where new systems are being implemented, some C&C may definitely be needed. Examples abound that I am sure readers of this blog will find strangely familiar.

How often has a new application, innovation or process, been implemented and only a small number of applicable staff, seem to utilise it? Good examples are CRM systems. Of course, the customer service team utilise that, but what about the rest of the organisation key teams? How often have you noticed that Asset Management, Repairs, or that remote office in Pontefract, just never bother to use it?

Joining the dots, tracing back, its often managers that fail to see the importance or consequences of not using something like CRM, that actually benefits staff, all around the organisation. How often do managers tell staff ‘Oh don’t bother with that’, reinforcing a ‘can’t be arsed’, point of view?

When putting in new systems, such as CRM or Tasking Trays & Workflow, it is essential to communicate to all staff & teams, why these systems are being put in and why they benefit the whole organisation. Comms must play a big part.

In addition, these new systems should be monitored and feedback produced for managers, to pass down to their own staff. Good exception reporting can encourage early adoption, saving potentially tortuous issues later. Find ways to monitor compliance and automate where possible. This will ensure that new systems are in use by all and the benefits are realised by all.

Parallel Life

As readers of this blog are aware, I get involved with a lot of procurements of Housing and Financial systems. Also on many occasions I get involved in project management or helping to recover/kick start stalled projects. For the later, in many cases these days, an old system is being replaced with a shiny new one. This we would hope is going to provide a step change in efficiency or customer service levels, or some other benefit.

The logical thing to do, you would have thought, is do a bit of parallel running, between changing systems. That would entail repeating work in two systems (old and new).

Surprisingly perhaps, I don’t think I have ever experienced anyone truly parallel running, across the 50 or more implementation projects, I have been involved with over the years. The reasons for that are the doubling of resources needed to get it right and the difficulty in being disciplined enough to carry it out in reality.

Inevitably, once a new system goes live, there is little chance of going back.

The practical alternative is to the classic parallel run, is to have great quality UAT (User Acceptance Testing), to conclusively prove as many core functions and processes as practical. For some clients, I have provided UAT build and monitoring support, to enable tightly controlled and well evidenced testing.

In some of my projects, when go-live has gone smoothly, with few issues, on more than one occasion, I have heard users and often managers saying, “I don’t know what the fuss with all the testing was about, it’s all gone smoothly!”. That kind of misses the point, as high-quality testing does reveal all the problems, that can be fixed prior to the go/no-go decision, a week or two before.

What does good quality testing look like then?

Well testing by actual users for a start. They will be at the sharp end using your new systems after all. Splitting testing into distinct areas helps, as does creating tests, where record ID’s of data created or accessed can/must be recorded, for easy evidencing. The UAT document can also allow links to processes, diagrams, videos or other documentation, to help testers to tackle each area.

Each test can generate issues and queries, as well as be stalled for fixes and re-tests. I usually structure my UAT’s, so it’s really easy to monitor progress.

Users who cheat while completing the UAT, cause problems later down the line with go-live or after.  I remember a project where a rent debit raise had apparently been tested, but caused an issue which meant that a whole housing association was without a system for a whole day. So, discipline is essential. While testing, users are using the skills gained during training too, which can only be good. Too much training occurs too early in projects, so can be of little use sometimes, once UAT occurs or go-live approaches.

I was having a chat last week with a client, during a working lunch and as you do, wandered off topic on to some previous software procurement projects they had suffered. As most experienced people in this sector know, everything is generally perfect in demo-land. A magical mix of Disneyland crossed with the inside of hut 8 at Bletchley Park. In fact, it can be somewhat quicker cracking the German Inigma code, than getting straight answers out of most software sales people.

I am too polite to name the specific solutions, or sales people, but it was all going swimmingly apparently. Lovely glossy brochures, sharp suits and everything was possible. Well that seemed to be the answer on just a too many occasions. Call me cynical, but if anything is possible, why couldn’t the demonstrators knock up something a bit nearer the clients’ needs, with all that ‘flexibility’? 

Maybe there was flexibility, but it all took an age to do and perhaps some of those things being requested had never been attempted before? Either way, some in the audience were less than impressed and smelled a rat.

When asked about future roadmap for the solution, there was none, some warm words, which again didn’t really cut the mustard. Software is something that should be always developing and getting better. So, it’s essential to see how much investment will be going into a solution, to keep it relevant and up to date.

The crunch was when the supplier was asked, “How many customers have you got?”, followed by “How many have been live with this solution, for more than six months?”. The eventual answer, after a trip around the Almshouses, and a few repeats of the question, was zero.

Note those two questions.

I know many organisations who have just asked the first question, felt confident and purchased solutions, they are still years after, trying to get working properly. It reveals the value of perseverance and accessing someone to help you through the process. I have certainly asked those questions quite a lot in my career. Sometimes it’s good to have a Mancunian willing to persevere in the room!

We are in the January transfer window I guess.

As well as Chelsea's Oscar, going for a Chinese takeaway and Man City welcoming Jesus (hoping for some sort of resurrection in form, late season), SocialHousing ICT suppliers have been at it too. Have you noticed?

Yesterday (16th Jan 2017) it was quietly announced by Castleton PLC, suppliers of Documotive, Kypera, Impact and managed services via the old Montal, there was to be the departure of Davinder Sanghera.


Dav is well known as ex-Bromford, years at IBS and Documotive, and looks to be stepping back after the appointment of Dean Dickinson as CEO in October last year.

Most clients I work with, have at least one Castleton application or service in use, whether that’s Brixx, Documotive, or Kypera. Many with several applications, are clearly looking to see enhanced integration and unifying of a lot of the product set. It will be interesting to see how this has evolved at the forthcoming Housing Technology Conference & Exhibition, early in March. I am booked in and it would be great to hear experiences over a coffee or fizzy water.

Elsewhere, two players from Northgate and Capita effectively swapped no 9 shirts, in the guise of Anthony Singleton and Roger Birkinshaw. It will be interesting how that influence changes in sales approach, customer service and delivery, at those organisations.

Trouble-at-t-mill too up north, as another couple of HMS players seem to be losing staff like pound coins down a sofa, and a Software Development Manager, respectively.

Maybe 2017 will be a year when some of these changes will be seen to improve service to customers and the users of these large systems.

It would be no bad thing if suppliers led with forward thinking, rich, stable products, implemented by knowledgeable skilled implementers, keeping to the original promises & prices declared by honest sales staff. Maybe we would feel slightly better at paying up to a £grand a day for it then.
