Agentic AI has become one of those phrases you cannot escape in UK #socialhousing tech conversations. Suppliers talk about it with great confidence. (OBVs)

Agents that plan, decide, act, learn. Systems that do things for you, not just respond when clicked. Yet when you scratch the surface, most of what is described still lives firmly in the future tense.

Currently as far as I can see, practical use is still quite limited, but not entirely absent. While significant productivity gains are clearly possible, anyone who has dabbled with it will confirm it’s a week of defining your process and six times that defining/confirming guard rails and testing it all thoroughly iteratively. Then it might be a blind alley, as over 80% of pioneers appear to be reporting.

Where agent style behaviour is starting to show real value is on the CRM platforms, particularly Salesforce and Microsoft Dynamics 365. Not in fully autonomous decision making, but in tightly constrained, supervised tasks. Things like AI driven case triage, where incoming repairs, ASB or damp reports are automatically categorised, prioritised, and routed to the right team based on rules, patterns, and historical outcomes. That is agent-like behaviour in practice, (even if nobody really calls it that on the ground).

I think we are also seeing early but useful examples around assisted case progression. AI nudging staff officers with next best actions, chasing missing information, drafting responses, or flagging cases that are stalling against policy or SLA. Traditionally these might be templated anyway for policy consistency. In D365, Copilot style tooling is already being used to summarise long case histories, prepare updates for managers, or draft resident communications that staff then review and send. It is not autonomous, but it genuinely saves time and cognitive load.

Salesforce based housing solutions look to be a bit further along with orchestration. Some providers are experimenting with agents that span multiple systems, pulling data from CRM, repairs, and finance to support a single outcome, for example preparing a voids readiness pack or highlighting risks ahead of a mutual exchange. Still this is reliant on quality of integrations  in place at times. Again, these are supervised agents, operating within guardrails, not free ranging AI making housing decisions on its own.

On the HMS side, things are quieter.

Most UK housing management systems are still focused on embedded AI features rather than true agentic behaviour. Things like predictive repairs, arrears risk scoring, or document classification. Useful, but largely reactive and contained within a single module. The bigger challenge is that many HMS platforms are still finishing the journey to full responsive-browser based, API rich architectures. Without that foundation, serious agent orchestration across modules and systems is very hard to deliver safely. So for some its jam tomorrow.

There are a few tentative examples. Some suppliers are piloting AI driven scheduling optimisation in repairs, image diagnosis or automated follow ups in income collection. But these tend to be narrow, rules heavy, and carefully constrained. Some not really AI at all in its recent clever Trevor LLM incarnation. Sensibly so. Housing is not a domain where most CEO’s want an AI agent learning through trial and error with real people’s homes and lives.

So where does that leave us.

Right now, agentic AI in UK & Irish social housing is most credible when it behaves like a very capable assistant, not an autonomous decision maker. CRM platforms are better placed to support this today because they are already designed around workflows, orchestration, and integration. HMS suppliers are not out of the race, but many are still building the track while running on it. Many trad HMS already have plenty of under-implemented workflow and similar capability – so think on, don’t be reaching for AI if you haven’t even got to first base!

The danger is not that agentic AI will fail. It is that suppliers & CRM solution partners oversell it before it is ready, and housing providers either over commit or switch off entirely. The sensible path is boring but effective. Start with small (pay as you go), practical agents. Keep humans in the loop. Prove value in time saved, errors reduced, and residents better served.

So, less talk about the art of the possible everyone. More evidence of the possible working on a Tuesday afternoon in a housing office, over a bookies, grocers and a chemists.

Endeavour

I often get involved with projects to help determine what’s needed when changing from legacy or poor performing software and systems. Quite often its four or five a year, for organisations managing 100 or less homes, right up to larger socialhousing organisations or councils managing tens of thousands of homes or greater. Most of the legwork is supporting a compliant process, essential to be fair and prevent a situation which might provoke a feared challenge. Rather than OJEU as we had prior to Brexit in the UK, public bodies now have new legislation which came in from Feb 2025.

Hopefully, the process will be compliant and a preferred bidder will be determined, as best fit of quality and value for what the public body (social landlord or local authority) requires, such as Asset Management, Repairs, Self-Service, addressing Damp & Mould , Finance, or other solutions. 

One of the finalisation stages of procurement is the contract. Sometimes these are defined by frameworks (like CCS), put forward by the contracting body initially in the early part of procurement, or what the supplier provides. In smaller procurements, often the latter is the (only) default option. In any of these situations, there should be ‘Contract Finalisation’. This should not drift into ‘Contract Negotiation’, which might be a wholesale cutting up of the agreement, which ultimately needs to be a compromise that all parties can work with, to achieve successful projects, as they were sold.

Having someone with experience of software contracts (as they are different than when procuring other goods/services) or spending some well-spent money on legal assistance, is a great idea. Beside that, it is always worthwhile as bedtime reading, to review the whole contract yourself. Amazingly, I have seen many quite obvious clauses binding customers into whole contract term (5+ years) payments, even if you can contractually terminate early, or a reset of contract term, if you change your stock number. Another thing the contract should allow you to do, as number of properties for anyone is bound to change. For goodness sake, just don’t sign that 121 page contract and hope for the best.

Anyone who like me has been involved on the sidelines of much contract finalisation, will be familiar with ‘Endeavour’ and the concept of ‘Reasonable’. Some words that always make me smile in contracts and often will be found in paragraphs that suppliers will be keen to strike-through and have dropped from the contract, to protect themselves to a greater degree and remove some ‘teeth’, lest poor service/product encourages you to bite them later down the line.  

On some occasions I have encountered some suppliers (I am too polite to name them here), who have tried to drop contract clauses as they declared they thought they were ‘un-reasonable’, which I pointed out that the word ‘reasonable’ was actually in the clause being dropped! Hence, the supplier ask was bogus and mostly I have seen those being roundly and rightly rejected.

Lets explore the various ‘Endeavours’ you might well encounter….

The gold standard in English, Irish and Scottish law is ‘Best Endeavours’. A supplier here is bound to “Use no less than its best efforts to produce the desired results in the circumstances”. While onerous, this is not regarded by the courts as an absolute one, and is regarded as subject to reasonableness.

“All reasonable endeavours”, is the next compromise down and softens the above. Case law indicates that the steps have to be taken will depend on the circumstances. The obligation may exhibit the characteristics of both best and reasonable endeavours. So this is rather grey. Suppliers may be required to sacrifice their own commercial interests (or not).

The wooden spoon goes to “Reasonable endeavours”. Not so demanding, the supplier is obliged to pursue a reasonable course to achieve the objective. IE this is less stringent, supplier commercial interests need not be sacrificed.

So, what should you choose?

Well, its very much down to your appetite for risk and how risky might your preferred bidder might be? Hopefully in your procurement journey you will have done an early soft-market exercise and looked at independent reference sites and have an idea of how similar projects have panned out previously. Hopefully they didn’t go down the pan, if so, the stronger options above might be more advised. Always ask the right questions (understanding the answers!), working as a Critical Friend its quite commonplace for me.

Remember too that contracts should not need constant revisiting during challenging projects. However, if projects are going adrift then know where they are and decide if teeth provided should be used to bite !

(I Won’t) Pay Your Price

The cost of living is high enough without Christmas coming along and running a steamroller across our current accounts and maxing out our credit cards. 

Things these days are not cheap and in some ways while some things have got cheaper (such as disk space while we consume more and more data) and some much more expensive (like software we now often license at full price rent monthly or annually).

I come across lots of missing functionality that is quite often an obstacle to really good self-service, making integrated solutions work seamlessly or eliminating those spreadsheet archipelagos. On the latter, now at the end of 2023 I see more places like the Malay Archipelago than the Falkland Islands. As anyone who has worked with me or knows me, I work with a vast variety of socialhousing landlords and councils of all sizes and types. My smallest client was a charity that managed only 34 homes, largest over 150k properties. So we may be generally solving the same challenges, but we also have our unique features.

My professional reaction is to question those gaps, as there are usually easy solutions in an infrastructure, software or application sense. When you breakdown the reasons, for me it generally falls into the following reasons:

1 – My clients are not aware of some of the suitable solutions available

2 – Some of that functionality was de-scoped during implementation

3 – Some of that functionality was meant to follow in a future phase, that never happened

4 – There is not currently a productised solution to plug that gap

5 – There is one or more solutions, but they all sounded too expensive

While I see a lot of 1-3, not many of 4, however I see way too much of 5 (which is very interesting).

Are software providers or HMS makers too greedy? If I had £50 over the last decade, for every time I heard that, I would easily have over a grand by now. Is that a reasonable accusation ? It can feel from certain suppliers naming no names, the minimum you will be quoted can expected to be £10k. That’s whether you are asking for something blue sky or maybe really should be working properly already!

Having been on ‘the dark side’ myself many years ago, its got to be said suppliers do need to turn a dollar, although there is perhaps reasonable and unreasonable profit being made, considering a lot of work takes place much cheaply offshore these days. However, most of the time its less of the suppliers profiteering and more perception of clients. Often exclaiming like those folk in Yorkshire do on their counties celebratory day, ‘Ow Much?’.

“Well it was expensive”, how expensive, “well £30k”

Those conversations remind me of that saying, “They know the price of everything and the value of nothing”. The point of spending any money or making an investment in business, is to realise greater value or efficiency. When I work with commercial organisations, such as external contractors, that calculation is often done at the speed of light in someone’s head. In social housing or councils, often a calculation is never done at all. A business case can just be an obstacle to be maneuvered, rather than a tool to help make a decision to see if a £30k investment is worthwhile.

Sometimes it truly is a no-brainer.

£30k not spent on a finance interface to link repair invoices with a purchase ledger for example, might mean we have to employ a full time equivalent person to double enter them. With pension, salary, employers NI, holidays and sickness payments etc, that might be more than a £30k cost annually. In addition, risks of mis-keying, mistakes, risk of susceptibility to fraud, auditor concerns also point to this being a more than sensible investment.

We are now close to a new year coming and the opportunity of renewal and turning over a new leaf. Maybe dust off your rejected historic aborted improvements and try to see them through the prism of some hindsight and the un-totalled costs of not following through. You never know, even your supplier might just have a short January Sale on soon. Here’s hoping!

Poppy Day

Recently I have had quite a few chats with clients and suppliers about the march to The Cloud. Covid19 and lockdown have had a big influence on changing attitudes, although I think I really saw a corner turned, in mid 2018. 

Council and Local Authority clients were always reluctant to consider the cloud. Turkeys didn’t used to vote for Christmas as a rule, nor did quite well paid council infrastructure teams. From 2018 onwards, within ten minutes of talking about procurement, I heard more and more, “Whatever we buy, must all be in the Cloud and off-prem”.

Solutions have been available in the Cloud for a decade, although recently we have more robust security protocols, offerings, Cyber Essentials and procurement safeguards, which all reassure.

Cyber security has become a new growth industry, almost from a standing start and something no site can really avoid taking seriously. Its not cheap and quite rightly has become big business. A client pointed me to an interesting article last week on cybersecurity company Darktrace, just about to float on the stock market for £3billion price tag.

Darktrace launched in Cambridge 8 years ago by an unlikely alliance of mathematicians, former spies from GCHQ and the US and artificial intelligence (AI) experts. Poppy Gustafsson (she,her) was 30 years old when she co-founded Darktrace back in 2013. 

She should be worth £20m after flotation, which is a nice wedge indeed. Readers of this blog will be aware of my thoughts on IT and gender mix. It is a very male geek dominated sector on the whole and Poppy has also become something of a gender diversity champion, in the bloke-dominated tech world.

The ICT industry average is about 15% female, Darktrace to their credit manage more like 40%. What’s the gender mix in your ICT or implementation/development team? Is it improving, or perhaps as David Byrne would say, ”Same As It Ever Was” ? In my own sons computer science college group, out of twenty students, only four are other than male.

Why are we so poor at encouraging females in the ICT foundation subjects of science, tech, engineering and maths? Amber Rudd wrote an interesting article on this, for the Times back in February, worth checking out 

As previously, I would say from what I generally see, that we are still not getting the best of mixed gender techie teams, on our helpdesks, IT Teams, development or implementation. There is a lot to do.

I.T.'s different for girls

As many people in the sector know, I do the rounds of conferences and events. There's lots to get out of them too. New ideas and the chance to meet lots of people in the same place for once!

Look around most ICT conferences, particularly in social housing and they are most often still dominated by white males. While there are some really notable female ICT and system managers, they are still, in the 21st century a real rarity. Another example is the Southern IT Housing user forum , many men currently attending, but just two women.

Notably, one housing group local to me that I work with, Torus, has a brilliant female director of IT and transformation and yet another, director of delivery and transformation. Excellent folk to work with and I learn something every time I work with Debbie and Liz.

West Kent's head of ICT is one such, the super Claire Davidson. Witty, really sharp and managing to generally have equal or more women than men in her team, to deliver solutions better. Claire could be our Martha Lane Fox, or Sue Black without the red 'barnet'. She's bloody good, I know that, a ray of IT sunshine each time I see her, and gets along to the SIT forum. The other female attendee ticks the 'Cymru' box too I would have thought. I won't even consider if more regional UK accents would improve the quality of ICT. Maybe one for another blogpost, that one!

Its brilliant sometimes to work with organisations where there is a more equal gender balance, in systems and ICT. Torus Housing Group in NW England, again being a case in point. Inspirational working with a great mix of genders, all with the brilliant skills and attitude, makes for a better team, who can help see the world from unique perspectives. 

A recent EU report earlier in 2016, showed that just 29 of every 1000 women with a degree graduate in ICT, compared with 95 in every 1000 for men. (see https://ec.europa.eu/digital-single-market/en/women-ict  ). Of those 29, only four went on to work in the ICT sector. It makes hardly any sense, when the same research shows that tech companies with more women on their management teams have a 34% bigger return on investment. Might that mean that social housing could potentially deliver a third more tech innovation, if it aimed for the same?

I remember my first female manager, back in ICT retail in the 80's. Sadly, I have lost touch with Joan, but she was a breath of fresh air to work with. Encouraged and motivated staff, a fair boss and great fun. She could sink the pints of real ale as fast as everyone else on the team too. She got more from us all and set me off on the path, to what I do now. 

Have we got to many geeks in the sector?
Is that what's putting most of the females off?

I think more senior ICT role models, like Claire would go a long way to inspiring students, right back at the GCSE stages. Getting them into work placements, and keeping them there, then does rely on the culture being right. Social housing should be better overall at such things, you would think. There is a solid link between responsible corporate culture, efficiency, profitability and ROI.

Females bring a new perspective on ICT, product development and business strategy. As Claire told me, "I recruit the best people, as I want the best team". Wouldn't you want the best team too?
