Times Change

Late autumn this year I found myself doing something that felt oddly symbolic of where #socialhousing systems tech is right now. One day in London, I was sat in a room full of people talking about CRM platforms, cloud everything, Agentic AI and transformation. The very next day I was with a long-established UK HMS supplier, still wrestling their way through cracking full browser compatibility, legacy architecture, and the sheer effort of dragging decades of product forward into a modern world to make it saleable.

The contrast could not have been sharper.

The CRM event had an almost evangelical feel to it. Satisfied users. Big smiles throughout. Big stories. Also some big price tags for some. Organisations talking openly about spending significantly more than they ever would have done on a traditional housing management system, but justifying it because it delivered what they needed operationally with less grief. You could feel the belief in the room. Not just belief in the product, but belief in the journey they had chosen. OK Rev Blackgrape, "Whose souls are we gonna save" ?

The HMS day felt very different. Not bad, not negative, but grounded. Practical. Good to see they were honest about the challenges. You could sense the effort going in, but also the drag. The dead-weight of history. The compromises that come from having to modernise something that was never designed for browsers, cloud delivery, SAAS or rapid iteration in the first place. You can see why some recent would be ‘has-been slayers’ thought it best to just start from scratch.

Which pretty much sums up 2025 for me.

Across this last year I have helped some clients decide that a CRM platform genuinely was the right answer for them. Others who had already gone down that road and then needed help finding a way back to a more traditional HMS. And plenty where CRM was never really a contender at all, because the complexity, user seats cost, current absent IP or operational risk just did not stack up. There truly is something for everyone, as I proved in 2025 for the small (under 190 homes) up to the large (over 38k homes) providers.

So where is the market actually up to now?

There is a growing narrative that only CRM platforms can innovate. That they are the only ones moving fast, experimenting, releasing new functionality, AI Agents and responding to modern expectations. Meanwhile some HMS suppliers are still accused of undertaking radial rubber tyre 70's style retreads. Recent HMS supplier consolidation has certainly not helped. New user interfaces bolted onto old cores, maybe flat text data exchange. Browser layers masking systems that were never meant to live there. Old legacy functionality dropped and not carried through. Innovation slowed not by lack of intent, but by technical debt.

There is some truth in that I think, but its not the whole story.

CRM platforms absolutely can move fast, especially when they are not carrying decades of housing-specific programming baggage. But speed comes at a price. Cost, complexity, dependency on extensive reseller led configuration, and the need for organisations to effectively build their own housing system on top of a general purpose CRM platform. Easy and flexible access to data, often assumed / promised, often not so seen in reality. For some providers, that is empowering. For others, it becomes exhausting, after all we are in the business of managing stock, not developing software !

On the HMS side, the big question is whether serious innovation is possible while parts of the product estate are still incomplete, partially browser based (on the journey..), or constrained by older architectural decisions. Can suppliers genuinely leap forward while also keeping the lights on, via potentially a shrunken help desk, for thousands of existing customers. Some will manage it. Some will struggle. And some will quietly fall further behind than they care to admit in their Powerpoints..

For housing providers, councils with retained stock, the last ALMOS, AHB’s, and charities, this leaves a pretty uncomfortable middle ground. Do you bet on the flexibility and promise of CRM and accept the cost and effort. Do you stick with traditional HMS and hope the innovation curve steepens. Or do you end up walking one path, only to later retrace your steps when reality bites?

I have seen all three this year (and the fourth choice of the ultra-modern HMS cloud built from the ground up too).

What feels certain is that 2026 is not going to be any calmer. Housing system procurement decisions will be likely to get harder, not easier. The stakes will keep rising. And the gap between what suppliers say is possible and what organisations can realistically absorb will be tested more than ever.


Interesting times ahead. Not always comfortable ones. But definitely interesting for journeying beyond this first 25% of the twenty first century. Agent Dan

Agentic AI has become one of those phrases you cannot escape in UK #socialhousing tech conversations. Suppliers talk about it with great confidence. (OBVs)

Agents that plan, decide, act, learn. Systems that do things for you, not just respond when clicked. Yet when you scratch the surface, most of what is described still lives firmly in the future tense.

Currently as far as I can see, practical use is still quite limited, but not entirely absent. While significant productivity gains are clearly possible, anyone who has dabbled with it will confirm it’s a week of defining your process and six times that defining/confirming guard rails and testing it all thoroughly iteratively. Then it might be a blind alley, as over 80% of pioneers appear to be reporting.

Where agent style behaviour is starting to show real value is on the CRM platforms, particularly Salesforce and Microsoft Dynamics 365. Not in fully autonomous decision making, but in tightly constrained, supervised tasks. Things like AI driven case triage, where incoming repairs, ASB or damp reports are automatically categorised, prioritised, and routed to the right team based on rules, patterns, and historical outcomes. That is agent-like behaviour in practice, (even if nobody really calls it that on the ground).

I think we are also seeing early but useful examples around assisted case progression. AI nudging staff officers with next best actions, chasing missing information, drafting responses, or flagging cases that are stalling against policy or SLA. Traditionally these might be templated anyway for policy consistency. In D365, Copilot style tooling is already being used to summarise long case histories, prepare updates for managers, or draft resident communications that staff then review and send. It is not autonomous, but it genuinely saves time and cognitive load.

Salesforce based housing solutions look to be a bit further along with orchestration. Some providers are experimenting with agents that span multiple systems, pulling data from CRM, repairs, and finance to support a single outcome, for example preparing a voids readiness pack or highlighting risks ahead of a mutual exchange. Still this is reliant on quality of integrations  in place at times. Again, these are supervised agents, operating within guardrails, not free ranging AI making housing decisions on its own.

On the HMS side, things are quieter.

Most UK housing management systems are still focused on embedded AI features rather than true agentic behaviour. Things like predictive repairs, arrears risk scoring, or document classification. Useful, but largely reactive and contained within a single module. The bigger challenge is that many HMS platforms are still finishing the journey to full responsive-browser based, API rich architectures. Without that foundation, serious agent orchestration across modules and systems is very hard to deliver safely. So for some its jam tomorrow.

There are a few tentative examples. Some suppliers are piloting AI driven scheduling optimisation in repairs, image diagnosis or automated follow ups in income collection. But these tend to be narrow, rules heavy, and carefully constrained. Some not really AI at all in its recent clever Trevor LLM incarnation. Sensibly so. Housing is not a domain where most CEO’s want an AI agent learning through trial and error with real people’s homes and lives.

So where does that leave us.

Right now, agentic AI in UK & Irish social housing is most credible when it behaves like a very capable assistant, not an autonomous decision maker. CRM platforms are better placed to support this today because they are already designed around workflows, orchestration, and integration. HMS suppliers are not out of the race, but many are still building the track while running on it. Many trad HMS already have plenty of under-implemented workflow and similar capability – so think on, don’t be reaching for AI if you haven’t even got to first base!

The danger is not that agentic AI will fail. It is that suppliers & CRM solution partners oversell it before it is ready, and housing providers either over commit or switch off entirely. The sensible path is boring but effective. Start with small (pay as you go), practical agents. Keep humans in the loop. Prove value in time saved, errors reduced, and residents better served.

So, less talk about the art of the possible everyone. More evidence of the possible working on a Tuesday afternoon in a housing office, over a bookies, grocers and a chemists.

I don’t know about you, but are you finding AI is falling a bit short of what you expected? It is a little for me to be honest.

In the 70’s and 80’s I am sure we were promised moon beans served by cyborg chefs & robot butlers and all this intelligence was going to handle a lot of our mundane hassles. You know, the ironing and boring rubbish like that. Unfortunately, most of it seems focused more on deskilling & taking away creative jobs, painters, photographers and journalists. We are still ironing and will be doing so, for long into the near future I am sure, while the internet is clogged up with AI creations, this is less good all round. In fact future AI trained on other source AI generated content can only degrade the concept.

Copilot as you are probably aware, is being plugged as the Microsoft lead AI product and a great money spinner at £24.70, per user per month. The annual cost exceeds many per seat costs for M365. In fact pretty much any demo of D365 etc will feature a mention of Copilot multiple times. In terms of socialhousing applications built into D365, multiple sales folk will mention it in demos, although concrete use cases are actually pretty thin on the ground. Its always ‘coming soon’ apparently. So don’t waste your time getting too excited there. On more than one D365 demo I have had the response, “Best not to try to use it here as yet!”.

AI including others such as ChatGPT for sure is capable of providing 80%+ of the help, but currently still needs that last 20% of human sense check. Otherwise we can look like fools. Productivity can be improved, but only if you can crack decent accuracy. All the Microsoft stack has AI capability, i.e. Word, Excel, PowerPoint, Outlook and Teams. In Word for example, Copilot will not knockout much in the way of meaningful new organisation policies, but could give you some great pointers to what might be right or wrong with what’s there.

AI to summarise emails or documents can help you determine some of the wood from the trees and potentially get you 80% to where you need to be. While AI can determine the ‘tone’ of a dialog, this may be not much better than the experience of a staff member with a couple of years working on the job. ‘Soft Skills’ are a human trait and certainly will remain so.

AI Translation while useful is nothing particularly new. Google Translate has been translating over 50 languages for ages.

What about Copilot in Excel and PowerBI reporting? Well here’s some opportunities. It can have a go at building queries for you, although with limits when cross-joins or complex imaginative extracts are needed. Again, ability of a skilled staff member to take the grunt work as a starting point, will save time.

In Outlook bog standard rules can be enhanced for sure, however I would always value an experienced staff member over just going with AI. While you can use AI to organise your Inbox, where is the fun in that eh?

My favourite use of AI by far currently and something I would recommend to all however applies to Teams. I am sure you do battle with the Teams frustrations daily, however the most useful features are AI transcription and summarisations. Ideal for easily documenting supplier demos/remote meetings, quickly finding specific terms and conversations etc. An unexpected bonus of the Covid years and the shift to more hybrid demonstrations (shunned & exotic prior to Covid), which would have felt strange or lacking reverence previously.

If you are considering dipping a toe into Microsoft AI, just give it a look with a single user and put it completely through its paces. If you can see ROI, then crack on. If you cannot at this time justify it, maybe come back later. Across 12 months AI is bound to leap forward and improve, maybe come back and review it then.

AI can help you, but don’t assume it’s your silver bullet (as yet). If you are getting any additional practical and accurate uses out of Microsoft Copilot or other AI for UKhousing, please be in touch.

There was a time when Dynamics CRM was an interesting option for social housing front of house & customer service use, but it was far too 'fiddly'. In that Microsoft style, it was built by techies, for techies. Like Sharepoint, which has come from more of a techie toolkit in version 3.0, is now a rich functional environment, suitable for real world applications.

Last year I chaired a lively discussion at the InMotion event in Warwickshire entitled "Best of Breed OR Single Supplier, what's best for the customer journey?". I had two of the most interesting Welsh chaps in housing ICT with me, Mark Howells of Sanctuary Group and Owen Barret of Newport City Homes. The former as well known was taking the SAP route, Owen the Microsoft Dynamics CRM path. Both had spurned the traditional integrated housing systems that everyone likes so very much to carp on about.

Conventional wisdom has it that an integrated HMS must be best, as it more closely supports the key functions of a social landlord, using a module that supports that CRM function. Certainly that was the case about five years ago, when your options were probably Lagan, Salesforce or one if the more home-grown solutions that presented a ready built 'product'. Even with these, the preponderance of 'Syncronisation errors & issues' can make the experience painful, even where these come from the same source, as some or all of the HMS modules. Of particular challenge is the Almo or local authority stock, where compromises will be needed, as housing is only 30% or so, of the total query set. A housing only CRM, won't ever cut it with potholes, planning queries and other stuff mashed in.

Fast forward to 2015 and housing providers are moving to Microsoft Dynamics based vendors like Documotive and Goldcrest, to usurp some of the usual suspects. This is a more reliable proposition. Possibly the usual suppliers are not  providing best value anymore, or not providing flexibility to support needs of social housing organisations. Large organisations need CRM modules to support different types of customer these days, including complex initiatives and innovations, such as growth in care and support, support to help with skills around worklessness, adding social value in other ways etc.

This move seems to be putting nails in the coffin for some of the usual HMS suppliers, used to a captive audience with their limited/expensive, sometimes seat based licensed CRM modules etc. One good example is Bromford Group, who have recently procured CRM and Agile mobile from Documotive, part of growing supplier Castleton Technology Group. Bromford are due to go live late spring, early summer, to better support its vast customer base. Bromford are well respected and I can see others taking note in the sector. 

Our housing system suppliers need to be more innovative, provide the budget to develop and evolve faster, without so many bugs and excuses holding customers back.

Other sure-footed suppliers are delivering this innovation, with fast, proven products, including flexible mobile, already available off the shelf. Unless some HMS (Housing Management System) software suppliers wake up, improve and smell the coffee soon, they will increasingly become an irrelevance, particularly for RSL Groups over 15,000 homes. We will see more RSL's going to tender for substantially better outcomes, rather than carrying on, with more of the same with the previous incumbents.

For housing financials, there are a number of options out there. You know the usual suspects; Sunaccounts, OpenAccounts, Dynamics and lately SAP are getting in on the act with larger Housing Groups. As many people know, I was a MS Dynamics GP reseller when at the old shop. Dynamics however can be found way beyond the sphere of RSL's and HA's however.

No offence to accountants, but in some ways it’s all counting beans [Complaints will be coming on Twitter...], but all systems have their stronger points and unique features. Although, as bean counting is not the most exciting activity, few evangelists seem to be out there writing interesting books on their capabilities. So imagine my surprise when my old friend and ex-MIS Microsoft Dynamics GP consultant Ian Greive tipped me off that he had collaborated in a new book on Dynamics GP 2013, the latest version. I am always interested in friends when they get published, I know the excitement of seeing my photographs in print!

Ian has done a fantastic job on the Microsoft Dynamics 2013 Cookbook, with Mark Polino. It brings together over a hundred tips and techniques to ‘leverage’ (as Microsoft seem to say a lot) this new release.  The book attempts to help the user to break out of the habit of sticking with the habits of the version of the system that they originally went live on. We are all perhaps a little guilty of that, we often find it reassuring to stick with what we know. Maybe, but it takes someone sometimes to reveal what we are missing. The sample chapter takes the user through many little known hacks and techniques. If you have the test Fabrikam company database accessible, you can try the examples right from the start.
