Speed Racer

I have spent long enough in ICT to have been involved with development, witnessed sales promises with good and less good delivery. Getting it wrong can be down to a lot of possible factors, which most of us have historically experienced.

These include over-ambitious sales, lack of good specification definition, poor overall understanding and setting of expectations, incorrect estimates of effort required from the development teams, or perhaps sloppy communications across staff or remote development teams. This last one is very interesting and can also be cultural too, particularly where software development is offshored. While teams often share a common language (English and technical programming languages and technologies), culturally often they could be far from similar.

Offshoring can work very well although often good managers need to be embedded, or local attitudes need taking into account. For example while Vietnamese developers are quite blunt and black & white at times in attitude, Indian based staff can be too optimistic and positive, often ‘to save face’. I’m a massive fan of the sub-continent, but often experienced the same in its four corners when traveling extensively there. These misunderstandings no doubt affect deadlines and lead to incorrect, somewhat de-scoped or lightweight solutions being finally delivered.

Over the last 2-3 years increasingly we hear our suppliers telling us they are utilising agile methodologies and sprints, as this should be a possible thing. If we are trying to catch a train or bus and running late, we ‘sprint’. How could we not think that a methodology like this could not get us our upgrades, enhancements, patches or bug fixes much faster?

Of course, when we ‘sprint’, now and again we drop our umbrella or leave something behind, occasionally making us regret that we rushed at all. Equally, how often were you promised that your supplier was  tackling your change in the ‘next sprint’ and you find a month later, after gearing up your project accordingly, that, “Oh sorry it missed that sprint”!

The whole methodology of sprints even brings its own terminology for failure. In one meeting I attended, a development manager stated that 40% of the next sprint was being used to address known “technical debt”. A hapless housing finance manager asked if this would be adding more features around technical rent arrears. I had the unfortunate task to explain the developers were just spending 40% of their resource on what they failed to finish in the last few sprints. Fixation with short & soon deadlines, does lead to various failures as often  “we didn’t have enough time”.

Only a few things can practically be done if heading for the end of sprint deadline. Cut corners including features and quality. Force or coerce staff into working (more) overtime. Cut out other activities, such as mentoring or training. So not brilliant for staff (or customers further down the line).

While Kanban dispenses with the time boxed concept of ‘The Sprint’, we will clearly still be hearing much of it for some time ahead. As one client of mine remarked the other week, “failure of the sprint”, is the latest excuse they always heard these days, as whatever they were relying on, was never delivered on time. Clearly, better setting of expectations by management & sales/account management would do much to improve customer service in many areas.

If there is one principle I have taken on board over the years, its to always try to under promise, then over deliver. That’s what people actually remember.

Friction

Just the other week, I was asked, “Why do you think our project to install a COTS (commercial off the shelf solution), went wrong, over-ran and needed a budget increase of nearly £2m to complete”?

Its a too common tale and an interesting question and also one that I had limited scope to comment on, as I was not aware of the project in question, nor was involved in my current remit with the organisation. For sure, software implementations go wrong, friction occurs and this post will try to cover some of the key gotchas, around COTS projects.

Firstly, is a COTS solution for you?

Maybe it isn’t and you should be building something from scratch, particularly if you are seeking a particularly unique solution to a unique problem. Most problems are not unique and if you have peer organisations, successfully using commercial solutions, that should really be the first avenue to investigate. Why re-invent the wheel if you can see a number of solutions to compare and contrast and find the one that gives a good fit.

Choosing a good COTs solution is a bit like finding your life partner (and who is 100% happy with theirs?). All other halves have some irritating features, but no-doubt if you are still together, a great majority of things work out between you pretty well. Don’t throw the idea of a COT solution out because others have had issues. It can sometimes be difficult to get to the bottom of issues as organisations and managers rarely are comfortable sharing their failures. In practice, much can always be learned looking closer into what went wrong, ready for the next up-coming projects.

Many projects fail pretty early on, with the initial specification of what’s needing to be achieved and what’s needed from the COTS solution. A too high level or no spec at all is not recommended and always is likely to lead to receiving an initial bargain supplier quote. If your needs are vague, so will be pricing.

On the other side of the fence, back in the day as a supplier, I have often looked at an initial requirement and honestly determined it as easily done for £200k. I was generally carefully to detail exactly, what was included, which would generally flush out multiple missed additional requirements. Not all supplier sales folk would or do. My experience of many years doing implementations taught me that sales need to go better, otherwise the poor implementation consultants ultimately pick up the gaps later. That £200k could quite easily increase by a factor of ten, depending what was missed.

Costs should always be assessed and compared over the full contracted project life, typically five, maybe ten or more years these days. It’s a level playing field then for all.

Factor in all database licences, Cloud instances (you know, Live, Train, Test etc), additional software (MDM managers and security solutions) or hardware (tablets, laptops, workstations etc), from the very start.

Contracts are important and far too many projects I have reviewed, started with a poorly constructed one, or something I can recognise as a suppliers original, with little or no clarifications / alterations. In the instance of one client I worked with, a 108 page supplier contract had just been signed / countersigned at the bottom, committing that organisation to a five year minimum cost of over £700k, even if no solution was ever implemented or goes live. I was told the ICT director had ‘just signed it’, as it looked quite large and complicated. It was not balanced in favour of a more even relationship between client & supplier, even though the proposed product was just freshly released.

Which brings me on to another key area. Are we contracting to established and proven product? Does the solution exist at all, or is it just a ‘wire frame’ or cosmetic prototype? Are there any other live users, utilising it in the manner we expect to? If not, expect high risk, of to be perhaps footing the bill later, to make the solution work or finish it for your needs.

Risk is the third factor in what I would call the ‘holy trinity’ of procurement, together with well specified requirements and accurate cost. If your organisation has a relaxed attitude to risk, IE cost could be three times or more expensive or take 3-5 times longer than expected, a more relaxed approach could be taken. If like most Local Authorities, Councils or squeezed Social Housing providers, there is a pretty fixed budget and its absolutely needed live in x months, due diligence needs to fierce. Contract penalties need to be writ’ large.

So lets imagine we have our preferred supplier, suitable product and tight contract. There is plenty that can go wrong over an 18 month project. Client or supplier could resource it badly, both need to get that right, with my preference finding ways to get the A-Team involved. Quality and experienced staff, support better outcomes, go-lives and future system/process transformation.

Extended implementations are more costly and delay realisation of expected benefits.

While all projects can be expected to encounter some change control, that strong spec mentioned earlier, helps control what comes up and what’s valid. Where good contract and specifications have been available, over the last decade I have probably saved clients getting on for £1m in total, in rejected change control. Much of it due to supplier disconnect between sale and implementation, rather than sharp practice.

One last thought, keep your project focused. While this is a challenging prospect over perhaps an 18-24 month project, try hard to stay fixated on achieving original project outcomes. Understand when projects are drifting and challenge suppliers and your own team quickly, to keep on track.

Boss Drum – Corralling in Your Wayward Info

During my first few years working with Social Housing Systems, I was involved in a lot of full integrated solution implementations. I still surprise suppliers when pulling them up on implementation and data extract/transformation processes. You soon learn how to locate trouble-some and hidden data and use tried and tested approaches to clean it up and present it in the best form possible, for a brand new system.

Strangely, lately I have been involved in a raft of data conversion work, for Housing Groups merging systems or new properties in, and for a few organisations, taking their first housing solution.

That all covers the relatively structured stuff. Even Excel spreadsheets have some structure, however possibly haphazard. I am used to telephone numbers, containing comments, like (work) or (Daughter – Mon-Thu only) etc. Notes and scratch pads are another matter. Free text is of course notorious and using conventional database languages, a bugger to report from. I often come across sensitive data in text and note fields. Historic account references, person details, credit card data, sort codes and others. Some of it innocently blows PCI compliance right out of the window.

The above of course refer to database info. IE in SQL Server, Progress, Oracle, Ingress or Informix etc. Every organisation also has Terabytes of data held on local, network and cloud drives, as well as local Exchange Server storage. Once you start looking, unfortunately you start to see sensitive data in the strangest of places. Fascinating that all this is, within the recent GDPR rules, we should be managing every single byte of sensitive data that we own. Much of it is historic, and a lot down to poor user training and poorly managed habits.

Searching just a small corner of your unstructured data, can take several days and then you only just scratch the surface. You would need a small army (well maybe a platoon), to do a proper job, then keep on top of it too. Data quality groups are something I always promote, wherever I can, but they have  a limit to their vigilance. For a few years I have been actively seeking some more intelligent solutions, to help crack this one.

Last month I think I spotted a pretty comprehensive, proven tool to do the job, called InfoBoss. You don’t need an army of people either, to feed and water it. Just a few pioneering Social Housing landlords are currently using it, in addition to at least one credit rating agency in the Midlands.

It pretty much sniffs out the problems by itself with a set of inbuilt rules, that can be activated to detect data in the wrong place, suspect data problems and breaches of GDPR policy, such as ‘Right To Be Forgotten’. Integral white and black lists enable checking for what should have been long since archived ID’s, that potentially are breaking the law.

The tool has been built on Elastic Search, the platform is scalable, cloud based and quick to setup and very easy to use. Once it has been pointed at a multitude of data sources, within an organisation, it will collate details into a single reportable repository. A messaging API allows set up of automation. Stakeholders can be created that are automatically alerted on new and newly discovered exceptions.

I’m techie, but it’s clear this is more of an end-user, than an ICT team tool, all in a private cloud too.  Check it out by contacting Mark Hobart of InfoBoss or download the InfoBoss data management whitepaper.

Ten Year Story

I remember in my days at MIS-AMS, at a NHF IT Conference at Olympia (remember those?), a man in tweed, spookily named Tweedie too, visited my stand. He explained he was involved in starting a new Social Housing ICT magazine and was I interested, as a supplier in getting involved.

Well I was, and for many years, sponsored the bottom inch of page one, a very specific piece of magazine real estate. There had been different attempts at bringing out a socialhousing ICT magazine before, with success of various degrees.

Who would have thought that ten years on, the magazine ‘Housing Technology’ would still appear every other month and grow to around 36 pages per edition. Also that what started from small conference beginnings, would end up as probably the ‘one’, for anyone interested in socialhousing ICT, or improving it. What an achievement for George, Alastair and his wider team.

This years’ event was the largest, with nearly 500 attendees and more than one attendee commented to me, almost on the verge of being bigger than the Oxford Belfry venue, it’s been anchored in for the last few years.

If you were elsewhere last week, you missed a cracker. Opening keynotes both days were as ever really good. Comedian & comedy writer Bennett Arron (or Arron Bennett, as some call him) , author of the C4 documentary ‘How Not To Lose Your Identity’ was an outstanding start. I will be waiting for my signed copy of ‘Heard the One About Identity Theft?’.

The sessions had a great mix of the new and what’s just a wee bit over the horizon. It highlights that at last ‘Big Data’ might be just about becoming truly useful for UKhousing. Suppliers who can exploit it properly and RSLs/RPs who can successfully make it work for residents and customers, will be truly ahead of the curve. Those bog standard out of the box resident portals ‘going digital’, look pretty last century, compared with Alexa or similar answering your queries, or verifying you are safe in your supported accommodation, via your ‘Headless’ device.

It was great to hear how some are pushing ahead with voice analytics for CRM, as many still haven’t  properly leveraged just bog standard CRM yet. Full marks to the former and ‘Could Do Better’ to the latter. Transformation featured in many sessions, which is quite apt considering the pressures all housing organisations are experiencing with LHA caps, rent reductions, HB cuts and Universal Credit rollout. There are many ways to tackle it, depending on your budget and how long you want it to take, as was evident in a number of sessions.

First to the bubbly

My favourite session on transformation, had a touch of the ‘Alice's Adventures in Wonderland’, from 23k home Torus Housing Group. I was part of the transformation of getting nearly thirty ICT & service applications, boiled down to a core sourced from just three main suppliers. Transformation takes certain belief and a lot of imagination, as you dive down the ‘Rabbit Hole’ into the unknown. Make the wrong transformation choices and you may well encounter ‘The Pool Of Tears’. I was involved in that project and acted as a critical friend. It was hard work, but we carried everyone with us, who will be using all the systems once live. Do get in touch if you too need the Cheshire Cat to help with your transformation(!).

Well it was a roller-coaster event and I met and chatted to so many friends, people I have worked with, suppliers, business change managers and a number of directors. A great pinnacle of a decade, for Housing Technology and I for one will be looking forward to #HousingTech2018.

Last Train to Transformation Central

If I had £50 for everyone who tells me about their new transformation programme they are embarking on, I should be able to hang up my iPad and on-site tie collection by now. Everyone is at it.

To not a small number of people, transformation means downsizing and savings. In truth, a proper path to transformation takes into account slimming processes, to make them more LEAN, and providing enabling technology and software to give staff the right tools to do the job. Mobile being one of those tools, to efficiently take the systems out on the patch, enter data once with no need to re-key.

That takes some drive and considerable enthusiasm. Cultural change needs to be carefully managed. After all, adding more automation and workflow, changes many jobs and roles. While we all have different attitudes to change, more automation can free staff up to do work of much higher value. That needs to be recognised, managed and communicated throughout organisations.

As a Housing Officer once said to me, instead of typing letters for too much of the time, now I get out on the scheme a full four days a week. “I’m doing more of what I choose this job for, to help people”. I found that quite touching, particularly as I had a hand in helping change that ladies job. That’s what systems can do internally. 

Externally, better systems can provide friction-free omni-channel for residents, allow them an option to transact with us 24/7, if the solution is good enough for them to do so. Why would any socialhousing organisation, not want all of the above? But what’s the best practical path to get there, from where we are now? Best to learn from an organisation well down the line of doing it.

I have been involved with the Torus Group path to transformation, in North West England, quite recently last summer. Some readers may have heard me at HOMES Olympia in November, presenting a session about some of the procurement challenges.
