Aint No Room

I have come across BIM / Building Information Modelling in many recent projects. Mostly in London based providers who are developing, however these are also innovations that can be leveraged in more historic and traditional situations and environments, 3D design and visualisation. Its clear to me that standards are being defined. The Construction Operations Building Information Exchange (COBie) non-proprietary data format, looks like the early leader. Hopefully this is the VHS survivor, not the innovative Betamax format, back in 1990’s we all wished had won!

Providers, consultants and professionals I have worked with in Development, are all excited at the way standard formats like COBie, can smooth collaboration throughout the build. Post handover, contractors and Socialhousing staff can also use this data to take better informed decisions going forward.

In terms of the direction of the individual UK social housing regulators, providers having better information on the location of all fitted features, with ability to share more info with residents and manage our assets better is where we are going.

BIM is good and its clearly going to be a strand of how we will better manage assets in the future, hopefully recording and identifying components mapped to three axis and easily represented visually. The potential is there to improve the performance of our assets and how they use (or lose) energy well. Successful mapping of data points, hopefully in the thousands not hundreds in our buildings can provide a vast amount of information, which can be manipulated and overlaid with other data, perhaps collated via IOT sensors.

For all the excitement of virtual modelling and having all this information to hand, its interesting how many building organisations, still have limited Asset Management solution capability, or it is siloed and looked after by two men and a dog, who fiercely gatekeep access to it. Worse of all there are still too many organisations stuck with data in Keystone, hampered by Silverlight vulnerabilities, now further isolated from the main network by ICT, for security reasons. Asset data is better integrated into wider solutions, such as CRM, Repairs, Compliance, Voids and for general use of the housing team. While BIM might be aware of an M&E installation for ventilation, does the servicing team realise that the filters should be checked & cleaned annually to keep the kit working well?

So, if considering getting started with BIM, ensure you consider it as part of your wider Asset Management data regime. Thinking about it as a whole, the #Socialhousing sector will potentially be in a better position to improve the lives of our tenants, shared/leaseholders and satisfy those evolving regulator demands, from whatever corner of the UK, we need to conform to.

Speed Racer

I have spent long enough in ICT to have been involved with development, witnessed sales promises with good and less good delivery. Getting it wrong can be down to a lot of possible factors, which most of us have historically experienced.

These include over-ambitious sales, lack of good specification definition, poor overall understanding and setting of expectations, incorrect estimates of effort required from the development teams, or perhaps sloppy communications across staff or remote development teams. This last one is very interesting and can also be cultural too, particularly where software development is offshored. While teams often share a common language (English and technical programming languages and technologies), culturally often they could be far from similar.

Offshoring can work very well although often good managers need to be embedded, or local attitudes need taking into account. For example while Vietnamese developers are quite blunt and black & white at times in attitude, Indian based staff can be too optimistic and positive, often ‘to save face’. I’m a massive fan of the sub-continent, but often experienced the same in its four corners when traveling extensively there. These misunderstandings no doubt affect deadlines and lead to incorrect, somewhat de-scoped or lightweight solutions being finally delivered.

Over the last 2-3 years increasingly we hear our suppliers telling us they are utilising agile methodologies and sprints, as this should be a possible thing. If we are trying to catch a train or bus and running late, we ‘sprint’. How could we not think that a methodology like this could not get us our upgrades, enhancements, patches or bug fixes much faster?

Of course, when we ‘sprint’, now and again we drop our umbrella or leave something behind, occasionally making us regret that we rushed at all. Equally, how often were you promised that your supplier was  tackling your change in the ‘next sprint’ and you find a month later, after gearing up your project accordingly, that, “Oh sorry it missed that sprint”!

The whole methodology of sprints even brings its own terminology for failure. In one meeting I attended, a development manager stated that 40% of the next sprint was being used to address known “technical debt”. A hapless housing finance manager asked if this would be adding more features around technical rent arrears. I had the unfortunate task to explain the developers were just spending 40% of their resource on what they failed to finish in the last few sprints. Fixation with short & soon deadlines, does lead to various failures as often  “we didn’t have enough time”.

Only a few things can practically be done if heading for the end of sprint deadline. Cut corners including features and quality. Force or coerce staff into working (more) overtime. Cut out other activities, such as mentoring or training. So not brilliant for staff (or customers further down the line).

While Kanban dispenses with the time boxed concept of ‘The Sprint’, we will clearly still be hearing much of it for some time ahead. As one client of mine remarked the other week, “failure of the sprint”, is the latest excuse they always heard these days, as whatever they were relying on, was never delivered on time. Clearly, better setting of expectations by management & sales/account management would do much to improve customer service in many areas.

If there is one principle I have taken on board over the years, its to always try to under promise, then over deliver. That’s what people actually remember.

Sooner Than You Think

I have been a developer in my time, managed some, worked with many and been seriously disappointed with a few over the years. They are notoriously bad at estimating most things, particularly when they are asked for a timescale. It’s rare to hear the answer ‘Sooner Than You Think’.

A couple of years back when doing some work on local authority Digital Customer Access Platforms (CRM by any other name I guess), when first introduced to the concept of ‘Low-code’, that phrase was an answer I got back when asking how quickly anything productive can be created. Some CRM platforms are often notorious for the MVP school of development and it’s something that often has irritated me and clients alike. Complexity of development environments mean that hard core ICT skills are needed, or lots of potentially expensive reseller days. Councils I saw who had really exploited innovative low-code, had achieved a lot in weeks, rather than months or years.

In that sector, not all that was called ‘low-code’ seemed equal.

The difference I realised, once I had visited a few reference sites (in the corners of UK’s most unpopular business parks and industrial estates OBVs), was where there was ability to package up and spread the love with the low-code. The means of doing that was something we would refer to now as ‘The App Share’. The solution with the biggest App Share and community, was Netcall Liberty.

It was a constant source of excitement for my local authority customers. Sight of six alternative working council approaches, for ordering green gardening waste bins, that could be transplanted as 85% ready to go low-code, got solutions moving quickly. For me, the contrast with D365, Salesforce, SAP and other platforms was quite stark. Local Councils have a similar ethic of sharing best practice when they can, as in the Social Housing community. I wondered at the time how Netcall Liberty could work within housing system environments.

Readers of this blog will be aware that when I work in Scotland, most of my work is with the super team at Arneil Johnston. My super colleagues Donna and Gill (as well as yours truly when let out!), work out of office space in Motherwell at the offices of Clyde Valley HA. Spookily enough, I was surprised to hear that Clyde Valley, are one of the early adopters of Low-code with Netcall Liberty.

In a typically Social Housing type of way too, they are collaborating and sharing low code in the App Share already, with a provider of a few thousand homes in South Wales. Both are introducing Netcall’s omnichannel contact centre solution

Housing like local government, can be a fast-moving environment and this methodology, potentially puts the power and resources, closer to the hands of practitioners, rather than joining a large queue, or waiting list to access ICT boffins or your £1,100 a day suppliers.  

So, what do the guys at the sharp end at Clyde Valley, make of the experience?

Fin Smith, the Customer Services Director, Clyde Valley HA says, “We recognise that our customers’ expectations are growing all the time. Managing customer contact in a modern, agile and flexible way is foundational to this. We have partnered with Netcall for both contact centre and CXM solutions that will allow us to manage customer contact through all available channels, provide customers with true online self-service options, allow our colleagues to mobilise even more effectively and to manage all customer requests in an efficient and visible way.”

Clyde Valleys Business Improvement team, in collaboration with a South Wales housing provider, are also leaving their experiences in the form of low-code solving housing problems, in the App Share. These are all free to access by other organisation customers, opening up lots of the great collaboration for system solutions, that we do so well in the Social Housing sector.

What do those guys developing the processes in the solutions think? I had a very interesting chat with Sarah Parker, one of the team working at the coalface. She told me that "over just a few months, new processes are being completed quickly, to align systems to a new smart-think corporate strategy. Sarah was pleased that seamless CRM, mobile and self-serve, was giving Clyde Valley control and the ability to be agile, in the current fast moving environment". A refreshing collaborative approach is evident too between Clyde Valley and Netcall. This helps in finding the quickest and sustainable way to solve challenges. Certainly, this is something that we would all really see more of, with all of our suppliers.

If you are considering tying together all your services within a new CRM platform, look a little beyond the usual suspects. The contrast might just surprise you, using resources closer to your service problems, rather than the complex code under the bonnet of some of the other platforms out there. I regard the App share concept as a real game changer. It’s a refreshing change from the often ‘closed systems’ mindset, or keep paying again & again, of many suppliers in the marketplace. The success of this within local government CRM solutions, is now available for social housing too. Let’s see if we can embrace it to jump-start our own tenant and staff process solutions.

Code of the (Supplier) Road Map

When we procure any applications, it's always great to think where the preferred solution will go in the future. How many it develop, evolve, re-shape itself to fit our needs. Maybe it will end up as something that will develop in a different direction entirely. Hopefully it won't, unless of course, our organisations move in that different direction too, for some reason.

The 'Solution Road Map' is the document, & sometimes mythical tome, that we ask for. It could be etched into granite, scribbled on the back of an A7 envelope or just be some woolly aspirations. Considering most software contracts will be for 3, 5, 7 or more years, this is a very importing item. We would expect all statutory changes demanded by our sector, Westminster, Holyrood, Welsh/NI or other assemblies, Europe etc to be included. In fact your contract should tightly enforce that one.

Uniquely, I have seen supplier road maps from both sides of the fence, so I do understand the pressures of planning well, project managing developments, putting resources in place (or not), setting reasonable expectations and not letting customers down. It's a juggling act for sure, but suppliers should not make it hard for customers, good communication is the key.

Hopefully, good supplier roadmaps are based on what the customers need and want, these can come from two key sources. Firstly regular user groups, how often does your supplier hold them and does  your organisation bother to attend? Secondly, if your suppliers are bidding for new work, they should see many new requirements coming across from that source. ITT's and demos are the breeding ground for innovation and a gold mine for finding out what the sector will think is the next big thing.

In my book, customers should be made aware of supplier roadmaps twice a year, so they can plan around their needs. Seeing something on a road map and planning next September to implement a new essential feature, is all very good. Not so good when you have to go back to your SMT (senior Management Team) a couple of times, to spin out the timetable another 18 months, as your supplier has put that item back. 

Do keep on top of your supplier and their Road Maps. If procuring and drawing up a new contract, it's easier to bind delivery from the road map into project timescales. Pipeline

Many of the clients I work with are still lucky enough to be able to develop. Good for them and great for the communities in which they work. Building new stock is difficult, financing it even harder, so 'good on them'. It generates significant interest in the community, once those boards around the land go up. Generating enquiries into the customer service centre.

Now it might be a stereotypical view of development and sales teams (often the same group of social housing folks), but they seem to me to keep themselves (and often their data), much to themselves. I can generally guarantee some resistance once its suggested that they integrate themselves somewhat more closely, with customer services and the assets team.

Those latter two are frustrated by the lack of information, then those two frustrate the development team by tasking questions over to them. It makes you wonder why they don't realise there's perhaps a better way. Trouble is the extra things to be asked of the development team, look like extra work, but that would almost certainly head a lot of those questions off at the pass. No-one measures those queries, so it's difficult to make a clear case to change. Or it used to be.

The game changer is probably customer self service. Exposing your plots there and what is on the horizon. Clearly a self service portal is not conducive to exposing one of the development teams spreadsheets. A great reason to create that plot as an asset in an integrated system, with some narrative explaining that 16 units are coming, half for shared owners.
Once plots become schemes, the asset type can be adjusted to reflect that, with the right child properties in the hierarchy below it. This makes it visible in CRM for customer services too.

To make it a win-win, those blocks and child assets created, also need component details recording. Now it might sound crazy, but I have heard it said from some asset teams, after handover, they survey their own new stock. I kid you not. Can you think of a better way?

Well, I guess you will have guessed my suggestion. Yes, development team look away now.
Why don't you development bods start the asset attribute data off, particularly for the key components. After all you have specified and supervised the build of it? No wouldn't that make sense? That would make a super present for your assets team (& finance too for SORP FRS102), wouldn't it? Far cheaper than surveying it anyway, in these austere times.
