As regular readers know, I am a big fan of letting staff escape the confines of their office environments, particularly in the social housing autumn 'Conference Season'.

There is a lot to be said for seeing some new solutions, networking with others in the sector and hearing about innovation. Goodness knows, we are in times when we need to increasingly drive our organisations with it, delivered imaginatively and faster than ever before.

The re-booted  National Housing Federation IT in Housing Conference and Exhibition, over two days, comes to Manchester Central, early December. Relocating it to the UK's second city, follows in the footsteps of the CIH and many other supplier conferences. Excellent transport links, sensible hotel prices, super places to eat & drink, and friendly locals (naturally) are drawing more people to conferences in Manchester than ever before. Compared with Olympia where I attended nearly a decades' worth of events, I think it's a good move.

So, apart from the delights of the North, what should draw you to this flagship event?

I enjoyed the new format of the last one and based on wider feedback, 94% of attendees from the last event, said based on the new format they would attend again. 90% of attendees were at Head, Director or Manager level. 95% surveyed were happy with the February conference content.  Personally I think holding the conference prior to Christmas, also means there is a chance for attendees to get new innovations comfortably into next year's budgets too.

Suppliers and a big exhibition area is provided, although conference sessions seem on the whole to be dedicated to RSL's talking about what they have achieved, which I think is great. Well, we all know everything is perfect in demo-land, I do prefer to hear experiences first hand from users. We learn much more then, allowing us to better understand what works and how to get the best from it.

Key discussions across the two days that caught my eye include, 'Data Protection & Security', 'Making real-time online services intuitive and easy to use', 'How technology must change the housing association business model' and In IT procurement, 'the questions you should be asking, but aren't' .

I had a great session with a super bunch of people this week, chatting about corporate use of social media. Most of it was around the nuts and bolts of getting the best from LinkedIn & Twitter. Pretty soon though, chat turned to if a 'Social Media Policy' was required.

Although we all agreed (quite sensibly), that we were all 'sensible adults' in the session, a policy of some kind was something they did need to consider. Now we all know that policies of this nature can depend very much on organisational culture. While some organisation's can get by with a single strap line, some need a twenty page policy.

A combination of Bromford Housing Group and Google's possible policy,  for example, might be easily crystallised as "Don't tweet any evil that you wouldn't shout out in our kitchen area". In reality, most organisation's might need a bit more than that.

When engaging in social media, corporately or not, we certainly should avoid tweeting or re-tweeting anything slanderous or illegal. Racist, religious or discriminatory language, slurs etc, another area to avoid as well as being overtly political. In corporate sense, most of the time, being apolitical can avoid offending any side.

Staff associating themselves with their employer should obviously indicate their views are personal and purely their own. Sensitive information, designs  and intellectual property, should stay that way and not be tweeted, or released into the open.

An employer could also insist on the right to delete (or have tweets/other social media content) deleted. A useful safety valve.  As an employee I am sure you will be bound already by your EO and other policies.

Some commonsense in there too, relating to what you should do when you *@~k up, is tremendously useful. In just 140 characters, it's an easy matter to miss-place a comma, or allow evil predictive text to throw you a curved ball.  Delete your tweet and issue a quick clarification and apology. Be very clear how you are correcting it.

97% of this lot is common sense for sure, but a short policy does help clarify. The last line  of course, should include the all encompassing, "If in doubt, don't tweet, ask"!

Tenders are changing. An 80 odd page PDF plopped into my email box before Christmas with all those latest sexy (blimey I need to get out more), OJEU legislative changes. Its vast too. Like as they say, a curates egg, 'good in parts'.

There are some great things that will make procurement a little easier, however some changes will add greater pressure on many people looking to procure. This stuff is not bedtime reading, but it may be beneficial if you are an insomniac, in getting some well earned shut-eye.

 

Here's the highlights of the 2015 changes, coming in only a few days time:

1) Contracts can be varied, up to 50% of value. You need to stick with the same supplier. Ideal for possibly IT, where additional integrated modules are needed, due to changing requirements

2) Negotiated Procedure is no more. Dont even think about going there. For IT it was pretty useless anyway.

3) All documents need to be created and distributed up front. More work for the vendors, but less chance of a supplier getting through the PQQ and not being able to satisfy the detail of the ITT

4) All tendering should be digital by October 2018. Any easy requirement to satisfy as pretty much everyone is using a 'Due North' style incarnation by now. Dont ask me what I think of it, its speed, flexibility etc, but it does tick the box. Maybe one for another blogpost that one(!)

5)  Its likely more stuff will need to be tendered. Although a 'light touch' regime is proposed for social services type contracts, (up to about £560K). Lucky you.

6) Contracts for work over £25K need to go public too

7) More negotiation is being supported. So you do not have to accept the default offer. This in my opinion is good for ICT procurements. The old 'best or final offer' now is revised to allow a last submission of improved tender. All of this process must be sorted before the tender deadline. I know a number of suppliers who try to subvert the final deadline, basically get it sorted in the time-frame. Thats the only way to be competitive on cost. Lads, dont phone me after the deadline, my mobile will be on divert.

8) DLO (what a vulgar term) rules also now allow up to 20% leway for new business. (Yay!)

9) Tests for capability & financial strength come at the end for the selected contractor. These are what most people knew as the red-line, pass or fail questions. A 'self declaration' will wave suppliers through, so in effect only the preferred bidder will need to complete the equivelent of the PQQ red-line questions. Methinks this could be problematic.

10) Conflicts of interest will need to be more comprehensively tested. For example, consultants part of a group that are possibly involved in procuring other members of the group (eg for applications), or have advised bidders, need now to come under scrutiny. Some of the 'Chinese Walls' as often talked about, will obviously disbar some consultants from helping organisations procure particular solutions.
