Most people in social housing will have come across Manifest Software Solutions (previously South View for you oldies out there!) at some point, even if they did not always realise it. They tend to be good when systems stop talking to each other and patience is running thin. APIs, flat files, awkward legacy databases, vendor finger pointing etc. Manifest usually find a way through. 

Likewise, SAVA will be a familiar name to anyone who has spent time wrestling with EPCs, energy modelling, retrofit evidence, intelligent energy modelling, or the growing pressure to actually understand stock performance rather than just report on it. What far fewer people seem to have clocked is that both of these firms now sit inside the Infoshare+ group , which has been quietly recently building a footprint across local government and social housing.

That quiet bit matters. The sector is used to big, noisy players with glossy launches and confident claims about transformation. InfosharePlus has not done that. Instead from CIPFA in Nov24, it has been steadily assembling capability that sits underneath the surface. Integration that works in the real world rather than the ideal one, and energy and asset intelligence that aligns uncomfortably well with where regulation, funding and scrutiny are heading. It raises an interesting question. Are we watching the early stages of a new MRI, Civica or Aareon style group forming, not by swallowing whole housing management systems in one go, but by slowly stitching together the bits that everyone else struggles to do well?

If that is the ambition, it is not a bad one. Infoshare+ does have the current strapline “Helping local public services create better outcomes for all”, which is positive. Then again, Google adopted “Don’t be evil” as an informal corporate motto in the early 2000s too. I don’t recall that sticking in the end that one!

I don’t think the SocialHousing sector does not really need another monolithic platform promise. What it needs is less friction between systems, better evidence behind asset decisions, and fewer heroic spreadsheets propping up regulatory returns. Starting with integration and energy data is arguably a smarter route than starting with front end functionality. It tackles real pain rather than perceived gaps. But this is also where many previous attempts have sometimes come unstuck.

For this to be genuinely good for the sector, Infoshare+ would need to resist the temptation to simply become another vendor gravity well. Housing organisations already carry too much technical debt and too many overlapping tools. The value here only materialises if integration is used to reduce duplication, not multiply it, and if energy and asset data becomes part of a shared, trusted core rather than another specialist silo. If clients end up with three loosely connected expensive platforms just wearing one pretty badge, nothing has really improved.

They would also need to not forget to lean hard into the social purpose of their client base. Social housing is not just another regulated industry. Decisions about data, evidence and systems have direct consequences for tenants, safety, affordability and trust. Getting this right means prioritising transparency, auditability and resilience over shiny features. It means being honest about what can and cannot be delivered, automated, and designing for the long term reality of stretched teams, ageing stock and political scrutiny. Plenty of larger suppliers talk about this (and AI almost forever these days!). Fewer consistently design for it.

There is also a cultural challenge. The reason original firms like Manifest and SAVA are generally currently respected is that they tend to deal mostly in reality rather than aspiration. They understand messy data, imperfect processes and the compromises that come with legacy estates. Scaling that mindset inside a growing group is not easy. Many acquisitions fail not because the technology is wrong, but because the delivery culture gets diluted or buried under layers of governance and sales pressure. Often in group structures, it might take over 3 months to even get a quote for quite routine work. If Infoshare+ wants to do this better than others have managed, it will need to protect that pragmatism rather than sanding it down.

From my decades of Critical Friend experience, looking at this development as a client or sector observer, I would be less interested in whether Infoshare+ becomes the next big name, and more interested in whether it becomes the most trusted one. Trust in this sector is built by fixing awkward problems without drama, being clear about ownership when things break, and helping organisations simplify rather than accumulate. Charging a perceived reasonable price is appreciated too, less of the £10k staring price for everything maybe? . Quiet growth can be a strength if it stays grounded in respectful reliable delivery and purpose.

There is something potentially interesting forming here. Whether it becomes genuinely positive for social housing will depend on choices made now, before the group gets too big to remember why people valued the individual parts in the first place. As ever, the sector will judge it not on ambition, but on whether life gets materially easier, safer and more defensible for the people who have to live with the outcomes.

Breaking Up Someone's Home

There seems no end of articles on impending mergers, within the socialhousing press. Some have spectacularly crashed & burned, while others are rolling on. While mergers all seem to propose that efficiencies will be realised and tenants/customers better served, this is always a difficult nut to crack.

Having this year had the pleasure of working with one new housing group, very close to me in the North West, I can see that it can be done. Torus Group for one, have now procured the right nut cracking ICT environment, for the task ahead. Groups typically will have multiple directorates initially, and often multiple board structures. Clearly there is a need for accountability in each strand or owning body in a group and multiple boards continue what has probably worked well before. Anyone with a keen interest in a lot of these merged entities, (forgive my geekiness, please dear reader!), will have noticed the current trend of 'flattening' of structures going on.

Together Group and Your Housing, are just two which spring to mind, although others are occurring. While mergers are the thing that hits the headlines, particularly larger ones, the collapsing of boards has created some fault lines, in a number of housing groups. I have been working on a couple of projects where de-merger, has actually become the order of the day.

Often multiple boards gave smaller group members, a greater degree of, or the semblance of autonomy. Collapsing of structures is putting a spotlight on what this might mean. In particular, some organisations are clearly looking at if they will still have the local community links, that might have been promised, or enshrined in their agreements to merge in the first place. Bigger, people are realising sometimes, is not always better.

A bit like when a personal relationship has been jogging along fine for years, then suddenly some life event occurs, that forces a re-think like "What on earth are we doing here, where is this ultimately going?". I would bet we have all been there.

Obviously, these changes generally need the authority or rubber stamping of the HCA/Regulator. One big aspect is how data is transferred, between organisations smoothly. Also the removal or archive of 'group data' once the entity has left.

Recent in-depth assessments (IDAs) have put the spotlight on this aspect of due-diligence. It was mentioned at one of the HCA chaired NHF sessions, I was at in Birmingham last month. All merger/de-mergers must be aware of this, it's something that will no doubt trip many organisations up.

Being a bit of a veteran of many mergers and transfers of stock over the years, while being involved personally with migrations into systems at places like Accord, Spectrum, Orbit, Bromford Group and others, I am aware of the complexity of what is required. Modern housing, finance and EDRMS systems, are not always designed in the best fashion, to support fast accurate data migrations. So if you are merging or de-merging, do recognise the time it might take to complete this complex and sometimes elaborate task, even if source & target systems are from the same system providers.

The Old One Two

We are hearing much lately about mergers and to a lesser extent demergers. a subject for a future blogpost I am sure. However, how to integrate data into your existing HMS (Housing Management system), is something every merger needs to seriously consider.

Group structures vary. Will elemental RSL's be an integral part of the group, or be very autonomous within it?

Most HMS allow setting up of partner RSL's as a totally separate database, or as a different Owning Body, landlord or owner coding, within a single database. How to decide, which path is best for you?

Well, separate databases generally need separate logins, so that might prevent use of a shared call or service centre. Do you think that might be a future feature? If it is then a shared database might be the way forward.

It helps if your HMS supports limiting users to different Owning Body, Landlord, Company, Area, Housing Officer, etc restricted by user access security. It might be as well to check that out. Also if one of those codings are currently being used for something else, in your current Housing Management System. This would allow users to only see/maintain the properties within their assigned part of the group. Where allowed, it can generally be relaxed, if staff are covering for others on leave etc.

However,  often it can be felt easier at day-one to segregate into two databases, although that might not be best long term. Its far easier to break systems out of one database, than merge from two. In fact I can recall one decision to split two systems, decided by an RSL, to cement a decision that the HMS in question, could not do multi organisation . Quite wrong as it turned out, but it all turned out right in the end.

Still, getting back to the original question, do we look to migrate into or out of the current group database? Well some of the questions  to ask are about the groups that may be formed. Will a common service centre, deal with enquiries from all of the group? If so, then a common database is going to be essential. A split database would be problematic to a service centre to deal with to two different demographics. Two logins, or Alt-Tab between each.

Generating KPI's is somewhat easier from a single database, reports can easily be run for the whole group (all units), or filtered on a single Owning Body or Landlord designation. Chances are, within a group, shared or similar SLA's may be agreed, so performance across group members can be compared.

KPI's from two separate databases would mean all codes would have to be identically set up and maintained, in order to allow easy KPI comparisons. Of course, two databases would need two upgrades on every release and discipline to keep codings/features in line at that point too.

I have seen group structures offer a very flexible relationship and a in comparison, quite a strict relationship with partners. I do not opinionate  on what is good or bad, partners need to determine if that meets their own cultures. That decision as to if we are looking at two(or more) databases is central to any merger and one to be taken at the very start.

This is a key decision and will determine relationship for many years ahead.
