Tube-Snake Boogie

It's fascinating talking to users sometimes around processes they are meant to follow, but don't, because they perceive that they don't have the available admin' resource to follow/populate a system the way it was designed. Generally that's how managers have guided the design of it too.

Here's an example for you, that might strike a chord about things that happen in your organisation. Policy dictates that all work must be ordered up-front when required. That might be a purchase order in the finance system or in housing client repairs. It should be there when the contractor finally invoices, so there is something to auto-match up that document to. I guess auditors out there all go crazy for that stuff too, and quite rightly. Doing it that way stops fraud, or at least makes it many degrees harder. Most clients I work for demand I email PDF invoices to a portal and they always quote a PO reference, date, contact etc, that authorises the work I do.

Recently in one organisation, a certain team have decided that they will not issue works orders and instead its far simpler for a third party contractor to contact another contractor, with an address (might even include a postcode if you are lucky), to initiate a few hundred pounds work. Eventually an invoice appears with no PO reference. Guess what, those efficient finance team members spend some time checking, adding the invoice to suspense, then they put the document on hold.

That certain team then get tasked to query it. It gets looked in to and once they realise what's happened, they raise the works order (they should have in the first place). That certain team can then tell finance to have another go, they have another go and it gets passed. This can introduce a few days or weeks into the mix, even longer if the monthly BACS pre-list deadline is missed. The honest supplier who carried out the work sees the effect in their cashflow.

Now, let's not even think about the fraud potential here. Just thinking about the extra waste created, it's obvious that much more admin' is involved here for 'that certain team' as well as finance, due to not following the lean process. 

Think of admin' required, as being the toothpaste in a tube. If you do most of the admin' early in the process, it's like pushing the toothpaste to the front of the tube and using it early. If you squeeze it to the rear, you end up using it later instead. If the later, extra effort (toothpaste) is used for all that query time. IE if you are not following a well thought out process properly, more admin' (or toothpaste) will be needed, not less.

Why not just manage users to do it in the right order, at the right time to expend minimum effort? If senior managers helped their staff get on board with this too, how much time would we save? In some organisations we might even save whole members of staff. Worth a thought eh? How do you squeeze the tube in your organisation?

Electrical Language

You cannot have missed the other week the exercise carried out on Skype with its new magic trick of language translation. This was demonstrated with a conversation going from English to German, and back again in real time.  Credit where credit is due, this is interesting innovation from a product now in Microsoft’s stable. It was previewed at the 2014 Code Conference by Microsoft too. Watch the BBC report showing English to Spanish here

The preview looks to be Windows 8.1 or 10 only currently. The preview will only be Spanish originally.

Although a little jerky at times and incorporating a slight delay to interpret whole sentences at a time, it was pretty impressive. It must be admitted, translation from German to English is easier to pull off than English to English (e.g. US English to Scots English or South African to Australian English). Nuances like ‘tinnies’, ‘carry oots’, ‘barbies’, ‘soccer’ & football could be expected to be tricky. The whole exercise indeed me of those old star-trek episodes, where Kirk and the crew could communicate with alien races pretty seamlessly.

Within the housing sphere, I can see potential here when dealing with a variety of ethnic minorities presenting at housing associations and local authorities, where currently specialist translators would be utilised. Now it is likely that Microsoft will prioritise Spanish, Mandarin, Hindi and Arabic, which will net them about 50% of world speakers. Microsoft have already tried it out in schools and colleges, with success.

Instant messaging already supports around 40 languages for text conversations. Google translate current supports over 80, including Maltese and Welsh. Maybe for the future, Skype voice translation is one to watch, but we better be patient. this is Microsoft after all....

Elected

It's hard to miss, but there's hundreds of professional politicians, out there across the UK, all looking for our vote, to help them secure a five year gig down in Westminster. If you work in social housing you can't have missed the feeling that some politicians, in their manifestos seem to want to see the back of us for some reason. Also the back of truly affordable (with a lower case 'a') housing. You know the type, for the poor, 'key workers' (remember that initiative from half a decade back?), nurses, students, barmaids, social workers etc.

If you do Twitter, or spotted the ads in our cities, on the vans of housing repair teams etc, you might also have come across #HomesForBritain, one of the biggest awareness campaigns for the sector in my memory. The key idea is to have politicians and the public wake up to the ticking time-bomb in our midst. The UK fetish of home ownership and wrong headed move to make social housing more Affordable (with a capital A), has the effect of pricing more folk out of affording rented accommodation, reducing new build (as less is funded) and drives the Housing Benefit bill still higher. 

The slogan of #HomesForBritain, "eliminate the housing crisis in a generation" is not actually that ambitious. Some like 'Generation Rent' don't think this is ambitious enough, and I can see where they are coming from. See http://www.generationrent.org/fixhomesforbritain I can sympathise as I don't think we can wait a generation. My kids can't for one.

Politicians don't have a clue about housing, or the effects of initiatives like the bedroom tax / spare room subsidy (sic), accelerated RTB (Right To Buy) without replacing sold homes. In short, they don't actually feel anyone's pain and why would they? Most have two homes, paid for by us, with expenses for (multiple) kitchens, sandalwood bog seats and banana guards etc. For the rewards it brings I am sure it's a charmed existence. Personally, I would house all 650 MPs in tower blocks in Hackney or some other handy location, just 30 minutes travel time from Westminster, on the Overground. Don't you think they might understand the housing issues then after 5 years of that? They might understand the concept of #WrongToBuy

In my experience a lot of staff who work in housing (and I work with a vast array of extremely inspirational people, I would not work in any other sector it's so rewarding - really!). They struggle with understanding what we do in social housing and why it's so important to our society. We need to educate each other at work, our friends outside it and certainly the pollsters knocking on our doors looking for votes.

We don't bang on enough to spread the word about our successes. We let the press exaggerate the sector through the prism of Benefits Street and six bed houses with huge families supported by the state, keeping a shire horse in their back garden. Clearly, all our HA's have not got many of those, if any at all. well none of the twenty odd I work with anyway.

The recent manifesto (I will leave you to go out and Google which one...) that promoted more Right To Buy with a hefty discount, highlighted how little politicians (of any party) understands of social housing or 'Council Housing' (both of which appear to be understood as interchangeable, but clearly they are not). What could go wrong? In fact, I am surprised, some political party is not advocating something similar for defence.

IE We are short of weapons. Why don't we sell off all the weapons we have at present, cheap and replace them with far less weapons with the proceeds? For some reason no politicians have come up with that one. Well Dave, Ed, Nick, Nic, Nat, Gerry, Nige and that super Welsh lass with the very B52's Rock Lobster beehive, you can have that idea from me for free. Clearly that is the proposition for housing. A confidence trick. The same one that dropped around 50% of the RTB sales in the last 30 years into the laps of PRS (Private Rented Sector) landlords. I lived in one myself for a year, paying three times the social rent that a different type of renter might have paid, who really needed it. 

The message we absolutely need to get out to the UK is that there is a housing supply and affordable (small 'a'), homes shortage, for rent and to buy. Over the last 30 years we have not built a million or more homes, that we really, really needed. We need to start fixing it straight away. That will kick start the economy, provide places for all to live, rent or buy using various tenures, including shared ownership of many imaginative variants.In fact its actually #WrongToBuy

Politicians need to be part of the answer. They are clearly currently most of the problem. Rise up housing people, tell the world, let them know the truth. No one else will do the job for us and if we fail, we only have ourselves to blame.  Take up the fight and lets help change it from here on. Engage and agitate before it's too late. Oh and use your vote wisely, it could be your communities and job on the line here if we cannot turn this around 8-(

The Beginning of the End

Well, not that long to go now until 14th July 2015, when Windows Server 2003 follows XP in going end of life, security updates will be no more. No one can really claim its crept up on us, we did get six years warning. Most clients I work with migrated off 2003 last year, but a few still have the odd server kicking about in their technology stack. Organisations still with some Server 2003 will be a prime target for hackers and potentially would not be making best use of their hardware anyway.

I have read some articles suggesting that Windows Server 2003 end-of-life is the biggest security threat of 2015. Back in November 2014 it was estimated that in the UK, possibly as many as 1/4 of a million businesses had some reliance on 2003. So many social housing organisations will be certainly in that mix.

The obvious choice is a move to Windows Server 2012 R2. Twelve years ago it was a way different place. It's likely now that many of these servers will make the step to the cloud and visualised environments, which are already commonplace with clients recent servers.

There is still the chance that Microsoft will offer some premium support service at elevated cost. I wouldn't put it past them. This is the ideal time to refresh hardware & infrastructure to drive long term business efficiency. Grab it with both hands if you have to and don't look back. Cloud computing is a great way to pay as you go and use what you need. if you need more space, more MIPs, more CALs etc, just add them when you need them, or reduce them if you don't. Bear in mind a hybrid approach can also work for many organisations very well.

Lanarkshire based Castle & Southampton based Keylogic are popular players in UK social housing for managing hosting, but many alternatives are available out there. So there's no excuse to not getting a keen deal if you are 'looking to host'.

As readers of the blog are aware, I get involved with a lot of housing organisations across the whole of the UK in projects to improve systems and sometimes procure alternatives. It's a very expensive business and in many ways confusion can be avoided early on by asking the right questions.

I struggle to understand why very professional organisations often procure new application software & solutions to business needs, often just from a short bullet pointed list. Have you or one of your internal business teams done that? I bet they have!

Particularly where the purchase is under OJEU limits and can be accommodated by a teams, rather than an ICT budget, it appears to happen. Good examples are internal intranets, tenant internet portals, ASB & complaint solutions, service charge/factoring calculations and small mobile working solutions.

To do it properly, the detail needs to be trawled over, never the most interesting job. One there's never a stampede for , in my experience. I have completed many detailed requirements for clients where they realised they would get a quicker more quality result by paying an expert to get involved. This is a particularly good time for me doing these, as the fine weather is coming up and I can sit in the garden doing most of the donkey work. Sounds of birds twittering and frogs bouncing by, help alleviate a lot of the boredom.

Clients going alone make a mixture of mistakes, including allowing suppliers come in and do unstructured demos, to asking them for a 'pro-forma' list of requirements they could ask. The latter almost certainly will result in purchase of said product. Not that strange really, but does to add much to the clients understanding of how it will satisfy their needs.

Its common sense (I guess), but you should always ask suppliers to show how their product will satisfy different areas of your needs. A scenario reflecting real life needs, problems & processes and how they can be satisfied is essential.

Another essential ask is "Who is live currently with this proposed product"? Then, "can I have a reference contact at each I can speak with please"? I have sat through many demos where impressive lists of customer logos are displayed and I know from past experience that most have this lots finance system, not this module being proposed. It's not quite a lie, but not the whole truth and nothing but the truth either.

Integration with what you need integration with, is another key ask. Never be satisfied with "well we haven't found anything we haven't been able to integrate to yet", as any evidence whatsoever. In my book, "Fail to ask" is the same as "Asking to fail".

Mouth To Mouth

This week I was listening to a news item on the radio about pensions. For most of us, it's going to be a long time to wait but we will eventually be pleased to move over to not working any more.

30 years is a long time for humans to imagine, even 3 or 5 years is difficult to focus on, if that's when your deadline was. Most business change projects, which are modular in nature, you know like estate mobile working, EDM or group Asbestos Register setup, generally can be completed in between 9-18 months.

In the many projects I have worked with over the years, by far the most successful have all been between 12-18 months long. I have a theory that the human mind has problems focussing on modular projects of longer duration that that. In fact if the duration is longer than that, often the project is never finished or implemented properly.

Projects with too shot or unrealistic time-scales or outcomes are another matter, certainly from me worth special focus in its own blogpost.

Users, suppliers and often project teams lose faith, momentum and the will to live frankly. Ultimately time, effort & Money can be seriously wasted.

Look around your organisation. How many projects have you got in that state? I am thinking of Tenant Self-Service portals never switched on or with pitiful take up, EDM systems that are pretty empty, partially used or docs still fester on your shared drives, Mobile systems that are poorly used or utilise forms that are filled in, when your users get back to the office. 3 ideas just for starters. I am certain there are many more you can share with me.

Isn't it about time we collated the 'Lessons Learn' from these ghost-ship projects? I am unsure if we could set up witch hunts to punish the guilty, but we should at least stop keep doing it, don't you think?

My advice is to scope properly initially, resource with a suitable project team, set & keep to realistic dates and communicate widely. Then document what went well, less well and do it better on the next one.

The good news is that most projects seemingly dead in the water, can be given mouth to mouth to revive them. Although like in a post A&E situation, recovery should be expected to be slow, expensive and far more painful than preventing the project going wrong from day one.
