As I have written about before in this blog, taking robust precautions to safeguard our systems and data is more essential than ever. That might be down to keeping staff clued up on their password hygiene, not giving user details away for the price of a Mars bar, or having robust penetration testing regimes and cybersecurity in place.

As an ICT director responsible for more than one local council, said to me before Christmas, its not about IF you will suffer a cyber attack, its really about WHEN that you need to reconcile yourself to. The extent of preparations prior, will determine how fast you will get back on your feet and how much it will all cost. A number of councils, the NHS and the UKs largest housing group have all fallen victim to attackers.

The latest victim last month was Capita.

The Guardian reported, “Capita admits customer data may have been breached during cyber-attack”, “Hack caused major outages for some clients including local councils and ‘potentially accessed public sector data ‘”. Full article here 

Capita runs a lot of outsourcing across the UK and public services, particularly local councils. There is no suggestion in the article, that hosted databases specifically for social housing customers were specifically part of the breach. However it illustrates the importance of where our data is stored and how secure it is. From the Guardian article, you can get the feeling that any ‘data in transit’ might have been more at risk than hosted solutions.

Putting it in perspective, the article states while only 4% of its IT systems were affected, Capita admitted that data was breached during the incident.

When procuring Cloud hosting, most contracts these days stipulate compliance to organisation and local authority guidelines. Commonly these include segregation of Cloud data and sometimes enhanced storage/access to blue-light service standards.

While I say ‘most’, I mean all of mine! In reality, I have come across quite a few hapless councils (& others) who have acquired Cloud solutions with the security profile of a big mature Swiss cheese. Some of these can be way worse in a security sense than traditional on-premise solutions, accessed behind relative safety of a Citrix farm.

Nobody can be complacent and if anything, Cloud hosting needs ever more imagination than ever to keep data safe. Good initial contract conditions are essential, regular checks (such as robust penetration testing, sample restores/extracts etc) and continued vigilance the way to go.

As Sergeant Phil Esterhaus's (Michael Conrad) morning roll call catchphrase in 'Hill Street Blues' used to go, “Let's be careful out there”.

Dark Matter

I am familiar with the ‘Dark Web’, although I have never done any transactions on it, spookily enough. I know what its used for and what stuff ends up there. Not a decent place for nice folk I guess.

So, having read about the big recent Clarion Housing Group cyber attack, it was interesting last week to read that the police were warning residents, that it's likely their personal data has been compromised and may end up on the Dark Web. If I were a Clarion resident, to be honest I would have preferred to have heard this direct first from my landlord with an apology, rather than my local county police force. This isn't the first of this kind and will not be the last either.

As been covered in this blog in past posts, data loss and cyber awareness are risks to be evaluated and mitigated, what ever kind of organisation. From the particular viewpoint of social housing residents, loss of data, be it personal, direct debit sort codes/accounts or whatever, can be catastrophic.

While this data breach has been reported in the housing press over the last few weeks, potential loss of data has been played down, while reportedly many weeks of disruption have been suffered by customers. If a breach of personal data can be proven, clearly there are penalties that should be served on Clarion. Clearly, this lost data could be exploited this month or anytime in the future.

                                  

While we cannot undo what has gone before, how could this (potential) data breach have been prevented?

Well for starters, have some serious cyber awareness in place. Have your staff as aware of potential dangers, as well as putting the logical and software blocks/measures in place. Often our staff, the human firewall if you like, can be our Achilles heel. Lack of an enforced password policy can be the means of easy attack, tighten up and ensure that an appropriate password policy is in place and followed. Do we limit our users’ execution permissions effectively and enforce the principle of least privilege?

Have we got boundary firewalls and internet gateways tightened up? Can we detect and block executable downloads, continuously block access to known malicious domains?

What’s our malware protection like? Have we established and maintained malware defences to detect and respond to known attack code?

Is our solution portfolio up to date? As matter of course, do we patch known vulnerabilities with the latest version of software, preventing attacks which exploit software bugs?

What’s policy on listing and execution control? Do our solutions prevent new/unknown software from being able to run or install itself, (including AutoRun on USB and CD drives).

Do we actively restrict the functionality of every device, operating system and application to the minimum needed for business to function?

With all of the above in play, we need then to continuously monitor what’s occurring (as Nessa from Gavin & Stacey might say). Monitor unexpected or suspicious activity, keep training staff and have them updated on new threats and issues. Put plans in place to deal with potential incidents and learn from ones that occur. We are on a current path to put more applications and data in the Cloud, where it can be more secure than ever (if we do bother to secure it of course!).

Now I don’t know where Clarion were with all of the above, however the hope would be that they have learned from their recent experiences. The key of course is doing all that is possible in order to safeguard resident data. Once out in the wild, dark web or not, we are clearly down to damage limitation or recompense payments.  I think for me, where the latter is involved, corners should not be cut. Social housing tenant data is as valuable as anyone else’s, that should definitely NOT be forgotten.

Between my last blogpost I published and now, Europe as we know is now at war. Not a ‘Cold War’ like in my youth in the 80’s, but a very ‘Hot’ one as Russia have invaded Ukraine. My hopes and prayers, as I am sure yours do, go to my friends of Ukraine origins in the North West and the poor people of the country, for a speedy resolution.

Over the last decade or so, we have been told that UK conventional forces (apart from Trident nukes), can be reduced and new wars are more likely to be fought in cyberspace. Well, Ukraine hasn’t quite played out like that, despite the Russian GRU having its own ‘Fancy Bear/APT28’ team, dedicated to hack for the soviet government. There has been few recent high profile reports of cyber attacks on Ukraine internet infrastructure etc in the last few weeks, matching the shells/missiles dropping in. By all accounts, over the last five years, since Crimea and Donbas invasions, there has been a lot of probing Ukraine cyber infrastructure, by its neighbour to the east.

Recent sanctions appear to be causing the Russian people problems already, despite not really having an effect on Putin. While the latter is unlikely to unleash his weapons on The West and NATO anytime soon, it is not so far fetched that Russia could be unleashing cyber attacks which could be easily denied instead. Some historic examples, such as the NotPetra Malware Attacks accidently spilled over into other countries and hacks affected commercial companies to the tune of $10b, including Cadbury, Maersk shipping and Merck pharma. 

Add to that the LBH - London Borough of Hackney in autumn 2020, who lost all key systems, including their Socialhousing HMS forever. Behind many of those spill overs, appeared to be buggy code and light cybersecurity. We can only wish that UAT drastically improves for future ransomware. Commercial organisations, housing providers, councils & UK / Irish public bodies need to plan for “when”, rather than “if” cyberattacks will be coming for them. There is absolutely no room for complacency.

Its likely more intense Russian cyber aggression can be expected, so all business in The West, should move to a policy of heightened alert and as the US Cyber & Infrastructure Security Agency might term it, “Shields Up”. Our organisations specifically may not be the target, but we may easily become collateral damage.

So, I would say its time to take particular stock of your security and cyber awareness, including interconnectivity, infrastructure and your human staff firewall. Is your penetration testing and that of your Cloud based applications, up to date and are recommendations being followed up to eliminate/drastically reduce risks?

Many actions are very easy to carry out with some loose security, unnecessarily spare open server ports etc. Bringing a website down, supporting a DOS (denial of service) attack, stealing customer or other personal details. IE everything from low level harassment to serious disruption.

This should be a time for all organisations to take stock of their cybersecurity as we are in heightened times. Keep on top of the main touchpoint areas in the office or when staff are working from home :-

1. Have regular backups of all your key systems and data. Keep copies securely in the Cloud/off-site and check periodically that they can be recovered.
2. Apply any new security patches for your operating system, web browser and all other software on your devices to keep them secure.
3. Install and regularly update anti-virus and anti-malware software across all your devices. regularly test they are operating as expected
4. Use strong complex passwords and change them regularly. Also, where possible use two-factor authentication for added security.
5. Promote use of different passwords for different websites/services or consider using a reputable password management tool.
6. Encrypt any sensitive data and do not send passwords or other sensitive data via email unencrypted.
7. To protect against phishing or ransomware be cautious of clicking on links sent to you/staff within emails, social media websites/apps or unfamiliar websites.
8. Use a firewall and check that your internet router/firewall has the latest firmware installed.
9. If you operate Wi-Fi networks, make sure it has encryption (eg WPA2) and regularly change the Wi-Fi password.
10. Use a VPN (a virtual private network) if you are accessing your systems over public Wi-Fi or an insecure network.
11. For remote meetings using Teams, Zoom, Google Meet etc, make it mandatory to have participant cameras on, so any strange bots or unknown attendees do not use more ‘manual methods’ to compromise systems in the future.

Be aware and staff safe, in what is becoming an ever more dangerous world, in Ukraine and also potentially in a digital way, much closer to home.

No doubt you will have heard that report by a BBC reporter that his (non-identical) twin managed to blag his voice operated access to his bank account. Last week. It certainly raised concerns that Rory Bremner might be hacking Theresa ‘strong & stable’ May, Jezza Corbin, Nic Sturgeon and little Timmy Farron’s bank accounts, based on some dates of births, available via Wikipedia and some great voice impressions.

Now, I can see the benefits of voice recognition, although we are at the early stages of this technology. We have all tried ordering cinema tickets and stated ‘Stockport’ and had repeated back ‘I am sorry do you mean Stevenage’? Having your voice as your 'Password' is of course, one that cannot like a conventional one, be easily changed.

Also, even if using English, is that the queens, or regional English? Anyone who knows me, I am proudly Mancunian. Why-Aye man, maybe as problematic an accent as other regional ones

So, how secure is saying ‘My Voice Is My Password’ ?

Well, the voice identification system is designed to monitor more than 100 unique identifiers in a person’s voice. These include the cadence, accent and pronunciation, as well as sounds that indicate the shape and size of the larynx, nasal passages and vocal tract. The clever bit is that because so many aspects make up that audible signature, it should be really difficult to crack.

The recent BBC investigation is in fairness undertaken in circumstances that a regular cyber criminal would not be working under.

Voice recognition and software currently out there, can deal with simple transactions within a specific context, passing the so called ‘Turing Test’

Context is key, as illustrated by a Red Dwarf episode way ahead of its time, involving foolishly repairing a ‘Talky Toaster’.  (I toast therefore I am)

Believe you me, we will be seeing much, much more of voice recognition. Anyone with Amazon Echo will be shouting commands already addressed to Alexa, to turn down the heating or play ‘Rage against the machine’.

What is more natural, keyboards (something invented only in 1890), or the human voice to instruct our technology? Clearly voice. So, this will get better and better and will be how ‘Headless Devices’ will no-doubt evolve, taking over our homes and cars.

I don't know if anyone noticed, but just the other week, it was announced that the NCC had quietly acquired the cyber security and popular pen(ertration) testing company RandomStorm.

The NCC newsroom release states:

"After a period of operating independently following its acquisition for £55 million in March 2015, Accumuli’s services have now been incorporated into the wider NCC Group offering.

Since the acquisition there has been significant investment in the business, with a new consolidated office and subsequent recruitment drive. More than £1 million was put towards a new state-of-the-art UK cyber Security Operations Centre in Leeds, which is home to around 70 full-time employees providing a range of monitoring, response and investigation services.

The Accumuli, RandomStorm and Signify brands have been retired and their services will all be delivered under the single NCC Group brand."

I have only recently become aware of the number of my contacts, who have had good experiences in the past with RandomStorm/Accumuli around the ever more crucial cyber security area.

Clearly complementary to a lot of the current NCC offering, a few sites have remarked to me that in this squeezed climate, particularly around social housing, they can expect to have to shop around for best value. It would be hoped that NCC retain the existing Accumuli customer base, keeping them happy and adding some additional value, that groups are able to provide.

Quite a heist. With Castleton Technology PLC now with a pretty rich portfolio of social housing applications and complementary hardware/cloud support offerings, possibly another one of the cyber security outfits might be next on their shopping list. NCC could learn much from Castleton to corner particular markets.
