Rubixx, those new owners, big ambitions....

There aren't too many occasions in the UK social housing IT market when an innovative, relatively young supplier genuinely shakes things up, wins customers and, perhaps more importantly, keeps them happy.

Rubixx in its original form appears to have managed exactly that. I've encountered plenty of satisfied Rubixx customers over recent years, something that isn't always easy to find in the housing management systems market. I've also recently been involved with Hanover Scotland on a particularly successful Rubixx procurement and implementation, as Critical Friend, where I've seen first-hand what can be achieved when a committed social housing provider and a responsive software supplier work properly together. It's refreshing when implementation meetings are mostly about making progress rather than compiling another list of reasons why something can't be delivered!

Also, a supplier keen on multiple occasions to tell us, "We are not for sale".

So the late September 2026 announcement that Rubixx, alongside Voicescape, has been acquired by the newly formed Elevare Software Group, backed (inevitably) by private equity investor Livingbridge, is certainly interesting. Elevare is led by experienced ex-Capita software industry executives David Lockie and Elona Mortimer-Zhika, bringing considerable experience of growing technology businesses. The group has made much of its intentions to invest, innovate and help these businesses grow while retaining their identities. All sounds rather promising, doesn't it? And with Voicescape's established strengths in resident engagement, automation and predictive income collection alongside Rubixx's cloud-based housing management and finance capabilities, there are some potentially attractive opportunities for social landlords.

One particular historic challenge that Rubixx has had is cracking the larger landlords, many of which I am sure would have welcomed their refreshing approach. Lack of significant cash reserves, ISO this that and the other etc, plus the more onerous requirements that larger providers rightly have, do connive to blunt Rubixx capability in that part of the sector. Maybe this move will shore up ability to respond to more voluminous requirements and the risk profile of bigger RSLs. Few bigger contracting bodies are comfortable with a five page contract unfortunately.

What interests me most, however, isn't the ownership structure, investment headlines or the inevitable talk of AI transforming absolutely everything before we've even finished our last brew. It's what happens to Rubixx's existing and generally extremely royal customers. From my experience, one of the company's strongest selling points has been the accessibility of its people, responsiveness to customer requirements and willingness to get things sorted.

Smaller suppliers can sometimes achieve something their larger competitors struggle with: customers actually feel that somebody is listening. I've seen enough housing IT implementations over nearly three decades to recognise that this is worth considerably more than another glossy product roadmap. Rubixx's new owners would be wise to recognise that they've acquired more than software and recurring revenue. They've acquired a reputation and some hard-earned customer goodwill. Substantial releases every eight weeks another key attraction.

Of course, additional investment could be excellent news. More experienced developers, implementation consultants, customer support specialists, more AI capabilities and product experts could help Rubixx further accelerate development, strengthen delivery capacity and compete for larger housing association contracts. The opportunity to recruit talented people, potentially including some with experience of larger housing software businesses such as Capita, could bring valuable knowledge and discipline. But here's the rub: more people don't automatically mean better service. I've witnessed suppliers grow their headcount, introduce several exciting new management layers and somehow make it harder for customers to speak to anyone who actually knows the answer. That's quite an achievement, although probably not one to put in the annual report!

There are also some interesting questions about where Elevare takes its new housing technology portfolio. Will Rubixx and Voicescape remain distinct, complementary solutions, or will customers eventually see deeper integration across housing management, customer engagement, income recovery and automation? Could the investment make Rubixx a more credible contender for medium-sized and larger landlords that might previously have considered it too small? Certainly a sector segment where Rubixx has historically not been seen, And critically, will growth be supported by the same straightforward customer relationships and implementation approach that have helped establish its reputation? Existing customers will understandably want continuity, stability and an improving product. Prospective customers will want evidence that the additional financial backing translates into greater capability rather than simply bigger sales targets and more communication layers.

Personally, I welcome the investment and hope it proves a tremendous success. I have known Simon Reay for over a couple of decades and I have confidence his heart is in the right place. I trust his change in direction is for the long term, don't let your believers down fella.

The ever shrinking UK social housing IT market needs credible competition more than ever, fresh thinking and suppliers prepared to challenge some of the established names. Rubixx has demonstrated that there's room for a different approach, and my own experiences, particularly at Hanover Scotland, give me good reason to be optimistic.

The real test now for Elevare won't be how quickly it expands or how many impressive industry executives it recruits. It'll be whether those existing Rubixx customers are still singing its praises in two or three years. If the new owners can combine greater financial strength and technical capacity with the personal service that helped Rubixx succeed, they'll have achieved something rather special. Just don't turn a good, responsive software company into another corporate sausage machine, where customers need a reference number, three escalations and a committee meeting to get something fixed!

Cheap Sunglases

If you do the X / Bluesky thing, follow me at @HousingITguy or LinkedIn here https://uk.linkedin.com/in/tonysmiththathousingitguy

Following comments received from a blog a few weeks back, thoughts on housing IT solution procurement: Why Should the Cheapest Tender Get the Most Marks?

There are better ways to evaluate price. And yes, they're legal.

One of the strangest habits in public sector IT procurement is our continuing love affair with awarding maximum price marks to whoever submits the cheapest tender.

Supplier A offers a Housing Management System for £900,000, Supplier B wants £1 million, and Supplier C quotes £1.1 million. Under the familiar MEAT 'lowest price divided by tender price' formula, Supplier A gets full marks, while the others are immediately penalised. Never mind that Supplier A might have underestimated data migration, left half the integrations out or assumed that training consists of sending everyone a PDF and wishing them luck.

This stuff happens more often than you would reasonibly imagine.

Apparently, being cheap is a virtue all by itself. Of course, we talk endlessly about value for money, but our scoring models sometimes suggest that we've confused value with a bargain-bin sticker. While this is software, in real life we fully understand the adage that if we buy cheap there is risk baked in, we might need to buy twice. I mean this is not £800 for a solar pergola for your patio, this might be a multi-million pound contract for 7+ years.

Here's something that might surprise a few procurement teams: UK public procurement legislation doesn't generally require us to award the highest price score to the cheapest compliant tender. In Scotland, Regulation 67 of the Public Contracts (Scotland) Regulations 2015 requires the best price-quality ratio, permits lifecycle costing and even expressly allows a fixed price with competition based on quality. For procurements governed by the Procurement Act 2023, principally in England, Wales and Northern Ireland, the emphasis is on the Most Advantageous Economic Tender, with flexibility over appropriate award criteria and assessment methodologies. Different legislation, broadly similar message: cheapest doesn't automatically mean best. Naturally, the procurement methodology must be objective, transparent, proportionate and published in advance. Making up a clever new formula after opening the envelopes isn't quite the innovation we're looking for.

There are several sensible alternatives. Whole-life costing evaluates implementation, licences, hosting, support, integrations, migration, upgrades and eventual exit costs over, say, seven or ten years, rather than rewarding an artificially attractive starting figure. Fixed-price, quality-led competition can establish an affordable budget and ask suppliers to demonstrate the strongest deliverable solution within it, subject to the applicable rules.

Awarding the bidder closest to the average of all costs tendered can be a great option. This rewards more realistic bidders and penalises ones way above or  under-cutting the average.

Price-band or capped scoring can reduce the advantage gained from shaving a small amount off an already competitive price, allowing properly evidenced quality differences to matter more. Another approach uses a carefully designed graduated pricing model to reduce the incentive for aggressive underbidding. Scotland has already published official guidance on a Graduated Pricing Mechanism, admittedly for construction procurement, demonstrating that government itself recognises the problems created by conventional price scoring. These approaches aren't interchangeable legal templates, but they provide useful alternatives worth examining.

Whatever model we choose, housing IT buyers should also challenge the numbers behind the quotation. Does the price include every required interface? How many data migration iterations are provided and are they all costed? What happens when the supplier's implementation-day allowance runs out? Are support, additional users, annual increases, testing environments and exit assistance included? A cheap initial tender can become remarkably expensive once the change requests start breeding. I'd rather evaluate a realistic £1 million proposal than congratulate myself on buying a £750,000 fantasy that eventually costs £1.4 million needing multiple additional trips to SMT meetings. Price certainty, clearly documented assumptions and contractual protection are worth considerably more than a few attractive decimal places on an evaluation spreadsheet.

There's a governance responsibility here too. Buyers should involve finance, procurement, ICT and operational SMEs in designing the commercial assessment before the ITT goes anywhere near the market. Test proposed scoring methodologies using hypothetical bids, check for perverse incentives and understand how different prices would actually affect the overall result. Set clear minimum quality requirements, assess affordability properly and investigate potentially abnormally low bids through the appropriate legal procedure. The objective isn't to engineer the scoring so our favourite supplier wins. It's to stop the scoring accidentally rewarding the supplier most willing to gamble on an unrealistic price. That's rather an important distinction, particularly when spending tenants' rents or public money.

Ultimately, suppliers are commercial organisations. If we create an evaluation model that rewards rock-bottom prices, we shouldn't look astonished when they respond with rock-bottom bids and a creative interpretation of what's included. They're simply playing the game we've designed. Perhaps it's time housing providers stopped treating the cheapest tender as the cleverest purchase. Procurement regulations offer considerably more flexibility than some traditional scoring spreadsheets would have us believe. We just need the confidence, commercial understanding and proper procurement advice to use it. Because nobody ever thanked a housing IT project team for saving £100,000 on the tender price before spending another £400,000 putting the resulting mess right.

In fact so many clients have told me that our engagement costs have been a small fraction of estimated savings made, its clear that bringing external experience can provide significant benefits.

Fix Me Now

If you do the X / Bluesky thing, follow me at @HousingITguy or LinkedIn here https://uk.linkedin.com/in/tonysmiththathousingitguy

I was down in Paddington just the other week in one of my favourite boozers, The Victoria. Not part of a pub quiz team, but I was helping some lads from Brighton with the questions from north of Watford. It was the best I could do.

This included, which Scottish Whisky has a name meaning “The Valley of the Deer”? (Glenfiddich - Gaelic “Gleann Fhiodhaich”), highest mountain in England which stumped many (Scafell Pike at 978 m, just over the height of of a Scottish Corbett) and finally, what is the common name for the “Gravelly Hill Interchange”? (Easy one for anyone from the NW of England who has wasted days of their life on it, “Spaghetti Junction”).

One question that stumped me and the whole pub, was what did the “B” represent in B&Q ?

The answer, if you need it for your next pub quiz is “Block”, after original founders “Richard Block and David Quayle”, from 1969.

If you have ever visited B&Q you will no doubt have encountered one of their excellent team of enabled pensioners with lots of practical building experience, who can guide you to section 6 for that copper plumbing joint, or rack 18a for that heavy duty shed hasp and staple. An amazing number of retired folk have decades of experience that are being cleverly leveraged by B&Q, that's valuable knowledge too.

The same principle has been provided by Help Me Fix since 2022. It’s a clever service with great feedback satisfaction reports. A lot of data could be built up from 500 or so repair reports weekly, as well as supplied images. If that was 50,000+ or so examples, that was always clear after the advent of modern AI, that could only be a suitable learning database for a language model. Effectively, it was obvious that much of that experience could be encapsulated into AI, to reduce the costs of having staff in the process, based on that many use-cases. So possibly, that’s more potential staff for B&Q, as well as a leaner business.

My money would have been on Plentific buying up Help me Fix, however this month Aareon serial snapper upper have snapped them up. See Homemaster & ActiveH blogs....

This makes some commercial sense as some of Aareon's Fixflo product has had integrations since October 2024 and clearly proved its worth. The AI developed has been named Aidenn and looks to have initial capability to interpret uploaded images and cross-reference to supplied text or spoken details. Most likely “Aidenn” might be Aareon’s future AI anchoring. It will be to be seen if this has realistic Agentic AI capabilities that can operate beyond this tightly constrained use case.

A lovely substantial payday then for Ettan Bazil, nice juicy return for just over 3 years work, get that Sunseeker ordered and the condo plans prepared in Sandbanks. There is no indication of what this has cost Aareon, who posted a £10m+ loss last financial year. Hopefully some German’s in Mainz have done the mathematic on this. Perhaps the next financial postings will reveal the cost of this, Homemaster and ActiveH and also of course the positive effects on the bottom line. Lack of turning a dollar (or a Euro perhaps in Aareon UK’s EU parent context) puts organisations at risk of takeover, being the smallest of the UK remaining big four.

In the UK public sector, organisations value great products, acceptable service, stability, low risk and value pricing. As choice in the UK continues to narrow, it will be interesting how existing customers and new ones coming to market, react to these new developments.

Drip, Drip, Drip…

If you do the Twitter thing, follow me at @HousingITguy or LinkedIn here https://uk.linkedin.com/in/tonysmiththathousingitguy

Damp and mould, should become the next strict incarnation of holding housing CEOs to account, like we do in the UK over violations of LGSRs, annual gas servicing – Unlimited fines and prison sentences ?

Based on the level of interaction I have from a lot of my Twitter/X followers who are residents & tenants, a lot of those would be fully behind that type of move. For sure there are quite a few repeat offenders out there that have made for great BBC & Channel4 investigations. Looking in, it looks like quite a mess.

Based on clients I have been working with over the last 18 months, looking out from within, a lot is being done to identify, manage, communicate and improve damp and mould issues. Residents I engage with often would cite their own landlords & RSLs/RPs etc as seemingly doing very little when I mention this. Maybe I have a more optimistic glass half full view on this, as clients working with me are always looking to improve their service and systems, generally putting quality of solutions above raw cost to do things better.

‘Buy cheap, buy twice’ as is often said. Tackling damp and mould needs a focussed approach and I believe cannot be done on the cheap. However, done right it improves health and home conditions of residents and longer term protects landlord assets. Benefits for all then if done right!

So what am I seeing ‘Done Right’ looking right then? Well I am currently working with a mixture of providers, some lucky enough to be developing too. Good modern construction can provide good benefits around water tightness as well as applying improvements in modern building M&E systems for efficient ventilation while retaining much of the heat that might be traditionally lost.

This is a crucial point as the move from the 1980s to the 2000s, use of central heating, double glazing planned works etc with limited ventilation provision, has created some of the challenges residents in some historic building architypes face now, many of which were less of an issue originally. Also, in a transition to a warming planet our storms are getting wetter, heavier and windier. Thus meaning that more attention is needed on preventative maintenance of gutters, roofs and rainwater goods than we ever needed previously.

So what do good systems and processes look like in a proactive landlord, with modern integrated housing solutions ?

Well start with an efficient CRM or self-service means of logging all resident interactions about damp, mould, leaks etc. Any that become responsive repairs should start with a dedicated void inspection and checklist, including captured images. A dedicated mobile form to capture details directly and automatically tag/file against calls/property/repair WOs adds efficiency. If a new repair damp issue is logged, can we easily tell if this has occurred at the same home before, over the last 3, 6, 12, 18, 24 months? Any repeat issues would obviously warrant additional consideration (you might expect).

An asset management module or third party solution that can correctly relate a residents home to its siblings or other properties in a block is exceptionally useful. IE if flat 14 logs a leak coming from above, have we data as to what number flats are actually above, or is the roof overhead? On what side of the building roof is the flat? Where warranted, this incident should also trigger a HHSRS failure until rectified. How easy it to record the need for cyclical gutter cleaning in your asset management solution and get some regular visits scheduled in? Better in your system than rows on a spreadsheet OBVs.

IOT (Internet Of Things) monitoring using remote sensing data loggers, left in homes for a period of a few weeks to a few months if necessary, can be convenient and economic. These are capable of recording temperature, humidity and calculate the dew point, typically required for faster mould growth. There is also potential also to check to see if any of the data from a home is most likely due to fuel poverty etc. Adding single Room Heat Recovery units (SRHRU’s) which have evolved to be quite small and low wattage, can be really useful in historic properties. Stale air is extracted while holding around 70% to 80% of the heat. Keeping humidity below about 60% is sufficient to restrict development of mould colonies.

Good case management (from the likes of a dedicated module, D365 or Salesforce CRM etc) is an essential means of setting up a complete template process. Functions available in other case management processes, such as disrepair, ASB, complaints/complements etc are right for use here. IE automation for communication, capturing details, meetings, interventions, logical and concise timeline, outcome satisfaction surveys, lessons learned etc.

Increasingly I have worked with landlords trying hard to leverage the systems they have and also helping to better acquire additional functionality to improve or fill in the gaps. It all helps and is especially important through these winter months, when increased rainfall and cold conditions create additional stresses.

I hope there are a few useful takeaways here. Anyone out there who needs any help, just call or email. Merry Christmas and a best wishes for an exciting New Year to all 🎅🎄
