How Much Is Enough? (Data conversions that is...)

If you do the Twitter thing, follow me at @hotpixUK

After being asked this question for the third time in the last week by different organisations moving HMS, I felt moved to write a post about it. A true potential minefield in a project. An area that sometimes drastically over runs, struggles to produce even a single clean conversion until the eleventh hour or is not given the emphasis required and causes a disaster further down the line. If you are doing one at the moment or ever been savaged by a data conversion, read on....

I have been involved in many implementations and conversions. Some from the contract side, many at the coal face. For me the magic number is four. To the inexperienced it might appear that just one conversion at go-live should be needed. Why should you need more, wont that just push costs up? Won’t we just extract exactly what we need to transfer and import it smoothly into our new system? It’s just data, how could that go wrong? These points explored here are just as valid if converting and implementing a single application like HR or a big bang of a multi-module Housing Management System. The latter of which, I have experienced over a dozen, many first hand.

Generally it will go wrong and many elements of tailoring will be needed along the way. Audit checks to ensure everything needed is being extracted from the current system (and nothing extra – like those car-ports from your old Mayfair system in 1992). By audit checks I mean reconciliations to the penny (yes the penny!), number of items, count of live contacts, works orders, whatever. Fail to have that in your plan and you plan to fail. Transformations will then be needed to use new codes or match new formats. Maybe (very wide, I kid you not!) fixed length ones will be needed, certainly different table import formats. Same audit checks on those numbers need to occur on the new system when the data lands there. Every risk or issue to be conscientiously recorded. Miss this step, fudge or hide any issues and they will bit you and your project team later, bigger and badder.

In successful projects, the first conversion in my experience should be completed within the first 3 months (or third of the project). Possibly 65% or more of all data should be successfully converted and be good enough for preliminary project champion or stakeholder training, setup and other activities. The whole process should be built to be repeatable from the very start. This is a very important point. A hand-crafted conversion that takes 20 days, could not be of any use on a go-live, unless we are happy for a few hundred staff to have no systems for 20 days.

This first conversion should product a rich and valuable list of information, issues and risks that should be aimed to be pretty much mopped up by the second conversion. At the second, 100% of data or close to it should go through this one, with the usual reconciliation's to the penny and the number of items etc. Multiple databases obviously needed for these purposes, pointing to possibly 4 times or more of the estimated live working disk/database quota needed to conveniently support these functions. A virtualised environment makes this much easier these days, providing a bit of planning ahead has already been done. It’s ok to not have a 100% audit signoff, providing the mis-matched elements can be explained. Don’t be tempted to hide or bury these, they will come back to haunt you if not tackled.

The third conversion should be close to six weeks or so of the planned go-live and works best if treated like a serious dummy go-live. Timings should be collected, and if successful should validate that from a conversion viewpoint at least, that the go-live conversion will be ready to roll.
If the outcome indicates anything other than that, resist the temptation to bury the bad news and press on. Honesty is the best policy, honest! Be prepared to inform management that you are not ready, the go-live date will need to be provisionally moved until a successful third conversion can be done and 100% reconciled. Your supplier may not be happy as they might not have a slot for you, if your project moves 6 weeks back. Most will do their best to accommodate in my experience, but don’t be surprised if your project will be delayed for a few months rather than a few weeks.

It is very likely that at initial proposal stages of a contract, a supplier will include some implementation days allocated to data conversion. Note though generally the onus is on the customer to extract the data and provide in specific formats for provided loaders. Do not underestimate the size of this task. Specific or specialist tools, skills or software may be needed. Most systems come with standard reports that can aid reconciliation, once data is loaded. Some suppliers will offer additional chargeable days to take on more of the extraction process, depending on their experience of source systems where data is coming from. Some customers will have an in-house IT team that understands the original data or a ‘tame IT bod’ they have come in on a regular basis, who might be good candidates for extracting data. These approaches can have different outcomes dependant on personnel, culture, depth of existing system data structure knowledge etc.

Whoever extracts/converts the data it is the responsibility of both supplier and customer to agree the reconciliation of the data, pulling out and imported in. Ultimately, the sign-off will be down to the customer, as a final user acceptance. Personally I like to see a proper signature, a bit old school I know, but reassuring, that everyone understands the gravity of what is being signed off. Only certain data issues then generally fall under the suppliers ownership. For example if perfectly converted data becomes corrupted later by the new system. Missing or unconverted data found later, after signoff (and any associated costs etc) is generally the responsibility of the customer.

The data sign off milestone is crucially important for customer and supplier. It protects both and they give it low priority at their peril. Both need to take appropriate responsibility. An article in Inside Housing magazine in August 2012 ‘A Costly IT Error’ , was pointed out to me recently, where shortly after implementing a shiny new housing system, many thousands of residents were under billed by £100,000 after a rent review. For once a little windfall for residents!

That InsideHousing article (see http://www.insidehousing.co.uk/accent-in-costly-it-error/6523173.article ) was quite vague as to the real issues of how the data got in that state, it’s certainly not you might be looking for in your project, a few months after go-live. It does however underline the importance of the robustness of data conversion, audit, reconciliation and sign-off. I have always stood my ground and insisted in all of my projects to see that signoff signature in blood. It saves everyone’s bottoms later and goes as far as feasible to reduce the chance of things like the example above.

Boss Drum – Corralling in Your Wayward Info

If you do the Twitter thing, follow me at @HousingITguy
or LinkedIn here https://uk.linkedin.com/in/tonysmiththathousingitguy

During my first few years working with Social Housing Systems, I was involved in a lot of full integrated solution implementations. I still surprise suppliers when pulling them up on implementation and data extract/transformation processes. You soon learn how to locate trouble-some and hidden data and use tried and tested approaches to clean it up and present it in the best form possible, for a brand new system.

Strangely, lately I have been involved in a raft of data conversion work, for Housing Groups merging systems or new properties in, and for a few organisations, taking their first housing solution.

That all covers the relatively structured stuff. Even Excel spreadsheets have some structure, however possibly haphazard. I am used to telephone numbers, containing comments, like (work) or (Daughter – Mon-Thu only) etc. Notes and scratch pads are another matter. Free text is of course notorious and using conventional database languages, a bugger to report from. I often come across sensitive data in text and note fields. Historic account references, person details, credit card data, sort codes and others. Some of it innocently blows PCI compliance right out of the window.

The above of course refer to database info. IE in SQL Server, Progress, Oracle, Ingress or Informix etc. Every organisation also has Terabytes of data held on local, network and cloud drives, as well as local Exchange Server storage. Once you start looking, unfortunately you start to see sensitive data in the strangest of places. Fascinating that all this is, within the recent GDPR rules, we should be managing every single byte of sensitive data that we own. Much of it is historic, and a lot down to poor user training and poorly managed habits.

Innocent recording of card/payment details in free text notes are a major Achiles Heal for GDPR compliance

Searching just a small corner of your unstructured data, can take several days and then you only just scratch the surface. You would need a small army (well maybe a platoon), to do a proper job, then keep on top of it too. Data quality groups are something I always promote, wherever I can, but they have  a limit to their vigilance. For a few years I have been actively seeking some more intelligent solutions, to help crack this one.

Last month I think I spotted a pretty comprehensive, proven tool to do the job, called InfoBoss. You don’t need an army of people either, to feed and water it. Just a few pioneering Social Housing landlords are currently using it, in addition to at least one credit rating agency in the Midlands.

It pretty much sniffs out the problems by itself with a set of inbuilt rules, that can be activated to detect data in the wrong place, suspect data problems and breaches of GDPR policy, such as ‘Right To Be Forgotten’. Integral white and black lists enable checking for what should have been long since archived ID’s, that potentially are breaking the law.

The tool has been built on Elastic Search, the platform is scalable, cloud based and quick to setup and very easy to use. Once it has been pointed at a multitude of data sources, within an organisation, it will collate details into a single reportable repository. A messaging API allows set up of automation. Stakeholders can be created that are automatically alerted on new and newly discovered exceptions.

I’m techie, but it’s clear this is more of an end-user, than an ICT team tool, all in a private cloud too.  Check it out by contacting Mark Hobart of InfoBoss or download the InfoBoss data management whitepaper.
Download the InfoBoss white paper here

If you have or suspect you may have data quality issues that possibly contravene GDPR, this is clearly a new tool worth a look.

Do mention you read it first on this blog and please let me know what you thought of it too.

Meltdown

If you do the Twitter thing, follow me at @HousingITguy
or LinkedIn here https://uk.linkedin.com/in/tonysmiththathousingitguy

Last week you can’t have failed to be aware of the TSB systems and self-service meltdown from the 22nd April onwards, lasting well over a week. You may even have been caught up in it being a TSB customer or relying on TSB in some way. Luckily I don’t bank with them, but I had some fun with my teenage son, who leant a lesson on how when technology lets you down, it can do it big time.

As with most IT situations, it could have probably been avoided well before with better planning, improved testing, selective rollout possibly and thinking ahead. These are all things I encourage in my projects, as it makes for successful ones. A move to a proprietary Banco Sabadell internally developed system, (dating from back in 2000, originally called Proteo and later renamed Proteo4UK), was the target for this project.

There is a lot to be learned here.

The project was originally planned for 18 months, with 1,000 staff apparently to be involved in it. It was announced that 2,500 person hours were to be put into it. Often systems like this are very patched and my own experience of all the COBOL underlying the Littlewoods systems, in the late 80’s bears this out. Much of it was code from the early 1970’s. Many bank solutions are very similar and can be badly documented.

If adequate testing had been done, customers would not be accidently seeing others accounts, details and transactions. Very simple reconciliations, could have detected data conversion errors and balance differences. With suppliers I work with on data conversion, I am always shocked & surprised that standard reports and scripts to help reconcile data, balances, debits, status counts of repair orders etc are pretty absent and need to be tackled by struggling clients instead.

Shujun Li, a professor of cybersecurity at the University of Kent’s School of Computing was quoted as saying, "The scale of the problem we saw is incredible. It’s impossible if they had done systematic testing of the system. For me, it’s clearly a case of management, rather than purely a technical problem.”. That is true of many system and data migrations that go wrong in #SocialHousing.

The knock on effect is that a lot of customers are now moving from TSB, due to these issues. One was my own 14 year old son, who tried to deposit cash into his TSB account, at a cash machine and had both his card and cash retained. It did make me smile slightly, that his confidence in technology had take a hefty hit.

In Social Housing, if we have system issues, most of our residents are not going to up-sticks and vote with their feet however. We would not expect them to either.

However, if we have put a lot of effort into nurturing them on to self-serve and it suddenly goes wrong, we are encouraging those customers to contact us again by the more traditional methods. Just a small hiccup with posting delays of payments made on-line, can shake confidence if residents are not seeing these payments on their account and they appear (incorrectly) in arrears. Anecdotally, many then pay via the telephone, to a customer service centre team, because they perceive that as more ‘reliable’.

Introducing customers to interacting online is a hard slog. Don’t let an ICT or project meltdown, such as the TSB one described here, set your plans into reverse.

Terry Waite Sez

If you do the X / Bluesky thing, follow me at @HousingITguy or LinkedIn here https://uk.linkedin.com/in/tonysmiththathousingitguy

You’d think, after three decades working with social housing ICT in organisations, I’d have seen every flavour of delayed ICT implementation known to humankind. But apparently not.

Recent projects have shone a light on a whole new genre of horror. In an off the cuff conversation recently with some procurement professionals we had a wry chuckle about how project teams often get so close to our software suppliers, its almost like they have agreed to be taken hostage, without noticing. Close to where I live we had a real life hostage in Terry Waite, educated at Stockton Heath County Secondary School (where he became head boy). Hopefully this post will save you from the “Terry Waite experience”.

Projects that run so way, way beyond their contracted timelines, cost envelopes, and original scope that even “Stockholm Syndrome” looks like a healthy working relationship. I must stress up front, this is not the fault of the procurement team, so don’t be running to them when the issues finally emerge.

Let me set the scene Shakespeare style, because if you work in UK SocialHousing, I can guarantee you’ll recognise at least a fair chunk of this.

Act 1: The Great Oversell

It always starts the same way. Compliant procurement signs off a shiny new housing system / CRM / data platform that was apparently “delivered successfully” somewhere (it’s always a council no one can contact because the project team “moved on”, ever heard that old chestnut?).

The demos were slick, the roadmaps looked credible, and the supplier said the magic words: “No, no, this isn’t a prototype. It’s basically ready. Just needs a bit of configuration.”. Slim chance any meaningful soft-market engagement tool place, right questions asked during procure, or any external impartial third party Critical Friend involved.

Fast forward 9 months and the client is discovering that the “product” is actually:
•    Five wireframes,
•    A half-started API,
•    and relying a Scrum Master Jedi space cadet developer, called Carl who only works Tuesdays and sometimes answers Teams messages.

Act 2: The Delays That Are Always Someone Else’s Fault

Here’s where the real fun stuff starts.
The supplier discovers ‘unexpected complexity’. By which they mean: we never actually considered or built this bit.
Your Subject matter experts (SME’s) are blamed for being unavailable. Usually because they’ve been dragged into three other failing IT projects at the same time.

Data migration is apparently now “your problem”.

Even though the supplier’s salesperson swore blind last year that “our tools handle that automatically”. Limited data tools or config provided, probably some command line stuff, so like chainsaws with no handle.

And then the classic:
“We’ll need to raise more expensive Change Control for that.”. A phrase now heard almost more frequently in the sector than “Have you tried turning it off and on again chum?”.

Act 3: ICT Starts to Side With the Supplier
This is where the proper 'Stockholm Syndrome' bit creeps in.

Project teams who have been battered by eighteen months of supplier excuses start to internalise them. I’ve watched perfectly sensible people begin to turn into Terry Waite, defending the supplier like they’re auditioning for a Channel4 hostage negotiation documentary.

Things I’ve heard in real project meetings, with my own ears:

  • “To be fair, they’re trying really hard.” - (No they’re not. They’re trying to sell you the 8th Change Control in 18 months)
  • “It’s not the supplier’s fault the module isn’t finished… these things take time.” - They do, yes, but not three years, Pauline!
  • “We shouldn’t escalate, it might upset them.” - They’re not an endangered species. They’re your contracted supplier.

Once IT starts parroting supplier talking points, senior business stakeholders quietly lose interest. Project Boards stop meeting, or worse, the only people turning up are ICT and the supplier, the two groups most invested in pretending everything is Absolutely Fine. Someone might notice and try to involve procurement. Guess what, its not really their problem.

And at this point, the supplier has effectively taken your project hostage.

Act 4: Senior Leadership Fatigue

As humans we are pre-wired to think not too far beyond a single orbit of our nearest star. When a project runs past 12 months late, corporate and human memory shortens.

People move on. New Directors arrive, assuming the system must almost be live because the budget’s mostly spent.

You will have experienced this one. Project Boards get cancelled “just for a month” because the sponsor has something more urgent. Then it’s two months. Then it’s “shall we just reconvene after year-end or Christmas🧑‍🎄🤶 (no year specified) ?”.

Meanwhile the supplier enjoys the freedom of operating without scrutiny. It’s magical what you can get away with when no one’s checking the mileage on your sprint burn-down charts.

Act 5: The Last-Minute Crisis Call

Here’s the real punchline.

After three, four, sometimes six years of this, the organisation finally admits something’s wrong. And guess who they gonna call?

Yes (not Ghost Busters!). Me.

And what I find is depressingly consistent:
•    Its an archaeological dig to find the original tender and contract (to check what teeth we might have to bite our supplier with)
•    A project team who can’t remember what the original business case said.
•    De-scoped requirements to the point we are not actually delivering core requirements
•    A supplier who still insists “we’re 90% there” (always 90%, never 92%, 69% or the actual 38%).
•    A half-configured system glued together by promises, spreadsheets, lucky pants and hope.
•    And business users who now hate ICT with the power of a thousand suns.

You can almost hear the theme from “The Shawshank Redemption” playing as we dig through issue backlogs older than some of the apprentices on the team.
So why does this keep happening?

Across multiple clients, councils, ALMOs, HAs, and AHBs I’ve supported over the years, the root causes are depressingly predictable:

  1. Oversold products - Solutions sold as mature via PDFs and PowerPoints when they’re closer to shabby GCSE coursework.
  2. Under-skilled/staffed implementation teams for client & supplier - Your project shouldn’t hinge on “a really good data conversion contractor, Norman” that Eric in ICT found on LinkedIn, nor supplier implementers from another half-implemented site.
  3. Unrealistic timelines - A £1m transformation which should take 21 months, sold on a £300k 9 month schedule.
  4. Weak governance - Project Boards that meet quarterly “if diaries allow”, with high-level sponsors missing from client and supplier.
  5. Change Control addiction - A supplier finance business model masquerading as a methodology.
  6. Internal staff worn down by attrition

Eventually they accept the supplier’s narrative because it’s easier than fighting it.

Breaking Out of Captivity

When I get involved early enough, there are things that generally work:

  • Re-establish governance ruthlessly. Have your supplier exec sponsor ruck up in person monthly in person to experience some of your pain (especially if you are on the remote edges of rural Scotland, West Wales, English West Country, Galway etc)
  • If a full Project Board isn’t meeting monthly, it’s not a Project Board, it’s a rumour. Also, have the supplier sponsor ruck up in person, forcing them to feel some of the SMT/EMT pain of not having the benefits of your project, plus ongoing cost of internal and external staff budget.
  • Force transparency.- roll in the burn-down charts, backlog reviews, demo-driven delivery, RAID stats and being held to account for ever-aging issues. No more “trust us”.
  • Re-baseline the whole thing - Painful and brave, but better than throwing good money after bad.
  • Re-empower business leads. ICT should support delivery, not rewrite business requirements on the fly OR be the sole delivery stakeholder. Round up the real (other) business stakeholders.
  • Hold suppliers to the contract clauses you have, not going with vibes and vague promises. And sometimes, controversial, but true, you might have to pull the plug on the project. Because after too many years of captivity, sometimes the hostage doesn’t need a mediator. They need a rescue mission.

Final Thought

If any of this rings uncomfortably true in your organisation, you’re not unlucky. You’re just living through the same pattern that’s played out across the public sector over and over. Birmingham City Council perhaps one of the most recent.

The trick is spotting Stockholm Syndrome before you start defending the supplier’s latest “unexpected delay”. Also, if you’re already defending them? That’s when you need someone from outside the room to remind you who’s actually tied to the radiator 😉

It was very interesting on the 1st May to see how pruned down the Universal Credit (UC) trial has become. Day one of what was going to be a representative test of the new IT and back office systems for six months has been reduced to a very restrictive test in Ashton-Under-Lyne, borough of Tameside, Greater Manchester. To their credit as plucky northerners, they have already thought about internet access for claimants, at libraries and the town hall.

Ashton-U-Lyne you have your 15mins of fame.

Having grown up in social housing in the Glossop area I was familiar with Ashton, long journeys on the (far from express) 236 (formally the no 6) and 237 bus  which passed through it. My first job took me close to Ashton old road too at GEC Higher Openshaw (lovingly called the Go Easy Club). That part of east Manchester had been by-passed from much of the regeneration going on elsewhere. My fathers brother, my uncle Arthur lived there in Pennel street. When my Auntie Gladys died in 1999 their two up, two down terraced house fetched just £8K. So it is an area with some deprivation.

Times have changed though, for the better. My auntie and uncle missed the Commonwealth games at the stadium and its conversion to The Etihad, also the Metrolink extension up to Oldham is trickling wealth eastwards. It’s a place where a new system could be tested as all human life is there. The funny thing is that it’s not actually happening that way.

No more than 300 people will be processed over 6 months on this system. Only straightforward stuff, nothing complicated, single people, no children or dependence, no care responsibilities, no homelessness, everyone must have a bank account and a valid NI number. Almost certainly this will be a resounding success. If it isn’t, the IT development so far has got to be absolute pants. Well no-one is stretching the testing here and just as well, there has been four different directors overseeing the IT development in the last 6 months. I think this reveals what a hot potato this one is. You would think they would be thinking outside the jacket then?

Well seemingly not. This trial will test only the simplest group and only a minuscule number of them. Is this usual IT system testing practice? Not at any company I have ever worked at. The ‘use cases’ I have always worked with have always been the most complex we can devise. You learn quite soon that if you don’t start there, your system designs are guaranteed to fail.

This £550M IT project has had its challenges, see http://www.theregister.co.uk/2013/03/11/universal_credit_project_director_hilary_reynolds_replaced/
There are some interesting links at the bottom of that page too.

The Guardian on day one of the trial had this to say:
If the quality of the spelling on the first page of the universal credit online application offers any insight into the overall readiness for the launch, then it is tempting to speculate that preparations were somewhat rushed.
The first step of the claim form for the government's flagship welfare reform initiative, billed as the biggest change to the benefits system for 60 years, invites people to input a security code, "separating" each word with a space.

Probably more a reflection as to the country that the software was written, maybe Vietnam, India or Russia.

The whole point of a successful pilot is to try the new system in a number of regions (the initial intention) and use that as an opportunity to learn. With the hindsight of experience, I would guess that many of the real-life complex cases that occur have not yet been designed into the system or not yet delivered. Hence the charade of a micro test in Ashton-Under-Lyne. As mentioned, IDS will surely be able to declare this trial a “complete success” in October when it’s planned to be in the can. It’s doubtful though that anything that falls out of the ‘strictly normal’ can be validated in this box ticking exercise.

In my experience when you gloss over detail or problems it bites someone on the bottom before long. It might be an age thing, but I do like this stuff all coming out (or sometimes looking for it) up front, rather than finding it later and having all the stress of that. Failure to do it costs someone money, fills the pockets of consultants and suppliers. This time it will be the taxpayer picking up the bill, not politicians or the DWP, for badly specified, tested or implemented Universal Credit IT.

So it will give me no pleasure to see this fail, as I (and you my friend) are paying for it.

Plan A

If you do the Twitter thing, follow me at @hotpixUK
or LinkedIn here uk.linkedin.com/pub/tony-smith-bsc-hons-acih/a/979/351/

A few recent mop up type projects I am involved with have led me to ponder on the effects of poor planning at the start of many software application purchases and major business projects. There is a lot that the recent IDS Universal Credit and HS2 projects can teach us about how to get projects right. As the M&S lorries scream, There is no Plan B. But what if Plan A is somewhat wibble?

The Iain Duncan Smith visit to the Commons Select Committee this week is the latest in a long line of British Government IT projects that have become a horrendous money pit, often being abandoned, rather than delivering anything remotely useful. Watch this latest IDS UC car crash unfolding here in slow motion - http://www.parliamentlive.tv/Main/Player.aspx?meetingId=14420  For MBA courses, surely this will become a great case study in how not to manage projects.

So what can we learn in our own projects from this. Well quite a lot, IDS is doing us a service by highlighting how not to do it. Firstly, know what your objectives are, right from the start. The IDS aims for UC were ‘To generate £38b in savings over the next 12 years’. This has now been modified to ‘emphasis the economic benefits of the programme’. Digging down, that breaks down as ‘38% of these savings are to come from fewer overpayments and increases in employment, while the bigger savings – 68% - will come from the economic benefits to claimants’. Thus only £14.44b might be generated in overpayment savings.

So a goal-post in objective has changed here. Also no mention of where the new UC IT system may also tackle the issue of under-payments. Bringing all benefits under one roof means that claimants may well now be able to claim for things they are entitled to, that they were not currently aware of.

HS2 (high speed rail 2 connecting London with Birmingham, Manchester and Leeds faster, by 2032), is another project with rapidly changing aims, as casters are added to its goal posts and expected costs double to over £42b. It started off as being about ‘savings in business time, spent travelling on trains’, now mysteriously as many people work via the internet while on the move, the raison d’etre is now ‘Enhanced capacity’. As anyone in the know already suspects, if HS2 was about bringing prosperity to ‘The North’, it would be a high speed train line between Liverpool, Manchester, Leeds & Hull, with a spur up to the East Coast main line, connecting Newcastle & Edinburgh.

This reveals two important areas of any successful project. Number one is know what the project is for. Changing aims reveals that there is probably no basis in benefits for the project in the first instance. Where benefits in ROI (Return On Investment), enhanced customer service, measurable social good etc are expected, document them clearly. These can be measured later. Also examine negative effects of the project and clearly document them. These might offset some benefits, much like the IDS under-claimers, or cities not connected on HS2 losing out. Burying these facts reveal issues that have not been honestly put in the mix.

Number two is do enough detail analysis before committing resources. What my old Bsc Applied Computing lecturer Ian Beeson used to call ‘not being prematurely physical’. For example, if IDS had spent £3m up-front on decent analysis of benefit process, UK Govt PLC would not now be writing off £40m of wasted IT project. Take the project in stages, ensuring each is closed / completed adequately before moving on. Basic PRINCE2 in practice that one.

Number three is set your budget, based on the above, and what you know thus far. Set your contingency too, maybe 15-20%. Where a supplier will give you a capped price on your service/training/implementation days AND your requirements are well researched and firm, then you have something very attractive. Also find out what the additional day rate is. Very important for those valid ‘Out of scope’ elements. Not good to find they may cost you £1,000+ per day. Better to have fixed a more acceptable rate, much earlier on.

Number Four is to run the project in a transparent manner. IDS in his UC project has been dogged by ‘Bad News’ getting in the way of ‘Good News’. Don't suppress bad news, when it comes up, deal with it and correct the little blips that all projects encounter.  Smoothing over blips with good PR and what start as white lies, will dig a hole that will become exponentially difficult to dig yourself out of. As IDS has found out to his cost, £40m has already been written off, in a project at least 2 years late, with over 700,000 benefit claimants still expected to be outside the new IT system.

We are all aware of projects initiated, where the project director has left way before any deliverables are seen. One particular ‘industry strength’ financials package, that need not be named, generally follows that route. The finance director ordering it will have a new job shortly afterwards (as it looks so good on a CV), be in it two years or more, before the original organisation is anywhere near having it in and working. It has not missed anyone’s attention that one such implementation is ongoing at the moment at a large prominent midlands based housing group. It will be interesting how that goes, all of the bigger HMS suppliers I speak to are aware of it, watching it extremely carefully. If it is delivered on time, to budget and can perform to what UK housing needs. If not, it may well mirror the expensive slow motion car crash unfolding for UC.

Unless he has a ‘road to Domestos’ type conversion, IDS will continue to hype the UC good news, in order to dispel that label he acquired from George Osbourne, just a few months ago. http://www.theguardian.com/politics/2013/oct/02/george-osborne-iain-duncan-smith-bit-thick
While IDS is only wasting all our taxpayer cash, poor execution of housing system projects impact directly on our residents and communities. Think how many new kitchens or improved efficient heating systems, to lift residents out of fuel poverty, could have been put in with your systems project overrun....
