For The Want Of A Nail

Predictive analytics look to me to becoming Social Housing's next 'Self-serve' or 'staff mobile working'. The latter pretty much now being rolled out by pretty much all forward thinking landlords. I have recently written a whitepaper on predictive analytics for arrears case management. Definitely one area which I would take a proven solution off the shelf.

But how should you go about building a model yourself, for other purposes? What might be the gotcha's that are worth thinking about?

Well the first one for me would be focus carefully on your end-game. As I have heard it described quite well, by one data scientist friend, don't build yourself a rather elaborate hammer, then go looking for your nail. Predictive Analytics is a current buzzword, much like 'Digital Strategy' was until recently. At least most organisations understand what the latter practically means now. Before setting out, know what most of your outcomes are going to be.

Next, when you have some outcomes in mind, check your available data supports it. Easier when you start with a well integrated set of systems. Do get in touch with me directly if you still haven't cracked that one. Never try to structure a project around data you just don't have. Ask that crucial question before you start. Where specific data is missing, there may be the opportunity to generate it or collect it specially. You might want to target a particular sub-set of residents/customers, to have reliable data to utilise.

Data quality is the next gotcha. Assume a good deal of your data will be of poor quality. That need not hold you back. Many projects have been delayed until data is thought to be 100% correct. Believe me, you won't have 3 years or more to get to that point. I would urge you to cautiously work with what you have and enforce a data culture to constantly improve it, in parallel to any predictive analytics project.

Assume too, that you will find even more poor data, as you build models & work with it. I have lost count of the number of tenancies & works order requests, with end dates before start dates etc. If your data cannot be corrected, filter it right out, lest it skew models.

One example I heard about, management were too bullish about the apparent good quality of data. After being advised that data cleansing was required in the project, this was dismissed to shorted timescales, against the advice of consultants. Later when poor data quality was revealed, and more time needed to be added to extend the project, to achieve outcomes, it became a credibility issue for the director involved. Don't be caught out by too much good news, hiding the bad.

Finally, when your lovely shiny predictive analytics model is built, ensure you have planned a proper deployment phase. It is not enough that you have 'built it and so they will come'. Work out how you are going to tell the wider organisation what your model can do and seed their imagination as to how they can apply it to their own department issues and decision making. Find out what their particular nail will be, to which they can apply your new shiny hammer.

Standing in the Way of Control

Anyone who has worked with or knows me, will know my knowledge of Socialhousing sector solutions, goes way beyond just the key HMS or Financial Accounting solutions.

There are many peripheral applications and solutions that fill in the gaps from the ‘usual suspect’ providers, particularly in areas that they have not got into, or not managed to crack just yet. They might never crack them either. Who knows?

This can include dynamic scheduling, predictive analytics, some outsourced services and other areas. No doubt there are some great solutions out there and on occasion I have worked to try to calculate ROI (Return On Investment) for most of the projects I work on. That calculation is essential and without it, governance is weakened in my opinion. Most of the projects I have come to late and are drifting or over-running in cash and time terms, were never properly proceeded by a robust business case, or reasonable ROI calculation.

The same can be said of when we tinker with services. Often I see many bright ideas being introduced in a melee of change. Rarely have defined outcomes been agreed prior, often the means of measurement not considered either. Typically, that might be a faster turnaround of void properties to fill them with new residents, reduce arrears levels, increase income collection, or enhance resident satisfaction.

I am often asked, “We have product X, do you think its worth keeping”?

My reply is often, “Well can the such and such team, prove it makes a difference”?

The answer to that is often, “Well that teams a little bigger now, than before they brought in solution X”! Now, is that an experience you may have had in your organisation?

One excellent way that statisticians will tell you to measure effectiveness, if it’s a drugs trial or an exercise to improve arrears, is the use of a ‘control’ group. These are left alone with the existing process or systems, so an accurate comparison can be made. Both groups will be subject to the same ambient influences, such as free weeks, continued shift to Universal Credit, royal weddings, Christmas or winter cold snaps or summer holiday season. All of these could affect our results if not using a control and falsely lead to incorrect conclusions.

Practical use of a control group, could mean perhaps a new initiative or software application was only applied to half the housing stock/residents, or maybe split between a specific demographic, such as leaseholders or particular repair trades, such as heating or plumbing.

To understand what we are comparing, it can pay dividends, to only introduce a single change or set of changes at once, if practical. This might take marginally longer, but you will have a better understanding of the outcomes of the changes being made, what works or not and to what degree.

Particularly in the case of software or solutions that can be started as a small trial, as they are often to avoid a lengthy procurement process, effectiveness can be more accurately measured and more informed decisions made.

Silent Partner

In these days of organisations looking for fully integrated solutions, inevitably they are looking to award to a single, or low number of partners, in order to simplify project management. Why would anyone really do anything else? Managing a whole raft of suppliers, delivering mobile, contractor, document management, web self-serve, CRM etc, is a pain in the rear, as some reading this will have no doubt experienced.

Awarding to a single supplier, who will manage the third parties, is clearly a massive advantage. Even better, a single supplier with long established relationships, with those third party suppliers, is even better. I am always keen in procurements that I help organisations complete, that these are explored as part of that process. Ideally, find examples where something similar has been successfully delivered already, before signing on the bottom line.

When I was at my old shop, we had third party relationships with a number of specialist suppliers. All in areas where it was not commercially viable to develop or customers just wanted it. In all cases, integration was developed to be as deep as practical, to provide the opportunity for the best customer experience. sometimes however, experiences varied dramatically, often with the same third party.

I cannot say that I ever was tempted to develop internally anything to rival those third parties. It would have created animosity and may have also violated contractual agreements we had together too. Maybe with that in mind, it always concerns me when lead suppliers offer to develop an alternative to their recognised third party offerings. I cringe a bit when suppliers state "How tricky can it be?", to knock out predictive analytics for arrears, dynamic scheduling or P2P.

Well, the truth is that it's pretty tricky, otherwise we would not need so many third parties now, would we? You can predict too, that 12,18,24 months down the line, you the client customer, will be picking up the pieces, in a large majority of cases. I have seen it. Worse too when it's tried with a large customer, much bigger than has ever been tried before. Sales swagger, that a limited development team will struggle to support. Beware! Or source some solid professional advice, before committing.

So, when dealing with a single supplier, how best to work as a happy family, with your third party suppliers?

Well, first off, ensure that the (big) project plan includes all those third party deliverables. Also ensure that your supplier project manager assigned, understands them all too and is capable of engaging adequately with them. If they can't then by month two, consider having them replaced, with someone fully capable of overseeing the whole integrated solution.

At regular monthly project meetings, ensure in addition to your main supplier, senior staff for your key third parties attend too. When third parties fail to deliver, beat up your main supplier first. They are ultimately responsible contractually. Never forget that. Keep all suppliers tightly to the originally agreed project plan. Remember it should be tied into the contract. Main suppliers are benefitting from commission, from those third parties, they should morally be making these relationships work and work well.

Manage change control for all suppliers, through your main one. Having them all at project meetings will make that easier. Where third parties have not delivered, it should hurt the main supplier first. After all, these were all proposed by them in your original procurement, as options that would satisfy the customer requirements.

Any good supplier should of course review third party relationships often, based on actual performance. Poor outcomes always are going to reflect badly on the lead supplier.

Rise Up

Any watcher of the current social housing landscape of integrated solutions will have noted the growth and almost fetish (maybe we should all get out more?), around solutions delivered via browser, which has emerged of late. One particular supplier has driven the growth of this way of thinking, but overall in the last four years,

I have felt a mood shift in the sector, which has been long coming.

I have recently been working with a particular Social Housing client who has stipulated it’s ‘cloud or nothing’. I totally get it, I really do. A supplier that can reliably deliver cloud in a browser, quickly and to timescales, would be a novelty these days for integrated housing solutions, for sure. Harsh maybe, but that’s where we are at.

One sector supplier who has often been wrongly associated with big councils and (quite candidly for me to say), felt to have left their eye off the UK ball in previous years, has seriously surprised me of late. Some serious praise is deserved I think.

Key in transformation of Northgate Public Services (NPS) has been in the injection of £3.2m+ of capital and over 36,500 days of development already,  plus an extra £3.3m approved to come from its acquisition by NEC of Japan , much offshore (not that that is a bad thing, as it has visibly resulted in quality releases), and has visibly ‘got stuff done’. Who else is investing that many days into making its housing solutions better?

Few suppliers in the medium to large social housing supplier zone have over £6m to spend on improving product and I know from experience, that bringing a product with modern ‘work anywhere’ technology to market, is a massive challenge, most often under-estimated by a factor of three or more. NPS’ browser approach frees up teams to support their communities, where interactions originate, escaping from the shackles of their desk. Some suppliers currently anchored in old tech or databases, are possibly fooling themselves, and reasonably never going to invest to reinvigorate legacy products.

Embracing economic cloud delivery is something that NPS has realised as being a key driver going forward. Large clients such as Wolverhampton Homes are seeing this currently as a reliable, low risk, way forward. A quarter of the customer base has already embraced the new solutions.

The tech underneath the bonnet, ticks all my boxes, restful API’s delivered in an open manner. A lot of suppliers still levy too high a charge for integration kits, NPS has really sensibly taken an approach that clients taking a hybrid strategy is cool, if they choose not to use all their offering and its complete capabilities including CRM. Why should it not be? Using perhaps MS Dynamics 365 or an alternative ERP, linked underneath to NPS housing, is possibly the best of both worlds. In many situations, it’s a most sensible way to go.

Many of those new development days have gone towards a new asset management solution.with integral Component Accounting coming soon . This is the way the sector seems to be coalescing. Better Integration trumps specialisms that only benefit your asset team’s two persons and a dog. Apologies if that sounds brutal, but I think it’s true.

Another area in NPS Housing of note is its attitude to document management. This to me is the missing link to so many systems and solutions, particularly with regard to GDPR. Clearly NPS provide their industry strength Information@work solution, providing superior links with document consumption and generation. Security and performance is no after thought, it’s clearly built in from inception, and so great to see.

Exposing those documents within staff mobile solutions is a big driver for efficiency.  The NPS Housing mobile solution for assets launches in September 2019, the start of new options for users.

I chatted to contacts on the busy NPS stand at CIH in Manchester, back in June and could see that beyond all of the above, IOT and predictive analytics, was being incorporated into the latest solutions. Users were clearly at the centre of these developments, which I find really positive. In the realm of other HMS offerings, I see little that approaches the predictive analytics capabilities of the well known leader for arrears. NPS have the advantage that the Oracle tech stack already comes with advanced data/analytics capability. This is starting to fundamentally alter how housing providers operate in a leaner fashion, targeting resource where necessary, predicting where it’s needed, in a more data-led fashion.

Based on the current take up of Internet Of Things, I think NPS look to have one of the best chances of pushing this forward, for the sector.

Keep an eye on NPS. They look to me as perhaps the next surprise in UK Social Housing. Get them in your procurement, see if you are surprised too! It really is “住宅の明るい思考” or as you or I might say, “Brighter Thinking For Housing”.

I Owe You One

A few months ago I focused in this blog, on how good solutions can help better manage repairs delivery. Spookily enough on Twitter, LinkedIn and other places, discussions on why a good proportion of RSLs, have continued to rage. Worthy of much credit is @KwajoHousing – go check him out!

Getting more repairs right first time leads to higher resident satisfaction and better control of what we spend.

In this post I am looking to tackle the other side of the coin. How efficiently socialhousing providers manage effective getting in of the cash that supports all that great asset management and addressing repair issues. Typically everyone monitors percentage of GAD (Gross Annual Debit) collected, but how can systems contribute or not to that blanket figure?

Traditional logic going back to the 1970’s is that arrears are generally chased using an arrears ladder. This is by size and comparison with period charges, rather than based on aged debt, like in most financial situations. If I had £50 for every time I have explained that to finance leaning non-housing staff, I would have probably retired by now and running a successful pedalo business on the Costa Brava by now.

All housing systems tend to come with an arrears and service charge capability, although strangely, not all social housing landlords tend to implement in their core system. Clearly this is the first place to start, even if over time this doesn’t work perhaps long term for the organisation.

Arrears procedures do evolve in time and one major problem is often chunkiness of systems to get a change done, or your supplier looking to charge an arm or a leg to modify. I have come across a few HMS solutions which look flexible when demonstrated, although in practice anything slightly less vanilla, ends up in some bespoke developed SQL SP’s (Stored Procedures). So clearly, not an easy matter to tweak going ahead. With hindsight, the key to having flexibility here is contractually agree that if your supplier creates this bespoke fix, some maintenance charge is paid and they maintain/modify it going forward.

When designing arrears ladders, be sure to consider how automation can progress early stages, without the need for 100% of ‘recommendations’ to be accepted. Where exceptions are known, set a manual status (allowing extra time for a payment to come in, or a bereavement to be managed sensitively etc), instead.

HMS or other suppliers can come across as very unresponsive. RSL’s can clearly get quite hacked off by this understandably. No wonder that other avenues end up being considered.

What avenue is sitting on everyone’s desktop? Yes your friend and mine, Microsoft Excel. Scary but true. Do your staff export accounts and arrears cases to Excel and try to manage from there? Have some of your spreadsheet space cadets built some models and pivot tables, probably that few others actually understand?

It’s a well known fact that most people with Excel on their desktop, were never trained to any level of competency in it. Probably under 5% of Excel users are properly comfortable with formula’s, macros, VLOOKUP (don’t get me started on that one!), or even Pivot tables. Where staff manage arrears in this kind of manner, its often separated from the core system of record. On more than one occasion I have encountered spreadsheets that have been used for years with erroneous formulas and providing incorrect insights for ages.

Another top gotcha, is putting barriers in the way of residents, trying hard to pay their rent. To be clear, my belief is that most people in Social Housing prioritise paying their rent, as keeping a roof over your head is way up there with feeding your family and keeping them warm. When I was a child living with my parents in Council Housing (as was) on the edge of Manchester, that’s what my family prioritised in the mid-1970’s.

My old man was a skilled engineer, one industry already in decline in the 70’s. I recall when he was between jobs, rent was prioritised (fortnightly Gilbert Strip collector expected). Some months we ate a lot of egg & chips as that was all we could afford. Those principles certainly shape my attitude even today to money.

However, our residents no longer see a fortnightly rent collector. Are we providing lots of easy ways to help residents pay? If we offer Direct Debit, how many days can residents sign up for it to be deducted? Do we offer Allpay, or An Post (in the Republic Of Ireland), so residents can easily pay their rent in outlets located in their community?

More important these days, how do we buy Home Insurance, Car Tax and other bills? Well on-line. How easy can your residents pay online? Can they easily pay a period debit, outstanding balance or a bespoke amount? Also, more importantly how fast can they do that from your resident self-service portal? Have a look at your own self-service if it offers payments and count the number of clicks needed to initiate a payment. Is it really friction free?

What I mean in terms of really ‘friction free’, is how close your resident experience of paying rent, in terms of clicks, compared with Amazon. Today I made a repeat purchase on Amazon and it took me just three clicks, to part with £39.99 with Prime free delivery. If your self-service needs re-entry of much info every time, you are making it harder for residents to pay their rent. Challenge your HMS/self-service provider or payments provider, to cut down the number of clicks required.

On the subject of providing multiple MOPs (Methods Of Payments), always be aware of the underlying costs.

Remember too, that most housing systems have the concept of main and sub-accounts. This again is a very under-used (and misunderstood) facility in my experience. Consider how these features can be used, keeping alternative debts away from main rent (possible court action) and considering separate arrears tracking procedures for each. EG Rechargeable Repairs, Court Costs etc.

Lastly, ‘Predictive Analytics’.  This alternative way to target resources, can point effort at accounts that need to be chased, and skip ones where its very likely that a clearance payment will be made, based on past behaviour. Until quite recently, in the UK its fair to say that Mobysoft had close to a virtual monopoly with Rentsense, although many others these days are looking to ‘steal their lunch’ with similar advertised productised offerings. (see MRI/Orchard and others). 

At some point in the next few months, I must try and put together a more detail blogpost on Predictive Analytics, as the landscape has evolved somewhat in the last eighteen months or so.

Predictive arrears is an interesting intervention. Do be sure when considering these, introduce one change at a time and always look into utilising a ‘Control Group’. I am always surprised when I find a client using ‘Predictive Arrears’ that like it, who can rarely tell me that their arrears team, has actually shrunk.

Rolling in The Deeplake

This week I picked up a share alert covering “Acquisition of Complementary Communications Software”, from AIM (formerly the Alternative Investment Market, a sub-market of the London Stock Exchange), short code “CTP”.

I am glad I did get one in advance, as its usual that their shareholders and no-doubt speculators, call me on my mobile, to ask my opinion. Good to be pre-warned!

This was Castleton PLC acquiring primarily a software provider of SMS text, Housing social media channels and other solutions in the Social Housing space, ‘Deeplake’. It’s likely that you the reader have heard of them, or are in fact using one of their solutions. They mention that they work with 130 social landlords, local authorities and charities on their website. So this will clearly net Castleton some more new customers, who are not already using any of their in-house technology stack.


Is there much left to acquire to add to that product stack?

It will be interesting to see how existing Deeplake customers fair, under their new owners. Also, how quickly Deeplake products can be seamlessly integrated into the Castleton product stack and existing Kypera Housing, Documotive, Impact or other solution users.

Deeplake was very timely in its appearance in the sector and filled a niche quite well around SMS messaging provision. Now, a decade on from 2008, there are of course a variety of SMS providers, TextLocal, Esendex and others. The Deeplake offering going forward, will need to keep being competitive.
