In 2020, hybrid solutions for the Social Housing sector are en-vogue, like almost never before. For some reason, many social landlords are turning away from the traditional Integrated Housing Management Systems and looking to swap out components, modules or considering binning whole elements.

Large organisations, such as Orbit and Clarion are looking to Microsoft Dynamics CRM 365 as the future spine of their systems, rather than the old fashioned and often lagging HMS. I come across many much smaller ones too, dipping in a toe into Dynamics CRM. Some clearly of the smaller ones have scoped projects less well and I have come across a few that have become unstuck, for various reasons, or suffer an ever inflating budget galloping away from them. At least one HMS provider is already borrowing some leopards spots, by calling their offering an ERP, not a HMS. (might fool some ) 

Personally, I don’t regard COTS (Commercial Off The Shelf) solutions or the hybrid route, inherently good or bad. As ever its horses for courses. First know what problem the organisation wants to solve, your expected budget and what’s your appetite for risk. This is no different actually for procuring any software solution(s). That last risk element probably deserves a follow up blog, all on its own to be honest!

Microsoft Dynamics is by no means the only direction to go in to achieve CRM/ERP. SAP and SalesForce are often considered outside the social housing sector. Sanctuary Housing did at one point look like the door that SAP would come through to sell successfully into the sector. Resellers soon discovered that deep pockets were more rare across UK Social Housing, or appetite for expensive ABAP developers, than anyone had assumed at its Baden-Württemberg HQ.

SalesForce is a slightly different ERP/CRM platform animal. Not least because SalesForce has tiered licensing, providing a very economic platform for charities and authorised non-profits. I first blogged about this in 2017, when encountering an application built by Housing Link. In contrast to alternatives, so much comes with the platform, simplifying delivery. A very mature quality, authorised eco-system of third party tools/features are available, delivered under almost an app store format. Almost plug and play, this eliminates a lot of the knotty issues seen where add-ons need to be relied on, within other ERP platforms used as core solutions.

In my earlier blog, I opined that some software supplier could strike gold building an ERP/CRM to properly support Housing. Interestingly too, in the last month I have read a lot of speculation that Google might hoover up Salesforce very soon.

The news that landlord Riverside Group, who manage over 55k homes, is well on its way to completing a bespoke ERP development in Salesforce, might open the door to others, looking for credible alternatives. Riverside did a careful evaluation of platform capabilities and relative costs, before selection. A mix of internal ICT and experienced Salesforce reseller, seems to have worked well for them. A lot of traditional HMS components have been retained as yet, although I would expect more to be taken over by the platform, as time goes on.

Housing does seem to be looking to cloud platforms that offer an additional functional environment. I can’t help thinking that this disadvantages AWS & pure hoster’s, missing these elements. Thomas Kurian of Google buying SalesForce, immediately has an application to help sell more of its cloud-space offering to millions of more users. Lets hope if that comes to fruition, SalesForce.org keeps its charity licensing ethic!

Sweetheart Contract

This week I added a comment on a forum discussion, over on LinkedIn. The thread was essentially about how social housing organisations might compare IT suppliers. IE good, average or bad. It was very interesting and points revolved around the following familiar themes:
  • Software suppliers are perceived as greedy and charge too much (some taking a view they will charge what things are worth to you, rather than cost to develop)
  • Suppliers in the (social housing) sector lag behind ones outside in the 'real world'
  • Lack of standards might be a problem, maybe someone should suggest/commission some (e.g. CORA, HACT - that's two standards )
  • Package vs Bespoke, Package vs big ERP
  • Observation that organisations often leave their supplier, not their solution, (rather than the other way around).
  • Speculation on a mass rebellion by customers (try getting odds on that at Ladbrokes...)
  • Variability of suppliers on taking user groups, help desks and taking real growth & development of solutions seriously
Do any of these sound familiar to you, if you are a supplier OR an end customer of these systems? They are to me, also more stunningly stark when I work with two or more suppliers delivering in a partnership. You know, a lead supplier, who is contracted to be the lead for a mixed delivery of solutions. This can be a popular option, to try to obtain the best mix of integrated solutions, without the traditional ping-pong across help-desks as the contract says everyone is working together.

I have experienced this when I was the other side of the fence 4 years ago as a supplier. I will be honest with you, some partners I worked with were pretty bad. Others I recognised as doing & managing things better than we did, and as in my nature, I was always keen to learn what made them tick, so I could reach the same heights. I never enjoyed being regarded as anything less than supplying a solution that was flexible, nor being thought of as inflexible.

Out there, its perfectly possible to get excellent suppliers for your project and not get the best from them. Great functional requirements are the cornerstone of a good project. Without those, a supplier cannot confirm what could be delivered. Since your contract is based then on those responses, they are the where the buck stops for delivery.

Always have your functional requirements tight before going to tender. I experienced one customer who went to tender way too soon and as a supplier I won the deal. During early implementation the customer wanted to totally change the requirements, adding new ones and substantially changing others. As a responsible supplier, I flagged up that we were delivering on the days and price tendered to the legal contract agreed. It didn't go down well, but quite clearly the contract was there to protect both parties.

IMHO, where many organisations go wrong is that they don't do detailed functional's, then don't include them in the contract, then don't refer and measure delivery against them. Don't get me wrong, but it's like a GRN (Goods received Note). Check your items delivered against the contract functional's and you have a means of confirming you have everything you thought you bought originally. While at it too, make sure your users understand what's to be delivered, as that will set their expectations too.

Systems are complex animals however and decisions made along the way, will expose you to risk, taking ownership or closing doors on some of that specified functionality, during the project. I have known of books / courses to obstruct buyers, customers implementing etc, particularly being used in local government software supply, going back to the 1980's.

Social housing sector IT on the whole, finds it hard to think in a commercial way and act socially. To get the systems everyone thought we bought, we need to be firm and fair, like a commercial organisation would. Being accepting and flexible, is unfortunately seen as a weakness by some suppliers. That is behaviour that comes with our sector.

Rather than checking out the grass over there, what are we doing to get ours like prime Wembley turf? It's your job to keep your suppliers in check, bring them to account at user groups while bringing your peers to support you. Recognise when your supplier is not giving you love like your sweetheart and put your foot down.

Please don't kid yourself that someone putting some standards together will change this landscape, because it clearly isn't. Nor will big ERP or anything sold as off the shelf Microsoft Dynamics CRM be the silver bullet that a groundswell of RSL's should, can, will, move to. Believe me I have looked at them, often with suppliers pitching them into our sector.

 A lot of the areas highlighted on that original forum, bullet pointed above, are in YOUR gift to manage, control and influence. As I have said before, your functional's and contract are your greatest friend. Do your bit, read it, understand it and bring your supplier and users nearer to it.

Interzone

Last week was one when I picked up on a new litmus test for how well customer services was working. I have heard it said that, "tidy desks generally equate to tidy minds", (although that might have just been some neatniks hanging around me). Well I have got to say, in the realm of the customer service centre, I am sold on tidy = good system integration.

So let me explain. This week I saw some CSC staff with post-its on their desks, cabinets, post-its hanging from screens, with messages, stuff to remember, to check, changes to apply, three deep in one case. Files for looking up stuff, sheets with lists etc. A bit like that red wine stain from June's retirement do, after a few days, it's just part of the patina and you just get used to it.

However from an outsider like me, it's a red rag to a bull. It's also a major obstacle to customer service. The Post-its are just one removed from having to commit those things to memory, instead staff need to commit to memory that they need to scan the right Post-its.

Have a walk down to look at your customer service team, lean on the window cill at the back and take a long good look mid-morning, while enjoying a brew.  If your staff have built an interzone of notes, files or other references, and are spending time checking them on each call, it should be ringing bells with you. Equally, I have seen a slightly more savvy version of the post-its held electronically on a HTML page. Now that's only 15% better in my book. At least you can hit Ctrl-F on that one.

I would guess that your staff may spend about 1/6th of their time checking those Post-It's (and fixing things they missed, dealing with queries generated downstream in Repairs/Rents too). For an average medium CSC of 12+ staff, introduction of an intelligent scripting application, such as Omfax would pay for itself in about a year. One member of staff freed up to create/manage scripts and one to add value elsewhere.
