How times have changed in the world of scheduling diaries in Social Housing, for trade repairs and other resident visits.

There was a time when scheduling was the proverbial Marmite, with most housing professionals I worked with, either with the binary choice of ICT/application scheduling as ‘essential’ or ‘not essential as good staff are the key’. In the former case the options were pretty much ‘Optitime’ or nothing really, to automate and aid the efficient scheduling of work to be issued.

Funnily enough, I find you can pretty much ‘carbon date’ repairs people talking about scheduling in the Socialhousing sector, by if they call that product Xmbrace, Optitime, DRS (Dynamic Resource Scheduling), Kirona or OneAdvanced. Also, those guys memories, war stories and battle scars of a migration from version 4 to version 5 of that on-premise delivered product.

However, getting on to nearly two decades of diary scheduling in housing, we are in a very different landscape, one being more dominated by Cloud computing, higher expectations of APIs/integration and native browser delivered solutions as default.

We now have a wide variety and in some ways bewildering array of options open to us, particularly if we are interested in scheduling multiple teams, not just contractor repairs, maybe compliance, arrears and asset management & surveys.

If course a lot of software providers had a go at writing a scheduler (why how hard can it be?), crashing and burning or only having a single user etc. ProScheduler or was it PromasterScheduler is one that springs to mind, that I came across. I think I was always being told that someone new was always ready to sign up to it. Something that does not make sense in practice and clearly would have brought with it risks of little new investment or ideas going into it.

In the move (or rush for some software suppliers) to redevelop/modernise the integrated HMS for the Cloud, many are adding their own integral ‘scheduler’. These can have varying degrees of being ‘dynamic’, at times a difficult noun to define. At the bare minimum these can be ‘drag & drop’ diaries that feed mobile appointments, right up to some aspect of being able to reshuffle tasks (jobs, visits etc if you like). Many contractor solutions these days include their own scheduler option, sometimes after many years of integrating to the old DRS default. Examples include Totalmobile TM with their Optimise option. I think it would be prudent for suppliers to consider retaining the opportunity for clients, to go for the in-house as well as any preferred available external option.

In some recent procurements, I have worked with clients already with seats on schedulers, such as DRS and preferring to move to a new solution taking those forward. After all, they were currently just paying annual maintenance for those diary seats and this can be more economic/convenient than swapping out.

Contractor solutions used primarily outside housing, also often come with their own scheduling facilities. One example is BigChange, that provides bulk-scheduling options as well as the expected mobile integrations.

‘Plug-In’ scheduler options have been available for some time, such as Click (now part of Salesforce Field Service) and the new written for Cloud ‘More IQ’ solution. The latter is backed and designed by a number of original DRS development staff, including Gael Sianson a chap very recognisable from Optitime events. I remember an interesting evening exploring a hotel Calvados menu with him and his colleagues, many years back before the full move to Kirona.

I notice too that FLS (Fast Lean Smart) appears to be gaining some traction in Social Housing recently too. Good modern API’s are essential for these standalone options, particularly where an integration into Cloud/Browser applications or D365 (Microsoft Dynamics 365) are being considered.

The list above is not intended to be absolutely comprehensive, so apologies if I have inadvertently missed any products.

So, what should be considered when looking at the available options?

  • Carefully consider (3 or 5 year) cost of ownership , including integrations, per seat and annual maintenance pricing. What are the costs of adding additional diary seats. Are these cheaper, the more you add?
  • If an existing solution is already in use, is it economic to swap out? How well does that existing solution function, supporting the Customer Journey?
  • Speed – For your mix of diaries (repairs, arrears, estate management etc), how fast can appointments be assigned? Will customer service agents have a resident on waiting for 3 seconds or 30? Is it this fast with ten diaries when demonstrated, or the 350 diaries in your actual real world staff team? 
  • Will your scheduler work with self-service quickly and and any repairs diagnostic tool in place?
  • How many matching metrics are needed? Areas, towns, locations, sub-locations, trade primary/secondary skills, ability/experience, multi-trade, paired visits etc?
  • Are you looking for an on-premise or more future-proof native in the Cloud solution?
  • Is there a preference to reduce software suppliers to a consolidated (trusted) solution or a mix of best of breed, with multiple suppliers and application sources/technologies?
  • Is your scheduler choice already integrated (& proven) to your application software, or is a new interface needed? A rich set of available and well documented APIs can speed up the latter.
  • Technology - If the scheduler is cloud based, can it support 1,000 diaries as easily as a 100 and scale up/down quickly if required?
  • How much dynamic scheduling is really needed?
  • How well would aspects such as road conditions and other minute by minute optimisations be taken into account?
  • How easy should bulk automatic moving of diary appointments be possible. E.G. from three staff members that have just phoned in sick, having gone down with the Covid19 ?
  • Also, will features such as 'doorstep' follow-on/up appointments be capable by trade operatives/other staff? IE staff on the scheme as well as office based agents can also flexibly re-appoint. Cloud based scheduling might be a certain advantage there.

At some point it would be interesting to put a blogpost together on some real-world scheduler experiences, or in fact examine one of the newer offerings in more detail if that were practical. Stay tuned if we can do that a bit later in the year.

New Beginning

It was great last week to be invited to present, by what used to be the DWF (the Direct Works Forum) group, which is being re-organised and getting a makeover, a new beginning as ‘Direct Works’.

It will still have a discussion forum, but should be a better organisation to represent Housing Associations, Local Authorities and RSLs employing their own trades staff to undertake repairs and maintenance.

A big thank you to Mike Wilson and Russell Thompson for inviting me. Judging by the volume of recent projects, it’s a good time more than ever, for internal workforces and DLO’s, to share best practice. So I wish them well.

My session was my take on ‘Why we buy some of the best IT and then implement and use it badly” and we had good attendance, many people I am sure have experienced, first hand, a lot of the areas I covered. As anyone who reads this blog knows, I am not keen that everyone has to suffer and learn from their own mistakes, why not get a leg up from others? So where with systems do you start?

Well, know your market to start with. Too many organisations rush in and buy the first silver bullet they see. OJEU has always provided pre-market analysis as an option, its strange so few take advantage of it. Risks are rarely taken into account too. Who might have thought that software was risky? Sales people never mention risks, do they?

What about alternatives to external software packages? Who hasn’t had their social housing ICT team, offer to ‘write a system for you’? Often I wager, followed by, ‘How hard can it be’? This approach contains risks too, particularly as its more likely your IT team are more skilled at support than writing quality software. When I was a supplier I had a few customer IT teams suggest they had useful things they had written, which might be profitable (for us both) when sold to a wider customer audience. Only one idea ever made the cut and only then after a total re-write to bring error trapping etc, up to scratch. A common problem, quality control.

When we go to seriously buy, do we understand the problems we are looking to solve? A business case generally flushes this out with benefits. I have seen many business cases done afterwards to tick the box. OJEU does try to protect us from ourselves and we should embrace formal process that does that.

After the excitement of the procurement, how well do we resource projects. Regular readers know I always prefer the A-Team, although occasionally it’s the C, D or reserve teams, we can get stuck with. Never try to involve staff who have to juggle their day jobs too.

In DLO’s and internal workforces, often introducing software creates cultural changes for staff too. This is often neglected and the reason why dynamic scheduling is most often far less than dynamic and users are not guided into new roles and behaviours. As with many issues, some are embedded in the phrase, “well we have always done it that way”.

Brighton Rock

Oh to be beside the seaside!

I did just that last week, with a trip to Brighton, along to the Kirona DRS conference. It’s been a few decades since I was last down there, but it does seem to have reached ‘peak beard’, just based on the clientele at the ‘Brighton Beer Dispensary’, where I met up with an old housing chum from down the road in Worthing, for a few scoops. 

Anyone who has worked with me, knows I am a bid advocate for getting involved in user groups, taking the opportunity to participate, shape products and get closer to those back-room folks who write the software applications, that solve our problems, but occasionally make us tear our hair out too!

In a very enjoyable couple of days, when I learned a lot, David Todd again seemed to bring the sunshine with him and kept all attendees engaged and interested throughout.

The DRS scheduler, some still refer to as Optitime, is found with a vast mix of applications, different contractor as well as mobile systems. So this conference is a very diverse and interesting one, always with interesting people to meet, running all sorts of applications in Social Housing. I came away having learned as much about upgrades to other housing systems and which suppliers seem to be the most irritating at present, as well as of course, where the Kirona roadmap will take us.

A big aspect of the sessions this time, besides some free Kirona rock (nice touch!), was self-service and an awareness of digital strategies for socialhousing. As you would expect, self-service appointments were a key topic that came up. It’s been a while coming, while supermarkets have been setting expectations for us. A two hour appointment with Asda or the chance of a one hour one with Sainsbury’s. In relation to that, an all day appointment, which is great for the DLO, but not so good for the modern resident juggling two jobs and childcare.

I have seen no end of charts telling me a face to face costs £10, a call centre interaction £5.50 and a web self-serve just pence. That only holds true if we are managing hundreds of those web self-serve transactions every day. Otherwise that will cost you nearer £2.50 a go. Maybe rewarding our residents who ‘do it online’ might help with persuading them it’s a better idea than hanging on the telephone for 5 – 10 minutes. If we provided carrots like better appointment slots online, we would not need to consider sticks, such as extended waiting times, to beat our customers with.

We shouldn’t be beating our customers up, we should be offering them a number of ways to interact with us, that suit them. If we get it right, we won’t need to have a special digital strategy, just thinking ‘Digital First’ will become our natural instinct.

Door Step It Up

Over the past months, I have done a fair bit of work in Walsall with whg. Aside from enjoying a few rocking Indian style mixed grills at Champy's, liquid lunches with Backyard Brewhouse ales at John's excellent Fountain Inn, we have been working on the future of mobile delivery.

The project involved a lot of assets mobile mobilisation, integration with Accuserv, and DRS scheduling, modernising those elements, creating a solid foundation for the future. it took some time, but we were using some great tools. I am of the view that as mobile and scheduling, needs serious resource behind it to work well for clients. The days of two men & a dog knocking out a bit of mobile is way behind us I am afraid.

From the very start, one of the aims of the project, was provision of doorstep appointments. When an organisation is lucky enough to have its own DLO resource, it's saving 20% VAT as well as having control of most of its appointments. Of course if an RSL can force use of a shared scheduler, from one or more partnering contractors, improved appointing is possible. Building on solid appointment systems, a number of RSL's are managing to offer slots when on-line self-service is the means of logging repairs. Indeed, offering better slots than just 'morning' or 'afternoon', can be a valuable (yet painless)  driver to attracting customers to channel shift online. Halton Housing Trust are managing to do it via its tenant app. Helena Partnerships offer appointments through its self-service.

Walsall Housing Group have invested heavily in call scripting via Omfax, and this enforces consistency for customers. When DLO staff generate follow on jobs, currently scripts cannot be invoked, unless a call is made back to a repair planner. The concept of 'Door Step Appointments' is that the operative need not make that call, follow-on's occur as consistently, as the initial job was logged. Also importantly, an appointment can be offered to the customer, there and then, selected and confirmed. A confirmation SMS text arriving a minute or two later.

Most of the Doorstep appeal is being completed with 1stTouch Mobile, and uses the same proven ingredients as the 360 dashboard and customer app. In whg's case Omfax scripting adds that 'icing on the cake' element. There are significant savings to be made, in this approach and much convenience for tenants as appointments are agreed when present. So the risk of no shows, waste interactions checking what was arranged etc, is vastly reduced. It's also fast and efficient.       

I can see many social housing organisations going down this route in the future. It's been great to work with some of the pioneers 8-)

Automatic Lover

I was reading an article on LinkedIn a few weeks ago, about why in cars where we can drive ones with an automatic gearbox, most of us in the UK and wider Europe choose a manual 'stick shift'.

It was quite interesting as I have always driven a manual, probably thinking too that a 'special' licence for 'Automatics' devalues it somewhat. Stereotypically I imagine the whole of the USA driving automatic automobiles and it being very difficult there to even buy or hire a 'stick-shift'.

I won't be so rude here to share my 'American Tourist Stick-Shift' joke, but ask me when you see me next out and about, and I might! I don't want to offend any of my many North American readers.

So, with the convenience and better fuel economy these days of automatics, why on earth do we not all switch over to them? Well, its probably the same answer to the question, "If we have proper dynamic scheduling for repairs, why do we lock so many jobs down manually?". Well, probably because people like their control don't they?

It's a bit hard-wired into us. I know some people who have their CD's, LP's, books (fiction and non-fiction separated naturally...) and tinned food, sorted into alphabetical order on shelves and cupboards. We like our control and carry on our habits, when in the car or out of it. We find it hard to let go.

I am not doing an ad for any particular dynamic scheduling solution, but I know many RSL DLOS and independent contractors with them. This problem of not letting the algorithm do its stuff is extremely common. Locking down jobs by timeslot AND resource is often the main issue with users of Dynamic Scheduling. It inherently disables the whole dynamic, automated element of these applications. Much like automatic gearboxes could perhaps give us slightly better fuel economy, albeit at a more boring and sedate speed.

Maybe we should be trusting some of our systems more, as under the bonnet they will have been programmed to do the best job, won't they? Dynamic scheduling is often cited to me as one application where directors ask me, "Why have we got more planners now than we started with"? Well, perhaps because we are still working a bit like it's got a 'stick-shift'. Let operatives finish their jobs, don't lock to resources and let the application do its magic. Planners should then just deal with the exceptions. You know what, we will perhaps need less planners then.

Management have a role to play here too. If managers don't check how many appointments are locked each month and why, it is hard to change the service and how it is delivered. While follow-on jobs with the same operative means they take responsibility for the whole job, hopefully technology should enable any operative to do that second part. It's a change of culture, but one that can be only enforced by managers, as well as technology.

Sledgehammer

Taking your social housing repairs service back in house. Now is that taking a sledgehammer to crack a nut?

In the last few weeks, there have been a succession of larger RSLs and social housing groups, making decisions to bring responsive repairs back in house, or expand their existing handyperson teams. These include Midland Heart, Muir HA have bought one, Affinity Sutton leave Osborne after contract ends.

It's difficult to know if these are all driven by an agenda to drive up quality or drive down average cost per property. Both of these can be controlled very well internally, although overheads of controlling your own workforce, need to be factored in. We all know that a saving of 20% VAT is up for grabs, but what cost the other prerequisites to control the operation?

It would be great to be able to look externally to see how the private repairs sector uses technology to manage its operations and control costs. In my experience, unfortunately, much of the private sector, some big names too, still rely on spreadsheets, Access databases and T-Cards (anyone remember those) to control work carried out. There are some really big examples I could name, but wont in order to contain the embarrassment. It is a fact that DLO's inside social housing tend to have better application software than outside.

I've worked with many DLO's and the core application needed is a flexible Contractor module, with good stock functionality, and good interfaces to client housing systems and mobile. A flexible mobile system that is reliable, proven with existing user operative volumes in the same range as required is essential. Proven in or out of coverage, mobile pushes administration to its source and enables electrical, gas safety and other certificates to be generated there too. The holy trinity, to go all Catholic on us, is formed by the addition of dynamic scheduling.

A move to an expansion of an internal workforce needs to take into account the costs of the above applications, plus additional back office administration required. Satisfaction can be improved and costs reduced by the use of good processes, SMS and emails to keep repair customers informed. Good integration into a customer self service portal also makes an impact, if sufficient numbers are provided a comfortable and efficient environment, to channel shift.

Great KPIs are the essential tool to manage operative productivity, costs and compliance with priorities and SLA's. This is one area often missed by RSL's procuring new systems, also one where decent off the shelf reports are often thin on the ground. Ad-Hoc reporting is also essential, and must be easily available. Knowing which vans are incorrectly stocked, who takes longest on average on breaks, why do certain operatives visit the stores more often, where did we fit that type of boiler, now found to have a vulnerability?         

While new DLO's probably don't need sledgehammers to crack nuts, sometimes they will need good advice to pick the right tools for the job.

That Bristol Sound

They say strangers are just friends you haven't met yet, don't they?

What a great couple of days I enjoyed with a few hundred other Kirona DRS users down in Bristol, last week. Good to meet up with some old friends, put a face to many and make some new ones from a few of the strangers there.

I have always encouraged users to get to their suppliers user groups. Not just to hold them to account, although that's important, the venues are often quite good too. I must congratulate David Todd again for setting up a great evening in Bristol for attendees on the SS Great Britain. He always sneaks some history in there if he can too, which always gets my vote. A difficult one to beat next time.

I was there with a great group of folks from Walsall Housing Group, where we are currently putting in enhanced integration to DRS, new Contractor system from Accuserv and mobile to tie it all together from 1stTouch. Interesting to note that other sites I spoke to all had similar issues. Integration always cropping up top of the list. Spookily enough one of our rocks in the road.

An interesting proposal was to use a solution like biztalk as a dedicated umbrella layer. Some sites had gone that way and ended up with a more modular, easily maintainable solution. It does give a more plug-in, plug-out experience and it certainly does work well once the issues are ironed out.

On the integration front too, a few people I met last conference at Chester, still appeared to have not moved on from where they were six months ago. That is a shame, but maybe we are too busy trying to keep the jobs flowing to tackle the bigger picture. In my experience, sometimes that takes someone from outside the organisation to shine a light on you, your processes, your supplier and interfaces. If you take time out to look into those areas, the jobs will flow better, with less of the grief.

Anyway, a big shout out to everyone who came and had a chat about this blog, said hello or introduced themselves to me. I learnt a lot, (some about malt whisky Dave, I will be getting my community library in touch with you soon mate), thanks Kirona, everyone and Bristol.
