Falling From The Sky

As a regular Private Eye reader, the recent revelation that in the UK we have a hundred or more schools blighted by failing RAAC (Reinforced autoclaved aerated concrete). It’s a lightweight material that was used mostly in flat roofing, but also in floors and walls, between the 1950s and 1990s. It is a cheaper alternative to standard concrete, is quicker to produce and easier to install. In hindsight it was a time when so many new and replacement buildings were required after a crippling world war and full implications and life cycle of this newish material.

While the Romans apparently had concrete in their buildings, they didn’t have RACC, as far as archaeologists seem to agree. Romans also didn’t seem to require substantial ‘planned maintenance’, as evidence such as Hadrian’s Wall and the Rome Colosseum attests.

Planned maintenance is often neglected and in my 25+ years in Social Housing continues to reinforce the view that we often do it badly in the sector. In theory (and practice) if we get planned/capital spend targeted right, much can be saved in reactive repairs. While we have many software solutions to help with that, we still love our spreadsheets and manual solutions don’t we?

Many a time I have seen half a dozen staff in a room earnestly lamenting a £80 estimated SOR responsive repair being varied to £350 and examining it in detail, while four blokes next door manage a £4.3m capital budget on spreadsheets no-one can understand. Honestly, we need to understand why the latter is the most vulnerable budget for fraud, not the former.

So, what do the main solutions out there provide, from bigger all encompassing integrated solutions, to more third party interfaced, brand new innovations or standalone options?

All provide the options of defining our required component structure, with options of applying lifecycles, costs, replacement options and other criteria as needed. One size definitely does not fit all, as all RSLs & RPs have special requirements, in addition to 85% of everything that is usually ‘vanilla’ in the sector. This could be as quirky as having some properties with thatched roofs (such as in Gloucestershire or the south west), or communal heating for example.

Once a component structure has been defined, this needs to drive and inform condition surveys, to collect accurate information on what’s present, remaining life, condition and other specific valuable insights. Beware survey companies that resist or refuse to structure their survey offerings to what you need. Surveys are expensive and to extract maximum value fit Social Housing needs closely and be provided in a format easy to bring into the target system or module.

Failure to get this stage right can be extremely time consuming later, costly and frustrating. I have been involved at the start of many clients engaging survey companies and this has been a valuable exercise for client team and surveyors. Most surveyors can be flexible, although keeping to a ‘vanilla’ format saves them money and time, so the argument can be that they have used this for council or HA x, so it should be ok for you. Probably verify with council or HA x what their actual experience was like. In one example I saw of a ‘vanilla’ survey, it could tell us how many hanging baskets the properties had, but not condition or existence of Kitchen, Bathroom or wiring.

If you are paying for it, ensure you are getting good value and exactly what is useful to you. Many stock condition surveys come in spreadsheets, one row per asset (property or block etc), often with hundreds of columns. Remember, Excel or Google spreadsheets are not databases, don’t get confused they are!

Once the data is in your system/module database (a proper one OBVs, not a spreadsheet), we have the means to start to drive practical planned maintenance budgets and programmes. Clearly after initial Life Cycle Costings are produced, other work might be necessary or carried out to determine fit to available budgets and drive practical and effective programmes.

In the case of suspected or actual RAAC, it appears to be not thought to be common in 1960s-80’s social housing, although possibly condition surveys should incorporate checks in specific build archetypes. If it is suspected in your stock, a component or attribute can easily be added, to allow convenient reporting, monitoring and addressing of issues.  

Spookily enough 17 or so years back I was involved in implementing an assets, planned maintenance and survey solution across the Isle Of Man education authority. Efficient and complete planned maintenance is crucial for safe buildings and keeping residents, children and others safe. We ignore it at our peril, prevention will save lives and be less costly than a later cure.

Nowhere Fast

Where should infrastructure priorities be these days?


Most people I know are working from home these last eight months or so, due to Covid19 and the figure is over 25% I read, across the UK. Much accidental digital-shift has occurred, due to workplaces having to become quickly ‘fleet of foot’ and are unlikely to revert back exactly to the old ways, even if the various vaccines kick in soon. Home used for workplace, good or bad, will be here in some form now, I would bet, for the rest of many working lives.

Having a reasonable speed of access to the internet, supporting Teams, Zoom, Blue Jeans (WTAF? Other conference call platforms are available). is now as essential as water on tap and 240 volts in our 3 pin sockets. OpenReach have been generously funded and tasked over the years with providing the backbone to give the UK such a thing, for many years. So imagine my surprise to spot hidden in last weeks Budget statement, mention of further watering down the promise of GigaBit Broadband for all by 2025, and a drastic scaling down of central funding. Instead of £5b, there is just £1.5b (less than a third), for something as essential as this.

Contrast this with HS2 spend of over £100b to get Joe Public, from London to Birmingham 20 minutes faster, in a likely future world where passenger numbers are more likely to fall, due to the digital shift. Would it not be worth spending the far lower £5b now to allow workers in rural Wales, Scotland, England & NI, to download large presentations 20 minutes faster, than the barely better than dial-up, many suffer right now?

I am lucky to be in a street where we have ‘Fibre To The Cab’. Generally I can see 22mbs download & 18mbs upload speeds available to me. Not blindingly fast, but pretty good for my and my families needs, unless the little fella on the xbox & ‘Er Indoors ragging the Netflix, like below๐Ÿ˜‰.

Rainy Saturday Broadband Speed


I work with a variety of people in rural Wales, Scotland and Ireland. Many I know maybe live no more than 10 miles from a major conurbation, but are unable to use video on calls or suffer frequent disconnection issues. Without addressing this absence of infrastructure, how on earth will we support working digitally and the digital economy?

These two phrases, plus ‘Digital Strategy’ are actually starting to grate on me.

Everyone needs to accept that its (just) ‘work’, not ‘working digitally’
It’s not the ‘Digital Economy’, it’s (just) the ‘economy’
Organisations should not have a special ‘Digital Strategy’, its just digital elements in the bog standard ‘Strategy’.

Bricks and mortar, whether its offices, retail, hospitality etc, are not going anywhere anytime soon, but their role is changing, as we all realise the opportunities of better connectivity. Delaying or neglecting the priority of faster, more universal connectivity, however its delivered at a fair price, keeps the handbrake on our future growth and prosperity. If  any talk of ‘leveling’ up is serious, start with broadband speed and improved connectivity for all.

Journey Man

From cradle to grave (or womb to tomb as some say) is one of those journeys we all travel on. its uncharted for the individual and in that case no one gets out alive. For most implementations, all participants get out alive, although maybe with a few more grey hairs!

For many, a major procurement & implementation will be the only one they will ever be involved in.  This could be a whole new Housing Management System or a crucial component, such as enterprise wide mobile working.  As PRINCE2 rightly tells us, projects are different and require very different skills to the BAU (or Business As usual). Procurement and the whole process is anything but BAU and as I always tell my clients, is a journey.

To get to your destination in one piece, it's essential to have enough detail to be in the right place at the right time, and land with everything you set out with. Journeys often work better, if your party is the same size at the start as when you get to the end.

To that aim I always like to see some people in a project if possible, running through it right from initial inception.

By that I mean the people involved in helping to build the PQQ or ITT, for me I would like to see helping build demo scenarios and scoring bidders. I have encountered some clients who think that the hard work is over once a preferred bidder is selected and the contract done & dusted. Well, many regular readers I know, will understand the reality, that its actually then, that the hard work starts.

Suppliers rarely take control and do it all  making it happen, unless you pay a hefty sum for it be that way. Then you still need to on top of them, to ensure you receive what is needed, hopefully that is what was contracted. I won't go into that last point here, it's probably worth its own dedicated blogpost. Needless to say, suppliers can be suppliers, whether they are building you a granny flat or a new system to revolutionise your organisation.

Getting back to the journey however,  having some of those original individuals involved in the procurement for the wider project, is invaluable. They understand why the procurement took place and the interactions with the final suppliers. On this last point, sometimes in greater depth than the handover staff. Many organisations I have worked with, end up with these seconded business people involved with the support of the new products implemented. Often within the IT team. I know some really good lettings and repairs staff who are now Housing Management System experts or trainers on their adopted systems. Change is a constant in all implementations, sometimes it enriches staff as well as revolutionises process and systems.

The Best of Both Worlds (Clearview or Qlikview)?

You might well ask, "What's the difference?". Reporting presentation or tracking as well?

I have recently been working with a number of organisations, around the subject of housing KPIs. Readers of this blog will know I am a fan of Qlikview (http://tonysmiththathousingitguy.blogspot.co.uk/2012/12/rear-qlikview-mirror.html ) as well as Clearview. If budget allows it would be great to have both. However, budgets may not really run to that.

So what is the difference?

Well Qlikview is a fabulous in memory reporting presentation and drill-down tool, super in its own way. Often sold with five days 'proving' reports, it's an easy sale. Where Clearview cleans up in my opinion is in its KPI tracking capabilities. If you already utilise desktop task-tray workflow, your organisation will, I predict, really take to this tool.

My friends and users in a large repairs team speak in favourable terms of Clearview in its ability to track stats, actions, follow-ups and its transparent views of where the organisation hierarchy is with its improvements. No point having a team labelled 'P&Q', 'Performance and quality', 'Business Improvement' etc, if there's no clear evidence of who or what is being attempted, to be improved.

Even with my simple outlook, it took me about 10 minutes to figure out the Clearview world of monitoring actions, against last month, quarter or years' selected trends. So transparent that your board will take to it like ducks to water.  Attachments, notes and other info can be recorded, so KPI actions are not lost in the ether.

Talking to the chief exec, she liked it too, whether she was looking at Arrears as % of GAD, void days & rent loss, repair no access or percentage of rechargeable repairs completed that could not be recharged. At that organisation, true ODBC is also being started to link KPI dashboards directly with HMS & other system data, enforcing one true version of the truth. Clearview is indeed one application which can provide added control over your stats and unravelled ability to track actions and progress.  

Mark my words, ability to monitor, act on data/information and show what is being initiated to carry out improvements will increasingly be high on the management agenda. Don't get left behind!

Smells Like Team Spirit

We are always talking about teams and partnerships aren't we, but these can be  some of the hardest things in business to get right, particularly in business change and application software projects, even where a recognised methodology like PRINCE2 is being used

Why so hard then, to manage business change projects well?

Its probably a problem that IDS should be considering too, after many £m's wasted on the failed Universal Credit System. Sometimes people in projects use too much faith and not enough practical application, in managing the project, suppliers or the scope. Still, its not all bad news, England have lost their 2nd World Cup game but IDS has told BBC news, he believed England's campaign to win the world cup, is in budget,fit for purpose & on time.

Often one of the biggest problems is that sometimes people great at their day jobs, the so called Business As Usual, are deemed obviously great for new projects, such as implementations. Sometimes this works, but essentially different skills are required. Your IT bods are not the answer either.

Most projects implementing systems, EDM, repairs, mobile etc, are not IT projects, they are business change projects.

Experience of other projects is a great advantage, or getting help from an experienced external resource to add that vital ingredient. That can be the best way of jumping that hurdle sometimes.

Often everyone knows who should be on that project team to make it a success. Often those people however are two valuable to the business to release. Hence, some alternative, less able or valuable staff are found instead. Just to make it a bit more challenging, no backfilling of those staff roles is undertaken and they have to fit both in, the new implementation project and the day job.


I have seen just that on a number of occasions, when representing the role of supplier, and even flagged it up for them. Even though warnings were clearly explained all those projects did not go as well as they could. It was hard to get answers to questions, configuration right and testing sign offs that could be believed. On one occasion, due to the project being behind and more risk than I felt acceptable, I refused to go live on the target date.

Responsible suppliers should be able to have that conversation with you. Suppliers know that problems can be way worse for all if your project goes live and everyone has to mop it up later.
