As regular readers know, I am a big fan of letting staff escape the confines of their office environments, particularly in the social housing autumn 'Conference Season'.

There is a lot to be said for seeing some new solutions, networking with others in the sector and hearing about innovation. Goodness knows, we are in times when we need to increasingly drive our organisations with it, delivered imaginatively and faster than ever before.

The re-booted  National Housing Federation IT in Housing Conference and Exhibition, over two days, comes to Manchester Central, early December. Relocating it to the UK's second city, follows in the footsteps of the CIH and many other supplier conferences. Excellent transport links, sensible hotel prices, super places to eat & drink, and friendly locals (naturally) are drawing more people to conferences in Manchester than ever before. Compared with Olympia where I attended nearly a decades' worth of events, I think it's a good move.

So, apart from the delights of the North, what should draw you to this flagship event?

I enjoyed the new format of the last one and based on wider feedback, 94% of attendees from the last event, said based on the new format they would attend again. 90% of attendees were at Head, Director or Manager level. 95% surveyed were happy with the February conference content.  Personally I think holding the conference prior to Christmas, also means there is a chance for attendees to get new innovations comfortably into next year's budgets too.

Suppliers and a big exhibition area is provided, although conference sessions seem on the whole to be dedicated to RSL's talking about what they have achieved, which I think is great. Well, we all know everything is perfect in demo-land, I do prefer to hear experiences first hand from users. We learn much more then, allowing us to better understand what works and how to get the best from it.

Key discussions across the two days that caught my eye include, 'Data Protection & Security', 'Making real-time online services intuitive and easy to use', 'How technology must change the housing association business model' and In IT procurement, 'the questions you should be asking, but aren't' .

Now I always take notice when I see an innovation that combines several of my favourite things. In this case Artificial Intelligence and Beer, at ‘open brewery’ UBrew in Bermondsey, London.

I read with interest details of four 'AI-brewed beers', the recipe for which changes based on customer feedback interpreted by an algorithm. Backing it up is a Facebook 'bot', collecting data and presenting it to be interpreted by human craft beer brewers. They are £4.50 a bottle, I have yet to see one in supermarkets & outlets near me.

Codes on the bottles allow the drinkers to connect with the bot, which collects customer preferences and flavour choices. Reinforcement learning is apparently a feature, which allows the bot to change future behaviour and questions asked. Product can then be moulded to customers who like hoppier beers or stouts, for example. So w would expect the beers to change over time.

“In this case we’re using AI to give our brewer superhuman skills, enabling them to test and receive feedback on our beer more quickly than ever before. This means we can respond to consumers’ changing tastes faster than traditional brewers.”, says the quote from IntelligentX co-founder Hew Leith.

Collecting feedback by bot is an interesting approach and surely could be used in other areas, such as satisfaction feedback, after repairs, new tenants moving in and how complaints and ASB is being dealt with and resolved.

How much effort would it be to SMS text a tenant a link after such an interaction, in order to do a similar thing for shaping service, delivered by human housing practioners? I hope the Bromford Lab and Halton Housing Trust are taking note. This could be a nice niche way to engage tenants in a new fashion, for an area where it can be very difficult to collect feedback.

We are hearing much lately about mergers and to a lesser extent demergers. a subject for a future blogpost I am sure. However, how to integrate data into your existing HMS (Housing Management system), is something every merger needs to seriously consider.

Group structures vary. Will elemental RSL's be an integral part of the group, or be very autonomous within it?

Most HMS allow setting up of partner RSL's as a totally separate database, or as a different Owning Body, landlord or owner coding, within a single database. How to decide, which path is best for you?

Well, separate databases generally need separate logins, so that might prevent use of a shared call or service centre. Do you think that might be a future feature? If it is then a shared database might be the way forward.

It helps if your HMS supports limiting users to different Owning Body, Landlord, Company, Area, Housing Officer, etc restricted by user access security. It might be as well to check that out. Also if one of those codings are currently being used for something else, in your current Housing Management System. This would allow users to only see/maintain the properties within their assigned part of the group. Where allowed, it can generally be relaxed, if staff are covering for others on leave etc.

However,  often it can be felt easier at day-one to segregate into two databases, although that might not be best long term. Its far easier to break systems out of one database, than merge from two. In fact I can recall one decision to split two systems, decided by an RSL, to cement a decision that the HMS in question, could not do multi organisation . Quite wrong as it turned out, but it all turned out right in the end.

Still, getting back to the original question, do we look to migrate into or out of the current group database? Well some of the questions  to ask are about the groups that may be formed. Will a common service centre, deal with enquiries from all of the group? If so, then a common database is going to be essential. A split database would be problematic to a service centre to deal with to two different demographics. Two logins, or Alt-Tab between each.

Generating KPI's is somewhat easier from a single database, reports can easily be run for the whole group (all units), or filtered on a single Owning Body or Landlord designation. Chances are, within a group, shared or similar SLA's may be agreed, so performance across group members can be compared.

KPI's from two separate databases would mean all codes would have to be identically set up and maintained, in order to allow easy KPI comparisons. Of course, two databases would need two upgrades on every release and discipline to keep codings/features in line at that point too.

I have seen group structures offer a very flexible relationship and a in comparison, quite a strict relationship with partners. I do not opinionate  on what is good or bad, partners need to determine if that meets their own cultures. That decision as to if we are looking at two(or more) databases is central to any merger and one to be taken at the very start.

This is a key decision and will determine relationship for many years ahead.

With the gradual move to Universal Credit, we are keen in the sector for all types of payments. Cash is king in some places once again. I was talking to a contact in a handy location near a supermarket and a community library. Cash payments have multiplied for them, providing tenants manage to give the bookies a body swerve, between the supermarket cash machine and their cash office.

A lot of RSLs and Housing Groups I work with, are also dabbling with card payments out in the field, using iZettles and the like, as well as Paypal. I have heard rumours that the 'Rent Collector' might be coming back. I better dust off my 'Gilbert Strip' notes...

However, how much does this all cost?

I was in a demo of a finance system last week and that precise question was asked. Exactly what does all our payment methods cost, which are good value and ones of less value? Are we factoring in the costs of card machines and online portals correctly into our management of income collection?

If we use Paypoint or Allpay, we probably know that x pence per transaction will be our cost, as with Direct Debits. In terms of internet self-service portals, are we attributing the technology costs correctly to those payments? It might cost £40k to set up our online portal, maybe 1/5th of that could be attributed to getting online payments. If we receive 1000 online payments in year one, possibly each may have cost us £8 each.  If we managed to increase that by a factor of 5, over 5 years, we will have reduced our costs to more like 32p per payment, with each extra one becoming cheaper. On that calculation, also factor in your annual maintenance for your self-service.

So, as illustrated above, costs change over time. They may even be dependent on staff FTE and head count. To calculate costs accurately, not getting too anal about the metrics, we do need to take into account how much time these staff spend on each transaction, like we know the cost of a CRM call.

Until we have visibility of those costs, we will find difficulty in directing efficiencies around our payments and help nudge our customers to better, cheaper and more convenient ways to pay. It's better to know, how well do you understand yours?

It's not often that implementation of a new housing system is cited in reasons for not doing a mega-merger, but that's what I noticed in the following article about Sanctuary and Housing 21



The article mentioned the following snippet:

I have heard the phrase "No one ever got fired for choosing SAP", very few people hang around long enough traditionally to see it go live. Clearly there is some way to go for the Real Estate Management module, to unseat Northgate PS Housing, at Sanctuary. With what might have already been spent on it, plus future spend clearly Housing21 must have considered better uses for that investment. I.E. Lots more supported housing. I have procured many systems for large groups, for way less than a couple of £m.

I see many of my LinkedIn contacts have moved on quite a lot with their SAP skills, over the past three years, from Social Housing clearly into areas that pay much better, since the original award . A skilled ICT team with SAP ABAP and other skills, is an expensive one, and difficult to keep, feed and water. Skilled SAP people who can endure 45 degree heat in the middle east, can earn up to £2,500 per day tax free. The alternative being a potentially expensive contract to completely support the implementation, from a large expert provider. 

Many public sector & government contracts have turned into proverbial poker games in the past. It feels easier chucking more money into the pot, rather than doing maybe the more sensible thing, of walking away from the table before the losses are too apparent.

Back getting on for 4 years ago, I chaired a session at a conference on the subject, "Is the traditional Housing Management System dead?". We explored the staleness and difficulty in implementing traditional systems and the hope that SAP and Dynamics CRM seemed to offer, to two of their users.At the time, SAP was touted as being big in the Netherlands social housing systems arena, after deregulation there. Vestia one of the biggest providers in Holland have had mixed fortunes, more recently.

Well it all seems to look a bit different looking back, hind-sight being a fabulous thing. Many of the old 'favourites' seem to have been improving what they do and still winning new HMS procurement's, particularly in larger RSL groups. There's been some thinking out of the box and a few more alliances & consolidations struck. Reasonable deals are available, if not rock bottom bargains in my experience.

Even in Holland which was held up as a stronghold of SAP in socialhousing, I have heard stories that there, many organisations are turning back to traditional vertical market housing applications. Certainly, now that budget belts are tightening in the UK, perhaps choosing SAP for housing data management was maybe not the best decision in hindsight, particularly if it's affecting mergers now too.

Since the morning of the 24th June, when we learnt the UK has voted for #Brexit (Yay / Boo, depending which side of the 52% / 48% divide you were on), many people have asked me, how I think it may affect OJEU procurement. It's an interesting question and a lot of people assume, probably incorrectly that brexit may simplify the whole business of procurement. I am very doubtful.

The OJEU rules have become the way that public procurement is to be done, across socialhousing and many other areas. While there are scores of pages of rules to follow, I am of the opinion that it enables contracting bodies to make measured and considered decisions, that on the whole drive good VfM. The rules are more a tool, than a straitjacket. Granted, suppliers jump are made to jump through some hoops, but for the benefit of thoughtful decisions being made by contracting bodies. 

While the OJEU rules seem to have been around pretty much forever, it's worth considering what we did before. Many of the more organised organisations had an internal set of procedures, usually trying to achieve a similar outcome. Having worked on both sides of OJEU, when MD of a supplier and over the last five years with my clients, I can see how the current rules protect both parties. Having a single set of rules better controls the 'challenging' of a procurement, from both viewpoints. Having different standards of procedure going forward, would work to the detriment of both parties on trying to determine valid grounds of challenge and also mitigating its possibility.

The OJEU rules have been deeply incorporated into UK law and our government will need an appetite to repeal, or amend those rules. Where UK companies are bidding for contracts in the EU or in fact EFTA, if we are still allowed to, that is, the current OJEU rules will have to be adhered to anyway.  Westminster might well prefer to retain a means of regulating housing, NHS and local council purchasing, to police process, in order to ensure value for money. If under brexit, we still have to follow the OJEU rules, chances are away from the EU top table, we will have no future power to influence future changes.

We are certainly in for interesting times, let's wait & see.

When I see the vast numbers of Excel spreadsheets filling SANS across this great land, I seriously wonder. So many giga-bytes wasted on so few.

It's usually housing management systems I look at from a day to day basis, and many of the so called 'special fields' . In my world, special things are like supplier USP's, probably not so 'Unique'.

We are trying to achieve broadly the same things here, how special can we be? Excel can so often be an excuse for creating a silo, or making one of more users important & indispensable. How often have you seen a house of cards based on one member of staff's spreadsheets (or bespoke Access databases, I have seen a few of those recently).

Most modern housing management systems have good facilities to add (under admin control), new user defined fields, to store data locally, in well defined formats. Choosing an entity well can mean that associated data is pulled back to the central system and available for all users who need it.

Islands are exotic and great to be exploring on a pedalo with a Solaro. It's not a place to store your data. I often ask, "why do you keep your data in that spreadsheet?". Often the answer is, "I dont trust that lot over there, and this is my copy". Well, how isolationist is that?

Getting your data 'back in the box' is not such a problem. The first step is finding out which entity the data should be attached to. Some examples to get your creative juices flowing:  Contact, Contact Group/Household, Tenancy/rent account, Asset, Works Order, Case... You get the drill. if your HMS supplier does not provide that entity, then reveal the error of their ways. Attaching new fields to all entities are frequent tender requirements. This is something that should be provided as standard.  

Once your data is 'Back In The Box' and connected to its entity of course, it's in your database and so much more easily reportable. There's no problem with users extracting data to look at in spreadsheet form, but the central place to update data, needs at all times to be the core HMS system.

The missing ingredient then is training of users and management enforcement of the standard process required. As they say, there is no 'I' in team. If we all take ownership on maintaining high quality of how staff enforce the defined process, we can rely on great quality KPIs. The team is king and the team using the main system as the place of record, create the source of great quality KPI data. A regime where users are recording exactly what's needed in the right place in the system is of much more value than a side process of irreconcilable spreadsheets with limited traceability.
