As I have written about before in this blog, taking robust precautions to safeguard our systems and data is more essential than ever. That might be down to keeping staff clued up on their password hygiene, not giving user details away for the price of a Mars bar, or having robust penetration testing regimes and cybersecurity in place.

As an ICT director responsible for more than one local council, said to me before Christmas, its not about IF you will suffer a cyber attack, its really about WHEN that you need to reconcile yourself to. The extent of preparations prior, will determine how fast you will get back on your feet and how much it will all cost. A number of councils, the NHS and the UKs largest housing group have all fallen victim to attackers.

The latest victim last month was Capita.

The Guardian reported, “Capita admits customer data may have been breached during cyber-attack”, “Hack caused major outages for some clients including local councils and ‘potentially accessed public sector data ‘”. Full article here 

Capita runs a lot of outsourcing across the UK and public services, particularly local councils. There is no suggestion in the article, that hosted databases specifically for social housing customers were specifically part of the breach. However it illustrates the importance of where our data is stored and how secure it is. From the Guardian article, you can get the feeling that any ‘data in transit’ might have been more at risk than hosted solutions.

Putting it in perspective, the article states while only 4% of its IT systems were affected, Capita admitted that data was breached during the incident.

When procuring Cloud hosting, most contracts these days stipulate compliance to organisation and local authority guidelines. Commonly these include segregation of Cloud data and sometimes enhanced storage/access to blue-light service standards.

While I say ‘most’, I mean all of mine! In reality, I have come across quite a few hapless councils (& others) who have acquired Cloud solutions with the security profile of a big mature Swiss cheese. Some of these can be way worse in a security sense than traditional on-premise solutions, accessed behind relative safety of a Citrix farm.

Nobody can be complacent and if anything, Cloud hosting needs ever more imagination than ever to keep data safe. Good initial contract conditions are essential, regular checks (such as robust penetration testing, sample restores/extracts etc) and continued vigilance the way to go.

As Sergeant Phil Esterhaus's (Michael Conrad) morning roll call catchphrase in 'Hill Street Blues' used to go, “Let's be careful out there”.

I find these days, we are in a way different place with what councils, Housing Associations and charities etc, are looking for in integrated housing systems, (the classic HMS). Trends I am seeing are a look to offerings being cloud hosted, browser based and particularly a trend to seek to have ‘more eggs in one basket’. That's the foundation for the more sexy stuff, the chatbots , plumbers equipped with jet-packs and AI.

Days of the third-party contractor, DLO, Asset Management, Gas servicing/compliance Solution, CRM, seem ever more numbered and there is still a perception that integration is still a major gotcha. More of the newer HMS’s have better quality modules and integration less of a worry, if its all in the same application and database. Many sites are moving or have moved already away from Citrix farms, Terminal Services and looking after their own data centres.

On the Cloud and Browser question, it looks like that argument has already been had, done and dusted with a smaller number of suppliers monopolising the offerings. We know who they are, but there’s the one that was already in a browser, one rewritten totally from scratch, one retrofitted and everyone else promising or rushing to ‘catch up’. The new solutions (Ian and Simon, you know who I am thinking of) that have emerged in the last few years have all been designed as Cloud/browser from the start and slowly eating the lunch of some of the established players, particularly at the lower end of the market. You sometimes get a finance system thrown in too, if its useful to you.

Pretty much most recent procurements have gone to one of these, apart from some of the more adventurous organisations, selecting Salesforce or Microsoft D365. The policy allows some surety of having a platform with hopefully a 10 or 15 year life.Moving an established legacy HMS, to being browser based is no mean feat, as others have learned. £10m spent economically in Vietnam, Eastern Europe or India and perhaps 4+ years on, does not guarantee an instant winner.

As we know, web based applications can work well on tablets etc out in the field, helping staff to be more mobile, capturing information as close to its source as possible. Variety of devices that can be used, is also attractive, in contrast to the way that laptops requiring Citrix connections, quickly become rests for A4 pads, with notes taken back to be re-typed into a system later, double entered.

With that backdrop, even with a significant customer base, it would be a brave supplier to look to buck the trend. So it was very surprising this week to hear of one of the larger suppliers, informing its customer base that it was pulling its replacement browser offering and concentrating resources on its legacy fat-client HMS product V4.

Due to ‘customer feedback’, Aareon UK are pulling their new replacement upgrade browser solution, (strap-line “QL Yuneo, it's all about YU and your future”). While many customers mid-term on contracts are not going anywhere soon, perhaps rolling annual term ones, may take this opportunity now to take stock. (as at May 2023, there were just two articles on their site, still referencing Yuneo )

Aareon do have operations in social housing across Europe and in theory could take a new tack and re-purpose a solution, more economically from perhaps Germany or Sweden. Regulation in each country is problematic however, even here in the UK, across England, Scotland & Wales. So customisation costs would likely be high. Alternatively, they could buy up one of the ‘young pretenders’ and re-badge. 

It will be interesting to see what happens next with this repositioning. Some procurement decisions might be revisited on the back of this. Its always surprising to me how little knowledge some landlords/providers have at times, on the current marketplace. Mothers Little Mortgage Helper

It's almost as if GDPR never happened. Do you seem to see the level of marketing spam I seem to see these days?

Most of it is not even good marketing spam either. Often it’s the usual ‘buy a marketing list’ and just email everyone to death. Maybe one day someone will cave in to ‘stop you and buy one’, but its hardly likely.

The most stupid of all are companies selling something you might one day buy in business or personal contexts, but because they have hacked you off by contacting you too often, while not being signed up to, may never have the chance. With me they wont have the chance as apart from ignored requests to ‘unsubscribe’ to a purchased list I am on that me or my company never authorised this type of marketing, a special email rule kills the emails stone dead.

‘Journeys of distinction’ AKA ‘Travelling with Luxury’ are my favourite muppets. Using a letter prefix to try to evade junk rules running against emails, these are a tad more challenging to bat off, but quite easy really for domains they keep buying for more spam: www.JourneyOdNews.co.uk as well as www.travellingwith luxury.co.uk and www.travellersTrust.co.uk
 

Create an email rule to bat off their usual rubbish (such as 'Swinging into Christmas... aboard the Royal Yacht Britannia' etc) and also block the domain as junk.

 
The laughable thing about these guys is that maybe 20% of their offers, may even float my boat. Unfortunately they will never get the chance to take any of my money. A rule bats them into spam as their unsubscribe me link is just for decoration. They refuse to 'forget' me or my work domain.

Reporting these folk to the ICO is less than useless, just don’t bother. Apart from milking you for your annual registration fee charge, they are just a business cost and irritation. About as much use as a chocolate teapot or a transaction with the Student Finance England folk in Darlington

Next up are my ‘Mortgage Helper’ friends.
 
Well, more accurately invites as LinkedIn connection, friends. 

Perhaps you must encounter these too. Would you be likely to trust the largest purchase you will probably make in your life, to a total stranger most likely driven by sales commission? I wouldn’t. Would you not think by my age, I will have had a few mortgages, maybe paid a few off and already know my way around the (property) block? I do property management ICT for a living dont you know, if anyone, human or bot actually checked my LinkedIn profle.

All of these get an ‘Ignore’ from me, followed up with a ‘I don’t know Darlene’.

Are these even real people? Most don’t even have a face that can be found in Google reverse Image Search

Top tip – I do prefer to work and buy stuff from ‘real people’. If you are not real, probably don’t even bother targeting me.

The Littlest Rebel

I have often worked with clients on ‘customer journeys’ to examine and build sustainable processes and ICT solutions, that support all steps in the chain. Now we all encounter and know about silo-thinking, how mostly its not effective and it can blunt performance.

Its hard in many respects to shrug off silo thinking if staff are struggling with workload or being challenged to do more with less. I certainly understand that and am very aware of the effects of local authority cuts and other squeezes. I share that with my clients too, I get it to put it mildly.

Procedures at all time need to be carefully thought out and also importantly well communicated to staff, who understand GDPR and other implications as well as their effect on staff and end-customers, further downstream. What do I mean by that, you may ask?

Well, respect for data and its accuracy is crucial, as well as being governed by law. Poor recording of data, storing it in the wrong place, or in many places, creates issues later which are much more serious. One example is where an admin staff member may choose to drop some documents with personal information in some team network drives, rather than a corporate EDRMS. That saves 30 seconds per document and that specific team probably knows where to look to locate that information. However, this is false economy.

Where it falls apart somewhat is when much further down the line, another team is pursuing info around a complaint, disrepair claim (we have many complainants and chasers), audit query, FOI (Freedom of Information) or ‘right to be forgotten request’, this is where the downside can be found. This too is as difficult to small as well as bigger providers. Each of these requests can take days maybe weeks to resolve. If disrepair claims or challenges from the ombudsman result in cash payments to tenants, you can bet that many times that internally is wasted on chasing around to pull disparate information can be corralled together.

With a government and department of levelling up and communities mad keen to tell renters to ‘report your landlord direct to the ombudsman’, on Facebook, Twitter and elsewhere, those queries and complaints are coming thick and fast. They will be increasing too. Lets hope we can see squeezed repair and other budgets, used to resolve issues in the most satisfactory manner possible, rather than using it to chase our tails struggling to find information.

Get processes right from the start, train staff to operate in a certain fashion and know why we do it that way and manage them well to use it, is the best foundation.

We need more good leaders, not rebels cutting corners.

One of the Repair Girls

It was inspirational last week to read about how Golding Homes have helped diversify their repairs and maintenance team by achieving 23% female representation. 

To put this in perspective, social housing staff comprise over 57% females. Overly male representation is common for me to see in teams for assets and maintenance, as it is in the ICT and systems team, I have written previously about this phenomena, which hasn't really improved in many areas.

In a previous life on the supplier dark side, I worked with two excellent female development managers, overseeing twenty-odd developers, as well as in other sectors having some brilliant lady bosses myself in ICT. Closing the door to about half of the labour force can only hold us back, its not just a diversity tick box approach we need.

The Chief Executive at Golding is Stephanie Goad. While females at the top are more often than not the norm these days, the same cannot be generally said in R&M. Why exactly is that then? Well, I would point to the common practice of promoting operatives ‘good on the tools, electricians, plumbers etc’, up to management. With less than 2% of those on the tools being women, you can see the source of the problem. A report was put together (and forwarded by Alison Inman) by Mears back in 2017, that examined why we see that pathetic 2%. Its fair to say that across the whole sector, 13% or so of staff in construction are estimated to be female. Many of these are in project management and design roles, as well as admin.

There are excellent business cases for levelling that up, as many Social Housing managers agree. CEO's clearly would need to drive this from the very top. Tenants who may feel vulnerable with tradesmen due to factors such as prior domestic abuse, or for religious reasons would certainly I'm sure welcome a gas service from a female operative. Why shouldn't our staff properly reflect the demographic of our tenants? Progress is slow, so what are the barriers to females getting on the tools and improving gender balance from bottom up? 

A lesser-spotted female trades-person on the tools

Some job stereotyping is still occurring in families, secondary school, college and apprenticeship education, often pushing girls to more admin based than practical and technical vocations. Budget cuts do not help, nor does the current qualification system. Equal pay and equivalent access to promotion/career path is also important. Good support and mentoring is key, as is the development of strong role models for support.
 
While the traditional path to management clearly needs some attention, as mentioned in the article, Golding Homes have clearly worked to bring in managers from various sources, enriching the team with new skills. These include empathy, soft and customer service skills, which will be as essential as ‘wet trades’, in dealing with the current recent focus on mould and damp.

I have seen this approach myself work well and I have worked on some excellent projects with some housing, but out of R&M sector, female managers, who have absolutely transformed/turned around Asset Management and Repairs teams. Respect from staff they were managing, always was high and generally those managers were very detailed in their approach.

Another pathway I have seen in many projects, is the where female asset & R&M admin staff can be encouraged to train, take external courses and migrate into roles around survey, servicing, asbestos, compliance and data analysis. This can create a new positive dynamic within the team, if a genuine atmosphere of mentoring and support can be provided. These staff can then be positive role models to others joining the organisation.

For sure Golding Homes are a great example to the sector, credit deserved. But there is much to do and even if many of the principles and ideas I have covered here are faithfully executed, I still feel we are decades away from a more gender balanced workforce. With overall a better balance across the whole workforce, we stand a better chance of improving service, hence image and actually addressing more tenant repair issues, correctly first time.
