Say Something about the state of social housing customer service

Well, the week of the big CIH Manchester Get-together has been and gone. I had a great time there, learnt some stuff, an old friend treated me to a free lunch and I got a lot done.  Great stuff, it works great in Manchester IMHO.

While there, I was chatting about a new survey that is just about ready to start, covering something close to my heart, "The State Of Customer Service Operations in the Social Housing Sector". Or SOCSOITSHS for short, although I am the first to point out, they probably should have paid a PR agency to come up with something snappier than that.

You will know that I have recently teamed up with Ade Capon & Brett Sadler recently to pull together insights on 'Customer self Service'. That was a very rewarding exercise and over 100 RSL's, ALMOS, councils managing housing and other Registered Providers participated in that.

As a result of my dogged mission to improve social housing IT and help everyone to procure it, implement and use it better, I am on-board with this one and may well be involved with some road-show events. This will be when the results are out, later in the year, around the UK.

The survey is pretty intensive and looks at service centre penetration, what they are used for etc. Is your service centre specialist, having a dedicated repair or lettings team? Maybe you expect its role to diminish with growth of channel shift, as your customer self service portal takes off? What are your challenges?

Do you find your call volume is increasing? How much of that is 'waste'. By waste, I means calls and enquiries that should never really have come into the service centre. Here are some examples:
  • Tenants call to ask,"When's my repair appointment"?
  • Tenants call to ask someone to help them the letter they have just been sent.
Do you have the solutions to these common conundrums? Here's some if you are struggling:
  • Send your customers a free SMS text on setting or moving that appointment. The cost of that is about 10p to you (It included), the cost of your 'waste' call is £6-10.
  • Design your letters to read in plain English. If it's a statement, don't tell your customers that they are in debit or credit, tell them how many pounds they are "in-front" or "behind". Not rocket science I am sure you will agree....
You may be chuckling at that last one, but honestly, isn't that much easier to understand?

Channel Shift Insight

Between the three of us, Ade Capon of Yorkshire Housing , Brett Sadler of North Wales HA and my good self, set up a survey back in the spring on 'Customer Self Service', (what might have been called 'tenant self service' a few years back).

We did all nag, email, tweet and cajole our colleagues and contacts to take part, and we had just over 100 when we had finished. A great result as I know, social housing people are busy, sometimes too it can be embarrassing to share info on things that often don't go quite as well as we would have hoped.

I know that to pretty much everyone I work with, Channel Shift is top of the business plan to extend services 24/7, while perhaps saving some money at the same time. Let's not beat about the bush, many organisations are struggling with understanding it, getting decent software to support it and then getting all demographics on-board and accessing it.

This is not just a UK problem either. I recently did some work for an HA down under in Victoria, you know what, they have some of the same challenges. So I have got to say, I guessed some of the outcomes, we saw coming through in the survey.

There are some interesting insights we highlighted that I think new adopters can be aware of, and the early pioneers can learn from too. 

For new adopters, from a systems point of view, better specification of needs and matching to your available portal products is so essential. Proof of credible integration can prevent a raft of issues later, when initially procuring your 'self service portal'. Pin down exactly what will be provided, to avoid disappointment later.  I've had at least three conversations since Christmas, that have featured a comm's person telling me, "I didn't think it would just send us an email once the tenant asked for x or y!".

For existing adopters the key is to increase footfall (try enrolling everyone with a username/password for example), and extend service from the purely transactional. Get beyond providing a rent statement in your browser or logging a simple repair. Why can't your customers (or neighbours, next to your schemes which are not) start or add incidents to an ASB case? Apply for pet permissions or start a complaint? Why can't we send them letters and other communications completely digitally (i.e. an EDM document) , like your bank does?

From the survey results, you can see that our suppliers still have a lot to do and we need to be serious about getting our customers online.  From some comments too, our mindset about tenants need to change too. You know what, they use the web just like us and deserve the same standard from our organisations, as the best out there.

Fight For Your Right to affordable housing

I read an article recently in the FT (not my usual rag I need to say), summing up the new RTB changes perfectly. It described it like playing musical chairs and being lucky enough, for the music to stop and you cop for a big discount, to buy your social housing property. You have won the lottery!

As if anyone who understands it, needs it explaining, the reason we have social housing is to provide an affordable roof over the heads of poor and low paid people, who otherwise would not be able to afford to rent, at market rates in the PRS (Private Rented Sector), or take on a mortgage.

We are told that councils will fund this sale and a new property will be built.
This all sounds magical until you realise that historically, less than 10% of property sold under right to buy, ever got replaced. This means that a low rent property is lost, creating a shrinking pool of affordable places to live. Most councils except in central London, don't have larger properties that could be sold in this way. So funding is less than guaranteed.

If you doubt this record of replacement, look what happens in my locality. Only 2 homes built to replace the 863 sold off under Right To Buy in Greater Manchester . Pretty pitiful eh?

While Benefit Street makes good telly, it really doesn't reflect reality in social housing. I grew up a council house. My own parents and probably over 9 out of 10 others, paid rent each fortnight and had pride in their home. Today's social housing tenants are mostly working, but many low paid, doing low skilled work, many more than one job and often with little job security.

If a tenant qualifies for full housing benefit for a social rent, then you and I, the taxpayer stumps up about £85 a week. This new proposed policy reduces the pool of affordable low rent properties, so if someone then becomes statutory homeless, the local authority can only push them to the PRS or hotel B&B accommodation, at possibly three or more times that value. So this costs the taxpayer more, not less. Then if the buyer cannot fund the mortgage, that's one less property in the affordable housing pool.

While we are at it too, let's tackle that word 'Affordable'. You often see it banded about and the coalition invented it as double-speak, to mean 80% of a 'Market Rent. Actually, that means someone on low pay could not actually 'afford' that could they?
Social Housing providers in the 1990's used to obtain grant to build new properties, they now can access, about just a fraction of that, under the condition they build (un)Affordable rent properties.

It has been said by some that this is a policy for social cleansing. In London, for one place it is feeling like that. There, even two well paid people cannot even consider doing anything but rent at high rates in the PRS for the rest of their lives. This policy will further ramp up house price inflation, taking a mortgage ever more out of reach.

Supply of more property of different types and tenures is what would actually ease the housing crisis.

Turning to practicalities, this policy is estimated to cost in the region of £12b and A bill will be required to 'sequest' the assets of Housing Associations, to allow these new RTB sales. In the common UK conscienceness, social housing is synonymous with 'Council Housing'. This is wrong as most HA's have not been linked with LA's for a decade or more.

HA's have had to find funding outside of Westminster, as mentioned, that stopped some time ago. A policy like RTB is already spooking investors & bond providers. This means funding to build will inevitably reduce for HA's and the costs increase. That's if loans are available at all.

Using the logic that rental providers should be offering tenants the aspiration to own their own properties, why are not Private Landlords included in the bill? Somehow, I cannot see the 1/4 of MPs in parliament who have rental property portfolios voting for that one, can you?

This policy is being branded 'aspirational', which is a very Tory value. I agree with aspiration. Providing aspiration is welcome, but handing over windfalls on a plate, to exacerbate an existing dire housing crisis, push up house prices / rental costs and the HB ever higher, at a cost of £12b is lunacy.
For goodness sake, make sure social housing staff understand these facts, their friends, family, MP's, local house of lords members, anyone who listens, needs to know what is happening.

It will be too late when your kids in their 30's & 40's, are still living with you as they cannot afford a place of their own to rent or buy. Then the general public might be asking "Where's my right to decent affordable housing"? By then the fight will be over, our time in #UKhousing will have passed.

A Land Down Under

We sometimes forget how social housing is a worldwide phenomena. Wrapped up in our own fears of further sell off of valuable truly affordable housing for the poor and low paid, getting tenants to interact with us etc, it's good to think outside the UK box.

I recently had the great pleasure of doing some work for an Australian social housing association, around tenant engagement, self service and reward schemes. It's fair to say that down under, Canada and other countries are often just finding their feet with our notion of social housing. It's different though. Where our chief exec's fret about hitting 12 monthly CP12 gas services, in other parts of the world it's a 6 week -15 degree C freeze or dangers of late summer bush fires.

The work I did looked at how our housing management systems can help with tenant engagement, most of the same things that many of my clients grapple with here in the UK.

A recent survey on tenant self service portals here that about 100+ social landlords completed for us, showed take up is actually quite poor. It revealed we are dissatisfied too with what our suppliers provide us and even our own staff attitudes to channel shift. A detailed post on the survey will be coming soon.

In Oz much like here in the UK, my client struggled getting tenants to connect and engage online. Older ones the worst, older blokes too, the worst of the worst, just like here. Age of tenants and thoughts they 'Don't need it' all came out in the self-service survey.

Guess how down under a very innovative method is being used to coax tenants online?

With their remote elderly they are undertaking a project to test and measure use and uptake of digital technologies. The key was finding a hook to help channel shift them to the new platforms. That was the question 'Where did you grow up'. The first place tenants were then led online was Google Maps. A very clever Aussie 'device' that must work with over 80% of those elderly. Once that barrier was tackled, the job of getting them to Skype, buy on the web and connect with their landlord there, is much easier.

That idea came out of some Phd work by a chap named Steve Baker, his project is ' The Supportive Network: Rural Older People, Social Workers and ICT ', completed with the assistance of 'Haven, Home, Safe (HSS), based in Bendigo, VIC. I will be pleased to share a link to the work wider when its officially published.

I think there is a lot that Australian social housing can teach us. Maybe we can use techniques like this in reverse. How many of our tenants have relatives they no longer see, across the world, or in the next county, we could help them reach out to? After that, we can see if we can persuade them to reach out to us too!

Well, another couple of applications were added to UK Social Housing's fastest growing software provider. Last week it was announced that Castleton Technology (known previously as Redstone), will be adding a Contractor/scheduling and Financial Modelling tool to its stable. Now a third of all social landlords are apparently customers of the group. I know the big UK players in the sector and local government are eyeing this all up.

A spending spree of about £10m buys Wolverhampton based Impact Response, and the BRIXX modelling application everyone seems to 'love to hate'. Impact have recently picked up some tasty new customers, including Bromford Group, just down the road from their offices and Places For People.

These two join Montal, Keylogic, Opus and Documotive, sewing up EDM, mobile, BI/ KPI Reporting, repairs, DLO, scheduling tool and housing CRM for Castleton. It will be interesting where any interfacing work goes on these component parts. In the sector we gripe a lot about that, maybe here we have a supplier that can give social housing IT managers and users a little more of what they like, setting themselves apart from the herd. Let's see. I would love to be surprised.

If you do the 'Penny Stocks', The Motley Fool (the investors friend) was touting Castleton as a great share to bid on. If I were you I would get down to BetFred and put £100 on what Rent Accounting module they might pitch in with. That's what I have done.

That Bristol Sound

They say strangers are just friends you haven't met yet, don't they?

What a great couple of days I enjoyed with a few hundred other Kirona DRS users down in Bristol, last week. Good to meet up with some old friends, put a face to many and make some new ones from a few of the strangers there.

I have always encouraged users to get to their suppliers user groups. Not just to hold them to account, although that's important, the venues are often quite good too. I must congratulate David Todd again for setting up a great evening in Bristol for attendees on the SS Great Britain. He always sneaks some history in there if he can too, which always gets my vote. A difficult one to beat next time.

I was there with a great group of folks from Walsall Housing Group, where we are currently putting in enhanced integration to DRS, new Contractor system from Accuserv and mobile to tie it all together from 1stTouch. Interesting to note that other sites I spoke to all had similar issues. Integration always cropping up top of the list. Spookily enough one of our rocks in the road.

An interesting proposal was to use a solution like biztalk as a dedicated umbrella layer. Some sites had gone that way and ended up with a more modular, easily maintainable solution. It does give a more plug-in, plug-out experience and it certainly does work well once the issues are ironed out.

On the integration front too, a few people I met last conference at Chester, still appeared to have not moved on from where they were six months ago. That is a shame, but maybe we are too busy trying to keep the jobs flowing to tackle the bigger picture. In my experience, sometimes that takes someone from outside the organisation to shine a light on you, your processes, your supplier and interfaces. If you take time out to look into those areas, the jobs will flow better, with less of the grief.

Anyway, a big shout out to everyone who came and had a chat about this blog, said hello or introduced themselves to me. I learnt a lot, (some about malt whisky Dave, I will be getting my community library in touch with you soon mate), thanks Kirona, everyone and Bristol.
