Common Housing Register People

Smuggled out just prior to the Christmas 2016 break, you may have missed the news that popular Common Housing Register software supplier, Abritas have now been acquired by Civica.I had heard a whisper earlier in the autumn and thought this an interesting one.

In the deal, Civica pick up the web based housing needs, options & letting application, including an online mutual exchange tool to help tenants swap homes (www.swapandmove.co.uk). This follows on from other merger & acquisitions related to UKHousing, such as Keystone Asset Management, a few years ago and Coldharbour for community care.

This acquisition is billed naturally from Simon Reynolds of Abritas as "...the next stage in the development of our business and is a very positive step for employees, customers and partners".

Past experiences of other products being merged into a group, have resulted in a (sometimes shoddy) re-badge of software, merging of help/support desks, loss of experienced staff, loss of focus, increased prices and generally some deterioration of service to customers and end-users.Perhaps Civica may consider moving some of those incoming web developers, over to the Cx implementations. Particularly one organisation I am working with, would benefit greatly from that.

It will be interesting to see how this evolves, with the many clients I work with, using Abritas solutions and moving over to the Cx Housing system. I do tend to hear a degree of moaning, although I am unsure if that is a result of bad initial specification of CHR requirements when procuring or any particular service issues. Common Housing Registers can be contentious and I often see them hosted on particular HMS letting platforms, such as Northgate, Orchard and others. Other CHR platforms are available. Keeping all CHR partners happy however, is no mean feat.  

It will have netted Civica a number of new customers, as around 170 organisations are currently thought to utilise CHR's across the UK.

Destroy Everything You Scan

At least once a month, maybe more, I do a trip to Motherwell, into the Arneil Johnston office. The space is shared with Clyde Valley HA, in some pretty modern offices. I like them a lot and occasionally chat or see CVHA staff, while I am in there. It is one of the most tidy office spaces, I have ever seen.

There's good reason for that, and its lack of paper documents, flying around the place. A decent implementation of a mainstream EDRMS designed for UKhousing and a project to back-scan and destroy tenancy files and other baggage, has helped them arrive at this nirvana, without paper. It took about a million documents to be scanned to get them there, and it saved a shed load of space. I once heard that this was turned into a mini-gym, although I have yet to give the cycle trainers a go.

With the varied organisations I work with, I sometimes get in discussions around EDRM and document management. No doubt about it and I have blogged about the essentiality of good EDRM these days, but there are still many sites holding on to their paper files. Many people, managers and users included, believe that even after being scanned, original paper needs to be retained.

Now, as we know from cave drawings, to hieroglyphics, to paper, to 8", 5.25", 3.5" floppies, CD's, DVD's, Iomega ZipDisks (anyone remember those?) and now cloud storage, media is always moving on. Paper seems to have a particular lofty official aura, a bit like the "get up and glow" Ready-Brek kids - https://www.youtube.com/watch?v=6c3n-mh5bck.

Paper seems sacrosanct, like head stones in fact. Jeez, make sure on my death I get a decent headstone, hopefully saying this Mancunian made the world slightly better than he found it, or something profound like that. Just don't put my Twitter account 'in-memoriam'.

Is this true or not? Well, while its obviously an organisation choice, but what does 'The (Westminster) Man' say? What do the BSI (British Standards Institution) they say about destroying original documentation, once scanned?

Spookily enough, with BIP0008 / BIP0009 (previously PD0009), computer says YES! That is as long as you follow the correct process, in committing your records to digital image. The key hurdles are Authenticity, Storage & Access Procedures and Demonstrability of adherence. Crack these and you two can have an office as aesthetically pleasing as Clyde Valley. One key aspect of if a document can be destroyed, is down to who actually owns it. Deeds for example might not actually be owned by the RSL/RP.

As to if some of these scanned documents are admissible in court, rules hinge on (among others), There should be a proper system for:
    (i) identifying each file or document destroyed;
    (ii) recording that the complete file or document, as the case may be, has been photographed/recorded;
    (iii) recording identification by the camera operator/user of the negatives/electronic files as copies of the documents photographed; and
    (iv) preserving and indexing the negatives/digital files.

Of course, digital files then need to be protected, to the same reliable extent as physical files. Digital copies can be recorded relatively easily in various physical and cloud locations, which is something that is not easily done with paper files. Just be sure that before scanning, your supplier can conform to these standards. Get your contract/SLA in place and do the necessary quality control.

Strength of Character

I had a super time last week, up at Arneil Johnston, where as regular readers & podcast listeners will know, I do some regular work up in Scotland. A place I love and care about insanely, although I can reconcile being a proud Mancunian, English man, British person and European, all at the same time. its worked for me. Donna Milton, Gill Houston and everyone up there, achieve some fantastic things and I am pleased to be part of it.

Around this time of year, it's the time to look at our strengths in more detail and we all do the Gallup StrengthFinder. It's a great way to look at how you tick and also how to see which team members you are similar to and who complement your skills. A handy matrix can easily be determined, and gaps identified.

One of the ways of working out the company or team you work within, is how often you discuss strengths and weaknesses. How open is your organisation?

I learned my current five strengths. These did not surprise me, they do I believe match the role I perform. Some put their top five on their wall or door.  I have see it on some peoples email footer, although not many. I am not sure that would be for me. Apparently, this starts a conversation, "She is like us" etc. In a team, particularly a close knit team such as ours, it's great to know your limits and who you need to compliment your own strengths.

In many organisations people are forced to do jobs that they are unsuited or poorly equipped for. I have seen that. Often management will not manage staff, or strong personalities believe themselves capable, when they clearly are not. Strengthfinder does root out some of these issues and can be a great forum for change.

To talk openly and socially about some of the strengths that come out the process, can be quite cathartic. Done over some pastries or lunch it can be even smoother. Knowing each other's strengths can create better functioning teams, if they are open enough to relate to that.

Big Mouth Strikes Again

Who could have missed 'The Donalds' use of Twitter, to enact international diplomacy last week?

Now it's a different way of dealing with the Chinese and many others around the world. a little perplexing, particularly as Twitter is banned in that country. How do you deal with that, if that actual news is blocked?


We might be in the new era of megaphone diplomacy, and social media is increasingly becoming that conduit for it.

There cannot be many people who have not tried to complain on Twitter, I know I have with various degrees of success. Of course, many people use the wrong channels at the wrong time and Twitter can be one of them. There is a lesson there for us all, particularly if there are many more things you could have tried prior. You know, like maybe talking to someone or logging a fault. Also, in case you have not noticed, a Twitter account with 25 followers, will always receive far less of a rapid response, than someone with 12,500 followers.

Now, as you maybe aware at @HousingITguy, I have getting on for 17,000 followers. So you can guess on the sparingly infrequent occasions, when I have vented my spleen, I have had a fairly quick response. Spooky eh? A single tweet of mine can easily have several thousand interactions in well under an hour. As Winston Churchill once said, " A lie gets halfway around the world before the truth has a chance to get its pants on". Twitter and Facebook are becoming places where 'post truth' news (or half news) is taking hold. we are in strange times.

Some people are looking to have a full conversation on Twitter or social media, replacing a more conventional phone call or other interaction. Here's one I came across, just today


 



Now the above is perhaps what we could call, 'product or service queries'. However, It can be quite disconcerting and damaging, if our customers are expressing opinions, true or not so, about us online. How can we manage that?

Its often fallen to the 'Comms Team' to be in charge of social media, sending coherent messages out. But what of incoming ones? The first challenge is detecting these customer interactions, complaints, rants etc. Maybe your comms team are capable of picking these up a few times a day. I would suggest it might have to be your customer services team, who really need to develop the tools to deal with these interactions.

If a customer, resident, tenant etc has a socialmedia account, we need to have a place to record this accurately, in our CRM systems. Tweets and Facebook posts need to be easily captured just like any other customer interaction. Tackling it quickly like that, we can monitor its progress, how we fix that problem, if indeed it's a problem at all. The first step is to direct message the complainant, to turn the social media interaction into something more conventional.

Problems need to be chased down and resolved. Customers need to be reminded what the usual channels of communication are for the issue flagged up. A rash of social media interactions, point to failures in your usual channels and processes. If it were really easy to ask that question or express that opinion in other ways, such as your self-service portal, they would be doing it.

Ask yourself if your IT systems, particularly from your CRM and Housing Management System providers are up to the task. While I hear social media tracking mentioned a lot on 'future roadmaps', I see little of it reaching users. maybe it's time to challenge some suppliers, or find alternative paths to what we need.

Financial systems - Stand Up & Be Counted

It might have passed you by, but A few weeks ago, Microsoft launched its new finance system offering, Dynamics365.

Now Microsoft are not short of general purpose financial solutions, as users of the other Dynamics stable will be aware. Namely, NAV (Navision), Great Plains and AX. I have heard criticism over the years of the sometimes techie nature of those solutions at times.

Being typical Microsnore, there's usually four or more tools for the job, the dilemma is making sure you have picked up the right one and it's not the chainsaw with no handle.

There's certainly some flash looking cloud based SAAS offerings out there currently, as anyone who has looked at finance systems lately will be aware.

Dynamics365 is so newly released, currently it's viewable via video clip only. It is delivered in a PayAsYouGo SAAS style and each seat brings the benefits of Office365 too. A all-in price of $60 per user, per month might work well, for smaller organisations. Anyone with more than 20 users, probably will need to check the 5 & 10 year costs, in order to arrive at meaningful comparisons.

My spies tell me that the full SAAS offering is based on the previous Dynamics NAV offering. Having had recent experience of some of the tastier cloud based Financial System contenders, particularly one from 'down under', I hope they have applied a serious facelift. If not, Microsoft might be winding this one down sooner than anticipated.

When I get a full look under the bonnet of Dynamics365, if enough of you bean counting folk are interested, I will post an expansive review. In the meantime, here's the marketing collateral, a feast for the eyes and ears.

State Of The Nation

Only last week I was on Twitter I was reading a response to a blog post of mine, about organising the calculation of service charges more efficiently. It sounded like a leaseholder being billed amounts for services, that clearly were not transparent and possibly bore no resemblance to what was perceived to be services or value being received.

However, readers of this are probably a bit like me in that I generally receive 'annual statements' from my credit card provider and others, such as my water company, council etc, informing me where all my contributions are spent. It does make interesting reading at times and there are occasional insights, that motivate me to look at other products/services and occasionally change my behaviour.

While as a sector we generally manage to send, or make available statements of account, who actually informs their customers what they have contributed, what it was spent on in their property and how it differs from their general scheme and overall across the RSL/RP?

Easily understood breakdown of where service charges come from are obviously a key part of that, but also information about wider investment in neighbourhood initiatives and improvements, would demonstrate social value was being practically achieved.

If a particular resident arrears were high, it might be useful to make them aware of how the average tenant performs. I.E. 85-95% can generally operate a rent account successfully with minimal issues. Quarterly stats should be easily obtainable.

What about average repairs spend and number logged annually, per property? Can the tenant see and perhaps be informed that the landlord can help, if excessive responsive issues are being reported? Possibly recent capital improvements, are the reason the average for a particular unit has dropped.

What about outlining where training, employment or local health initiatives have been successfully delivered? Most social housing providers are involved in these areas and we should not be hiding what we do and perceived outcomes.

Transparency can be good and not necessary be costly to provide. This is an ideal area to provide in your resident self-service portal. No need for regular glossy brochures and waste.

In terms of showing what social housing is good for, I think it could be part of the fight back, starting with our residents hearts and minds. If RSLs/RPs are failing particular customers or areas, this will shine a light on to it. Also, all residents will have an opportunity to understand where every part of their contributions are going.

Give it a thought, if your systems and data allow you that level of transparency.

Omni-Channel, we hear much of this don't we these days?

Which organisations really understand this concept though? What lessons are there for social housing getting it right? Lets look at ourselves as guinea pigs.

As an individual, what channels are good for contacting me?

Well, I do a lot of social media, active on Twitter and LinkedIn. On a personal level you will find me on Facebook and Strava too. I have a mobile and I think I give callers a few clues how I prefer to be contacted. My voicemail message points to two email addresses and then as an afterthought, a suggestion that "you might want to leave a message as I will always wonder who called". Of course, you will have been listening to my proud Mancunian tones for about 20 seconds by then.

Still, some people insist on wanting to chat. Now I do get that old adage that 'people buy from people'. I get that. If these people were taking me to Costa for a strong quadruple expresso, I would be all ears. However, wasting 40 minutes on a conference call, which would be resolved in five email questions, is not best use of anyone's time.

This month my professional indemnity insurance came up for renewal. Compared with last year I noticed an increase of about 32%, which was interesting as it was nowhere near what was available much lower in the marketplace. I won't be so callous to name the company, but I did say by email, please don't automatically renew and provide me full details of what I paid last year and what it covered. None of this actually was provided, but I had about 30 auto-dialler calls from them over the last three weeks. A bit pathetic really, as if a human had actually left a message to say they might be able to cut a cheaper deal, I might not have gone with an insurer that was 16% cheaper than last year.

The point is that  technology here did not help the organisation. The auto-dialler could not cope with an answerphone and two many attempts were made before engaging any humans. In fact no humans were engaged, so the tech actually lost the business. 

I am a massive fan of technology while it works and its appropriate.  In our systems we need to be selective how we use technology and communication channels. Where and when are important. We need also be able to identify where the selected channel fails, or what times/days work best for that communication. You know what? A call from a human can sometimes make all the difference, now let's not forget that.

If your CRM function, and it might not be so formal as recognised as such, is recording customer/tenant contact accurately enough, it should be easy to profile what is the best time to contact them and what is the most likely time in the day to hear from them and by what channel.

If my suppliers predicted me more accurately, they might have engaged with me by now and retained the business. If your customers are giving you the clues, for goodness sake pick up on them and improve their experience. A clue is we have two ears and one mouth, do twice the amount of listening than talking and we will be communicating and getting on much better.
