It's been a little while since I have properly emersed myself in components, Asset Management and stock condition surveys, although I have been involved with many projects over a couple of decades. 

Obtaining decent component information is a challenge, while an even bigger one is keeping it up to date afterwards. Its not easy but rewarding from the viewpoint of being able to make insightful budget and planning decisions, going 2, 5 or up to 30 years ahead.  

Unless you are managing less than a few (3) hundred homes, an Excel spreadsheet will not cut it. There’s many a module out there of decent quality and some good standalones too. Anyone who has been out into the market to choose one will also know that each has its blind-spots. One I saw a demo of recently (obviously I wont name the guilty party), was only capable of reporting past expenditure, rather than planning potential future budgets based on providing (English) Decent Homes, SHQS or the Welsh Housing Quality Standard (WHQS). Clearly a software supplier with no socialhousing solution, they then asked “why a landlord wouldn’t just do the replacements?”.

It seemed inconceivable that there would not always be budget to just do the work, quite the reverse of what generally needs to be worked with. Decent graphical modelling tools are a boon to productivity in a planning process like this, rather than manually moving assets around a Life Cycle Costing report piecemeal.

The quality of surveyors vary and also their understanding of socialhousing. Often this can be corrected by issuing surveyors with the actual data we want them to collect, before they start a traditional 20% survey. Surprisingly this is rarely the case. The most extreme example I ever saw was a socialhousing asset condition survey completed by an outfit who previously specialised in surveying North Sea oil rigs. I kid you not. We could see how many hanging baskets our units had, but not the state or existence of kitchens or bathrooms.

Often too, surveyors get hung up on life of components and a predetermined idea of condition coding. If we were surveying passenger aircraft, there are certainly many parts for sure, that will need to be serviced after every 5,000 logged flying hours. Unlike an Airbus A320, after 30 years kitchens and bathrooms just don’t drop out of the skies desperately requiring replacement. Clearly in student accommodation or bigger households, these might not last 30 years. Where an elderly resident on the other hand have some from the 1960s that they have looked after and actively refuse upgrades. These would now be getting on for 50 years old.

Surveyors love the idea of doing a survey this year to determine a remaining life and counting it down annually, towards a ‘poor’ or ‘failed’. One popular surveyor used to charge to take data away each year for ‘aging’. While we could at this point make parallels with fine wine, I would make it with real ale. Our asset data like proper beer which is a living breathing thing and is better when nurtured and carefully looked after.

At the end of the day, socialhousing condition of components can only be based on a sampled view at a point in time. While predictions could be assumed, within decent home calculations, many criteria are defined based on components being old (i.e. exceeded expected life) and poor (i.e. usable condition), in order to define a failure.     

If we are unable to disconnect ‘Condition’ and age exceeding expected life, we will apparently have more failures than actually defined in the legislation. Our (incorrectly) budgets (incorrectly) may then need to be higher. In fact the biggest obstacle to being more accurate in planning budgets is ensuring all internal improvements are properly recorded. IE timely recording in your system of major void work and planned maintenance improvements. Relevant examples may be whole boiler, heating, kitchen, bathroom replacements, rather than minor upgrades. The former will also reset the clock for component accounting for these items. Another area there which often is spreadsheet or standalone application based. Probably one for a future blog since I have helped suppliers to design in this area as a critical friend too.  

For sure, keeping a tight asset component database is of benefit to landlords and residents, opening the door to providing better informed service. Newer boilers, lifts and other M&E equipment where selected, often now have IOT capabilities. Yet another aspect where the asset management solution can earn its keep in flagging up issues before residents realise them, or protecting the asset from much more expensive damage.

Investment in targeted surveys, good data management for assets and some more blue sky thinking, will all bring together potential for better decision making and improving efficiency.

(I Won’t) Pay Your Price

The cost of living is high enough without Christmas coming along and running a steamroller across our current accounts and maxing out our credit cards. 

Things these days are not cheap and in some ways while some things have got cheaper (such as disk space while we consume more and more data) and some much more expensive (like software we now often license at full price rent monthly or annually).

I come across lots of missing functionality that is quite often an obstacle to really good self-service, making integrated solutions work seamlessly or eliminating those spreadsheet archipelagos. On the latter, now at the end of 2023 I see more places like the Malay Archipelago than the Falkland Islands. As anyone who has worked with me or knows me, I work with a vast variety of socialhousing landlords and councils of all sizes and types. My smallest client was a charity that managed only 34 homes, largest over 150k properties. So we may be generally solving the same challenges, but we also have our unique features.

My professional reaction is to question those gaps, as there are usually easy solutions in an infrastructure, software or application sense. When you breakdown the reasons, for me it generally falls into the following reasons:

1 – My clients are not aware of some of the suitable solutions available

2 – Some of that functionality was de-scoped during implementation

3 – Some of that functionality was meant to follow in a future phase, that never happened

4 – There is not currently a productised solution to plug that gap

5 – There is one or more solutions, but they all sounded too expensive

While I see a lot of 1-3, not many of 4, however I see way too much of 5 (which is very interesting).

Are software providers or HMS makers too greedy? If I had £50 over the last decade, for every time I heard that, I would easily have over a grand by now. Is that a reasonable accusation ? It can feel from certain suppliers naming no names, the minimum you will be quoted can expected to be £10k. That’s whether you are asking for something blue sky or maybe really should be working properly already!

Having been on ‘the dark side’ myself many years ago, its got to be said suppliers do need to turn a dollar, although there is perhaps reasonable and unreasonable profit being made, considering a lot of work takes place much cheaply offshore these days. However, most of the time its less of the suppliers profiteering and more perception of clients. Often exclaiming like those folk in Yorkshire do on their counties celebratory day, ‘Ow Much?’.

“Well it was expensive”, how expensive, “well £30k”

Those conversations remind me of that saying, “They know the price of everything and the value of nothing”. The point of spending any money or making an investment in business, is to realise greater value or efficiency. When I work with commercial organisations, such as external contractors, that calculation is often done at the speed of light in someone’s head. In social housing or councils, often a calculation is never done at all. A business case can just be an obstacle to be maneuvered, rather than a tool to help make a decision to see if a £30k investment is worthwhile.

Sometimes it truly is a no-brainer.

£30k not spent on a finance interface to link repair invoices with a purchase ledger for example, might mean we have to employ a full time equivalent person to double enter them. With pension, salary, employers NI, holidays and sickness payments etc, that might be more than a £30k cost annually. In addition, risks of mis-keying, mistakes, risk of susceptibility to fraud, auditor concerns also point to this being a more than sensible investment.

We are now close to a new year coming and the opportunity of renewal and turning over a new leaf. Maybe dust off your rejected historic aborted improvements and try to see them through the prism of some hindsight and the un-totalled costs of not following through. You never know, even your supplier might just have a short January Sale on soon. Here’s hoping!

In Disrepair

We all remember the PPI miss-selling scandal. The seemingly often daily calls, “You can cash in big – press 'One' now to start your claim…”.


It was irritating and good to see over eighteen months ago for it to finally end and we could return to mobile phone, 'have you had an accident that wasn't your fault' and parcel scams. PPI claims were mostly driven by ‘boiler room operations’ that relied on just a few folk taking up their chances, while irritating everyone else. There is good and bad news to the end of PPI and that the callers are still gainfully employed, except now many of them have moved into Social Housing Disrepair Claims instead. 

While as regularly revealed by the excellent Kwajo Tweneboa, there are some terrible repair horror stories out there, not all are down to lack of effort on some landlords.

Unfortunately, this is looking more and more like a happy hunting ground and there is plenty of scope for cashing in and potential big costs for landlords. Of course there would be less profit in this, if repairs were managed better, particularly using many of the technology & ICT means available, I often write about in this blog.

I am talking about well managed internal contractor/DLO teams, better diagnosis and scripting of repairs up front, better (automated & personal) communication, convenient repairs scheduling, mobile control of repairs and satisfaction follow-ups to catch snagging. Nothing here I would regard blue-sky, but how many council housing and socialhousing teams are properly taking advantage of all of this? If they are, how are they managing with self-service good enough to allow residents to be aware of when repair visits are due and help to manage amendments & cancellations?

Getting this right with integrated system solutions would probably eradicate 65% of issues. The remainder is perhaps down to maintaining a high quality of contractor trade work, so ITV TV don’t send a film crew down to one of more of your schemes to see the state of damp or dangerous properties. I would certainly read about less problems direct on my Twitter feed from residents across the UK and wouldn’t be sharing as much practical advice either.

However, whether a repair has been ignored for too long, bodged or just had six or more multiple visits that neither has actually closed it out, are all ripe for the ‘Disrepair Claims Ambulance Chasers’. Sadly so are repairs that perhaps have been closed out well, however with variable communication throughout. All can be caught up in the mix as the boiler rooms target lots of socialhousing residents and more & more turn into complaints and disrepair claims.

If you are not on top of it, others will be...

Over the last two years I have encountered more and more system requirements in procurements around disrepair claims. These involve accounting for an insurance amount for repairs, better case management and CRM tracking progressing to court cases.

In addition, one area often glossed over, the recovery of data (often in other systems) to formulate and manage an evidential timeline for the particular repair being challenged. In a recent project I am involved with, we are carefully examining where granular trade repairs visit data can be added to more ‘header’ type information, to support Disrepair Claims, going forward in a new better integrated data solution. Some legal & GDPR guidance is being fed into how data can be best retained and managed.

Social landlords failing to be able to evidence issues (or non-issues), can expect to be taken to the cleaners by the ambulance chases and in some cases, residents with better data on the repairs issues than them. Also, lets not lose sight of all this data being a means of reducing future issues and driving improvement/transformation. Getting the job done right first time, is good for resident and landlord. Its also more cost effective, something essential and more crucial as inflation starts to nudge up to 1970’s levels, which will almost certainly cause future tightening of repair budgets.

Ignore the Disrepair Ambulance Chasers at your peril.

Clear Horizon

It’s been described as “one of the greatest injustices in British legal history”. It led to the wrongful convictions of huge numbers of British submaster-people. 

The technological horror story started when the UK Post Office installed Fujitsu’s Horizon accounting system in its branches in 1999. Not unlike new software, it was said to be full of bugs. One major flaw caused it to falsely to report shortfalls running sometimes into thousands of pounds. Rules were that managers of the system at each post office needed to compensate for imbalances, before they can start the following days transactions.

The key bug apparently was around lack of designed in resilience, when transmitting batch details via the internet. Slow speeds were common in the early noughties, as well as some lack of resilience. Where batches intermittently failed, they were re-submitted, doubling the amount in the reconciliation. With hindsight, a schoolboy programming error, that could be easily mitigated by better acknowledgement routines.

So, what can we learn from the Horizon scandal, to help with our procurements and implementations? Well, quite a lot!

1-    Know your risks to start with – No supplier will ever outline risk, its always for the buyer to determine. If your appetite for risk is low, look for established/proven product, avoid the blue sky

2-    Have a fair contract in place for both parties. Do not just sign up to your suppliers template contract without digesting and possibly challenging it

3-    Have a thorough test plan for UAT and execute it – if you have not got sufficient expertise in your organisation to support this, buy it in.

4-    Volume testing is key, to replicate real world conditions.

5-    Any new development utilising connectivity, needs to be tested to death with slow, unreliable or intermittent web links.

6-    Invoke contract clauses to satisfactorily rectify issues, before even considering go-live

7-    Ensure resilience is built in. Warnings when limits are exceeded (allocated disk/web space etc) well before failure, diagnostics for all services designed in, particularly for reconciliations and audit

8-    Avoid the exercise becoming a ‘Poker Game’. Just because you have chucked in x million pounds, it doesn’t mean that you need to keep wasting time/money, rather than considering to ‘fold’.

9-    Don’t feel forced to go-live too early, or just go live with one little module, to tick a ‘met the deadline’ box.

10-    Trust your users more when they report issues. As we know, systems do exactly how they have been programmed, often erroneously. All systems have vulnerabilities, bugs and quirks. Admit to them and improve the system with suppliers to remove issues and reduce user generated waste.

I’ll put my cards on the table. I help plenty of organisations big and small, to procure the right solutions compliantly, but I also help many that have already become unstuck. Generally, its one or more of the issues above, that has made the situation way worse. Learning from our mistakes is a hard route, easier to have some good Critical friend on board to help OR learn from others who have made mistakes.

Being for the benefit of Mr Kite

When we spend on ICT do our customers, tenants in social housing see the benefit? I was asked this just last week. So I pondered, what should your tenant, Mr Kite, in Flat b, 23 Railway Cuttings, be experiencing from you?

Bear in mind I encounter lots of tenant/leaseholder issues via DM’s on Twitter. These are very revealing and in many occasions reveal good/less good systems, other times maybe just sloppy culture/management.

For sure, many organisations get hung up on the tech, when its outcomes in the customer experience, that we would better be focused on, as that leads to better service and far better use of our finance & other resources. 

After some rumination, here’s ten metrics I would suggest are a good yardstick of how good your ICT is performing for residents in 2022. This list might well identify some of the gaps in your ICT or areas that might well need a revisit.

Nothing below I would feel is particularly ‘blue sky’, in my opinion, as all of this has been easily possible when managed well, for the last 2-5 years. We are not talking self-driving repair vans here, or jet-pack equipped emergency plumbers. If you have implemented any of those, I would be very interested. Also, feel free to DM me if you score a full ten out of ten on this rough set of varied measures!

Just for a bit of fun, try asking these three groups and see if answers collaborate. Your ICT manager, your ream managers, lastly your tenant panel. I guarantee, you will most likely see some variance 😉

1-Do they might see tablets not notepads (or maybe notepads resting on tablets?). Even customers in mobile signal not-spots, so cleverer than pure reliance on the doorstep, of proper apps, not just dumb browser delivered applications.

2-Are they seeing repairs diagnosed and completed effectively, within target, when they can be in, to let them smoothly take place?

3-Are they seeing IOT (Internet Of Things) in their homes, helping to protect them and our assets?

4-Are we offering self-service which gives them a few clicks access to Gas Safety certificates and FRAs, as well as providing fast access to over 80% of the possible (high footfall), services needed from their landlord?

5-Do tenants see more of a well informed/data supported housing officer or scheme based staff, as our tech has freed them from repetitive admin that has been intelligently automated

6-Are residents that need more of our attention, getting it and is it better targeted?

7-Are we learning more about our residents, turning data into information and that into useful insights, to drive up satisfaction levels, service and efficient management, within available budgets

8-Do we have more streamlined processes, minimised hand offs/hand overs, much improved integrations, or hardly any and more consolidated systems, that residents notice are smoother for them, than maybe five or more years ago?

9-Well trained, supported and equipped staff, with our technology guiding them, but capable of using their own experience and judgment to solve customer issues creatively. EG instead of being forced to wade through 12 ASB steps, when at step 4, a good staff member can satisfy complainant with the right intervention and a bunch of flowers.

10-When we report, are we focused on planning ahead and minimising exceptions, or just obsessed with looking at last month or last quarters data snapshot, for our legislative or peer KPIs?
Are our reporting mechanisms capable of allowing us to see our organisation, from the viewpoint of tenants and customers, in their shoes
