I need to know

There is a particular kind of implementation day that starts with hope and ends with you staring into the middle distance, wondering how we got here. You have an “experienced supplier consultant” on the Teams call, billed at a £grand a day and up, and within ten minutes you realise the experience is mostly in filling out timesheets and saying “great question” while quietly avoiding the answer. They have often been parachuted in from the subs bench, often after being gently hoovered up from a customer who trained them as a super user, and now they arrive carrying one mental model of how SocialHousing works. One organisation, one configuration, one way of doing things, preserved forever like a fossil in amber. And because it worked at their old place, it must be universal. Like housing is a chain pub and every branch has the same menu, the same staff rota, and the same bloke in the corner who is always on his third pint of Guinness by 11:30.

What really sends my blood pressure north is the little phrase they wheel out when a client asks a perfectly sensible question about how the system behaves, how data flows, what the audit trail looks like, or what happens in the messy edge cases that happen every single day in real life. “Well you don’t really need to know about that.” Oh right. Cheers for that. I will just go back to running a regulated public service with vulnerable residents, governance, scrutiny, and a board that quite likes “knowing about that”, while you carry on pretending curiosity is a character flaw. It is a weird thing to say to people who have usually forgotten more about housing services than the consultant has ever learned. It is also a dead giveaway. It does not mean “you don’t need to know”. It means “I don’t know, and I’d like this conversation to stop before you notice.”

The bigger issue underneath it all is the sheer pride some suppliers seem to take in being siloed. You will meet someone implementing an integrated platform who proudly announces they “only do rent accounts” or “only do repairs, (just these non-DLO ones)” or “only do CRM scripts” as if they are a specialist surgeon. Except the whole selling point of an integrated system is that it is, you know, ‘integrated’. Housing does not arrive in neat little module-shaped parcels. A repair touches assets, compliance, contractor payments, tenant communications, satisfaction, sometimes safeguarding, and often a whole lot of reputational risk if it goes wrong. But somehow we are meant to accept that the person leading the work has no idea what happens when their bit of the system bumps into the next bit, like it is none of their business. For a thousand quid/euro a day, you would hope “none of my business” is not the core implementation methodology.

Then you get the repeated ritual of “I’ll take that away.” Now, to be fair, there is a proper version of that. Sometimes a question is complex, or it needs checking, or it depends on configuration choices. Fine. But there is another version where “I’ll take that away” is basically a substitute for knowing your own product. And when you have to “take it away” again and again, workshop after workshop, it stops being diligence and starts being theatre. The session loses momentum, decisions drift, the client loses confidence, and people start inventing workarounds because nobody can explain the real way the system behaves. The customer becomes the glue holding together a set of disconnected supplier specialists, and the customer is paying for the privilege. It is like hiring a plumber who can fit the taps but needs to “take away” any questions about pipes, water pressure, or whether your bathroom is actually connected to the rest of the house.

What makes it worse is the upside-down reward structure in supplier land. The person who survives implementations by deflecting questions and staying inside their tiny comfort zone can end up rewarded with a move into pre-sales or sales (Rolex incoming...), cheerfully presenting the whole suite like they designed it. Meanwhile the genuinely good consultants, the ones who learn the end-to-end flows, understand how housing actually works, and can join dots across modules without breaking into a sweat, are rarer than a quiet night out in the NQ4 Northern Quarter. Customers do not expect one human to know everything, but they do expect expertise proportionate to the day rate. If you are charging premium wonga and you are not even slightly embarrassed that you cannot answer basic questions about the system you are implementing, that is not just a knowledge gap. That is a culture problem.

And just to be clear, this is not about being nasty to individuals. People move jobs, people learn, and everyone starts somewhere. It is about the sheer normalisation of mediocrity, dressed up as “implementation experience”, and the way it wastes client time and project momentum. In social housing, you cannot wing it. We have complex tenures, care services, RSH regulatory pressure, scrutiny, tight budgets, and residents who pay the price when systems fail. A good implementer brings curiosity, humility, and enough badged product breadth to have an adult conversation about how things really work. They do not shut down questions, and they do not act like it is a badge of honour to only understand a tiny corner. If you are implementing an integrated system, you should be working to become integrated in your own knowledge too. Radical idea, I know but there you go, many do call me The SocialHousing ICT Critical Friend !

Rip it up and start again

Every so often a landlord, council, charity or other organisation gets in touch asking for what they describe as, “a bit of quick consultancy”. The pitch usually goes something like this: “Tony you are the housing IT Guy, can you help us swap out this system we’ve decided we don’t like? We’ve just seen something new, the demo was slick, the salesperson was charming, and it all looked ten times better than what we’ve got.”. Now it could be a contractor/DLO, CRM, Housing, Asset Management or Finance FMS or any other solution.

It sounds simple on the surface, but let’s be honest, this is classic grass-is-greener syndrome. A shiny system being shown in a carefully crafted demo is not the same as a solution that fixes our real world problems. Most of the time nobody has actually stopped to ask the most important question: what is the actual issue we are trying to solve? Instead the assumption becomes that the software is broken, the supplier is useless, or the old (clunky?) system is holding the business back.

But in my experience, the culprit is rarely just the tech. It is often something deeper. Culture getting in the way. Processes designed in a hurry years ago that no longer fit. Organisational habits that nobody notices until a properly planned change project shines a light on them. Poor configuration decisions made on day one and never revisited. Shabby implementations that were rushed or under supported. Or the classic regular favourite, a complete lack of resourcing for training, data quality and business ownership. Software cannot magically compensate for all of that, no matter how sexy the demo reel.

Which is exactly why I turn down these swap requests unless we start in the right place. 

Before anyone goes system shopping, someone needs to lift the floorboards and find out what is actually rotten. Sometimes it turns out the system is fine and it is everything wrapped around it that is creaking. Sometimes there is a case for a change, but it should come from evidence, not impulse and not a too optimistic sales pitch. 

Replacing a system without diagnosing the underlying issues is like repainting a damp wall for a resident. Looks great for a week, then the stains creep straight back through. You spend a fortune, disrupt your teams, and recreate the exact same pain on a new platform, transferring all our gripes into a Cloud SAAS full responsive browser application. Everyone just ends up asking why the promised magic fix never arrived.

Think on, no, I am not your man for a quick ditch and shift job. But if you want someone to come in, ask valid yet awkward questions, identify what is genuinely going wrong and help you fix the foundations before you reach for a GCloud or other framework, then aye, give me a shout. That is where the real value sits.

Adopt OR Adapt

A common discussion that has cropped up in my recent projects has been that old chestnut, ‘should organisations look to adopt COTS (Commercial Off The Shelf) solutions or look to adapt them to existing processes’ ?

Its certainly an interesting question to ask.

Some things to consider include working out ‘how unique are we around here’ and how close a COTS solution may even fit our situation. In my experience for core socialhousing solutions, uniqueness is relatively rare, with probably 85-90% of what we all do being pretty similar, not withstanding devolved country differences. The special-ness might be the types of residents we have, build types or geography (IE Radon emitting rocks, floodplains or lots of listed buildings in our stock to manage).

Also, confirm if the selected COTS solution is mature and capable of being adopted. If its still being written, not many current customers can be seen as already having successfully implemented it, then maybe its not suitable to adopt. That’s where many organisations have failed. Ask the right questions and assess the risks sufficiently. Maybe find the right COTS solution, or engage help from someone who can assist you there.

Recognise that a packaged solution is generally that, with its own APIs, import routines, UI IP that contractually you will be expected to use and will be supported by your supplier. While different suppliers may have user groups and forums for submitting suggestions and future functionality, unless this benefits multiple users of the product, its unlikely that they will be added. While this might sound somewhat punitive, it’s for everyone’s good. I have more than a handful of experiences where suppliers have allowed customisation, which before long results in an un-upgradeable product. So, don’t complain, it’s saving you from your self chum.

Of course, cases can be made for more homegrown and DIY solutions. Reasons for this can be many fold. Maybe organisations have deep pockets, have had bad experiences already with suppliers and pledge to never do COTS ever again (step forward L&Q), or have a large spare ICT resource. In the case of the latter, some organisations can get mixed up if they are a social housing provider, or a software house themselves. If you have this phenomena in your organisation, I suggest you look into this, also its governance. I have helped quite a number of organisations with some of these challenges recently. Often an external Critical Friend is a solid way to understand options forward.

Choosing to adopt with the right product, means less of reinventing the wheel every time.IE security, GDPR, integrations, a single source of the truth generally comes as standard. While we might have 1,000+ detail requirements, the core bread and butter best practices are sure to be well supported already, so we don’t need to sweat those. So we can quickly adopt those, while checking how other established organisations function with it. Concentrate on outputs, not the baggage of how we used to arrive at them!

Excessive adaption can dilute effectiveness and reinforce that old adage, “Well we have always done it this way”, so we need to twist the new solution to working like that. By avoiding often unnecessary customisations, organisations can reduce risk, save budget, speed up & make implementations more reliable and reduce coming years of expensive maintenance (a hit to the organisation by the way, not the supplier).

So what could some of the cons be here?

Well, pre-built solutions might not perfectly align with all organisational needs. Work to identify these early on in the procurement in order to spot future compromises and workarounds required. Possibly specialist solutions can be tightly integrated using modern API’s, or supported by minimal bespoke development internally. Choosing the wrong COTS solution might well also result in failure. I have been called on to look into projects scheduled for 18-21month implementation, already in year 4,5 or longer. These are rectifiable, yet often need bold actions if 'Stockholm Syndrome' has maybe crept in.

There is also plenty of scope for staff resistance to change. New processes or workflows might be difficult to embed, even if actual package or sector best practice is what’s being proposed. Good comms can be really useful here, as can networking openly with peers who are also using the COTS solutions successfully.

While the current traditional packaged solutions marketplace appears to be more controlled (& shrunk) by VC, ever shrinking, even more so this Spring 2025 with just less than a handful of large suppliers buying everything up, there are still independents (such as Omniledger and Rubixx), plus a range of Microsoft D365 Dynamics solutions, Salesforce and other solutions. Many of the latter can supply various degrees of productised and supported IP, which provides a hybrid COTS option. For these the buyer needs to understand what will be productised, how far that will take us and what the gap will cost, plus who will develop it. One for a whole blog post on its own I think that one.

In any case as the Romans used to say “caveat emptor”, perhaps get advice if you need it before purchasing, to ensure you are “Buyer beware”.

Exodus

Interesting today to notice the number of a particular software supplier to public sector and SocialHousing’s senior software staff on LinkedIn, now helpfully displaying a ‘#OpenToWork’ badge. Some folk I have worked with and many who have toiled in assorted roles, for that particular supplier for many years in some cases.

Its mainly Local Government product specialist staff from Civica I am spotting this week. Once you have come across a couple, its not a trickle but a tsunami. A proper exodus.

Justin Fisher, John Miller, Paul (Mr Cx) Berry, Liam Lindon, Peter Woodward, Clare Landshoft to name just a few. Some good people. At this rate, my old boss Richard Chambers (who I still owe a pint for assisting me ably once at Penrith Magistrates Court, with a spot of speeding! – sorry tricky), might be the last chap left standing. 

I hope for him he isn’t, however it can only be negative for future development of the Cx products, if most of the product design knowledge leaves the building in a hurry. The rush to get a recommendation sorted with Jeff Hewitt is justifiably on!

In November 2023, Blackstone announced its acquisition of Civica from Partners Group AG. The takeover was completed in May 2024. As with every merger and takeover (and there have been a few this year that the CMA are not raking over) I have ever seen, its always spun by the PR team as an ‘opportunity’ or ‘new era for growth’. A bit soon then just six months on, to be taking an impromptu haircut before Christmas.

What does this say about the housing products, is that maybe Cx Housing, Assets & Contractor development parked now? Is perhaps a brand new product planned? Why not get some hotshot games programmers in, using generative AI to cut code, save costs and write a brand new solution set? There might yet be some silver-lining here.....

Before that, I am sure from what some tell me in the sector, many sites will be still hoping their Cx implementations will still eventually get properly finished off first.

For sure, potentially some competitors, particularly ones winning big and delivering it too recently, will clearly benefit from this new talent source on the jobs marketplace. Failing that, they can join the growing band of ex-employee ‘specialists’, who earn good money shoring up implementations, once original project days are exhausted.

It is also coming up to Christmas and winter is one of the worst times to be redundant. I know, I’ve been there done that. If you have been made redundant at this time, take care and be sure to look after your mental health – its important and might save your life. Also remember, as one Glassdoor closes, quite often another one generally will magically open.

Insecurity

It was a low-key announcement last week from the UK ICO (Information Commissioner Office) that caught my eye, but an important one for the socialhousing sector. 

They issued a reprimand to the Clyde Valley Housing Association in Lanarkshire, Scotland after personal information was accessible to other residents on an online customer portal. In fairness CVH are not the only provider in the news recently. Lets not forget that digital self-service for residents is essential.

It was stated that it was a resident user on the first day of use, that discovered they could easily access other tenant data, including documents and personal information.

Other residents reported the same issue and due to lack of escalation, the situation continued for five days. The danger of criminals (or just optimists) obtaining personal information for nefarious purposes is real and can easily lead to identity theft.

This situation was most likely caused by a number of factors, all of which could have easily been detected and mitigated quite easily.

More attention to secure design would have been a start. By the looks of the login it uses a relatively standard turnkey resident portal with a design layer from a third party web partner over the top. This is a very popular strategy and can be executed very securely in most cases. It does however need good design considerations.

User Acceptance Testing (UAT) is an essential stage, one that often has scant attention for many implementations. It often needs to be lengthy and detailed which puts many organisations off. Also, it should not be ignored that most staff have never had to thoroughly test software before. Some coaching is needed with inexperienced staff, where skilled testing staff (or staff that have tested before) are not involved.

I have worked with many organisations to build UAT plans for them and produce some training materials to help them understand the process and execute it well, creating audit for each test.

Lastly, engaging a third party security organisation to look at access, do some penetration testing and other probing of the solution, to determine any flaws and means of accessing inappropriate data, is recommended. Browser based solutions open many more vulnerabilities than many older legacy applications and are best checked over more frequently, at least annually.

The above precautions should also be repeated at each upgrade or application of patches. While this all sounds like hard work, its all about keeping secure. Applying upgrades is also part of that. Leaving too long between upgrades potentially introduces new vulnerabilities and may also violate your contract with suppliers. As for the latter, make best use of their help desk services if you are paying annual maintenance for them. Often working as a Critical Friend, not enough is made of this and relationships with suppliers can be poor (& get poorer!).

Where you may have built portals internally and they are home-grown by your ICT team, remember they then need to take on these responsibilities, as essentially what they have built will be one of a kind.
