Fifteen Years

I was asked last month by Housing Technology magazine, to comment on the changes over the history of the publication, and pleased to give an honest third party view.

No doubt, a lot has changed however much is still the same. The sector probably now has much bigger merged providers, still struggling to serve residents better with repairs, complaints & other services.

The word cloud from my 15 years of blogging on social housing ICT looked like this :-

This is not too wide of the mark I guess.

Having suitable efficient systems for housing management is still a key objective. That might be a HMS, of which options are continually under consolidation and limitation it seems, or MS Dynamics D365 or another CRM platform orientated option. A theme seen in the last 5-8 years has been the introduction of D365 without eliminating several of the legacy solutions underneath. The worst of both worlds in my opinion.

Consolidation and sale of suppliers and systems, one a month at times, has limited traditional choice. while a couple of new solutions have been emerging, you can understand the urge to just build something as a DIY approach. Some solutions have disappeared or suffering losing their leaders.

Excel spreadsheets and workarounds feature greatly in my posts. These have not gone away, we don’t appear to train staff to any greater degree to utilise spreadsheets any better and we still after 15 years have way too many. Maintaining high data quality is still a challenge for many. 

I wonder at times if we procure solutions any better, many organisations still don't use soft-market engagement properly, or demonstrations. Its still not unusual to see a half day demo for a full HMS that will be costing upwards of several million pounds. Also that often the right questions are still not being asked.

Good integration or lack of it still looms large, despite it being a key driver of efficiency and better GDPR compliance. Why on earth are we not sorting that?

Legacy solutions still seem to plague us in the sector, in applications and infrastructure, with some landlords still some way behind with upgrades and patching.

One other aspect I have noticed is how providers still don’t work with suppliers close enough. As a supplier historically, 20% of my customers always got 80% of the supplier attention. We often pay suppliers crazy amounts, why are we not pressing our organisation agendas better and sharing our needs and concerns? It’s an acquired skill for sure, however something that can be learned and nurtured with help from the right Critical Friend. Often that help can save more than you spend on them, I have been told.

Shut 'Um Down

Its all very well for you switched on and on the ball organisations, all your quality data in the Cloud and most of your staff applications presented in any modern browser they want to work with. But spare a thought for the Councils and Socialhousing providers, who are still working hard to complete (or maybe just start) that journey. It’s not through want of trying generally I would say. Often budget holds organisations back, sometimes its way more complex, or cultural. While the benefits of Cloud should be quite obvious, however suppliers often fail to make the case for a sale, particularly finance budget holders !

Pretty much eight out of ten of my recent clients, have been trying to move on from something, often multiple challenges. All sizes of organisation are facing this, from managing under 150 homes on an MS Access solution, up to those having tens of thousands assets. Keeping cybersecure is also a growing challenge.

A recent theme has been the vulnerabilities of one of the sectors old favourite Asset Management solutions Keystone, showing up being discovered, getting on for two years since Microsoft pulled security updates for Silverlight. That was no surprise however, since I originally blogged about it in early August 2012, a full 12 years ago. The on-premise servers its installed on can be ‘isolated’ from the network and outside world, although this does make it more challenging to use asbestos info and other asset data, particularly to enhance repairs service and keep it safe & compliant. A quick move off Keystone is not particularly practical to its owners suggested replacement. It certainly looks like a slow transition if its selected. There are good alternatives out there, although insight and third-party guidance would be advised, for folk going down that path.

Its amazing how much old kit is out there, much of it way beyond its sell-by-date and some clearly on its last legs. 

If I had £50 for every time ICT techie told me that they dreaded servers needing a reboot and feared they might not come back up, I would certainly have £600 this year by now. Late, great names such as SunOS, Solaris pop up, decade old not-upgraded SANs, either technically out of support or close too practically. While many organisations have been in a transition off these boxes/platforms for some months or years, clearly some are yet to start on that journey.

 

The other area that pops up are legacy domains. Some of these are sometimes in the EU and being used in the UK or visa-versa, clearly not totally compliant after Brexit. Also, there are still many group organisations with remnants of original constituent domains left over. These often contain lots of unstructured data, files, documents, spreadsheets etc, many of which historically should have been data cleansed. Again, easier said than done in order to achieve a sufficiently high level of social housing GDPR compliance.

An accurate and up to date infrastructure and application inventory is an essential tool. Clearly, running on recent versions of our applications (harder when not Cloud apps OBVs) is also essential, particularly where we need to rely on supplier helpdesks for support. Its not unusual for me to encounter applications many years out of date, which based on software contracts helpdesks shouldn’t even be taking calls for. However, annual support and maintenance is still being paid on time!

So, have ICT check and update your inventory, getting a short-medium term strategy formed to migrate away and shut your troublesome legacy hardware & infrastructure down. While its perhaps not a quick move, it will shore up foundations to a smoother future for staff and your ICT team supporting it all

Cutt Off

Barely a month after German social housing software provider Aareon is sold off, another significant supplier to the sector and local councils, changing hands. At least a couple of customers contacted me and said they were dismayed at seemingly not even being informed of the planned sale.

This week Capita announced that they will be shedding ‘Capita One’, the home of OpenContractor, OneHousing, Education management solutions and ex-IBS OpenHousing. (not Irritable Bowel Syndrome, for latecomers to the sector, however it could at times create nearly similar effects!). For £207m, MRI the US Real Estate Asset Management specialist, via its Orchard entity nets several hundred new account numbers to add into its Sales Ledger and chart of accounts. The process is set to complete in August if no CMA (Competition and Markets Authority) challenges are encountered. I would say one was pretty likely as this effectively consolidates two of the remaining medium-large social housing solutions, with a single dominating supplier.

MRI is used to UK housing solutions acquisition, having consumed Castleton, Orchard & Housing Partners, over the last few years. However, I would wonder if the non-housing parts of this deal, such as Education management, will be quietly disposed of, one the dust settles

The media release blurb tells us, “MRI Software is a leading provider of real estate software solutions that transform the way communities live, work and play. The Buyer intends to support Capita One’s growth plans and further develop its product portfolio and customer base.”

Capita have recently been coming back to the market for some new housing system procurements with a fully web based housing product. OH to OneHousing not quite a quick lift and shift however, as a few sites appear to be finding. Potentially, MRI moving old legacy Orchard customers to OneHousing, could well be a much cheaper option than completing the latest re-tread for the former that’s underway. MRI still seem to have a gap for a modern Cloud/browser solution for small-medium RSLs/RPs. Newer challengers look to continue hoovering these ex-Kypera sites for at the the next few years then.

It will be interesting as ever in these cases how Capita helpdesk’s and account management will be consumed. Will slightly sub-optimal current service be impacted or can it be possibly improved ?

Suspects, there were many

After a few rumours that have been circulating since their Yuneo solution had its plug pulled, back last year, one of the well known #socialhousing solution providers has now changed hands. In the end it wasn't MRI , SAP or dinosaur system slayer Simon Reay, with the deep pockets. Aareal Bank and Advent International, are to sell Aareon (mainly) to TPG for approximately € 3.9 billion, so quite a payday for a few directors one would expect. Canadian investment outfit CDPQ are a minor investor too. Closing of this deal is expected to take place in the second half of this year (2024), subject to the usual customary closing competition conditions and approvals.

It should be noted that Texas Pacific Group (TPG Capital) are not a big software house (like MRI), they are investors.

So that includes Aareon UK, home to product such as QLX, QLF, Arthur, 1st Touch mobile (now “Digital Solutions by Aareon”), Fixflo etc. Many sites & some councils will have one or more of these solutions, which were big sellers in many procurements for some years prior to 2020. Products in the marketplace have moved on significantly though and some of the new entrants are snapping away successfully at the smaller Aareon sites. In the medium to large provider space, many are looking now to native browser and Cloud solutions, Salesforce, D365 etc, that still retain convenient and secure access to data.

The press release talks lots about ‘innovation for customers in the European housing ecosystem’ & ‘on a path of sustainable growth with exciting opportunities ahead for all stakeholders’. That’s got a feel for me of potential exciting dividends for stakeholders, it will be interesting to see how Aareon customers react to this development, if support and other costs rise, service delivered improves or goes backwards for UK housing associations, charities and councils.

Aareon staff have clearly been briefed to talk up the possibility of going ‘into an optimistic growth phase’. Its hard to work out how that might be achieved via sales with potentially sub-optimal product, based on the recent few years. Maybe some bargains may be trotted out here, or LinkedIn will flag up more royal staff, looking for other situations vacant. If I were TPG, I would be looking for decent returns within three years. Investors are brutal, that’s why they are successful.

Victim Of Changes, Progress (the database)?

We all try to stay ahead of the curve. No sooner we have Windows 7, we have Windows 10, then 11. It’s a constant fight to stay current and protected. 

The Silverlight support deadline has been & gone. Woe betide any Socialhousing organisations still on Keystone asset management cowering behind their firewall.

One de-support notice that might have passed your attention however, is the close of Progress OpenEdge database version 11.7, next April 2025. Apache Tomcat 8.5 security support has already ended, back in March 2024. While from April Progress based solutions will still operate, however will no longer receive security updates and patches. While not generally web facing, that reduces but not totally eliminates risk.

Progress, very much a database of the 1980’s and mid-90’s still has a large footprint in UK Social Housing. This is due to the number of IBS/Capital OpenHousing and MRI/Orchard housing systems still in use and the large footprint of openAccounts as finance solution, often sold with those solutions. Of course a lot of folk are looking to the market to research alternatives, some with housing/Finance combined.

The sector does have a severe problem with not keeping application solutions up to date. Of course this is not limited to the above examples. I have found it endemic across many applications, regardless of contracts attempting (but generally failing) to enforce frequent upgrades.

Many users will be expected to be way behind with versions of OpenAccounts, Pro2, Ebis, OpenPeople as well as housing solutions.

While there is a good nine months to upgrade, bear in mind that many dozens of sites will need to take this leap and also a year-end will sit in the way of finance users. So how if you are a site affected by this, to move forward smoothly?

Getting across to Progress Version 12 is crucial and a pre-cursor is to get upgraded to MRI Orchard’s latest version, in order to be Progress v12 ready. This will be more clunky for organisations many versions behind. This will involve applying a number of incremental versions with attendant testing/UAT. Interfaces are the most important areas to concentrate on, in addition to any local development outside of what’s supported as supplier IP. Although often helpdesks fall down in spectacular manner!

For OpenAccounts, the target needs to be v10.1 – If this can be achieved by late summer, this would be ideal. Where existing users are still on OA versions 8 or 9, it’s a heavier upgrade path. Getting up to v10.1 will then provide Progress v12 compatibility.

Where Orchard/OpenHousing is used in conjunction with openAccounts, there are bound to be dependencies. Be sure to check these out in detail with whoever supports your solutions.

This all kind of underlines the good sense of upgrading often where you can. You know it makes sense!
