This Towns Data’s Not Big Enough For The Both Of Us

Wow, another month when I wished I had £50 in my pension for anyone using a phrase. This months seemed to be ‘Big Data’.

I read 3 pages in Housing Tetchnology magazine about it and had countless people ask me about it this last month. It’s the next cloud computing, I tell you. Before your IT team/director/Chief Boffiin persuades you to part with budget, read this.

Lots of talk about housing organisations pooling resources for shared insights and data-led innovation. This is the new nirvana (Kurt Cobain turn in your grave mate), or is it? Much talk of big data, but what of big information? A subtle difference, but a very big one. I even noticed HACT jumping on the bandwagon. Now I have nothing against housing providers sharing data to generate insights. The practicalities are something else.
 
How many times have you generated graphs from data and presented them at a meeting and had a manager say, “What’s caused that peak in demand/satisfaction/dissatisfaction”? You have distilled the data from (big) transactional data, you are just the messenger. Shouldn’t that manager know? Otherwise why pay he/she their humungous salary? Big information comes from understanding big data.

Suppliers out there are sniffing an opportunity, it’s the same old data, buy our solutions for a different reason. Yesterdays data warehouse is today’s big data solution. A bit like hosting became cloud. Are these solutions really tapping into your ‘unstructured’ and ‘multi-structured’ data, like the kind under aspires of your housing management system?

Insights are the target outcomes. That might be why only over 40’s are on your tenant participation panels or 70% of your ASB cases are logged by the under 40’s. A switched on staff member can tell you why, or £75K of software solution can have a go at providing a result for you.

I had some direct experience of big data last year, when I did some work for a very successful NW England based retailer. One that you may well have purchased from, though one of its web guises, without even pondering who owns it. I had a raw big data feed every season 800MB in zipped size to summarise into a big information insight. The insight was 12 pages long, while the raw data needed a newly purchased 8 core i7 processor to crunch it, this way and that.

Most people who know me remember my time some years at Littlewoods and I had to dig out my knowledge of SKUs and such to make sense of 11 retailer ranges of products. It was a while I grant you, but in the dusty grey matter, it was in there somewhere. The only time in my life I was knee deep in female underwear and outerwear, but I learnt a lot about how different how everyone’s data is. Even in the retail world, everyone’s products, colours, sizes, styles are so different. Why can a bra be a 36-C, 36C, 36Med, 36 Medium, 36 Med-C? Can’t you folks call it the same thing? It’s not a lot to ask, is it?

Now in UK housing we do have some standardisation don’t we? We have some standard returns in England, Scotland and Wales and Northern Ireland. In all of these places we have city, urban and rural areas. Why we cannot have a unified set of returns has baffled me since the mid 90’s when I got involved in housing. We have more similarities than differences. Celebrate those brothers and sisters.

Still, nowhere as standard as we can take data from any RSL, ALMO or housing group and aggregate it together. Housing Management Suppliers despair when people talk about ‘standard reports’. Even HouseMark ones are not easily aggregated together. Getting back to my retail experience, comparison and cross-referencing was most of the job, and not an exact science at that.

A chat and sharing an excellent pork pie (with brown sauce) this week with a super lady, who I must really see more often, revealed some aspects of data, big and small that many organisations grapple with. Within organisations, the concept of where big data & summarised data (if I may term it that) is often so badly understood.

I have seen organisations where in the nominal ledger/chart of accounts, there is virtually a cost centre for each asset. As can be guessed I generally ask “Why are you doing that you muppet?”. It could be ignorance or mis-understanding. Big data in this context belongs in the feeder systems, not in the financial ledgers. Dawn (I must name her as she insisted I should), described one enquiry she had had from an insurance team, asking for more detail from ledgers. Quite rightly the analogy she used was that if the finance system held the cost of someone’s total shopping, the insurance application would contain the shopping list of items that was purchased.

Processes are continually being pushed downstream these days too. Quite rightly, the days of the typing pool are pretty much behind us. Another area that Dawn mentioned to me was that e-biz ordering and requisitioning, obviously filter down to the orderers, who often ask, isn’t this a finance function? Here again, big(ger) data belongs with the people ordering it, not the finance team. After all, do you get your bank to do your shopping, or do you buy the individual items and your bank bills you the tab? Dawn dear, where have you been all my life?

As a person who loves ‘One version of the truth’ and data to back up decisions and show trends, I fear a housing rush into ‘Big Data’ may take us into a cul-de-sac. Much investment may be made, but often the expertise of housing practitioners on the ground, might well provide better insight than some of our projects to mine ‘Big Data’. I am passionate about UK social housing, I cannot hide that. Building communities, using our assets better, supporting our neighbourhoods, big data, another avenue, but not a silver bullet. Discuss.

Open the Door to Self-Service

I get involved in a lot of Social Housing digital plans and strategies, particularly around self-service. Often I meet newbies to the process, who seem to think 90-95% take up of tenant self-service is possible, and others who basically are a little afraid to put a figure on it. ‘Just an improvement’.

Would that be enough and would it really motivate staff to ‘convert’ tenants to self-servers, if there was no target at all?

Now I think it’s very important to have great self-service tech with practical usability that means residents will choose it as a preferable channel to interact.

We choose Amazon and EasyJet because it works and it’s efficient. In other ways we have channel shifted because we were driven to by sticks, not carrots. We stopped using cheques because the banks stopped filling stations processing them, moving to cheaper credit/debit cards. We stopped walking into bank branches and using internet banking, because all the branches turned into coffee joints and wine bars.

I feel we can have better carrots in the sector, than harder sticks. My experience of suppliers in the sector, such as Hallnet with their Active Housing brand, show that done well, those carrots can be extremely tasty. I was telling someone just last week a story of a visit I made a few years back to Torus Housing Group and an experience in their foyer, in St Helens.

It was a busy morning and I joined a queue of seven residents, trying to get to reception. During the lengthy wait, the tenant in front of me started to chat with the guy in front and asked him, “what he was here for today?”. He replied he was “reporting a repair” and the other chap told him, “you don’t have to come here to do that, why not do it online?”. In the following 3 minutes, I watched him help his neighbour sign up, log his repair and then he was out the door!

So that was a story of carrots so good, residents were sharing them among themselves! How good would that be?

I recently had a chat with a contact at Active Housing, who provide the leading one-stop fully integrated self-service solution Active Portal, about how practically, Housing Providers can better introduce the self-service tech, to the benefit of their residents. They shared that comms is very important, as is involving your tenant panel and internal key stakeholders in the project, to ensure it’s easy to use and hits the spot of what residents want from self-service. At every touch point with the organisation, self-service as a time saver needs to be introduced. Where staff interact, rather than taking away a request to progress, they should be working as evangelists, to introduce residents to self-service, where they have smartphones or similar means to take advantage of it.

Another really effective technique recommended by Active Housing, is to encourage clients to adopt an inbound call campaign. This is when a tenant calls (about anything at all) and the call handler signs them up for an account over the phone. ActiveHousing’s portal admin section has full support for this and the user still sets all their own login credentials to ensure security. It sounds old fashioned, but given they have to take the call anyway and organisations often have data issues which can prevent registration (eg incorrect Date of Birth’s), it's a proven but simple technique. 



Thinking back to my Torus experience, an important takeaway to share is that a degree of internal staff attitude and culture shift will be necessary. Reassure your Customer Services team that smaller might be better. Done well, this will cement behaviours for staff and reveal the benefits for a greater number of residents

Jump Start

From a housing systems viewpoint, I think its fair to say we are in very interesting times.

We have some existing suppliers already capable of providing SaaS & browser delivered systems, Also there are quite a few in transition to that state, and MRI, a new supplier group, recently assembled by its US owners. With that current mix, it’s no surprise that many social housing providers are looking at MS Dynamics 365 (D365) and Salesforce too, as alternative pathways to support future innovation, efficiencies and improved service delivery to residents.

D365 has been increasing in popularity recently, with landlords using Microsoft Resellers and/or internal ICT resources, to get the most from the platform. It can be expensive to rely purely on reseller resource and sometimes smaller ICT teams, certainly in my experience, always can benefit from ‘being shown the way’ or having a collaborative jump start, in order to get the most from D365.

We are a sector I have always found to be very generous with sharing skills, expertise, good ideas with other organisations, as this all assists with the central social purpose, of why we are here and improves lives of our residents

In this vein, I was quietly surprised to discover a new initiative to share a number of functional blocks for social housing organisations, using or looking to get a jump start into D365. The aim of Chris Roberts, who has worked in the sector twenty years, and ten with Dynamics CRM, is to provide useful templates to support Person, Property, ASB, complaints etc, absolutely free, via a brand-new forum and I would hope with Chris, a future community D365ForHousing


I’m liking what’s available (and planned to be coming) will need configuring, but reasonably will take organisations 60%+ towards where they need to be, to get working practically. This could clearly suit organisations looking to dip a toe in, without committing maybe £30k+ with a reseller, plus the obligatory Microsoft user licences (don’t get me quite on that one just yet!). The whole concept is a forum for sharing experiences, finding and exchanging advice. Without monetarisation, RSL’s and maybe resellers prepared to share for free, I think this is great for the sector.

I had a great chat with Chris last week and his experiences with AmicusHorizon, then Optivo and others have all gone into the openly available building blocks, which are all independent of those organisations. #D365ForHousing . I think its great that Chris wants to give back to the sector, after enjoying working in it and like me willing to step out and strive to make a difference.

Chris is well connected to contacts at Microsoft and clearly has received support for the project, as this is sure to bring more in the sector to D365. I think its something the SocialHousing sector would benefit from getting behind, as the whole thing can be set up in a trial within a few of hours for FREE, then used to kick start the project, support a business case or help bring people up to speed with the functionality available.

In the last 7 months, around 25 RSL’s have expressed an interest and two have spun up a trial, remarking how easy it was. I am very interested who this might be a good fit for. With my clients, maybe D365 is not a good fit, based on appetite for risk (particularly in Local Authorities).

Chris remarked, “If you're a decent sized RSL and up and running with D365 then this probably isn’t something for you (although you'd still be welcome to download the modules). Its aimed towards those starting the journey or are still trying to decide if Dynamics is for them, these solutions will help get you up and running and will significantly reduce implementation costs”. So for RSLs, that can only be a move in the right direction. If you are a Microsoft reseller reading this, possibly availability of this, will be a nudge in the direction of upping your game on productised solutions. If you are a traditional HMS provider, I guess it should really focus your thinking. Feel free you commercial guys, to comment.

I have seen a few D365 projects go well, crash/burn, seriously over-run etc, for all sorts of reasons. I was interested on Chris Roberts take on that. Are landlords tackling D365 properly?

He said, “I think they are now. A number of us have implemented Dynamics and are happy to share the good, bad and ugly, that's one of the great things about our sector. I think my advice would be make sure you take colleagues with you, spend time understanding them and their needs (while managing expectations). The technology is an enabler but its useless without user adoption. From a development point of view I'd suggest, where possible, to stay as close to out of the box functionality as possible. This wasn't always possible in earlier versions but D365 is a different beast altogether and should be considered with the rest of PowerApp and Microsoft 365 functionality. Finally, avoid a 'big bang' go live, its very difficult to manage and can have a serious impact on user adoption.”

Spookily enough, going for a MVP style of implementation is often how resellers frame D365 implementations. Where many of these go wrong is that the simpler aspects that D365 does well, form the early focus. Dealing with the Rent Accounting and in-depth Repairs, if they are going to be part of your project, need planning early, even if they are only expected to be delivered in 12 or more months time. These as experienced people know, are the really tricky nuts to crack. Perhaps if via #D365ForHousing, all the early simple aspects can be implemented, in a very quick similar way to what works for others, the real value-add that resellers can bring to the table, is the integration and difficult displacement of those two key housing modules. They are still the two main sides of the coin to most Social Housing landlords. IE how we collect and spend money.

On the spending of money, here I come back to those costs of D365 licences.

Both Chris and I agreed that Microsoft licencing could be fairer for Social Landlords. Maybe a multi-tiered license taking in concurrent or reporting users, only accessing data, could be considered. Contrasted to SalesForce for example, I have heard some of my clients, describe the comparison as ‘obscene’. For sure, fairer licencing may attract many smaller organisations to D365, the so called ‘NHF smalls’. A missed Microsoft opportunity, IMHO.

One last thought, on the subject of ‘opportunity’. Both Chris and I talked about the opportunity to combine the jump start building blocks with possible social purposes. We had both heard of similar ‘incubator’ type projects, where high school students, maybe even gifted residents from your own community, could gain valuable experience with D365. Now wouldn’t that be a wonderful potential win-win?

Old Highs, New Lows

Having worked in all sectors of IT across my working life, I can’t say I made a conscious decision to spend getting on for 28 years in SocialHousing ICT, but there you go. Over the years I have been the natural sponge and absorbed whatever sectors I toiled in, even remembering my retail or logistics experience, often decades later.

Many of my friends, contacts and clients will know I spent my first fourteen housing sector years at MIS Active Management Systems, home (originally of HAMIS and) ActiveH, last 5 of which as Managing Director for my sins. Mostly happy times with many decent hardworking people, not without its quirks and politics as most small companies have. Glen Lewis and Richard Chambers will be familiar to many, as will some of the others, a few with a SOH bypass who made a Christmas appearance in my ‘Hamis Recorder’.

In some of the sales demos I attended back in the 2010's pitching for MIS, we often bumped into Ian Lockwood or Chris Harvey coming into the prospect for the afternoon session. It was good to take a good few of those back then. Many of those RSLs are just about back out again now.

When I first started, there were over 25 products/suppliers available to anyone needing a housing management system. With the agreed sale of MIS-AMS announced today (somewhat quicker than Homemaster last month), that reduces the bigger supplier beast to the UK Housing procurement equivalent of the four corners of Jurassic Park. Aareon, Civica, MRI (now Capita owners) & NEC. Which of these might be the most precarious and whose long term fate might be more tied to its VC owners?

A bit like the movie, a lot of these solutions feel like they are sharing a lot of the old shared stale DNA. With such similar multiple solutions in so little hands, it’s a wonder the Competition & Mergers Commission is asleep at the wheel yet again with this new ‘we are thrilled & proud’ PR messaging from the purchaser. Where will this leave InclineIT & ActiveF (ActiveFinance) then? 

Still that leaves one true indy innovator left standing, Rubixx. No debt, no external investors or shareholders. What a luxury to only answer to clients. A solution that if you have not already taken a look at, you should take a shufty. Simon Reay has got most legacy solutions on his bingo card, he should have picking up over 30 deals in the last three years. I recall Simon proudly telling be when he had won Melville HA from MIS up in Midlothian. Actually that was the first HMS implementation I ever did back in 1998.  Like Simon, I will be fascinated to see how selling a culture of caring about customers, now plays out under a new regime

One class of alternative solutions that I can hardly see spooking the C&MC, are the resellers of CRM based platform housing solutions. You know the ones, Microsoft Dynamics 365 or Salesforce. These are the new alternatives to the traditional suppliers, providing freedom from solutions being bought up and flexibility to do something else. These RSLs often have deeper pockets too. Strangely when some of these housing CRM resellers are historically snapped up by big outfits, they are often suffocated. Why can’t some of the Jurastic’s manage to tap into this potential and take on a reseller building more expensive solutions? Maybe their management structures cannot support it or maybe just the imagination is not there. Maybe we will have to wait until Plentific try their hand at this?

What will the big suppliers propose to the market from their bag of product? Even now I experience confusion where rival options are available. One of the biggest challenges, is often integration, that is particularly older products have not been plugged together before and its still challenging at time in 2025. Just cause it has the same logo on it, should not con you into thinking integration will be a breeze.Also, how much innovation is occurring ? Some of our larger suppliers seem reluctant to invest big.

With the urge of the sector to select best of breed to mix and match, how will this pan out with achieving data standards aspirations? Also, how much more needs to be budgeted for more client side maintenance of solutions, rather than contacting that single supplier help desk?

When merged and the usual skill ‘wastage’ occurs, how well will that combined helpdesk for three housing systems going to function for customers? A new call logging system does not always make a better helpdesk. While Aareon have recently moved to a new system, how will all those support staff and clients take now to going back to a supplier they may have left just a few years ago, or maybe just in a transition away from Aareon?

So how will success be judged here?

Well by RSLs & SocialHousing organisations, probably if these buyouts lead to significant investment & innovative product. That has certainly appeared to have happened with Rubixx and NEC, as can be seen by consistent new wins. Will we see a return to procurement wins from the others, or just a sweating of existing customer revenues? No one wants to just feel like a number in a supplier's sales ledger, squeezed each year by increased costs. Always as ever, are the dangers of suppliers trying to re-contract. It will take 12-18 months to see how this all settles down.

Well if you are staff or customer touched by this today, I wish you well on your journey to or from AWS Appstream, Fixflo, Arthur, Assetcore, MRI Documotive, Homeo, OpenAccounts etc. Thinking about it, these are all blending into each other now, aren’t they? Maybe only Rubixx & the CRM resellers will clean up after this one - lets see !

I thought it worth sharing a couple of innovative events coming up in the next few weeks, that I am sure readers might enjoy. The sector is experiencing so many changes at present, Pay2Stay only eight months away & Universal Credit widening all the time. Local Authorities & RSLs will be forced to think differently and apply more innovation.


The event is from some of my associates at #SmartSimplicity, as part of the NHF conference in Birmingham 22nd September 2016. Anyone who reads this blog on a regular basis, will know that IT and getting systems right for housing isn't magic, its hard work and often dependent on sharing ideas that work from elsewhere.

One of those premier league forums for sharing great ideas and best practice is coming up in Oxford in March 2015.

The Housing Technology magazine conference comes up 4th/5th March 2015 at the Oxford Belfry Hotel. Lots of experience nuggets from a vast array of presenters to be had. Particularly if you are looking to change HMS or review other areas, such as mobile, tenant portals, EDM, contractor or letting systems, this is the event to look at lots of solutions in one place.
