Love, Sex, Market Intelligence

Have you grabbed a copy of the Housing Technology 2014/15 Market Intelligence survey yet?

If you are not aware of it, over 250 social housing providers have had their say about their IT infrastructure, application solutions and plans for the future. The steering committee includes the usual suspects, such as Circle, Affinity Sutton, Genesis and others. Obtain your copy at http://www.housing-technology.com/research/htreport2015/

In many ways, drivers this year in UK social housing seem to be very similar to last year, with Vfm and enhanced tenant communication, in the wake of impending welfare reform providing the emphasis for social housing IT plans. By now, a large rump of organisations have already woken up to the twin themes of dynamic scheduling and flexible mobile as key themes. Indeed, a conversation with providers of another solution in the sector, just last week mentioned how “They would like to become the Optitime DRS” of their niche market. A sensible way to plan indeed.

While a move away from the piecemeal ‘Third Party Best of Breed’ approach is evident, from clients I work with, organisations are finding that hard. Alternatively, they are re-visiting integration, in order to reduce the number of silo-ed spreadsheets used by individual teams. Try doing a quick search of your shares & network drives for ‘*.xls*’ if you dare. If the total number of spreadsheets is more than 10 times the number of application or HMS modules installed, I would say you have a problem.


Look out for anyone with a mug like this too!
Start with the team with the most spreadsheets. Quiet clue: Its most likely to be your assets or capital (Planned) works team.

Interestingly from the survey, more organisations than ever seem to be experiencing the planned business benefits from technology projects. Worryingly 27% of organisations report that they only seem to experience less than half the original planned benefits. Now, is that a problem with initial specification, communication, or are we still seeing some sharp practice and smoke/mirrors from sales staff? Detail breakdown of what deliverables are involved is not detailed, but I would bet a mix of these factors may be the cause.


Looking forward in the social housing IT crystal ball, is a tricky one. However, the survey does point us further in the direction of more channel shift (for me it’s more options and extending services 365.25/24/7), tenant self-service (apps, social media integration, more functional websites) and looking at shared IT services. This last one might be the more interesting and no doubt driven by further austerity cuts to local authority funding and may well point to some interesting mixtures of regional bedfellows. Tour De France

This week, just over a day apart I had the pleasure of being at an inspirational session at the Civica Expo this week, hosted by Olympic track cyclist athlete Chris Hoy MBE, followed by an evening at the Manchester Velodrome at the Winter Ales Beer Festival. So a very interesting week overall.

Chris certainly was inspirational and had some gold nuggets for everyone I think in terms of describing the transition of cycling as a British success in terms of not major 10% improvements, but ones of fractions of a percentage that all add up. This is how I often feel with many of the organisations I work with. Chipping away at little changes, all combine to transform efficiency and service.

You got to admit, small improvements are never sexy, at least as much as a big reveal, but essential. Don't let small incremental changes put you off. Its often a tale more of the tortoise than the hare, although I don't think we ever really realise it.

One thing I did see, were some significant improvements in at Civica Expo at Manchester Central, with how much the new housing system Cx has come on. While South Lakes & Railway HA are cracking on with implementations, it's looking closer to a lower risk option, with some great features. Well done to Civica for keeping focussed.

While housing is really just a small part of the Civica portfolio, there was quite a lot of streams devoted to housing. It was interesting to chat with a number of the current system users to talk about future plans. A big thank you to all the attendees who came to say hello and also to suggest subjects for this blog.


Cx the access anywhere housing system is certainly one to watch. It will be interesting to see the outcome of this years full HMS procurements, to see which suppliers are successful.

The Good The Bad & The Ugly

I recently had an email conversation with a new IT manager who had recently joined an organisation and was somewhat appalled with many of the system suppliers engaged. Many readers of this blog will have encountered this issue. My choice of link track was guided by the fact that engaging IT suppliers can under certain circumstances, be like living in the wild west.

Having been a supplier for a good many years, I understand that getting the best as a customer is a two way street. Nurturing relationships do pay dividends and it should be thought of like a common law marriage, you should be able to co-exist under the same organisational roof, but don't forget that parting can be quite swift.

There are bad (and ugly) suppliers, as well as good out there, but that is not a constant. That's where some complacency comes in. Often a very innovative and caring supplier can create an initially beneficial working relationship, which organisations settle down with. Change of staff, directors, strategic direction, ownership or focus can ruin that. Unless you meet and discuss your needs, and their direction on a regular basis, you can easily find yourself in a dark place. If traditional account management is in place, use that, or force regular meetings by other means.

Suppliers of all kinds can become complacent and it's no bad thing to push proactively to make a nuisance of yourself. If your calls seem to sit on a support desk way beyond their SLA, call or email every single day to let them know you mean business. You won't be popular, but I promise you, your problems will be tackled in reference to others, because you are pushing for resolutions and being proactive.

Established suppliers do get complacent in so many ways. I see it when compared with newcomers, who come in looking hungry for your business. Presentations are slicker, they generally have more energy, better handouts, freebies. The 'thank you for your time yesterday' email always arrives the next morning etc. Incumbents need to up their game, like you were a new business prospect, every time they see you. They may send the 'A' team to new prospects and tender demo's, but for you, do you get whoever was left in their office that week.

Your incumbent needs to know that you are looking at other options or at least feel you are to up their game at every opportunity. Having said that, always give your existing suppliers the best chance to turn the situation around. Potentially that is the cheapest and least hassle route. Having said that, I have arranged whole day demos with existing suppliers, who have provided a 5 hour car crash, rather than a road to nirvana.   

Disengaging with a supplier is always dependent on the contract in place too. Be sure to know what notice period is involved, if you are not locked into another x years etc. You can generally give your y months notice etc and extend it if your replacement project is lagging behind.

 
When you have x years to run on a contract, which is clearly not going well and cannot be recovered, expert witness advice can be sought, which can be the route to disengage. Some high profile housing cases have got to court (or quietly settled out of one), where non-delivery has been proven and damages sometimes awarded.

Just about all suppliers like to have satisfied customers, paying invoices on time, telling their peers how good what they supply is, or at least not moaning too much about it. Engage with your supplier as best you can, but don't forget who the customer is. It's you who should be wearing the trousers in this relationship!

I Love The Sound Of breaking Glass

It was not surprising to me this week, when Google pulled the plug on its Glass, eyeline Augmented Reality tech device. For consumers, it did seem to be regarded more like the modern equivalent of the Bluetooth headset. Lovingly worn in one ear, while cabbies burst into the saloon bar, clad in regulation leather jacket, calling "Taxi for Evans.."


In the domestic sphere, it seemed to want to be a replacement for a smartphone, although any innovation trying to do that, must be better than what went before, to guarantee mass adoption. For example, the modern Smartphone has no problem seeing off the candle stick phone. Users were made fun of in public, rather than being seen as the new gadget explorers, they easily picked up the label 'Glassholes'. Strangely the ads only featured rather beautiful people.

Worse still, in public, Glass was a little creepy too, probably a perfect stalking tool. Perfect for bootlegging a Manchester Academy music gig or premier cinema release. No wonder in several places they were banned, including strip clubs apparently. The wearer could join the IODT. The Internet Of Dodgy Things.

Domestically then, I don't think Glass found its place, or gained traction for mass acceptance. rather than tiny displays, consumers seem to be wanting bigger and bigger footprint tablets and smartphones.

One relatively unseen part of the Glass project is where it has been used within organisations and enterprises. An engineer, technician or surgeon, would benefit from having two hands free, voice control of the Internet, access to manuals, technical info, as well as being able to share video instantaneously.

Imagine your Gas repairs team having access to Parts Arena accessible, while working on a boiler with two hands free, Glass recognises the offending board or component, speaking plain English commands to order direct from stores provider, then and there.

This I think is where Glass in the workplace, may go in the short term. Mobile providers should be thinking how Smartphone form based applications, may be deployed conveniently in this way, to increase convenience and efficiency.

Within Google, I read that it is likely that Glass will be handed over to the 'Nest' team, acquired not that long ago, for over £$3b and headed up by entrepreneur & past visionary Tony Fadell. He is regarded as one of the 'fathers of the iPod' while during his time back at Apple. Nest is involved with Smart Homes & IOT, connecting thermostats and other devices. Development for business applications are said to be continuing. So potentially, the future of Glass in work, perhaps in a future incarnation, may be yet very interesting, in the workplace.

This is going to take a lot of imagination, from Google, but more importantly from organisation in sectors like social housing. Everyone needs to imagine the future and use tech like this, to take us there.

One Chain

Communication, isn't that one thing that can let our housing systems and processes down? Like we expect the letters in a stick or rock to still read 'Jaywick' from one end to the other, do changes in our operational systems always seamlessly get translated to our reporting teams?

An experience I had this week made me think on this, regarding some repair information. An end user manager had noticed that her void repair spend for last month was just a fraction of what it was that month last year. maybe some great improvements had worked through the organisation, and who wouldn't want that? The reality, as is often the case was much more mundane.

Where before only a single priority for void repairs was in use, ('Voids 20 days' or similar), now there were multiple, aiming for 5, 10,15,20 day void turnaround. We all need to drive faster voids turnaround, in the difficult environment we work in. Voids have an analysed Job type too. The extra priority codes had been added via the ICT team, following the protocol in place.

Resulting standard reports just included the (old coded) 20 day void priorities and had ignored the new ones. Now regarding computers & software, "stupid is as stupid does", usually as they are told stupid things to do, and they do it! Interestingly, the reports used a hand-picked list of priority codes, not the overall void job type in order to generate the data. An easy issue to fix, the data was looking more familiar and accurate by the following morning.

This brings up a couple of areas that are worth considering. Firstly, what is the chain like regarding how coding changes feed back into reporting, in your organisation? If these are controlled by managers, executed by ICT, then used by another team, like Performance, Business Improvement, Quality (or whatever other exciting names you have for them), have you a solid chain of how the changes go in? As we are always told, a chain is only as strong as its weakest link. What's yours in your organisation in this respect?

Secondly, our systems generally come with possible multiple levels of analysis coding, available for use. Like in this example, the priority coding of voids, is really a sub-set of the voids Job type. If reports were driven from the void job type, they would work correctly however how many new void priorities were added. These codes can also be involved in financial, payroll, HR or other system postings etc and of course these should be considered too, when making changes.

Often organisations over complicate coding or replicate it at lower levels. Property coding is one that I see a lot, and managers are often wary of sorting it out, if it's working at the moment. This can create many problems and hassle for KPI reporting teams. A structure like Owning Body (RP1, RP2 etc) > Area (Bath, Trowbridge, Westbury etc) > Scheme > Needs Type (e.g. general Needs, C&S, Shared Owners etc) if used correctly will only have codes at the right coding level.

In a structure like the above, we could create an area code called 'Bath C&S'. If we did that, we create ambiguities for reporting. do we build reports on Area to pull out C&S (care and support), Needs Type of the property, or a bit of both? What happens if our property coding across these codes get somewhat out of whack? You can see the dilemma can't you?
Have a look at the way your major entities, like properties, rent accounts, repairs etc are coded and catagorised. Are you doing it in the most joined up manner?

Why is it that most areas of the organisation have been streamlined, integrated into our systems, but management of cases, can be a backwater just left in paper files?

Occasionally, some case management is handled by a specialist application, but can be silo-ed. For example witness how ASB can be cleverly dealt with using a tool like REACT, but for joined up analysis, there is always some re-keying to be done, or manual stats to be worked out somewhere. Not exactly what I would define as one version of the truth, for KPI use.

A flexible case management solution that documents those policies and deals with the flow of information around teams can make a big difference in many areas. Many processes that are seen as manager based, can be reduced mainly to admin processes, with added control elements. I have seen document management solutions hit the spot, where additional meta-data can be added to completed forms and information fed back into core systems.

Often many processes like ASB or complaints, pose difficulties around security. Who can see what etc, without making a process unworkable. Once data and documents are stored centrally, the service provision can be standardised. Tenant or customer files can be securely accessed, exactly when they need to be.

With no need to track down case documents in filing cabinets, lost on desks etc, there are great efficiencies here for the taking. KPI's can then also fall into place. Because case managed processes, such as complaints, complements, ASB, Disabled adaptations, void recharges etc all will follow a better defined flow, they are more easily auditable. Not to mention, opportunities to allow users/tenants to be part of the process on-line, via customer self-service.

Just consider how many of your case management processes could be better tied in to your more 'bread & butter' core systems, using a separate but integrated third-party application, or one already offered by an existing key supplier.
