X-Static

I, like so many others I know in fire safety, involved in social housing and TMOs, were horrified to see those early news reports of the horrific Grenfell Tower fire, that June day over three years ago. It was the worst UK residential fire since WWII. The Dame Judith Hackitt report effectively put the sector on notice, to focus on compliance, think out of the box and be open and transparent with residents.

Not an easy job, of which I am very much aware. I wouldn’t want that gig even if it came with a gold clock and a gold plated pension. However, the solutions are out there.

Compliance is challenging and surprisingly I tend to see too much of Excel based records, although we have expensive Housing Management Systems on paper, with abilities to help tie all the strands together. You know the territory, FRAs (Fire Risk Assessments), Legionella, Asbestos, Gas Servicing, Lifts, Radon, Electrical and PAT testing. Ask yourself, how good are your records, the audit trail if heaven forbid a Grenfell scale disaster occurred in your schemes and stock?


Another really important dimension of all this is transparency and openness with residents (Tenants, Leaseholders, Factored and Shared Owners etc). Trust and openness with residents is I believe, an essential part of the effective solutions and the Hackitt report references sharing of info. If you are a landlord reading this, would you be comfortable sharing your compliance data with your residents? Would you be sharing a spreadsheet effectively, or a window on a system, or would you basically play the ‘We haven’t quite got the technology’ card

The latter excuse surprisingly does gain some traction from me however, as all that glitters out there, is not compliance gold. Compliance being a hot topic, I see no end of ‘products nearing release’, ‘nearly ready’ or well actually when I prod and probe, little more than a concept. Like me, you too need to push and want to see real customers, users etc, not beta testers. This is residents lives we are talking about here, lets not beat about the bush shall we?

Readers here may recall I have blogged about GasTag in the past, an excellent idea, finally joining the dots between right certified engineer with right equipment being serviced at the right asset. Back nearly 3 years ago when I wrote that blog, for me I could see the concept morphing far beyond just that, into all types of compliance. I should have put a £pony or a £ton on at Paddy Power, that a name change would be needed at GasTag, to encompass the greater capabilities of the platform.

A rename to ‘X-Tag’ properly encompasses what these guys are actually doing on their solution. X describes compliance perfectly, its about managing X, the universal unknown and making it known, internally and outward to residents. That is exactly what their platform is achieving for larger RSLs, like Housing plus Group and Southern Housing Group, implemented more in weeks than months (or years in some cases), as can be common from some of the traditional existing sector suppliers.

The X-Tag offering goes way beyond the notional management of compliance within a Housing Management System, which so very often is fragmented, lacks clear audit and detail, allowing continuous improvement and confidence in data, that could be and has facilities to share with residents. A key recommendation of Hackitt was the ‘engaged tenant’. If using this solution, an on-line portal sharing data ‘KnowMyHome’  is a by-product, not a separate solution in itself.

One of the real benefits of X-Tag to me is that its all data based and anyone who I have worked with will know my feeling is always that, reliable data is king. Opinions are great to express, that’s your right in a free country, but solid reliable data always trumps opinions, however loud you shout.

Integration is key and the new platform has good API links that can be utilised by your HMS, Asset Management Solution, such as Keystone, Promaster etc. Reporting is good, with dashboards directing managers to exceptions and areas for attention, as these are the common pain points aren’t they? 


The solution is big on the control of ‘who’ carries out the compliance. Lets face it, excessive sub-contracting out was one of the main un-doings of what happened at Grenfell. Escalation paths can be deep and responsibilities blurred. X-Tag identifies who carried each compliance operation, evidencing issues arising. If your appointed contractor subs it out, that is clearly evidenced. It shines a light on what is checked, who checked it and was it done at the required/expected location.

I suggest you give it a look, see the volume of compliance already supported by the platform and its operational users. As mentioned earlier, there’s many ideas being pitched on roadmaps etc around this whole socialhousing compliance area. Be sure if you are going to take compliance seriously, you are looking at a proven and scalable product, you can implement quickly and reliably.

The New Normal

I have found being locked down has been very busy and productive, with a growing feeling that social housing is at last waking up, to how they need to nurture a team structure in a different way, than we did in the traditional office environment. 

Following up on something I touched on in an earlier blogpost, it's good to contrast my experience with a local solution provider I often work with.

I was chatting with contacts at Hallnet, who produce the Active Housing brand range of housing web portals and self-service software , sharing a few insights into their experiences earlier this week.

Amazingly, Hallnet have onboarded five new staff during the breakout of Covid19 due to expansion, including really effective remote training. They have introduced a number of virtual team building strands, to maintain productivity and introduce an element of missing interaction whilst working from home. These are easy elements for any socialhousing organisation to introduce over Google hangouts, Zoom etc. Lunchtime active workouts, drop-in learning sessions, Film Club provide a varied mix with regular team meetings over Google and a daily stand-up from each team member.

Hallnet in common with other organisations I work with, have found that including social strands, like virtual pub quizzes, staff drinks and even poker tournaments, have really built bridges between staff. In the old normal getting social was an employees business. In the new normal, getting to know work colleagues better goes somewhere to replacing the intimacy of all the activities we couldn’t do or now have to do in a more restricted manner.

From what I have been seeing during the lockdown period, Hallnet have backed the right horse to prepare for a rush for landlords to make better self-service a reality, to better serve customers remotely. I have seen a few rollout plans turned on their heads, so I was interested in the type of things they have delivered in the first part of 2020.

For socialhousing, building on work with all the key HMS suppliers, Hallnet have now released ‘Active Portal’ self service tenant portal with advanced content management and ‘Active Community’, a new way to connect RSL residents with local activities, events and services, in a free online directory.

Over a socially distanced IPA refresher 🍻, Simon Wilkes filled me in on some of their recent implementations. Of the successes at Gravesham , Grand Union Housing and Stonewater, I found their work at Radian most interesting. It’s rare to see a self-service project to be taken live within just 67 working days and attracting 5,000+ registered users and 40,000 logins in just over a month. I am often asked how you can achieve that type of footfall and I personally favour carrots, not sticks.

A rich and easy to use environment always has a definite ‘pull’ factor for natural self servers, who want the easiest options to participate, particularly zero-touch. Pretty much my favourites are all included, in the work Hallnet have delivered for the Radian Active Portal. GDPR is covered by privacy opt-ins, dashboard providing access to account info, statements and easy means of making payment. Repairs are self-appointing with ability to track and amend upcoming repairs. Alerts and notifications ensure the tenant is fully aware of their current account information and upcoming appointments.

So, a raft of great resident tools in the brand-new self-service Radian toolbelt and its smartphone-centric, device responsive design proven correct, by stats showing 71% of sessions from mobile devices. Here I think Hallnet have a proven, well thought through productised solution, that would slot into many RSLs, RPs and councils with retained housing stock.

 

It’s unfortunate that so many socialhousing providers, still think that to be able to provide real world self-service, we need budgets like the big banks to spend, to achieve it. Another partner In Crime

The new megalith newcomer in UK & Ireland Social Housing, MRI, grew bigger still today (5th Aug 2020), as it snapped up ‘Housing Partners’.

You may use a Housing Partners product, if you have Homelessness to deal with in England & Wales (Housing Jigsaw), Anti-social behaviour not dealt with in your Housing Management System (Streetwise), track and tracing of tenant debt (TAIM), or make use of Homeswapper.

The statement on the Housing Partners website went as follows:

“We are proud to welcome Housing Partners to the MRI family, adding an exciting and innovative range of digital solutions to our powerful and interoperable MRI Living residential portfolio,” said Patrick Ghilani, Chief Executive Officer of MRI Software. “This acquisition expands MRI’s ability to facilitate the delivery of front-line services, helping social housing providers bring increased flexibility, mobility, safety and security to communities – building on our commitment to improving the lives and experiences of social housing tenants through the power of technology.”

I am loving the across the pond use of English, “Interoperable MRI Living Residential Portfolio”. Some should think of turning that into an acronym, it being a bit of a mouthful.

Proof of the pudding in the use of the housing systems from the usual suspects is generally level and quality of integration. This is a deceptively tricky nut to crack, particularly when the number of original sourced ‘Jigsaw’ pieces multiply. Get that wrong and an upgrade or change to one piece can create a nightmare of testing required.

A few years back, I remember sitting in a presentation at a Housing Technology conference, where a supplier who had bought up about 5 housing products, from multiple sources, expected to have them all linked together, integrated in just 9 months. With my colleague in the next seat, we both agreed they would struggle to even get them looking similar with colour-scheme and branding, in 9 months.

So, maybe it will be some time I expect, before the ‘I’ in ‘IMLRP’, can be swapped to ‘Integrated’ (or even ‘TIMLRP’ for ‘truly integrated’.

It will be interesting if the MRI shopping spree will continue and who else might be worth adding to this smorgasbord of mixed solutions. There is a danger of the mix becoming a little like 'The Curates Egg', with too random a mix.  

Of course too, with the background of the traditional HMS providers rushing to move to SaaS and true browser GUI delivery and the clear alternative of MS Dynamics CRM or Salesforce, providing whatever RSLs want, we are in interesting times. Lets see who are the winners and losers here, although its clear that supplier deep pockets may be needed in the next few years, just to pretty much stand still.

New Beginning

It was great last week to be invited to present, by what used to be the DWF (the Direct Works Forum) group, which is being re-organised and getting a makeover, a new beginning as ‘Direct Works’.

It will still have a discussion forum, but should be a better organisation to represent Housing Associations, Local Authorities and RSLs employing their own trades staff to undertake repairs and maintenance.

A big thank you to Mike Wilson and Russell Thompson for inviting me. Judging by the volume of recent projects, it’s a good time more than ever, for internal workforces and DLO’s, to share best practice. So I wish them well.

My session was my take on ‘Why we buy some of the best IT and then implement and use it badly” and we had good attendance, many people I am sure have experienced, first hand, a lot of the areas I covered. As anyone who reads this blog knows, I am not keen that everyone has to suffer and learn from their own mistakes, why not get a leg up from others? So where with systems do you start?

Well, know your market to start with. Too many organisations rush in and buy the first silver bullet they see. OJEU has always provided pre-market analysis as an option, its strange so few take advantage of it. Risks are rarely taken into account too. Who might have thought that software was risky? Sales people never mention risks, do they?

What about alternatives to external software packages? Who hasn’t had their social housing ICT team, offer to ‘write a system for you’? Often I wager, followed by, ‘How hard can it be’? This approach contains risks too, particularly as its more likely your IT team are more skilled at support than writing quality software. When I was a supplier I had a few customer IT teams suggest they had useful things they had written, which might be profitable (for us both) when sold to a wider customer audience. Only one idea ever made the cut and only then after a total re-write to bring error trapping etc, up to scratch. A common problem, quality control.

When we go to seriously buy, do we understand the problems we are looking to solve? A business case generally flushes this out with benefits. I have seen many business cases done afterwards to tick the box. OJEU does try to protect us from ourselves and we should embrace formal process that does that.

After the excitement of the procurement, how well do we resource projects. Regular readers know I always prefer the A-Team, although occasionally it’s the C, D or reserve teams, we can get stuck with. Never try to involve staff who have to juggle their day jobs too.

In DLO’s and internal workforces, often introducing software creates cultural changes for staff too. This is often neglected and the reason why dynamic scheduling is most often far less than dynamic and users are not guided into new roles and behaviours. As with many issues, some are embedded in the phrase, “well we have always done it that way”.

My Paloma

It was sad to hear last month, of the death of Thomas Schweizer, director of Paloma based in Brighton, who supply housing solutions to a lot of mainly smaller social housing landlords.

I met Thomas on a few occasions, including at a NHF IT Managers conference at Olympia in November 2010. We were on a panel of suppliers together with Martyn Rees of an IBS recently bought up by Capita and John Doughty (anyone remember him from Orchard?).

Thomas was trying to do something differently for the sector, maybe a little quirkily and hands-on, but with his heart in the right place I guess. I have worked with a few Paloma sites, often to look at or assist in migrating Wrapp, Jamm etc, to more integrated alternatives. I understand that a couple of key support staff have also been lost too, over the past year.

Lack of adequate succession planning is becoming a growing issue with software houses, as life and old age catches up with the original innovators from the 1980’s & 90’s. There is no real excuse for lack of succession planning, especially where a few dozen social enterprises depend on continued support of software products. I would guess that quite a number of long time and larger Paloma customers (Worthing Homes & Swansea spring to mind), are already starting to research options. While there is probably urgency to ensure a stable housing system is in place, some structured examination of the market would as ever be recommended.

Like with any organisation experiencing changes like that, losing key staff, some reorganisation or targeted recruitment must be now necessary. I have worked with a few suppliers in a similar situation, with credible product and existing customers, as Critical Friend, to help navigate options forward.

Its fair to say that some other supplier organisations are currently going through transition too, based on the LinkedIn movements I see from my own extensive contacts across the sector. A number still need to put the breaks on the often revolving door of staff changes. Older and more experienced staff are indeed retiring or cutting down to three days a week. Recruiting good staff, training them to be even better with product and letting them develop can be a tough call. Cracking that and having an eye on sensible succession planning too, can make all the difference between satisfied and unhappy software customers.

Minute by Minute

I work with lots of clients with all types of ICT solutions.

Users and managers universally will have a gripe about IT and software. Sometimes its justified, often not. On many occasions it can be a case of six of one and half a dozen of the supplier. I’ve lost count of the times

I have told people, with no hint of irony, to think of time using a solution and software as like a marriage. Both parties need to understand each others needs, respect each other and there needs to be a degree of ‘goodwill’ on both sides.

Key to good relationships is to not let it get stale.

When using systems, I often ask how my clients are doing that?

Most actual then reply with something like, “We have a digital champions group”, or a “Process improvement group”. Many have a performance team, but not many have a performance team that is tasked with improvement too. That’s the two sides of the coin isn’t it and both should be feeding each other.

Amazingly most of these internal groups are then criticised, for ‘not much coming out of it’ or ‘not getting things done’.

My question then is usually, “Can I see the minutes of the last few meetings”?

You would be surprised that so many have no minutes and certainly no actions or outcomes. Without those, its just a monthly social get together, over a brew with some quality biscuits. No wonder nothing gets done. Nobody is held to account.

Have a look at groups that meet in your organisation. Do clear actions and timescales come out of meetings, with individuals tasked to deliver? Fail to be formal and your groups will fail to deliver or instigate meaningful change. Minutes potentially hold (sometimes slippery) individuals to account and help you get more from all that staff meeting time. Embrace meeting minutes, they are your friends.
