Old Highs, New Lows

Having worked in all sectors of IT across my working life, I can’t say I made a conscious decision to spend getting on for 28 years in SocialHousing ICT, but there you go. Over the years I have been the natural sponge and absorbed whatever sectors I toiled in, even remembering my retail or logistics experience, often decades later.

Many of my friends, contacts and clients will know I spent my first fourteen housing sector years at MIS Active Management Systems, home (originally of HAMIS and) ActiveH, last 5 of which as Managing Director for my sins. Mostly happy times with many decent hardworking people, not without its quirks and politics as most small companies have. Glen Lewis and Richard Chambers will be familiar to many, as will some of the others, a few with a SOH bypass who made a Christmas appearance in my ‘Hamis Recorder’.

In some of the sales demos I attended back in the 2010's pitching for MIS, we often bumped into Ian Lockwood or Chris Harvey coming into the prospect for the afternoon session. It was good to take a good few of those back then. Many of those RSLs are just about back out again now.

When I first started, there were over 25 products/suppliers available to anyone needing a housing management system. With the agreed sale of MIS-AMS announced today (somewhat quicker than Homemaster last month), that reduces the bigger supplier beast to the UK Housing procurement equivalent of the four corners of Jurassic Park. Aareon, Civica, MRI (now Capita owners) & NEC. Which of these might be the most precarious and whose long term fate might be more tied to its VC owners?

A bit like the movie, a lot of these solutions feel like they are sharing a lot of the old shared stale DNA. With such similar multiple solutions in so little hands, it’s a wonder the Competition & Mergers Commission is asleep at the wheel yet again with this new ‘we are thrilled & proud’ PR messaging from the purchaser. Where will this leave InclineIT & ActiveF (ActiveFinance) then? 

Still that leaves one true indy innovator left standing, Rubixx. No debt, no external investors or shareholders. What a luxury to only answer to clients. A solution that if you have not already taken a look at, you should take a shufty. Simon Reay has got most legacy solutions on his bingo card, he should have picking up over 30 deals in the last three years. I recall Simon proudly telling be when he had won Melville HA from MIS up in Midlothian. Actually that was the first HMS implementation I ever did back in 1998.  Like Simon, I will be fascinated to see how selling a culture of caring about customers, now plays out under a new regime

One class of alternative solutions that I can hardly see spooking the C&MC, are the resellers of CRM based platform housing solutions. You know the ones, Microsoft Dynamics 365 or Salesforce. These are the new alternatives to the traditional suppliers, providing freedom from solutions being bought up and flexibility to do something else. These RSLs often have deeper pockets too. Strangely when some of these housing CRM resellers are historically snapped up by big outfits, they are often suffocated. Why can’t some of the Jurastic’s manage to tap into this potential and take on a reseller building more expensive solutions? Maybe their management structures cannot support it or maybe just the imagination is not there. Maybe we will have to wait until Plentific try their hand at this?

What will the big suppliers propose to the market from their bag of product? Even now I experience confusion where rival options are available. One of the biggest challenges, is often integration, that is particularly older products have not been plugged together before and its still challenging at time in 2025. Just cause it has the same logo on it, should not con you into thinking integration will be a breeze.Also, how much innovation is occurring ? Some of our larger suppliers seem reluctant to invest big.

With the urge of the sector to select best of breed to mix and match, how will this pan out with achieving data standards aspirations? Also, how much more needs to be budgeted for more client side maintenance of solutions, rather than contacting that single supplier help desk?

When merged and the usual skill ‘wastage’ occurs, how well will that combined helpdesk for three housing systems going to function for customers? A new call logging system does not always make a better helpdesk. While Aareon have recently moved to a new system, how will all those support staff and clients take now to going back to a supplier they may have left just a few years ago, or maybe just in a transition away from Aareon?

So how will success be judged here?

Well by RSLs & SocialHousing organisations, probably if these buyouts lead to significant investment & innovative product. That has certainly appeared to have happened with Rubixx and NEC, as can be seen by consistent new wins. Will we see a return to procurement wins from the others, or just a sweating of existing customer revenues? No one wants to just feel like a number in a supplier's sales ledger, squeezed each year by increased costs. Always as ever, are the dangers of suppliers trying to re-contract. It will take 12-18 months to see how this all settles down.

Well if you are staff or customer touched by this today, I wish you well on your journey to or from AWS Appstream, Fixflo, Arthur, Assetcore, MRI Documotive, Homeo, OpenAccounts etc. Thinking about it, these are all blending into each other now, aren’t they? Maybe only Rubixx & the CRM resellers will clean up after this one - lets see !

Good Morning judge

A very well timed post for the tail end of 2024 and the start for the new year. Always a milestone for taking stock and setting yourself and your organisations in some cases, for some new resolutions. 2025 is your blank sheet of paper.

As anyone who reads my posts here will know, I work with a wide range of organisations of all sizes. As any of those I am sure would tell you, I do my best to help with my experience or point them to other means of carefully referencing product choices before they are made or finding other help from my contacts. I have been told at times that my optimism and confidence in getting problems solved can be legendary. Indeed if you believe you are beaten before you start, your hope is lost!

Last year I worked with a few organisations coming out of downgrades or regulator judgements. The common theme of all of these were that they were all great teams of people, exceptional CEOs, looking to improve processes, solutions, systems and in some cases needing to take up a new direction. A downgrade should be a temporary wake up call, with issues that can generally be addressed. No regulator judgement will generally tell anyone they needs to change a housing or assets system, but will point to making moves to get better control of data, improve service (such as repairs, maintenance) or governance. Systems and/or the way staff operate them however are usually the root of many troubles.

Apart from helping folk in the sector, I also assist many residents, tenants, leaseholders and factored owners, where I can. Some I can see get a raw deal with something as fundamental as their home. (Yes, home, not a ‘unit’ or an ‘asset’). Often it’s the same culprits I am afraid. I seriously have wondered if some CEO’s might be better paid based on their ratings not their PR.

I have sometimes been asked how I can remain positive working with social housing landlords and councils, when some residents experience can often be just of failing ones? My answer is that I think I see better landlords, as whoever I work with is looking to sort out their systems, not bury their faults and pretend all is fine. I never seem to get the call from any of those usual suspects. I am unsure if they would agree with some of my approaches, once I had had the audacity to hold a mirror up to them!

So anyway, what judgement's have the regulator been up to, just up to Christmas?

Well the RSH has been busier this year than most and it looks like more in depth assessments (deep dive IDAs) are coming thick and fast in 2025. Here’s over fifty from December alone - from Accent Group to the YMCA St Pauls Group. Checkout the G1’s & V1’s and also a few downgrades too.

These inspections can be regarded as quick exams and for sure I have heard of more than a few RSLs ‘boning up’ to show a clean set of heels for the inspectors arrival. In the past I have also experienced this at times in the wake of implementing a new system, during very common data cleansing exercises. While the impetus and priority of these exercises are commendable, like a pet not only being for Christmas, it should be a continual practice. In fact its better becoming the organisation culture. Its often been a serious point of discussion in my projects, how do we embed this respect for data and processes going forward after go-live?

Well, I have quite a few interesting projects on-going into 2025 and this last point is a feature of pretty much most of them. It might surely be a good call for a post later into the year!

Cutt Off

Barely a month after German social housing software provider Aareon is sold off, another significant supplier to the sector and local councils, changing hands. At least a couple of customers contacted me and said they were dismayed at seemingly not even being informed of the planned sale.

This week Capita announced that they will be shedding ‘Capita One’, the home of OpenContractor, OneHousing, Education management solutions and ex-IBS OpenHousing. (not Irritable Bowel Syndrome, for latecomers to the sector, however it could at times create nearly similar effects!). For £207m, MRI the US Real Estate Asset Management specialist, via its Orchard entity nets several hundred new account numbers to add into its Sales Ledger and chart of accounts. The process is set to complete in August if no CMA (Competition and Markets Authority) challenges are encountered. I would say one was pretty likely as this effectively consolidates two of the remaining medium-large social housing solutions, with a single dominating supplier.

MRI is used to UK housing solutions acquisition, having consumed Castleton, Orchard & Housing Partners, over the last few years. However, I would wonder if the non-housing parts of this deal, such as Education management, will be quietly disposed of, one the dust settles

The media release blurb tells us, “MRI Software is a leading provider of real estate software solutions that transform the way communities live, work and play. The Buyer intends to support Capita One’s growth plans and further develop its product portfolio and customer base.”

Capita have recently been coming back to the market for some new housing system procurements with a fully web based housing product. OH to OneHousing not quite a quick lift and shift however, as a few sites appear to be finding. Potentially, MRI moving old legacy Orchard customers to OneHousing, could well be a much cheaper option than completing the latest re-tread for the former that’s underway. MRI still seem to have a gap for a modern Cloud/browser solution for small-medium RSLs/RPs. Newer challengers look to continue hoovering these ex-Kypera sites for at the the next few years then.

It will be interesting as ever in these cases how Capita helpdesk’s and account management will be consumed. Will slightly sub-optimal current service be impacted or can it be possibly improved ?

Drip, Drip, Drip…

Damp and mould, should become the next strict incarnation of holding housing CEOs to account, like we do in the UK over violations of LGSRs, annual gas servicing – Unlimited fines and prison sentences ?

Based on the level of interaction I have from a lot of my Twitter/X followers who are residents & tenants, a lot of those would be fully behind that type of move. For sure there are quite a few repeat offenders out there that have made for great BBC & Channel4 investigations. Looking in, it looks like quite a mess.

Based on clients I have been working with over the last 18 months, looking out from within, a lot is being done to identify, manage, communicate and improve damp and mould issues. Residents I engage with often would cite their own landlords & RSLs/RPs etc as seemingly doing very little when I mention this. Maybe I have a more optimistic glass half full view on this, as clients working with me are always looking to improve their service and systems, generally putting quality of solutions above raw cost to do things better.

Buy cheap, buy twice’ as is often said. Tackling damp and mould needs a focussed approach and I believe cannot be done on the cheap. However, done right it improves health and home conditions of residents and longer term protects landlord assets. Benefits for all then if done right!

So what am I seeing ‘Done Right’ looking right then? Well I am currently working with a mixture of providers, some lucky enough to be developing too. Good modern construction can provide good benefits around water tightness as well as applying improvements in modern building M&E systems for efficient ventilation while retaining much of the heat that might be traditionally lost.

This is a crucial point as the move from the 1980s to the 2000s, use of central heating, double glazing planned works etc with limited ventilation provision, has created some of the challenges residents in some historic building architypes face now, many of which were less of an issue originally. Also, in a transition to a warming planet our storms are getting wetter, heavier and windier. Thus meaning that more attention is needed on preventative maintenance of gutters, roofs and rainwater goods than we ever needed previously.

So what do good systems and processes look like in a proactive landlord, with modern integrated housing solutions ?

Well start with an efficient CRM or self-service means of logging all resident interactions about damp, mould, leaks etc. Any that become responsive repairs should start with a dedicated void inspection and checklist, including captured images. A dedicated mobile form to capture details directly and automatically tag/file against calls/property/repair WOs adds efficiency. If a new repair damp issue is logged, can we easily tell if this has occurred at the same home before, over the last 3, 6, 12, 18, 24 months? Any repeat issues would obviously warrant additional consideration (you might expect).   

An asset management module or third party solution that can correctly relate a residents home to its siblings or other properties in a block is exceptionally useful. IE if flat 14 logs a leak coming from above, have we data as to what number flats are actually above, or is the roof overhead? On what side of the building roof is the flat? Where warranted, this incident should also trigger a HHSRS failure until rectified. How easy it to record the need for cyclical gutter cleaning in your asset management solution and get some regular visits scheduled in? Better in your system than rows on a spreadsheet OBVs.

IOT (Internet Of Things) monitoring using remote sensing data loggers, left in homes for a period of a few weeks to a few months if necessary, can be convenient and economic. These are capable of recording temperature, humidity and calculate the dew point, typically required for faster mould growth. There is also potential also to check to see if any of the data from a home is most likely due to fuel poverty etc. Adding single Room Heat Recovery units (SRHRU’s) which have evolved to be quite small and low wattage, can be really useful in historic properties. Stale air is extracted while holding around 70% to 80% of the heat. Keeping humidity below about 60% is sufficient to restrict development of mould colonies.

Good case management (from the likes of a dedicated module, D365 or Salesforce CRM etc) is an essential means of setting up a complete template process. Functions available in other case management processes, such as disrepair, ASB, complaints/complements etc are right for use here. IE automation for communication, capturing details, meetings, interventions, logical and concise timeline, outcome satisfaction surveys, lessons learned etc.

Increasingly I have worked with landlords trying hard to leverage the systems they have and also helping to better acquire additional functionality to improve or fill in the gaps. It all helps and is especially important through these winter months, when increased rainfall and cold conditions create additional stresses.

Falling From The Sky

As a regular Private Eye reader, the recent revelation that in the UK we have a hundred or more schools blighted by failing RAAC (Reinforced autoclaved aerated concrete). It’s a lightweight material that was used mostly in flat roofing, but also in floors and walls, between the 1950s and 1990s. It is a cheaper alternative to standard concrete, is quicker to produce and easier to install. In hindsight it was a time when so many new and replacement buildings were required after a crippling world war and full implications and life cycle of this newish material.

While the Romans apparently had concrete in their buildings, they didn’t have RACC, as far as archaeologists seem to agree. Romans also didn’t seem to require substantial ‘planned maintenance’, as evidence such as Hadrian’s Wall and the Rome Colosseum attests.

Planned maintenance is often neglected and in my 25+ years in Social Housing continues to reinforce the view that we often do it badly in the sector. In theory (and practice) if we get planned/capital spend targeted right, much can be saved in reactive repairs. While we have many software solutions to help with that, we still love our spreadsheets and manual solutions don’t we?

Many a time I have seen half a dozen staff in a room earnestly lamenting a £80 estimated SOR responsive repair being varied to £350 and examining it in detail, while four blokes next door manage a £4.3m capital budget on spreadsheets no-one can understand. Honestly, we need to understand why the latter is the most vulnerable budget for fraud, not the former.

So, what do the main solutions out there provide, from bigger all encompassing integrated solutions, to more third party interfaced, brand new innovations or standalone options?

All provide the options of defining our required component structure, with options of applying lifecycles, costs, replacement options and other criteria as needed. One size definitely does not fit all, as all RSLs & RPs have special requirements, in addition to 85% of everything that is usually ‘vanilla’ in the sector. This could be as quirky as having some properties with thatched roofs (such as in Gloucestershire or the south west), or communal heating for example.

Once a component structure has been defined, this needs to drive and inform condition surveys, to collect accurate information on what’s present, remaining life, condition and other specific valuable insights. Beware survey companies that resist or refuse to structure their survey offerings to what you need. Surveys are expensive and to extract maximum value fit Social Housing needs closely and be provided in a format easy to bring into the target system or module.

Failure to get this stage right can be extremely time consuming later, costly and frustrating. I have been involved at the start of many clients engaging survey companies and this has been a valuable exercise for client team and surveyors. Most surveyors can be flexible, although keeping to a ‘vanilla’ format saves them money and time, so the argument can be that they have used this for council or HA x, so it should be ok for you. Probably verify with council or HA x what their actual experience was like. In one example I saw of a ‘vanilla’ survey, it could tell us how many hanging baskets the properties had, but not condition or existence of Kitchen, Bathroom or wiring.

If you are paying for it, ensure you are getting good value and exactly what is useful to you. Many stock condition surveys come in spreadsheets, one row per asset (property or block etc), often with hundreds of columns. Remember, Excel or Google spreadsheets are not databases, don’t get confused they are!

Once the data is in your system/module database (a proper one OBVs, not a spreadsheet), we have the means to start to drive practical planned maintenance budgets and programmes. Clearly after initial Life Cycle Costings are produced, other work might be necessary or carried out to determine fit to available budgets and drive practical and effective programmes.

In the case of suspected or actual RAAC, it appears to be not thought to be common in 1960s-80’s social housing, although possibly condition surveys should incorporate checks in specific build archetypes.
